1 BACKGROUND

1.1 INTRODUCTION 1.1.1. Northamptonshire County Council (NCC) are proposing to construct the Northampton North West Relief Road (NWRR) between Sandy Lane and Dallington Grange Kings Heath development, hereafter referred to as the ‘Proposed Scheme’. 1.1.2. Applications for planning permission are determined in accordance with the development plan, unless material considerations indicate otherwise (Section 38(6) of the Planning and Compulsory Purchase Act 2004 and Section 70(2) of the Town and Country Planning Act 1990). 1.1.3. This Planning Statement forms part of the planning application, provides a description of the proposed development, sets out its context and provides, and considers how the development accords with relevant national and local policies. This statement is supported by relevant technical assessments to support the planning application. 1.1.4. A planning application for the NWRR was submitted to NCC in June 2019 (Ref: 19/00045/CCDFUL) and was supported by an original Planning Statement, produced by WSP in May 2019. The traffic modelling undertaken in the original Transport Assessment (TA) which supported the application, was based on the traffic flows derived from the Northamptonshire Strategic Transport Model (NSTM), as agreed with Northamptonshire Highways (NH) Development Control Team. 1.1.5. Following the submission of the planning application in June 2019, WSP received a number of comments from various parties in regard to the original TA. As a result, a Transport Assessment Addendum (TAA) was submitted in September 2019 which addressed the responses below:  There were concerns regarding how representative the future traffic flows extracted from the NSTM were likely to be of the traffic conditions experienced in reality;  Concerns were raised over the forecast level of future operational performance and the associated forecast vehicle queuing and delay for the proposed NWRR junctions; and  The mitigation measures proposed within the original TA would need to be developed further and assessed which would involve undertaking further capacity assessments and providing accompanying drawings where appropriate. 1.1.6. Since the submission of the above, the NSTM has been updated following receipt of latest traffic flows and updated committed development information. 1.1.7. The purpose of this statement is to provide an updated Planning Statement to account for the changes in the NSTM, the new TA and subsequent design changes / mitigation. This statement therefore supersedes the previous submitted May 2019. 1.2 ENVIRONMENTAL IMPACT ASSESSMENT 1.2.1. The EIA Regulations 2018 require that an EIA is undertaken prior to the granting of planning permission for certain types of development projects. EIA is mandatory for those projects listed within Schedule 1 of the EIA Regulations 2018. For projects listed within Schedule 2, EIA is required if the proposed development is either located within a ‘sensitive area’ or it exceeds the relevant thresholds and criteria in Schedule 2 and is likely to have significant environmental effects.

1.2.2. The Proposed Scheme is a road and therefore falls to be considered under Schedule 2 of the EIA Regulations (10(f) Construction of Roads). An EIA is more likely to be required if the works exceed 1ha and is likely to result in significant environmental effects. The area of works for the Proposed Scheme exceeds 1ha and it has the potential to have significant effects on the environment. 1.2.3. As explained, The Applicant submitted a planning application for the Proposed Scheme in June 2019. An Environmental Statement (ES) was prepared and submitted in support of the planning application. The planning application and supporting documents, including the ES, have been subject to consultation with organisations such as Natural England, the Environment Agency, Historic England, Northamptonshire County Council, Daventry District Council, and Northampton Borough Council. In addition, parish councils, members of the public and other organisations have been provided with the opportunity to comment on the planning application as part of the determination process. 1.2.4. Since submission of the 2019 ES, changes to the Proposed Scheme design and traffic flow information have occurred. The project team have prepared further information to supplement the 2019 ES based on these changes. This “further information” is described, assessed, and reported as part of an Environmental Statement Addendum (ESA) which accompanies the planning application. 1.3 APPLICATION AND SUPPORTING DOCUMENTS 1.3.1. 2 SITE DESCRIPTION

2.1.1. The Proposed Scheme is situated to the north west of Northampton; west of the A508 and Boughton, and east of the Harlestone Nature Reserve and the Brampton Heath Golf Centre. The proposed scheme crosses the Rugby to Milton Keynes railway line to the south. 2.1.2. The ‘site’ is defined as the area of land considered suitable for development of the Proposed Scheme. The site boundary is roughly defined by the A5199 Welford Road and Sandy Lane to the north, the Brampton heath Golf Centre to the west, the River Nene to the east, and the Rugby to Milton Keynes railway line to the south. 2.1.3. The site consists largely of agricultural fields which are intersected by small areas of woodland, hedgerows, and drainage channels that feed into the River Nene.

Figure 1: Site Location 2.2 THE PROPOSED SCHEME 2.2.1. The Proposed Scheme comprises a new relief road measuring approximately 1 mile in length. To the north, the new relief road will connect into a new roundabout at the Sandy Lane junction with the A5199 Northampton Road before connecting into a further new roundabout at the Brampton Lane junction with A5199 Welford Road. To the south, the new relief road will connect into the Dallington Grange Roundabout, a new roundabout east of Grange Farm which will provide access to the

proposed Dallington Grange residential development which includes a link to the A428 at New Sandy Lane. 2.2.2. The Proposed Scheme will include the following engineering components: ▪ Single two-lane carriageway (plus shared cycle/footway to the west side of the road) connecting the Dallington Grange Roundabout to the A5199 at Sandy Lane; ▪ Railway overbridge over the Rugby to Milton Keynes railway line; ▪ A new roundabout at the Sandy Lane junction with A5199 Northampton Road including PRoW crossing provisions; ▪ Single two-lane carriageway (plus street lighting) connecting the new Sandy Lane Roundabout and Brampton Lane; ▪ A new roundabout at the existing Brampton Lane, A5199 Welford Road and Northampton Road Junction, including PRoW crossing provisions including the diverted Public Footpath CC6 and National Cycle Route 6; ▪ Modifications to the existing A5199 Northampton Road from Sandy Lane to Brampton Lane to provide a traffic free route for non-motorised users.; ▪ Flood and drainage provisions; 2.2.3. 2.3.3. There are several planning applications which will result in the significant increase in residential units and the rise in road user traffic on the local network. The Proposed Scheme will help to alleviate traffic generated by developments in the area and will improve the quality of life for existing residents and commuters by redirecting traffic and reducing local congestion. Therefore, there are no recent decisions which would prevent development on the site coming forward. 2.3.4. The cumulative effect of the increase in residential units and the increase in road user traffic on the local network is considerable. The wider strategic vision of the northern orbital emphasises the purpose of the new route to mitigate traffic generated by developments in the area and to minimise the negative impacts on local residential areas in terms of congestion, noise and safety.

3.1.1. This section of the Planning Statement provides an analysis of the proposed development in the context of the relevant planning policy and guidance. 3.2 NATIONAL PLANNING POLICY FRAMEWORK 3.2.1. The National Planning Policy Framework (NPPF) was adopted by the Government in March 2012 and was subsequently revised and published in February 2019. The revision seeks to reduce the complexity of and improve the accessibility of the planning system, whilst protecting the environment and encouraging sustainable growth. 3.2.2. The NPPF sets out the Government’s economic, environmental and social planning policies for England, articulating a national strategy for sustainable development. This forms the strategic level of national policy, which is a material consideration in the determination of planning applications. The table below considers the parts of the NPPF relevant to the proposals.

3.2.3. The Proposed Scheme has been assessed against the three overarching principles of sustainable development as set out in paragraph 8 of the NPPF. 3.2.4. In summary, the scheme will address existing congestion in the area whilst also providing additional capacity in response to proposed new housing developments. Easing congestion through the proposed new route will contribute to social wellbeing through reduced journey times and consequential effects of increased productivity, furthermore, inclusion of dedicated walking and cycling facilities will promote and support sustainable transport initiatives leading to a healthier and safer environment for such users. Reducing congestion will contribute to lowering vehicle related carbon emissions, adding to environmental benefits along with the opportunity to improve landscaping and subsequently enhanced biodiversity in the area. 3.2.5. In accordance with Section 9 of the NPPF, a Transport Assessment (TA) has been prepared in support of this planning application. This TA demonstrates that the proposed scheme will alleviate congestion in the area and will support the requirement for an upgraded road network in response to the increase in residential development in Northampton. 3.2.6. The Proposed Scheme is considered to accord with national policy for the reasons set out above. 3.3 NORTHAMPTON LOCAL PLAN 1997 3.3.1. The Northampton Local Plan sets out the policies and proposals adopted by the Borough Council for the development and use of land in Northampton. It is one of several plans which together form the Development Plan for the Borough of Northampton. The other plans are:  Northamptonshire Structure Plan (1989)  Northamptonshire Minerals Local Plan (1996)  Northamptonshire Waste Local Plan (2014) 3.3.2. The Northampton Local Plan was adopted in 1997 and several of its policies were saved in 2007 to ensure that they remained part of the development plan prior to the adoption of a new plan. Some of these policies have been replaced by the West Northamptonshire Joint Core Strategy Local Plan which was adopted in 2014. The Northampton Central Area Action Plan adopted in 2013 which took place post-publication of the NPPF which provides up-to-date planning policies for the town centre and surrounding area. The Local Plan part 2 will replace the Local Plan 1997 and the Central Area Action Plan 2013. The Local Plan Part 2 will cover the entire Borough of Northampton including Northampton Central Area and will cover the period up to 2029.

3.4 THE WEST NORTHAMPTONSHIRE JOINT CORE STRATEGY LOCAL PLAN (PART 1, ADOPTED 2014) 3.4.1. This Local Plan forms Part 1 of the suite of local plans in West Northamptonshire that will together, set out the long term vision and objectives for the whole area covered by Northampton Borough, Daventry District and South Northamptonshire councils. The Joint Core Strategy forms part of the Development Plan for Northampton Borough. This joint core strategy provides a strategic framework to guide the preparation of Part 2 Local Plans which will provide more detailed planning policies and site allocations for each of the partner Borough and district Councils. The relevant policies are listed in Table 3-1.

3.5 JCS SUPPORTING DOCUMENT: INFRASTRUCTURE DELIVERY PLAN, SEPTEMBER 2017 3.5.1. The Infrastructure Delivery Plan (IDP) aims to identify the strategic priorities for the delivery of key infrastructure needed to support the implementation of the JCS over the plan period 2011-2031 as required in the National Planning Policy Framework (NPPF). 3.5.2. In Section 3.24 under Delivered and Funded Infrastructure, it is reiterated that, “It is important for housing growth to be matched by the necessary and place shaping infrastructure in order to create a place that meets the vision and aims of the area”. 3.6 THE CENTRAL AREA ACTION PLAN (CAAP), JANUARY 2013 3.6.1. The CAAP provides a series of consistent and clear policies aimed at securing the improvement and extension of Northampton’s Central Area whilst seeking to protect the town’s historic built character and open spaces. The plan, “takes into account other current…plans and strategies including the Regional Spatial Strategy and the West Northamptonshire Joint Core Strategy”, which provide the, “overarching strategic principles for the CAAP”. 3.6.2. The CAAP sets out a sustainability appraisal methodology aimed at appraising the economic effects of strategies and policies in a local development document. Under the Material Assets Topic: SA14, one of the objectives is to, “ensure that the housing stock and associated infrastructure meets the needs of the local people”. 3.6.3. The Cumulative Effects section of the CAAP outlines potential cumulative effects as a result of infrastructure projects serving developments in north-west Northampton, including the Sandy Lane Relief Road and Northampton North West By-Pass (also known as the NWRR). It specifies that, “application of these policies should result in a reduction in unnecessary car use, so the network improvements will support economic growth”, and that, “the West Northamptonshire Joint Core Strategy and CAAP are likely to ensure that the cumulative effect will be a minor positive”. 3.7 NORTHAMPTON LOCAL DEVELOPMENT SCHEME (LDS), FEBRUARY 2017 3.7.1. The Northampton LDS is a continuing plan for the preparation of key planning policy documents. The LDS covers the key following documents and they relate to each other:  Northampton Local Plans (saved polices) - Adopted 1997;  Northampton Central Area Action Plan – Adopted 2013;  West Northamptonshire Joint Core Strategy Local Plan Part 1 – Adopted 2014; and  Northamptonshire Minerals and Waste Local Plan – Adopted 2014. 3.8 NORTHAMPTONSHIRE TRANSPORTATION PLAN, 2012 3.8.1. The Northamptonshire Transportation Plan was adopted in April 2012 and sets out Northamptonshire’s proposed transport goals and priorities from April 2012 onwards. 3.8.2. The plan states NCC’s aim (Strategic Policy 3) is to ensure that all new developments are well connected to walking and cycling routes which connect to the existing transport network and NCC’s aim to generally improve the walking and cycling infrastructure across the County to make cycling and walking viable options for how people travel in Northamptonshire.

3.9 NORTHAMPTON TOWN TRANSPORT STRATEGY, 2013 3.9.1. The Northampton Town Transport Strategy is one of a series of thematic daughter documents to the Northamptonshire Transportation Plan (set out above). The Northampton Town Transport Strategy sets out the overarching vision for transport in Northampton and details the strategy to achieve it. 3.9.2. Chapter 5 of the document (titled Highway Strategy) states that “three new road links will provide the additional highway capacity necessary to support the growth proposals and improve strategic connections. These sections of new highway infrastructure will be supported by a variety of junction improvement and smaller schemes”. 3.9.3. The following three road schemes are identified in the Northampton Town Transport Strategy:  Completion of the Sandy Lane Relief Road;  Construction of the North – West Bypass, linking the A428 Harlestone Road and the A5199 Welford Road; and  A43 dualling north of Northampton. 3.10 NORTHAMPTONSHIRE ARC 3.10.1. Northamptonshire Arc has been adopted by the council to help guide its investment activities and has secured wider support from other local partners. It is also used to help secure private sector and central government investment and attract businesses and jobs into the area. 3.10.2. The Northamptonshire Arc document is a locally developed spatial concept covering the whole county representing an integrated approach to economic development, the environment and connectivity. It is underpinned by the pursuit of three high level outcomes which are:  Transformed connectivity;  A naturally resilient and low carbon Northamptonshire; and  A stronger and greener economy. 3.10.3. The Connecting Northamptonshire (October 2011) document makes up part of the Northamptonshire Arc Publications, but focuses primarily on connectivity, including transport, broadband provision and access. 3.10.4. Page 8 of the document states that “Northamptonshire is committed to addressing ’infrastructure gaps’ in the road network, making car travel more sustainable and managing traffic better”. The document explains that parts of the strategic network experience congestion which is already having a negative impact on economic performance and quality of life. There are concerns that as road traffic grows, congestion will become more of an issue which could be exacerbated by the large-scale housing developments planned for the county. 3.10.5. Figure 5 of the document illustrates the strategic road connections which provide the main arteries for economic growth within Northamptonshire. The text underneath the figure states that ‘Northampton’s Radial Routes’ are in need of an upgrade; this includes the connections through the Dallington Grange development. 3.10.6. The NWRR makes up part of ‘Northampton’s Radial Routes’ and is therefore needed to support economic growth, as well as future housing developments which are planned throughout the country.

3.11 SUMMARY 3.11.1. The assessment of the schemes strategic fit indicates that the relief road is extremely well matched or complimentary to national, regional and local transport policy and strategic objectives. With regards to the spatial vision for Northampton, the Proposed Scheme is considered to constitute transport infrastructure which will improve the sustainability of local area by creating a route to alleviate predicted congestion and support economic development. 3.11.2. The policies with no alignment or a potential conflict relate to the potential impact of the relief road scheme on the natural environment. The relief road does have environmental constraints such as the visual impact of the new road, additional noise that the road would generate, as well as the impact upon the function of the floodplain and local ecology. Therefore, necessary mitigation has been built into the design of the scheme to minimise these impacts.

4 PLANNING AND ENVIRONMENTAL CONSIDERATIONS

4.1.1. This section will set out the main planning and environmental considerations relating to the Proposed Scheme. Please view the accompanying Environmental Statement for details on the environmental assessment work undertaken. 4.1.2. Some mitigation measures are built into the design of the Proposed Scheme to ensure that adverse effects are avoided in the first instance (where feasible). Other mitigation measures are put in place as the Proposed Scheme progresses. 4.2 LOCAL AIR QUALITY CONSTRUCTION 4.2.1. Construction works have the potential to give rise to dust and particulate matter generation during earthworks and general construction activities, as well as from the track out of dust material by vehicles onto public highways. Dust emissions can cause annoyance through the soiling of buildings and surfaces and/or adversely impact human and ecological health. 4.2.2. With proposed measures to reduce the impact of dust onsite as part of the Construction Environmental Management Plan (CEMP) it is considered that during construction there is not likely to be any significant effects on local air quality as a result of this scheme’s construction activities. OPERATION 4.2.3. The Proposed Scheme will introduce an improvement in yearly average nitrogen oxide concentrations for residential properties in Chapel Brampton and Church Brampton adjacent to Sandy Lane, Harlestone Road and Pitsford Road to the north-west of Northampton due to a reduction in traffic flows because of the Proposed Scheme. There will be improvement in yearly average nitrogen oxide concentrations for residential properties within Northampton town centre, including in the three Air Quality Management Areas (AQMAs) identified within the study area. 4.2.4. The Proposed Scheme will introduce an improvement in yearly average particulate matter concentrations for residential properties in Chapel Brampton and Church Brampton due to a reduction in traffic flows because of the Proposed Scheme. In addition, there will be in improvement in yearly average particulate matter concentrations for residential properties within Northampton town centre, including in the three AQMA’s identified within the study area. 4.2.5. Conversely, residential properties located near the Proposed Scheme will experience a worsening in yearly average nitrogen oxide and particulate matter concentrations due to an increase in traffic flows on the local road network close to, and along, the Proposed Scheme. 4.3 BIODIVERSITY CONSTRUCTION 4.3.1. Any potential effects upon designated ecology sites arising from construction will be temporary and is not deemed to have a high effect from the scheme’s construction. Possible temporary effects upon habitats of high importance such as grassland, marginal vegetation and running water habitats are not significant and as such are not deemed likely to be impacted upon as a result of this scheme’s activities during construction.

4.3.2. There is likely to be some temporary effect upon the following protected species during construction; barn owls and bats. Limited temporary effects upon the following protected species during construction is anticipated: breeding birds, kingfishers, otters and reptiles. 4.3.3. Permanent effects from construction are not thought to include effects on ecological designated sites however does include effects upon the following: badgers, barn owls and bats. OPERATION 4.3.4. The design of the Proposed Scheme has evolved to reduce the impacts on notable habitats and protected species in the operational phase. This has included proposed mammal ledges within culverts, and/or dry tunnels adjacent to the culverts, to enable safe passage of animals under the road. No significant effects upon ecological designated sites have been identified during operation of the road with no important vegetation habitats being identified that would be affected by the scheme. 4.3.5. Protected species considered likely not to be affected by the scheme during operation includes: badgers, bats, breeding birds, kingfisher, otters and reptiles. Protected species considered to be affected during operation of the Proposed Scheme includes barn owls. Mitigation measures will be implemented during construction to minimise effects upon protected species as outlined within the CEMP document along with monitoring measures of habitats created to be detailed within the Habitat Management Plan. 4.4 CLIMATE CHANGE CONSTRUCTION 4.4.1. The estimated impact upon greenhouse gas emissions for the construction phase of the project is of a neutral effect. There are no significant effects upon sensitive climate events i.e. extreme temperature, drought, wind and storms however there is likely to be a medium effect upon site compounds during extreme rainfall for the Proposed Scheme. The CEMP will contain measures to reduce the risk of this occurring during an extreme rainfall event. OPERATION 4.4.2. The Proposed Scheme may have an impact in changes to traffic emissions throughout its operational life which will contribute to an impact upon climate change. The effect upon the greenhouse gas emissions based on the proposed new road means that it is anticipated that a negative effect upon climate change is likely to result. No effect upon adverse climate conditions is anticipated to result as an output of the road being built. 4.5 CULTURAL HERITAGE CONSTRUCTION 4.5.1. During construction, anything that would cause ground disturbance, such as preliminary ground works, topsoil/subsoil removal, demolition, remediation, landscaping, planting, excavation for foundations, services, drainage and lighting, could potentially have an impact on known or potential buried heritage assets. Above ground heritage assets may also be affected directly through demolition and alteration of historic fabric, where this is proposed, and indirectly temporarily from vibration (e.g. piling), dust and noise. There can be an impact upon the setting of above ground heritage assets.

4.5.2. There will be no temporary effects on below ground assets within the Proposed Scheme; all impacts will be permanent and are anticipated to be large effects potentially upon archaeology located on the site area. There is an anticipated small effect upon both the Church of St John the Baptist and the Windmill Inn. OPERATION 4.5.3. The impacts on buried heritage assets and historic landscape character within the Proposed Scheme are scoped out for the operational phase on the basis that once the Proposed Scheme has been completed, no further ground disturbance would occur and consequently there would be no additional impact would result. 4.5.4. Impact and effects will occur on the setting of built heritage assets located outside of the Proposed Scheme during the operational phase. There would be no direct physical impacts and effects on built heritage. The operational phase can have an impact on built heritage assets and historic landscape character areas in the wider landscape, due to changes to their setting, and how the asset is understood and experienced. The effects on the setting of built heritage assets during the operation phase will be permanent and are considered to be small in nature. 4.6 GEOLOGY AND SOILS CONSTRUCTION 4.6.1. Agricultural lands will be temporarily affected during construction of medium significance with both the potential for soil erosion and over compaction likely to occur as a result of the new road being built. There will be permanent loss of agricultural lands as a result of this scheme which will be long term and is likely to have a medium significance on the river valley. With proposed measures to reduce the impact upon the soil it is anticipated that a high effect upon the quality of the soil is likely to be a result of this scheme during construction. 4.6.2. The disturbance of potential contaminated ground and the storage of fuel/oils onsite has the potential to release contaminants into the water bodies within the river valley. Without measures to control the potential release of pollution the impacts to the water bodies would be of medium significance. The CEMP will detail measures to reduce potential impacts upon these water bodies. 4.6.3. There is potential for human health to be impacted by contaminant release as a result of construction which is considered to be of medium significance prior to measures being implemented to reduce the likelihood of this occurring. Small significance of effect from ground instability is anticipated as a result of construction from the Proposed Scheme. There is thought to be a high significant effect upon the study area as a result of a designated sand and gravel area underlying the site. A small possibility of underlying ground gas has been identified as a risk to human health prior to any reduction measures being implemented during construction. OPERATION 4.6.4. Operational risk to soil quality is primarily associated with any future potential for leaks and spills on the carriageway and resulting run off. There is also the potential for the reduction in soil quality as a result of major accidents resulting in the release of significant volumes of potential contaminants (both physical and chemical) (e.g. fuels, vehicle loads, fire water). Therefore, as a result of the new road being operational a medium significant effect is anticipated to result from the Proposed Scheme.

4.6.5. The human health risk considered to be apparent during the operation of the new road is considered to be small in nature with the use of measures to reduce this risk. There is a medium chance of potential contaminants reaching a receiving watercourse during operation of the new road. The CEMP will contain risk reduction measures to manage these measures and the resulting impact from the scheme upon the geology and soil is anticipated to be inconsequential. 4.7 LANDSCAPE AND VISUAL CONSTRUCTION 4.7.1. The local landscape is primarily a relatively enclosed tranquil rural landscape, a mixture of water meadow and arable fields, with small fields divided by hedges and trees. It is bounded by developed land to the east and golf courses to the west. The Rugby to Milton Keynes railway crosses towards the southern of the area and the landscape south of this is more intensively farmed. The construction works for this scheme are likely to give rise to a very large effect on the local landscape. 4.7.2. Visual impacts as a result of construction upon sensitive locations include 12 areas where significant high effects are anticipated to result from construction with all other views of the site between small to medium significance of effect. OPERATION 4.7.3. The operation of the scheme would be likely to give rise to very large effects on the landscape character of the area without any measures to integrate the road into the landscape. With these measures implemented it is considered that the road is likely to generate a medium negative effect upon the river valley after 15 years of vegetation growth. The effect of traffic on the landscape is considered to be a high effect upon the tranquillity of the area. 4.7.4. Visual impacts as a result of operation of a new road are apparent in the 4 areas where significant high effects are anticipated to result from operation of the scheme will all other views of the site between small to medium significance of effect. 4.8 NOISE AND VIBRATION CONSTRUCTION 4.8.1. Potential noise levels have been predicted for key work stages for sensitive properties or facilities within proximity to the site. Most of the anticipated effects suggest that a noise impact upon a building would not be significant other than for the anticipated noise levels at Boughton Crossing House which would have a significant effect. Moderate too minor effects as a result of vibration from equipment onsite are anticipated during construction activities. Measures to minimise the potential construction effects will be considered within the CEMP for the scheme, with these in place no significant effect will result during the construction phase of development. OPERATION 4.8.2. High effects are predicted at Grange Farm to the south west of the proposed scheme along with medium effects of significant impact along Brampton Lane and along the edge of the Buckton Fields East development. An addition a medium significant effect has been identified at Brampton View Care Home.

4.9 WATER RESOURCES, FLOOD RISK AND DRAINAGE CONSTRUCTION 4.9.1. Temporary increased sedimentation within watercourses caused by surface water runoff containing elevated levels of suspended particles may result from land clearance, excavation, dewatering of excavations, wheel washings, areas of bare earth, construction materials (such as aggregate), and stockpiles of topsoil substances associated with temporary works. The effect upon Brampton Brook is considered to be medium significant during construction with the potential effect upon the River Nene to be of small significance. The potential effect upon Dallington Brook is considered to be insignificant in nature. 4.9.2. The potential for pollutants to receiving watercourses is thought to be insignificant effect upon the River Nene, Brampton Brook and Dallington Brook. The potential impact associated with construction works within the watercourse channels is considered to be of significance with a medium effect upon both the River Nene, Brampton Brook and the Dallington Brook. OPERATION 4.9.3. Impacts arising during the operational phase of development from the installation of new floodplain storage areas are considered to be insignificant in terms of effect both upon the River Nene and Brampton Brook. Alterations to the catchment hydrology to the River Nene and Brampton Brook include insignificant effects as a result of the new road operating. There is no discernible significance of effect upon flood risk as a result of the Proposed Scheme identified which includes integrated flood mitigation measures as a result of the design process. 4.10 TREES 4.10.1. A total of 14 trees, four groups of trees, one linear group of trees and one hedge need to be wholly removed for construction of the Proposed Scheme. Required tree removals include three high quality mature oak trees and, amongst moderate quality trees, a further two oaks and an ash. 4.10.2. An outline design for mitigation tree planting concentrates on the southern half of the scheme. The philosophy of this approach is to preserve a diversity of views of the landscape and prevent the creation of a tunnel of trees along the entire length of the scheme. The approach respects the existing floodplain landscape and reflects the current density of arboricultural features. In this way, the focus in the northern half of the scheme is on hedgerows, whilst tree groups and woodlands in the southern half of the scheme will be developed and linked with existing arboricultural features.

5 CONSTRUCTION

5.1 CONSTRUCTION PROGRAMME/TIMING 5.1.1. It is anticipated that construction will start early 2020 and take approximately 18 months. 5.1.2. The construction working times will be as follows:  08:00 to 18:00 - Monday to Friday  08:00 to 13:00 - Saturday. 5.1.3. The contractor may then wish to liaise with environmental health and the planning authority where there is a specific need to depart from this, such as the night working for the bridge deck and quieter activities either side of the core hours. 5.1.4. It is anticipated that up to 12 overnight possessions of the railway will be necessary to construct the bridge deck. These will run overnight Saturday to Sunday on consecutive weekends towards the end of the bridge construction programme. During these overnight operations the bridge beams will be placed followed by in-situ concreting works to safely secure the bridge over the railway. 5.1.5. Overnight works are likely to be required to complete the tie in works on Sandy Lane, Northampton Road, Welford Road and Brampton Lane. Short term closures of these roads are likely to be needed to complete the tie in works and utilities diversions as well as traffic under traffic management at other times, particularly for the Brampton Lane roundabout where the roundabout is constructed online. The detailed design will be developed in partnership with the ECI contractor to minimise disruption during construction. 5.2 OVERVIEW OF CONSTRUCTION PROCESS 5.2.1. Building and preparing the Proposed Scheme for operation will comprise the following general stages:  Advance works including: site investigations further to those already undertaken, further environmental surveys, preliminary mitigation works (including where appropriate – habitat creation, landscape planting), advance site access works;  Civil engineering works including: extraction of material from borrow pits; establishment of construction compounds; site haul routes, site preparation and enabling works; main earthworks and structure works; and  Site finalisation works, including restoration. 5.3 SITE COMPOUNDS 5.3.1. The movement of construction vehicles, whether to carry materials, plant, other equipment and workforce, or moving empty, will take place within the construction compounds, on public roads and between the compounds and working areas. 5.3.2. In general, the compounds will include:  Space for the storage of bulk materials;  Space for the receipt, storage and loading and unloading of excavated material;  An area for the fabrication of temporary works equipment and finished goods;

 Fuel storage;  Plant and equipment storage including plant maintenance facilities; and  Office space for management staff, car parking for staff and site operatives, and welfare facilities. NORTH COMPOUND 5.3.3. Due to the severance of the site by the railway, a separate site compound will be required for welfare and the delivery of material coming from the North. This North compound is assumed to be located off Sandy Lane with the access close to the junction with the A5199 Northampton Road. SOUTH COMPOUND 5.3.4. It is anticipated that the main site compound will be at the southern end of the site on the Dallington Grange Site accessed from the A428 Harlestone Road. Access for the main south compound will be through the Dallington Grange site from the roundabout junction on New Sandy Lane / Harlestone Road. This provides access via the A4500 to the south onto the M1. Details of this compound and access routes will require agreement with the Dallington Grange Developer.

6 CONCLUSIONS

6.1.1. This Planning Statement provides an overview of the Proposed Scheme from both a construction and operational perspective and describes the setting within which it is proposed to be located. It sets out the need for the scheme, as a critical piece of infrastructure to both alleviate existing congestion in the transport network and provide for future demand as a result of the approved development in the northwest Northampton area. 6.1.2. Northampton has been identified as a key growth location within the Northamptonshire region, but to deliver the residential and employment growth needed, delivery of essential infrastructure such as the Northampton North West Relief Road is necessary to support such growth. 6.1.3. In terms of Sustainable Urban Extensions (SUEs), 16,850 homes are sought to be delivered in the Northampton Related Development Area through the delivery of eight SUEs by 2029. This housing contribution to Northamptonshire will be vital to deliver the growth required, but will also provide jobs, schools and local centres. The NWRR will support this housing growth by providing additional highway capacity in Northampton and alleviating congestion on key routes in Northampton. 6.1.4. Specifically, the NWRR will unlock the Dallington Grange development by providing immediate access to the SUE site in the North West of Northampton. The scheme also aims to support the delivery and purchase of planned housing development sites in North West Northampton to support economic growth. 6.1.5. The scheme will improve access to employment sites in North West Northampton, and seeks to support economic growth and regeneration of Northampton town centre to cement the town as the key regional centre in Northamptonshire, through reducing congestion and improved journey times. 6.1.6. Furthermore, with this proposed residential and economic growth in Northampton and wider Northamptonshire, traffic flows would further increase, thus adding to congestion. The NWRR will provide additional capacity and connectivity on the local highway network to support free flow traffic movements on key local routes in North West Northampton during off peak periods, and minimise delay during peak periods. The scheme aims to also increase journey time reliability and minimise travel costs across Northampton and on key strategic routes in North West Northampton. 6.1.7. Supporting greater free flow movements on the local network, and minimising delay will support a reduction in the number and severity of accidents in North West Northampton, particularly in hot spot areas. The outputs of the scheme also aim to support a reduction in emissions and help to provide better air quality in Northampton. 6.1.8. For the Relief Road to not be progressed to delivery would mean exacerbation of the existing issues as well as large negative impacts from future housing and employment growth impacting prosperity in Northampton including the dependent development of Dallington Grange SUE. 6.1.9. In light of the findings of this planning assessment, in combination with those of the accompanying ES and DAS, it is considered that this application for planning permission should be approved.
