SUBJECT: NEW PEDESTRIAN FACILITIES TO EXISTING TRAFFIC SIGNAL INSTALLATIONS AT BRIGHTON RD/WARHAM RD, SOUTH ; CHIPSTEAD VALLEY RD/LION GREEN RD, ; RD/WADDON NEW RD, WADDON

CORPORATE PRIORITY/POLICY CONTEXT: Restricting the use of residential roads to essential traffic will improve the environment for residents in terms of noise and pollution.

FINANCIAL IMPACT The cost of implementing these proposals can be met from the LIP allocation from Transport for London.

1. RECOMMENDATIONS

The Cabinet Committee is recommended to:

1.1. Approve the implementation of new pedestrian crossing facilities within existing/modified signalled junctions at Brighton Road/Warham Rd, Chipstead Valley Road/Lion Green Road and Waddon Road/ Road as shown on the attached plans numbered MMD-280782-C-DR-00-XX-0003, MMD-280782- C-DR-00-002 and 24724/001/001 respectively.

1.2. Authorise the Executive Director of Planning & Environment to undertake formal consultation on the proposals by publishing the required Public Notices and fulfilling the requirements of Section. 6, 23 of the Road Traffic Regulation Act 1984 (as amended).

1.3. Authorise the Executive Director of Planning and Environment to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce the changes, subject to receiving no material objections on the giving of public notice. Any material objections received on the giving of public notice will be reported to a future Traffic Management Cabinet Committee for Members’ consideration.

2. EXECUTIVE SUMMARY

2.1 These proposals are a part of Council’s Local Implementation Plan programme of schemes. One of the programme aims is to carry out improvements to pedestrian facilities at existing traffic signal junctions through the provision of signal controlled crossing facilities where possible, with minimal impact to the operation of the traffic signals at the respective junction funded by Transport for London (TfL).

3. DETAIL

3.1 Brighton Rd/Warham Rd/Ledbury Rd/South End junction.

3.1.1 The frontage at this location is mainly commercial on both sides of the road. The local street environment is predominantly vehicular traffic dominated due to the large carriageway width along Brighton Road (A235) which is also a strategic bus and cycle route and has high volumes of traffic and a lack of pedestrian facilities. The only controlled crossing is on Brighton Road north arm and is a staggered facility. Uncontrolled crossings are marked across Ledbury Road and Brighton Road southern arm, but pedestrians need to cross through gaps in oncoming traffic.

3.1.2 A feasibility study to improve pedestrian facilities at this junction proposes an additional staggered facility on Brighton Road southern arm, together with an uncontrolled crossing at Warham Road as shown on the attached plan numbered MMD-280782-C-DR-00-XX-0003.

TMCC20111121 AR07 2 3.1.3 There are significant benefits to be obtained by the implementation of this scheme. These include major improvements to the signalled junction with safe pedestrian crossing facilities giving rise to a reduction in pedestrian related accidents. In the last three years up to September 2010 five slight accidents involving pedestrians were recorded at the junction.

3.2 Chipstead Valley Rd/Lion Green Rd/Woodcote Grove Rd/Woodman Rd junction.

3.2.1 The Lion Green Road and Woodcote Grove Road junction approaches form part of the A237, which originates to the south from the A23 and continues north towards Mitcham. This is a busy arterial road that carries large volumes of Traffic. Chipstead Valley Road lies on the B2032 and provides direct access to Coulsdon town centre from residential estates located to the west of the junction. Woodman Road is a cul-de-sac that provides access to residential properties. At present, the site does not have any signal controlled pedestrian facilities. Uncontrolled crossings are marked on all approaches and a number of refuge islands are present, pedestrians have to cross the road through gaps in the oncoming traffic.

3.2.2 The difficulties currently experienced by pedestrians are exacerbated by complex turning movements and high levels of traffic travelling through the junction, especially at peak hours.

3.2.3 The junction is regularly used by local residents from nearby residential estates located on the west side wishing to access local shops and amenities along the section of Chipstead Valley Road between the junctions with Lion Green Road and Brighton Road which is the core area of Coulsdon town centre.

3.2.4 A feasibility study was carried out to improve pedestrian facilities at this junction. The study recommended introducing signalised pedestrian facilities across all but two of the arms which are Chipstead Valley Road eastbound and Woodman Road, banning the right turn from Lion Green Road northbound into Chipstead Valley Road east. This proposal allows pedestrian facilities to be provided throughout the majority of the junction arms and a lower, more pedestrian friendly cycle time during peak periods, whilst also significantly reducing vehicular congestion as shown on the attached plan numbered MMD- 280782-C-DR-00-002.

3.2.5 The provision of signal controlled pedestrian facilities would improve connectivity between the town centre and the nearby residential estates, thus providing a better experience for local residents wishing to use the town centre amenities.

3.2.6 In the last three years up to September 2010 four slight accidents involving pedestrians were recorded at the junction.

3.3 Waddon Rd/Epsom Rd/Waddon New Rd junction.

3.3.1 The traffic signal junction is located in Waddon between the A23 Purley Road and A236 Roman Way and just to the south of Wandle Park. The junction is not laid out as a conventional cross road junction with Waddon Road and

TMCC20111121 AR07 3 Epsom Road being almost parallel to each other as they meet at the junction. The Waddon Road (west arm) is located on a bridge that crosses the railway track and so its approach is elevated as it slopes down towards the junction.

3.3.2 The junction currently operates under a four stage signal control of which each arm has a separate stage to discharge traffic. There are uncontrolled crossing points on the Waddon New Road and Waddon Road (east) and are supported by central refuge islands. Along Waddon Road (west) only the northern side of the carriageway has a footway over the bridge.

3.3.3 Pedestrian activity is generated by a number of nearby trip attractions that include Parish Church Nursery & Infant School; St. Andrew’s Church of High School and a parade of shops on the south side of Waddon Road (that include a chemist, newsagents, public house and take-away fast food restaurant). The junction is also located on a strategic walking route between the Mill Lane Trading Estate and the Croydon Metropolitan Centre (CMC) allowing local residents access to the town centre within about 15 minutes. 3.3.4 A feasibility study to improve the pedestrian facilities at this junction was constrained by the topography and the layout of the junction. The topography made it difficult to introduce adequate pedestrian crossing facilities on the western side i.e. on Epsom Road and Waddon Road (west). The layout of the junction requires drivers to make right turns in order to travel between certain arms of the junction, restricting the scope to reduce the internal area of the junction. The recommendation was developed therefore on providing signal controlled crossing facilities on the Waddon New Road and Waddon Road (east) arms to the junction. Please refer to the attached plan numbered 24724/001/001.

3.3.5 In the last three years up to August 2010 indicated that there was no reported accident recorded at this junction.

4. CONSULTATION

4.1 Informal consultation has been carried out with respective Ward Members and Residential Representatives as well as mobility impaired within the area of the proposed pedestrian improvements to the signal facilities respectively.

4.2 Transport for London who are responsible for controlling and maintaining traffic signals within Croydon were consulted and have given their approval to the improvements to the pedestrian facilities at the above traffic signal junctions.

4.3 Formal consultation will be undertaken as part of the Traffic Order making process by the issuing of Public Notices published in the London Gazette and a local paper (Croydon Guardian). Although it is not a legal requirement this Council also fixes street notices to lamp columns in the vicinity of the proposed scheme.

4.4 Official bodies such as the Police, the Fire Brigade, the Cycling Council for Great Britain, The Pedestrian Association, Age UK, The Owner Drivers’ Society, The Confederation of Passenger Transport and bus operators are

TMCC20111121 AR07 4 consulted separately at the same time as the public notice is issued. Up to 27 bodies in total are consulted depending on the relevance of the proposals.

4.5 Once the notices have been published the public has 21 days to comment on or object to the proposals. Material representations must be considered by the Council regarding the proposed banned right turn.

4.6 It is also a legal requirement under section 23(2) of the Road Traffic Regulation Act 1984 that the Secretary of State is informed in writing of the proposal to establish a pedestrian crossing and the Chief Officer of the Police is consulted.
