Members introduced themselves and agenda items were briefly reviewed. Dr. Greeley acknowledged members who would be cycling off the subcommittee by March 1, 2011; these were Drs. Cravens, Herzog, Johnson, and Slavin. Dr. James Green, Director of the Planetary Science Division (PSD) added his commentary, noting that this would be a critical meeting as Congress debates budget particulars that will undoubtedly impact the division. He added that he wished to ensure that PSD continue to perform top science tasks with guidance from PSS. -

Securing U.S. Leadership in Space
SECURING U.S. LEADERSHIP IN SPACE September 22, 2012 Introduction America’s space program is a strategic national asset crucial to both our security and our economy. The space capabilities of the United States and its allies create strategic military and intelligence advantages that must be maintained. U.S. satellite networks facilitate communications, navigation, remote sensing, and environmental monitoring that support the global economic infrastructure and protect the safety and security of people around the world. It is almost impossible from the modern vantage point to even imagine growing the world’s food, moving its people and cargo, operating its markets, or keeping its peace without operating effectively far above its surface. Because space is vital to our national interests and provides important benefits to science and innovation, protecting these interests and securing these benefits requires a clear and credible space policy that addresses civil, commercial, and national security activities. Just as important are the implementation and follow-through, in which policies, programs, and budgets are aligned with each other. NASA, the Department of Defense, and other agencies involved in space need to be given clear and stable priorities so that they can make pragmatic, sustainable trade-offs in managing their programs to achieve the best value for the American taxpayer. Unfortunately, President Obama has failed to deliver a coherent policy for human space exploration and space security. As a result, he has created uncertainty and confusion within U.S. industry and the international community. The President’s disjointed collection of scientific projects lack guiding principles, plausible objectives, or a roadmap for long-run success. -

Bill ToddlUnited Space Alliance Marc Reagan/NASA NEEMO Project Leads Spaceflight Training, NASAJJSC October, 2003 Abstract NEEMO is the NASA Extreme Environment Mission Operations, a cooperative project between NASA and the National Oceanic and Atmospheric Administration (NOAA). NEEMO was created and is managed by the Mission Operations Directorate at the Johnson Space Center in Houston, Texas. On the NOAA side, the National Undersea Research Center (NURC) in Key Largo, FL, with the help of the University of North Carolina at Wilmington, manages and operates the Aquarius Program. NEEMO was developed by astronaut training specialists to utilize an undersea research habitat as a multi-objective mission analog for long-duration space flight. Each mission was designed to expose astronauts to extreme environments for training purposes and to research crew behavior, habitability, and space analog life sciences. All of this was done much in the model of a space mission utilizing specific crew procedures, mission rules and timelines. Objectives of the missions were very diverse and contained many of the typical space mission type activities such as EV As (also known as extra vehicular activities), in-habitat science and research, and educational, public outreach, and media events. Five missions, dubbed NEEMO 1-5, were conducted between October 2001 and July 2003, the longest of which (NEEMO 5) lasted 14 days. -

The Role and Training of NASA Astronauts in the Post-Shuttle Era Aeronautics and Space Engineering Board ∙ Air Force Studies Board ∙ Division on Engineering & Physical Sciences ∙ September 2011 As the National Aeronautics and Space Administration (NASA) retires the Space Shuttle and shifts involvement in International Space Station (ISS) operations, changes in the role and requirements of NASA’s Astronaut Corps will take place. At the request of NASA, the National Research Council (NRC) addressed three main questions about these changes: What should be the role and size of Johnson Space Center’s (JSC) Flight Crew Operations Directorate (FCOD); what will be the requirements of astronaut training facilities; and is the Astronaut Corps’ fleet of training aircraft a cost-effective means of preparing astronauts for NASA’s spaceflight program? This report presents an assessment of several issues driven by these questions. This report does not address explicitly the future of human spaceflight. I want to thank our German Aerospace Center partners and Joint Base Andrews for organizing this event and especially for making it possible for students and the children of military families to see this unique flying observatory up close. And let me just take a moment to commend First Lady Michelle Obama and Jill Biden for devoting their time and energy in encouraging all Americans to do more in support of the wives, husbands, sons, daughters and other family members of our men and women in uniform who are defending our freedom around the world. 1 I want to also welcome any and all Members of Congress who are here today. And a special hello to Mary Blessing, an astronomy teacher at Herndon High School -- one of only six American teachers selected to work with scientists aboard SOFIA and to share that experience with their students. I know you are all eager to tour this magnificent aircraft, so I am only going to speak briefly then turn it over to my colleagues, Paul Hertz, NASA’s Chief Scientist in our Science Mission Directorate; and Leland Melvin, our Associate Administrator for Education and a former astronaut. Paul and Leland will speak more about the amazing scientific and educational value of SOFIA, but let me just tell you that this project is a key component of NASA’s science objectives. 2 It will help us zoom in close on some of the most fundamental questions of the universe: Where did we come from? How was our solar system formed? And what else is out there? It is fitting that SOFIA means “wisdom” in Greek. -

Co-chairs: Joe Rothenberg, Fred Gregory Briefing: October 18-19, 2011 Statement of Task An ad hoc committee will conduct a study and prepare a report on the activities of NASA’s human spaceflight crew office. In writing its report the committee will address the following questions: • How should the role and size of the activities managed by the Johnson Space Center Flight Crew Operations Directorate change after space shuttle retirement and completion of the assembly of the International Space Station (ISS)? • What are the requirements of crew-related ground-based facilities after the space shuttle program ends? • Is the fleet of aircraft used for the training the Astronaut Corps a cost-effective means of preparing astronauts to meet the requirements of NASA’s human spaceflight program? Are there more cost-effective means of meeting these training requirements? The NRC was not asked to consider whether or not the United States should continue human spaceflight, or whether there were better alternatives to achieving the nation’s goals without launching humans into space. (GST) is pleased to provide the following answers as a contribution towards OSTP’s effort to develop a national plan for civil Earth observations. In our response we provide information to support three main themes: 1. There is strong science need for high temporal resolution of moderate spatial resolution satellite earth observation that can be achieved with cost effective, innovative new approaches. 2. Operational programs need to be designed to obtain sustained climate data records. Continuity of Earth observations can be achieved through more efficient and economical means. 3. We need programs to address the integration of remotely sensed data with in situ data. GST has carefully considered these important national Earth observation issues over the past few years and has submitted the following RFI responses: The USGS RFI on Landsat Data Continuity Concepts (April 2012), NASA’s Sustainable Land Imaging Architecture RFI (September 2013), and This USGEO RFI (November 2013) relative to OSTP’s efforts to develop a national plan for civil Earth observations. In addition to the above RFI responses, GST led the development of a mature, fully compliant flight mission concept in response to NASA’s Earth Venture-2 RFP in September 2011. Our capacity to address these critical national issues resides in GST’s considerable bench strength in Earth science understanding (Drs.
