REPORT ON THE MOBILIZATION OF PUBLIC LAND FOR INVESTMENT

The private property of the State constitutes a strategic asset for the socio-economic development of the country.

During the last decade, the mobilization of a more significant land base was undertaken in order to support the projects of basic infrastructure development (Tanger Med, new cities ...) and major development projects (Emergence Plan, Azur Plan, ...).

The assessment of the mobilization of State-owned land, for the financial years 2014 and 2015 (1st half), is as follows:

I. Assessment for the year 2014 A. Mobilization of land for investment

An area of about 5,080 hectares (outside of the Green Plan) was mobilized in favour of different sectors of industry for the execution of 194 projects requiring the investment of about MAD 21.2 billion and the eventual creation of 23 846 jobs.

 In 2014, the region of 76,39% Laayoune-Boujdour-Sakia El Marrakech Tensift al Haouz 7,04% Hamra has concentrated 76% 4,02% of the mobilized area. Taza - El hoceima-Taounate 2,69%  This region has benefitted in 2,21% 2014 from the mobilization of Guelmim-Semara 2,12% 1,64% an area of about 3,880 ha for 1,05% the execution of 5 projects Meknès-Tafilalte 0,94% which would require an Gharb-Chrarda - Beni Hssen 0,61% investment of around MAD 0,45% 3035 million. Sous-Massa Deraâ 0,37% 0,20% Doukkala Abda 0,15% 0,10% Oued Eddahab Lagouira 0,01%

A. Mobilization of land in support of the Green Morocco Plan

Under the public-private partnership, and in order to support the development of the agricultural sector, the Moroccan government has mobilized as from 2004 agricultural lands being part of its private property.

An area of over 99,000 hectares has been mobilized to date, in order to support 600 projects. The estimated amount of the investments planned amounted to nearly MAD 19 billion. The number of potential jobs is estimated at 47,515 jobs.

For the financial year 2014, 6,061 hectares were leased for the benefit of 71 projects for an estimated investment of MAD 1.652 million. Number of Projected Region Area Expected Jobs projects investment

I. Assessment for the 1st half of the financial year 2015 :

At the end of the 1st half of 2015, 88 projects supported by the State-owned land have been approved, for a total area of 614 ha, a projected investment of MAD 5.315 million and 11,486 expected jobs. The regional distribution of projects, during the 1st half of 2015, shows that 14 projects (that is, 25% of total) are concentrated in Meknes-Tafilalet region, benefitting thus from an area of 705 ha (that is, 28% of total).
