IAW will be running for the fifth consecutive year in 2009, with events taking place between March 1-8 all over the world. The week’s events will include lectures, multimedia events, cultural performance, film screenings, demonstrations, and more.     1'"' Outside the Mi.ilticultural: Solidarity and the Silencing of Palestinian Narratives I I RAFEEF ZIADAH ·I A DISSERTATION SUBMITTED TO : THE FACULTY OF GRADUATE STUDIES IN PARTIAL°FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY GRADUATE PROGRAM IN POLITICAL SCIENCE YORK UNIVERSITY TORONTO, ONTARIO October, 2013 © Rafeef Ziadah, 2013 Abstract This dissertation examines a series of efforts by the Canadian state to silence and censor the Palestine Solidarity Movement (PSM), particularly activism engaged in the Boycott, Divestment and Sanctions campaign, in the years following the second Palestinian uprising (Intifada) of 2000. Following a delineation of the broad contours of Canada's official multicultural policy, the dissertation seeks to interrogate multicultural policy's inability to·accommodate Palestinian narratives relating to the struggle for Palestinian self-det~rmination. The analysis explores the central contradiction between the multicultural st*e's self-construction as accommodating and even celebrating cultural difference, and Canada's adoption and deployment of the discourse of clash of civilizations and the War on Terror. Rooted in a critique of liberal theories of the state and an understanding of Canada as a racial state embedded in neoliberal global hierarchies as a second tier imperialist state, this study reveals the ways in which notions of "tolerance" may be used to establish boundaries and markers of belonging. Moments of erasure and silencing are analyzed as racializing moments, whereby the state reveals its class and racial character in both domestic and international spheres. Specifically, the manifestations of anti-Arab, anti­ Muslim racism in Canada are interrogated. The silencing campaign against the Palestine Solidarity Movement demonstrates the role official multicultural policy has played in obfuscating this racism.

    SWP Research Paper Gil Murciano Unpacking the Global Campaign to Delegitimize Israel Drawing the Line between Criticism of Israel and Denying Its Legitimacy Stiftung Wissenschaft und Politik German Institute for International and Security Affairs SWP Research Paper 7 June 2020, Berlin Abstract ∎ In the last two decades, international delegitimization of Israel has become a new mode of operation for those denying Israel’s right to exist. It encompasses a wide range of civil-society and grassroots organizations. ∎ The campaign attempts to imitate the logic of the struggle against the South African apartheid regime – hence to undermine Israel’s inter- national legitimacy in a manner that would lead to its isolation and even- tually cause it to collapse. ∎ In its current phase, the campaign functions as a long-term effort to grad- ually change the discourse and mindset of Israel’s critics in the West. Its main goal is to mainstream delegitimization – hence to reposition anti- Zionism from the radical margins into the mainstream of Western liberal- progressive circles, with specific emphasis on critics of Israel’s policies. ∎ A key strategy to mainstream delegitimization is to blur the differences between criticism of Israeli policy and challenges to Israel’s basic legiti- macy. This includes efforts to turn items of the delegitimization agenda into an integral part of the political debate about Israel. ∎ As a result, many critics of Israel’s policies end up supporting efforts that are led by the delegitimization campaign. The discussion in the West on the Israeli-Palestinian conflict is gradually developing into a dichotomous encounter between supporting Israel and its policies unquestioningly or supporting anti-Zionism.

I was born in a displaced persons camp in Germany, and grew up without the loving presence of most of my grandparents, aunts, uncles and cousins, whom the Nazis murdered.     University Governance and Campus Speech L.W. Sumner [email protected] A university department has invited a controversial academic speaker to deliver a series of three lectures. A group of left-wing students considers some of the speaker’s writings, especially his analysis of the causes of Black urban poverty, to be racist. At the first event the speaker is harassed by a few members of the audience but is able to deliver his lecture. At the second, some students take over the platform in order to prevent the lecture from proceeding. As a result, the second and third lectures are cancelled. Sound familiar? Instances of disruption, disinvitation, or ‘no-platforming’ of invited speakers have recently become commonplace on university campuses, especially in the United States.1 But the foregoing event was not recent, and it occurred in Canada. The speaker in question was the well-known conservative sociologist Edward Banfield, the host of the planned lecture series was the Department of Political Economy at the University of Toronto, and the date was March 1974.2 At the time the university was heavily criticized for its handling of the affair, especially for its failure to ensure that the remaining lectures could go forward without disruption. University administrators continue to face criticism for the ways in which they choose to intervene, or not to intervene, in speaking events held on their campuses. Clearly the fact that these problems are not new has not made them any easier to solve. In its broadest form, the question we have before us is this: When university administrators learn of a planned speaking event on campus that looks likely to be contentious or problematic, how should they respond?     IN RE MOCK EVICTION NOTICES Opinion of the Emory University Senate Standing Committee for Open Expression No. CFOE–19–3 April 15, 2019 Executive Summary The Emory University Standing Committee for Open Expression exists to promote and protect the rights to open expression, dissent and protest among Emory Community members. As part of our responsibility to provide advice and counsel regarding the interpretation of Emory’s Open Expression Policy, this Committee discusses a recent incident, in which members of Emory Students for Justice in Palestine posted mock eviction notices on residents’ doors in Emory residence halls to call attention to issues of forced evictions of Palestinians by the Israeli government. (It has not been found that Jewish students were targeted by such posting.) Posting flyers on residents’ doors is prohibited by Residence Life’s reasonable and neutral policies. Therefore, the flyers that were posted on residents’ doors were properly removed. Some residents with limited English skills might have been legitimately confused about whether the flyer was an actual eviction notice; a possible future rule against flyers that cause substantial confusion, if narrowly crafted, could be consistent with the Open Expression Policy. Aside from this issue, the rest of the flyer is fully protected political speech under the Open Expression Policy, and Residence Life staff acted properly in approving the flyers for posting according to the posting guidelines. Any disciplinary sanctions for the misposting must be in line with other disciplinary sanctions for similar violations, and should not be any larger than they would otherwise be based on the message involved.

Adalah, a leading Palestinian human rights organization in Israel, explains how the law “affirms the principle of apartheid in housing, land and citizenship.” It concludes that “this law constitutionally sanctions institutionalized discrimination.” Israel has over 50 racist laws that discriminate against the indigenous Palestinians, including some laws that fit the UN definition of apartheid. The Nation State Law is Israel effectively declaring itself an apartheid state. By Israel’s own admission it is now openly practising apartheid, there is no greater time than now to intensify the campaign to boycott, divest and impose sanctions against Israel until it respects international law. Palestinian workers often bear the brunt of Israel’s efforts to undermine the Palestinian economy and its regime of occupation, apartheid and settler colonialism.
