The report shows that at least 229 people were killed following different incidents of violence, including 32 civilians who lost their life due to extrajudicial executions, only within a six months period, from January 1, 2020, until 30 June 2020. Women and children who should be protected and kept safe, suffer the hardest from the effects of the conflict, three children and two women have been killed over this period alone. On an almost daily basis, unlawful killings of one or two individuals are reported in Jammu and Kashmir. As you may be aware, impunity for human rights abuses is a long-standing issue in Jammu and Kashmir. Abuses by security force personnel, including unlawful killings, rape, and disappearances, have often go ne uninvestigated and unpunished. India authorities in Jammu and Kashmir also frequently violate other rights. Prolonged curfews restrict people’s movement, mobile and internet service shutdowns curb free expression, and protestors often face excessive force and the use of abusive weapons such as pellet-firing shotguns. While the region seemed to have slowly emerging out of the complete crackdown imposed on 5 August 2019, with the spread of the COVID-19 pandemic, the lockdown was reimposed and so the conditions for civilians remain dire.

Murali Kumar The Balakot bombings that followed the terror strike in Pulwama have given an edge to the Bharatiya Janata Party’s (BJP)’s election plank of muscular nationalism and has, for the moment, at least, taken the spotlight off the failures of the Narendra Modi government. In this interview, former Information and Broadcasting Minister Manish Tewari — who is also a Distinguished Senior Fellow at The Atlantic Council’s South Asia Centre — talks to Smita Gupta, Senior Fellow, The Hindu Centre for Politics and Public Policy, New Delhi,about the impact of the BJP’s nationalism card in the upcoming general elections, the role of the media in amplifying the BJP’s message, why the Congress has been circumspect on the subject and whether it is appropriate to use national security as an election issue. He also points out that while the Balakot bombings appeased public opinion to some extent, it has also created a new strategic dynamic on the sub-continent that will make it tougher for future governments to deal with incidents of terror. Many Kashmiri leaders have since been demanding for elections to be held and for the restoration of their semi-autonomy. Yet, these demands have been denied as India continues to work under its policy of delimitation; a process of demarcating the boundaries of parliamentary or assembly constituencies so that each constituency has a more equal number of voters. Modi took to twitter to reiterate his firm stance: “Delimitation has to happen at a quick pace so that polls can happen and J&K [Jammu and Kashmir] gets an elected Government that gives strength to J&K’s development trajectory.” In opposition, Kashmiri regional leaders continued to press for the restoration of autonomy and called for a reversal of the lockdown imposed on 5th August, 2019. The PM has often repeatedly invoked the concepts of “Co-operative Federalism” and “Competitive Federalism”. Co-operative Federalism is understood to be a purposeful relationship between the Central and State governments on issues pertaining to key economic and external policies.
