1. OPENING / DECLARATION OF INTEREST

The Deputy Chairman opened the meeting at 09:00 am.

The Deputy Chair outlined to the Council that in accordance with principles of good governance, the Board of CAMS has requested that at the commencement of all Council meetings that each member declare any matter that may amount to a conflict of interest and that such a declaration be included in the meeting minutes.

No pecuniary interests and/or potential conflicts of interest were declared.

2. RATIFICATION OF PREVIOUS MINUTES

0265 The minutes of the meeting of 13 October 2018 had been previously issued by email.

3. MATTERS ARISING FROM PREVIOUS MINUTES

Action Item Action By Status 0263 CAMS Administration to clarify the minimum age requirements in M. Anderson WIP NSW for motor race competitors. No update provided yet. E. Jones reported on behalf of the ARDC believe that the NSW Department of sport enforce a minimum age of 16. 0264 Distribute ‘Electric Vehicles – Information for Event Organisers and M. Anderson WIP Officials’ document to State Council delegates. M. Anderson confirmed that a draft document has been sighted and should be available. Initial scope of the policy does not cover lightweight lithium ion batteries (i.e. batteries used for functions other than tractive force). It will be followed up by Electric vehicle Technical Regulations based on Production Electric Vehicles and then Competition Electric Vehicles. The document highlights safety equipment and the recovery of the Electric Vehicles.

H. Mulholland advised that the upcoming first round of the NSW Hillclimb Championship will not accept electric for risk of track damage.

G. Mulholland referred to the previous meeting (13/10/18) where CAMS policies were referenced. The documents produced at the

time included bespoke electric policies and FIA documentation. Discussions over schedule G – Fuel, and track damage ensued.

P. Heafey addressed the issue from the NSW Hillclimb panel’s perspective. State regulations currently have a class for Electric vehicles. Clarified that the decision to exclude electric vehicles for State Championship from hosting club (not council).

0266 Autotest A. Colliers highlighted the change in regulation to permit the scoring of points even when the competitor is carrying a passenger. The NSW Motorkhana Championship is struggling for numbers. Encouraged that existing club championships should consider that a round is included in the NSW State Championship.

G. Mulholland enquired on when the Khanacross 4K regulations are available to be published.

0267 Motor Race D. Barlow updated the Council in lieu of a pre-written report: Majority of category regulations are approved. First round at in two weeks time.

E. Jones advised that a review into cameras in vehicles for judicial matters is in progress.

0268 Stewards C. Bray enquired in regards to; 14 (c) “Production of a license card but not a passbook shall not result in the refusal to participate or the imposition of a fine by the Stewards”.

Motion: The Council suggests that the following regulations be reviewed: General Regulations – Competition Licences, 13.(b) and 14.(c).

0269 Off Road N Nikiforoff raised a concern raised by the Hunter Valley Off Road Racing Association (HVORRA). The club is seeking the support of the State Council for an event that will offer charity rides to passengers and requires an appropriate reduction in apparel standards to reflect the nature of the event.

0271 NSW State Council Chairman E. Jones (Deputy Chairman) briefly reported on his involvement at the 2019 Bathurst 12 Hour and praised the success of the event. J. Thomson sent his apologies for his non-attendance due to work commitments.

0272 Board Report - Australian officials winning international awards, recognised in the FIA Official of the Year program. - New CAMS website is being rolled-out. - Highlighted recent publication of key CAMS performance metrics indicating sustained growth. - CEO planning to attend NSW/ACT State Council meeting (24 August 2019). Planned for a regional location, i.e. Newcastle. - Board meeting 23/2 as well as National Awards dinner. - Continued work on relocation of national office (expected for 4th Quarter, 2019). - Norm Gowers re-elected (VIC) and Laurence Svenson (QLD). Appointed Directors announcement expected soon.

G. Mulholland enquired in regards to a branding survey.
