MINUTES. Resolved: [143] That the minutes of the Ordinary Meeting of the Council of the Borough, held on 13th May, 1965, having been circulated, be taken as read and signed as a correct record.

DEATH OF MR. W. W. SYMPER. The Mayor referred, with deep regret, to the death of Mr. W W Symper on 21st May, 1965, in his 83rd year. ' * ' COUNCIL 380 Mr. Symper was a Member of the former Urban District Council, from 1923 until 1934, and was Chairman of that Council in the year 1929/30. He had also served as a Member of the Youth Sub-Committee from 1951 to date. All present stood in silence for a few moments as a mark of respect for the memory of the late Mr. Symper.

BESTOWAL OF HONOURS. The Mayor warmly congratulated Alderman W. O. Alien, O.B.E., J.P., upon being admitted an Officer of the Most Excellent Order of the British Empire in the recent Honours List. The Mayor also congratulated Mr. Joseph Barrow who had also been awarded the O.B.E.; and reported that, on behalf of the Council, he had sent congratulatory messages to the following residents who had been honoured:— Name Award Mr. G. THE CAMBRIAN COLLIERY DISASTER. The Mayor reported that, on hearing of the disaster in the Cambrian Col­ liery, he had immediately sent a telegram to the Mayor of Rhondda conveying the deepest sympathy of the Council.

VISIT OF TREORCHY ROYAL WELSH MALE CHOIR. The Mayor reported that two most successful concerts had been given in the Borough by the Treorchy Royal Welsh Male Choir, on 12th and 13th June, to raise funds in aid of the Cambrian Colliery Disaster Appeal; that, with the addition of personal donations, the net sum raised totalled £250; and that this amount would be forwarded to the Mayor of Rhondda who was Chairman of the Appeal. The Mayor expressed thanks to Mr. Tom Eastman of Pinner Rotary Club, and Mr. Fred Davies, for assistance which they had given in arranging for the visit of the Choir; and to the many people who provided accommodation or helped in any way.

BROKEN HILL, ZAMBIA. The Mayor reported that Councillor Briam Nkonde had been re-elected Mayor of Broken Hill for a further term, and that he had sent a message of congratulations to him and the Mayoress, on behalf of the Council.

PETITIONS. The Town Clerk submitted the following Petitions:— (i) from residents of Princes Drive, Wealdstone and vicinity, complaining about alleged noise nuisance and asking that a Cafe in Princes Drive, should be obliged to close earlier; and 381 COUNCIL

(ii) from residents of Jersey Avenue, about the fouling of pave­ ments and grass verges by dogs. Pursuant to Standing Order/7, both Petitions were referred to the General Purposes Committee.

REPORTS OF COMMITTEES. LIBRARIES COMMITTEE. Upon motion by Councillor Tackley, Resolved: [144] That the report of the Libraries Committee, as set out in the minutes of the meeting of the Committee held on 20th May, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Tackley, Resolved: [145] That the following recommendations, as contained in the report of the Libraries Committee, held on 20th May, 1965, be hereby approved and adopted:— Recommendation I: The Net Book Licence Recommendation II: Proposed Library at Gayton Road, Harrow. Recommendation III: Proposed New Library at Queensbury.

WELFARE COMMITTEE. Upon motion by Councillor Harkett, Resolved: [146] That the report of the Welfare Committee, as set out in the minutes of the meeting of the Committee held on 24th May, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Harkett, Resolved: [147] That the following recommendations as contained in the report of the Wel­ fare Committee of 24th May, 1965, be hereby approved and adopted:— Recommendation I: New Residential Home for the Aged, " Vernon Lodge," Vernon Drive, Stanmore (52 persons): Furniture and Fittings. Recommendation II: Council Representatives on Outside Bodies: South-east Regional Association for the Deaf. (Note: The following preamble and recommendation were inadvertently omitted from the printed report of the Committee.) At their meeting on 20th April, 1965, your Committee adopted a recom­ mendation of their General Sub-Committee to make a contribution of five guineas (based on a formula of 6d. per 1,000 head of the population) to the above-named Association, thereby qualifying the Council for constituent membership of that voluntary organisation. In response to the Association's subsequent invitation for the Council to nominate two representatives, the following recommendation is submitted. Resolved to RECOMMEND: That Councillors Mesdames Edwards and Rees be hereby nominated as the Council's representatives upon the South-East Regional Association for the Deaf. COUNCIL 382

HEALTH COMMITTEE. Upon motion by Councillor Jones, G.L.C., Resolved: [148] That the report of the Health Committee as set out in the minutes of the meeting of the Committee held on 27th May, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Jones, G.L.C., Resolved: [149] That the following recommendation, as contained in the report of the Health Committee, dated 27th May, 1965, be hereby approved and adopted:— Recommendation I: London Government Act, 1963: Infectious Diseases (Noti­ fication) Act, 1889: Disease of Pemphigus. Recommendation II: Service Tenancies of Council Houses.

OPEN SPACES AND WORKS COMMITTEE. Upon motion by Councillor Stenhouse, Resolved: [150] That the report of the Open Spaces and Works Committee as set out in the minutes of the meeting of the Committee held on 27th May, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Stenhouse, Resolved: [151] That the following recommendations, as contained in the report of the Open Spaces and Works Committee of 27th May, 1965, be hereby approved and adopted:— Recommendation I: Bus Stopping Place in Warden Avenue, near Alexandra Avenue, Harrow: Proposed Bus Bay. Recommendation II: Authorisation of Town Clerk and the Borough Surveyor to enter into Road Agreements. Recommendation HI: The Harrow (Parking Places) Order, 1962: Car Park behind Elm Park, Stanmore. Recommendation IV: Cannon Lane Plant Nursery: Provision of Glazed Passageway and Turning Space. Recommendation V: Wealdstone Swimming Bath: Purchase of Suction Sweeper. Recommendation VI: The Grove Estate, Pinner: Refuse Storage. Recommendation VII: Kenton Recreation Ground: Renewal of Water Main. The Chairman (Councillor Stenhouse) having moved the adoption of the recommendation VIII (Classified Roads (non-Metropolitan): Major Improve­ ments), Councillor Lovell, B.E.M. moved, and Councillor Harrison seconded, an amendment for the reference back of the recommendation so far as it relates to improvement of the sight line at the junction of Byron Road and Locket Road. The Chairman indicated his willingness to accept the amendment. Whereupon, on motion by Councillor Stenhouse, Resolved: [152] That the following recommendations, as contained in the report of the Open Spaces and Works Committee of 27th May, 1965, be hereby approved and adopted:— Recommendation VIII: Classified Roads (non-Metropolitan): Major Improve­ ment (as amended by the deletion of the reference to the improvement of the sight line at the junction of Locket Road and Byron Road). 383 COUNCIL

EDUCATION COMMITTEE. Upon motion by Alderman Miller, Resolved: [153] That the report of the Education Committee as set out in the minutes of the meeting of the Committee held on 26th May, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be hereby confirmed. Upon motion by Alderman Miller, Resolved: [154] That the following recommendations, as contained in the report of the Edu­ cation Committee of 26th May, 1965, be hereby approved and adopted:— Recommendation I: Application for Grant Aid. Recommendation II: Greenhill Primary School. Recommendation HI: Toilet Accommodation and Drainage Works. Recommendation IV: Bridge Primary School. The Chairman (Alderman Miller), having moved the adoption of recom­ mendation V (Representatives on Managing/Governing Bodies of Voluntary Aided Primary and Secondary Schools), Councillor Mrs. Carey moved an amendment that the name of Councillor Harrison be substituted for that of Councillor Barry Turner as the Council's Representative on the Governing Body. The amendment being not carried, and on motion by Alderman Miller, Resolved: [155] That the following recommendations, as contained in the report of the Edu­ cation Committee of 26th May, 1965, be hereby approved and adopted:— Recommendation V: Representatives on Managing/Governing Bodies of Voluntary Aided Primary and Secondary Schools. Recommendation VI: Hendon College of Technology. Recommendation VII: Membership of the Youth Sub-Committee. Recommendation VIII: Membership of the Youth Employment Sub-Com­ mittee.

CHILDREN'S COMMITTEE. Upon motion by Councillor Mrs. Nott Cock, Resolved: [156] That the report of the Children's Committee, as set out in the minutes of the meeting of the Committee held on 31st May, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. COUNCIL 384 HOUSING COMMITTEE. Upon motion by Councillor Adkins, Resolved: [157] That the report of the Housing Committee, as set out in the minutes of the meeting of the Committee held on 1st June, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed, subject to the word " Roxbourne" being substituted for " " in the heading of item 71 of the report. Upon motion by Councillor Adkins, Resolved: [158] That the following recommendations, as contained in the report of the Housing Committee of 1st June, 1965, be hereby approved and adopted:— Recommendation I: Rents of New Council Dwellings. Recommendation II: Purchase of Privately-owned Dwellings on an Exchange Basis for Conversion into Small Flats: 687, Kenton Lane ( Ward). Recommendation III: Berridge Estate: Proposed Electricity Sub-station Site at Rear of 30, Chandos Crescent (Stanmore South Ward). Recommendation IV: Old Persons' Dwellings: Installation of Immersion Heaters. Recommendation V: Housing Repairs and Maintenance Programme 1965/66: Renewal of Fences on Lane Estate (Roxbourne Ward). Recommendation VI: Estate Redevelopment: Demolition of Former dub Building. Recommendation VII: Service Tenancies. Recommendation VHI: Poets' Corner Area: Proposed Temporary re-letting of Part of 50, Marlborough Road, Wealdstone South Ward. (Note: With the consent of the Council, consideration of recommendation IX (The Alderman Sheldrake Eventide Homes Association Ltd.: Proposed Housing Association Scheme in ), was deferred until later in the meeting.)

PUBLIC RELATIONS COMMITTEE. Upon motion by Councillor Rouse, Vice-Chairman, Resolved: [159] That the report of the Public Relations Committee, set out in the minutes of the meeting of the Committee held on 20th May, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed.

DEVELOPMENT COMMITTEE. Upon motion by Councillor Rees, Resolved: [160] That the report of the Development Committee, as set out in the minutes of the meeting of the Committee held on 20th May, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Rees, Resolved: [161] That the following recommendations as contained in the report of the Development Committee of 20th May, 1965, be hereby approved and adopted:— Recommendation I: Revocation Orders: (A) Land Behind 95, High Street, W.N., and (B) at 98, Weston Drive, B. 385 COUNCIL ESTABLISHMENT COMMITTEE. Upon motion by Councillor G. Colborne Hill, Resolved: [162] That the report of the Establishment Committee held on 31st May, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor G. Colborne Hill, Resolved: [163] That the following recommendations as contained in the report of the Establishment Committee of 31st May, 1965, be hereby approved and adopted:— Recommendation I: Local Government Superannuation Act, 1953: County Council Act, 1950: Payment of Gratuities to Retiring Employees. Recommendation II: Central Depot Garage—Employees Wage Rates. Recommendation III: Typists and Machine Operators: Salary Scales and Revised Establishments. Recommendation IV: Local Government Superannuation Acts, 1937-1953: Retirement of Employee on Grounds of Hi-health. Upon a motion by Alderman Alien, O.B.E., J.P., duly seconded, it was agreed that item 119 (Special Recognition for Extra Responsibilities and Work) of the report of the Establishment Committee of 31st May, 1965, be moved from Part II to Part I of such report, treated as recommendation V thereof and deferred for discussion later in the meeting. GENERAL PURPOSES COMMITTEE. Upon motion by Alderman MacRae, Vice-Chairman, Resolved: [164] That the report of the General Purposes Committee, as set out in the minutes of the meeting of the Committee held on 3rd June, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Alderman MacRae, Vice-Chairman, Resolved: [165] That the following recommendations, as contained in the report of the General Purposes Committee of 3rd June, 1965, be hereby approved and adopted:— Recommendation I: " White Cottage," Road, Stanmore: First-floor Flat Let on Service Tenancy: Revised Rental. Recommendation II: Local Authorities (Historic Buildings) Act, 1962: " Chest­ nut Cottage," Church Lane, Pinner. Recommendation HI: Department of the Borough Engineer and Surveyor: Purchase of Electric Typewriter. Recommendation IV: Representation of the People Acts: Preparation of Annual Register of Electors. Recommendation V: North Thames Gas Consultative Council: Nomination of Representatives. Recommendation VI: Social Services: Sundry Debtors. FINANCE COMMITTEE. Upon motion by Councillor Sellers, Vice-Chairman, Resolved: [166] That the report of the Finance Committee as set out in the minutes of the meeting of the Committee held on 8th June, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. COUNCIL 386 At this stage, His Worship the Mayor (Councillor H. T. Mote, J.P.), the Deputy Mayor (Councillor Buckle), Alderman MacRae and Councillors Mrs. Edwards and Gibbons, J.P., declared an interest in that part of the recom­ mendation I of the Finance Committee report which refers to " The Alderman Sheldrake Eventide Homes Association Limited: Proposed Housing Association Scheme in Hatch End "; and in recommendation IX of the report of the Housing Committee of 1st June, 1965, dealing with the matter; withdrew from the meeting and took no part in the discussion. Whereupon, on motion by Alderman Jordan, seconded by Councillor Jones, G.L.C., it was Resolved: [167] That Alderman Miller do take the Chair. Councillor Adkins thereupon moved, and it was Resolved: [168] That the following recommendation of the Housing Committee dated 1st June, 1965, be approved and adopted:— Recommendation IX: The Alderman Sheldrake Eventide Homes Association Limited: Proposed Housing Association Scheme in Hatch End. And, upon motion by Councillor Sellers, Vice-Chairman, Resolved: [169] That the following recommendation, as contained in the report of the Finance Committee of 8th June, 1965, be hereby approved and adopted:— Recommendation I: Proposals for Expenditure. (Notes: (i) In the section of paragraph (I) of the recommendation referring to proposals for expenditure of the Open Spaces and Works Committee, item (iv), the word "three" was substituted for "four" in column (2); and "£1,255" was submitted for " £1,722 " in column (3). (ii) Councillor Mrs. Carey voted against the adoption of item (if) of the proposals for expenditure of the Housing Committee.) The Mayor in the Chair, and on motion by Councillor Sellers, Vice-Chair­ man, Resolved: [170] That the following recommendation, as contained in the report of the Finance Committee of 8th June, 1965, be hereby approved and adopted:— Recommendation II: Computer Project.

NOTICES OF MOTION. (1) Pursuant to Notice of Motion, Councillor Smith moved, and Councillor Gibbons, J.P., seconded, the motion appearing as item 5 on the Council Agenda. Whereupon, Councillor Harrison moved, and Councillor Childerhouse seconded, an amendment as follows: — In the second line, after the word " ownership," insert the words " and to build houses to let"; In the third line, between the words " to " and " charge," insert the words " pay and "; and after the word " charge " insert the words " which arise out of steps taken by H.M. Government to deal with the economic shortcomings of its predecessors "; and in the fourth line, after the words " rates," insert " by firm intervention in the financial market to the detriment of the moneylenders." After discussion, Councillor Harrison, with the concurrence of his seconder, withdrew the above amendment and substituted the following therefor: — In the second line, after the word " ownership," insert " and to build houses to let"; and in the third line, insert " pay and " between the words " to " and " charge." 387 COUNCIL

The amended motion would then read:— " That this Council, whilst confirming its desire to encourage home owner­ ship, and to build houses to let, expresses its concern at the extremely high rate of interest that it is obliged to pay and charge, and agrees to represent to H.M. Government the need substantially to reduce interest rates as a matter of urgency." The Mayor thereupon put the amendment, which was not carried. Upon substantive motion, Resolved: [171] That this Council, whilst confirming its desire to encourage home ownership, expresses its concern at the extremely high interest rate that it is obliged to charge and agrees to represent to H.M. Government the need substantially to reduce interest rates as a matter of urgency. (2) Pursuant to Notice of Motion, Councillor Sellers moved, and Councillor Mrs. Debell seconded, the motion appearing as item 6 on the Council Agenda. After discussion, and on a motion by Councillor Harrison that the motion be now put, it was Resolved: [172] That this Council congratulates the Council on the intro­ duction of a Rent Scheme which will result in a smaller deficiency in the Housing Revenue Account of that Council to the ultimate benefit of the Rate­ payers of Harrow and with this end in mind urges the to review again their rents proposals as soon as is practicable with a view to eliminating the whole of the Rate subsidy for their tenants. (3) Before calling upon Councillor Lovell formally to move the Notice of Motion standing in his name on the order paper, the Mayor called attention to the provisions of Standing Order 17 (Motions on Expenditure), whereupon Alderman Gange, J.P., moved, and Alderman Alien, O.B.E., J.P., seconded, a motion, which was not carried, for the suspension of Standing Orders to enable the motion appearing as item 7 on the Council Agenda to be discussed. At this point, the Mayor, acting in accordance with Standing Order 24, warned a Member of the public in the Public Gallery that interruptions of the proceed­ ings would result in his removal from the Council Chamber. In view of repeated interruption by persons in the Public Gallery, the Mayor then ordered the Public Gallery to be cleared. Continuing in open session, Councillor Lovell, B.E.M., moved, and Coun­ cillor Mrs. Carey seconded, the motion appearing as item 7 on the Council Agenda. Pursuant to Standing Order 17 the Mayor thereupon ruled that the motion be referred to the General Purposes Committee. Whereupon, on motion by Alderman Bailey, J.P., duly seconded, the Council went into Committee to consider recommendation V of the report of the Establishment Committee, dated 31st May, 1965. Upon resumption in Open Council, and on motion by Councillor G. Colborne Hill, Resolved: [173] That recommendation Y (Special Recognition for Extra Responsibilities and Work) of the report of the Establishment Committee, dated 31st May, 1965, be referred back to the Establishment Committee for further con­ sideration.
