The implementation of this charter is founded on the principles of:

•Accountability •Commitment •Transparency •Cost efficiency •Productivity •Good governance.

Transformation within the GLRU is not about compensation, but about eliminating disparity and giving everyone an equal opportunity. The transformation process will enable the GLRU to effectively manage its value system, ensuring that it keeps abreast of current needs. GLRU Approach

y Transformation is not negotiable, but it’s process and not achievable immediately. y Transformation is not about replacing whites with blacks. y Its about truly integrating our rugby by creating opportunities for historically disadvantaged individuals and organisations. y Its definitely not about dropping standards or window dressing GLRU Approach

y Transformation is vital, but winning is essential. Neither can happen without the other. y Its about making rugby representative and in touch with our community. y Rugby and sport in general has to be manage and administered like Business. y We need to adopted a more professional approach. y We are multi million organisation with huge fiduciary accountability. y We therefore need to draw on business professionals to complement our structures. Clubs

Special Schools Several reasons for clubs not being able to perform optimally.

1.The huge drop-out of school leavers who had not continued with rugby after school. 2.The top school players who were offered contracts to join universities. 3.Schools that started the process of professionalism, and players were not keen to join clubs just for rugby. 4.Many other leisure time activities available to youngsters. 5.The socio-economic position of many players who had not had work or had to work long and difficult hours. 6.The club product not being attractive enough. 7.The limited number of opportunities available to play – fun. 8.Quality of coaches at especially junior club teams. 9.The involvement of schools in local clubs. 10.Lack of adequate facilities in townships especially. 11.The impact of the quota system on both “white” and “black” clubs. 12.Lack of incentives to produce/develop players for provincial teams. 13.No support from local government to maintain and upgrade facilities. 14.Cost of transporting players to and from matches/training sessions. 15.The current quota system was only resulting in players moving between clubs without many more being developed. A high performance programme for South African rugby

Prof. Jannie Ferreira Academy of Sports Vision University of Introduction y Developing sustained high performance services and systems. y Alex Baumann – Australian perspective y Wilma Shakespear – English perspective y Commonwealth Sport, Manchester, 2002 y Multi code systems vs. single sport systems. y South African Sports Commission Act, 1998 y Establishment of SASCOC in November 2004 Long term sustainable programme

y High performance is a process not an event Important factors

Political will Strong funding sources Second tier principles Second tier principles

y Talent search programme y Coaching expertise y Decentralization y Science based support services. Talent search

Critical factors • selection criteria • entrance age Selection criteria y Selection based on physical and performance factors are flawed y [Abbott et al, 2002] y Norms more often relates to previous exposure y Must be age related y Physiological vs. chronological Entrance age

South African scenario: ¾ u/13 Provincial teams [Craven week] ¾ u/16 Grant Khomo week ¾ u/18 Academy week ¾ u/18 Provincial teams [Craven week] ¾ SA u/19 side ¾ SA u/21 side Entrance age

South African scenario: • u/13 Provincial teams [Craven week] 396 players [18 teams] only 12% will play in u/18 Craven week physiological advanced players Entrance age

South African scenario: • u/16 Grant Khomo week • 80% will play in u/18 weeks •Only started recently Entrance age

South African scenario: ¾ u/18 Academy week ¾ u/18 Provincial teams [Craven week] ¾ 1.12% went on to play for Sringboks Entrance age

South African scenario: SA u/19 side [38% will make u/21 side] SA u/21 side 5 year study [1997-2001] number of players making it to Super12/14 u/19: 31out of 175 players [25% per year] u/21: 58 out of 175 players [53% per year] Entrance age

Conclusion: ¾ pre-entrance age activities ¾ begin at age 16 [Grant Khomo week] ¾ 396 players to select from ¾ event vs. process approach ¾ work on a 6 to 8 year programme Second tier principles y Talent search programme y Coaching expertise y Decentralization y Science based support services.
