MONSOON 2013 Info Report: 16-08-13 18-09-12 HIGHLIGHTS

As indicated by various reports of PMD and PWP, the intense spell of Monsoon rains will now subside all over the country. The major concern is of water management in dams and reservoirs, failure to do so may result in many villages being inundated. Catchment areas and tributaries of Chenab and Ravi at high alert. So far, according to NDMA report of 15th August 2013, the 2013 monsoon rains have caused 96 deaths (including 1 missing) and 99 people got injured in 355 villages all over the country. NDMA is quoting a figure of 98,212 persons as being affected. The Govt. has established 18 relief camps and 1170 people are residing in them. PRCS is alert and ready in all the provinces. Disaster response trained teams conducted assessments where required. They are in coordination with the local Govt. and monitoring the situation as it develops. A special multisectoral team has been deployed to assess DG Khan and RajanPur districts.

WEATHER AND HYDROLOGICAL SITUATION As per Meteorological Department (PMD), widespread rain-thunder shower with isolated heavy falls in northeast Punjab (Gujranwala, Lahore divisions) within next 24 hours where most of the soil has already been saturated due to recent rains. More rains with isolated heavy falls may generate urban and flash flooding in these vulnerable areas. Widespread rain- thunder shower with isolated heavy falls in Kashmir on Friday and Saturday. Scattered rain- thundershower with isolated heavy falls is expected in upper (Sukkar, Larkana divisions) and southeast Punjab ( division) on Friday. Also heavy downpour may generate urban flooding in the twin cities, whereas flash flooding in Lai and other local nullahs during the same period. Scattered rain-thundershower is expected in Hazara division KP while, isolated rain-thundershower is likely to occur in western parts of the Province. Mostly cloudy with chances of rain-thunderstorm is expected at isolated places of GB, whereas Sindh and Balochistan are expected to experience hot and humid conditions during next 24 hours.

The wet spell is expected to subside but the water already accumulated and flowing in the rivers and water channels is of major concern. River Indus at Chashma, River Chenab at Marala, Khanki & Qadirabad are in High flood level. River Indus at Kalabagh,Taunsa, Guddu & River Kabul at Nowshera are in Medium flood Level. River Chenab at Marala & Qadirabad is in High Flood Level. River Indus at Sukkar, River Ravi at Jassar, Shahdara & Balloki, River Sutlej at G.S.Wala & Sulemanki are in Low Flood Level.

This water infow and outflow needs to be managed otherwise there is possibility of inundation of many villages of adjoining areas. SUMMARY OF LOSSES AND DAMAGES In its report of 15th August 2013, NDMA states that the 2013 monsoon rains have caused 96 deaths (including 1 missing) and 99 people got injured in 355 villages all over the country. NDMA is quoting a figure of 98,212 persons as being affected, but this figure is of KP, Punjab and Sindh only. Their report also indicates that Govt. has established 18 camps (17 Punjab & 1 Sindh) and so far 1170 persons are residing in them. They are also highlighting increasing damages to agricultural land and livestock.

Total 96 99 98212 2478 2412 355 145,078 18 1170 1 missing Coordination with NDMA indicates that since all the districts are not in a position to report as to the extent of damage, so it may take time till an overall picture can be shown.

PRCS Response PRCS disaster response teams which were already on alert have carried out initial information gathering and are in close coordination with local Govt and authorities in AJK, KP, Balochistan, Punjab and Sindh. The primary information reports were shared after consultation with local government, local community volunteers and PRCS district disaster management cells (DMCs). The overall situation is normal as far as rains are concerned.

AJK After the first spell of monsoons this season, PRCS AJK conducted assessment and as per their primary information report District Bagh (detailed areas shared in PRCS info report dated 4th Aug 2013) was affected by flash flooding on 2nd August 2013. PRCS AJK is in close coordination with SDMA and local authorities in affected areas ready to respond as and when required. During the recent spell, District Mirpur has also been affected and PRCS teams are on ground gathering initial information.

KP The monsoon spell aggravating on the night of 12th Aug 2013 hit the northern areas especially KP. The PRCS KP Branch once again assessed the situation but reported no alarming situation there. During the initial spell, the rains had hit District Chitral and adjoining areas and also heavy downpour in Peshawar Charsadda Nowshera districts was reported.

Relief: PRCS KP team distributed essential non food items (2 x tarpaulin sheets, 5 x blankets, 1 x hygiene kit, 1 x kitchen set, 20 ltr jerry can, 1 x stove, and 1 x hurricane lamp ) to the 62 most vulnerable families as identified in 3 x Villages(Reshun, Orgush and Drosh) in District Chitral.

Health: PRCS is also providing free health and care services in Chitral along with providing free medical camp services. PRCS already had 3 x health facilities running in District Chitral (BHU Bhamburait, Civil Dispensary Ramboor and Civil Dispensary Barrir). After the rains, the catchment population of the three facilities got totally cut off from rest of the districts and also the communication channels are still not completely restored. PRCS has recently transported medicines on foot to these facilities. The following information could be gathered so far:-

SINDH All DM Cells, District Branches and Emergency Response Trained (ERT) Teams of Karachi are already on alert for any emergency situation. Trained staff and volunteers for Reporting in Emergencies (RiE) are engaged to collect the data of losses and damages in districts and ERT teams in Karachi Relief: Sindh Provincial Branch has distributed food packs of 16.1 kg to 1,000 flood affected families of Karachi (300 HH), Hyderabad (100 HH), Thatta (200 HH), Khairpur (200 HH) and Jacobabad (200 HH) using their own resources and emergency fund. One food pack contains Flour (10 Kg), Rice (2 Kg), Daal Mong (500 gm.) Yellow Split Chickpea Pulse (500 Kg.) Sugar (2 Kg.) Tea (100 gm.) and Ghee (1 Kg.). Emergency Response: A total of 92 people have been evacuated by the ERT (Emergency Response Team) Karachi Teams from their houses to the safer places due to heavy water in the area (approximately 6 to 10 fit high) and provided First Aid treatment. The Red Crescent Ambulances shifted 31 injured to the nearest hospitals or Clinics and provided First Aid during the transportation.

PUNJAB

PRCS Punjab Branch’s teams immediately reached the two relatively severely hit districts of Dera Ghazi Khan (DG Khan) and Rajanpur. In coordination with the local Govt. PRCS teams have identified the need for emergency shelter, and health and care services.

A Multisectoral PRCS-IFRC team is in the area to assess in detail the needs after the recent spell. The team has completed assessing DG Khan and their initial assessment show Tehsil DG Khan, Tehsil and Tehsil Taunsa as being the most affected areas due to hill torrents and rains. The teams report that due to high discharge of water from Chashma Barrage, the next 24 hours are very critical as there is a likelihood that 687,000 cusecs water will pass from Taunsa Barrage, which may affect low laying areas of all these three Tehsils of District DG Khan.

The Govt. is handling the situation till now but they have asked the humanitarian community to be on standby as the next 24 hours may have crucial impact on these districts.

BALOCHISTAN PRCS Balochistan is in close coordination with PDMA Balochistan. At the moment the rains have subsided and the weather conditions as reported by Pakistan Meteorological department will remain hot and humid for the next 24-48 hours. PDMA Balochistan along with other partners is catering for the needs. PRCS volunteers and DRT personnel are ready as required.
