Introduction

1.1 Background 1.1.1 Capita Property & Infrastructure Ltd (“Capita”) was commissioned by Capita Blackburn to undertake a Phase I Geo-Environmental Desk Study for a site known as Feniscliffe Bank in Blackburn, . 1.1.2 A site location and existing site layout plan is presented in Appendix A.

1.2 Proposed Development 1.2.1 Proposed development plans are not yet available for the site, however it is likely that future redevelopment will comprise residential housing associated landscaping, parking and access.

1.3 Objective and Scope of Work 1.3.1 The objective of this assessment was to collate and review the available Geo-Environmental information to determine potential constraints on the development proposals such as ground contamination risks and geotechnical hazards. 1.3.2 To achieve the objective the following scope of work was defined and undertaken:

 A site visit to establish the site setting and visible ground conditions;  Review of published and readily available information concerning the site:  Recent Ordnance Survey (OS) Map;  British Geological Survey (BGS) Published Maps;  A site-specific Groundsure Report (Appendix B);  OS Historical Map Archive (included in the Groundsure Report – Appendix B);  A site-specific Coal Authority Report (Appendix C);  BGS Borehole logs (Appendix D);  Photos presented from a site walkover (Appendix E); and  Develop a preliminary Conceptual Site Model (CSM) that relates the known and anticipated ground conditions at the site to the proposed development.  Establish areas of potential concern based on identified risks and/or potential risks.  Identify any actions (e.g. supplementary intrusive site investigation) required to reduce risks and/or minimise any uncertainties.

2. Site Characteristics

2.1 Site Location 2.1.1 The site is located approximately 2.7km south west of Blackburn town centre. 2.1.2 The site is bound by residential properties and associated infrastructure including roads, hard standing and landscaped areas. 2.1.3 The approximate centre of the subject site is located at Ordnance Survey National Grid Reference 365810, 426680. An indicative postcode for the site is BB2 5LE. 2.1.4 A site location and existing site layout plan is presented in Appendix A.

2.2 Site Description 2.2.1 With reference to the master plan, the subject site is roughly a rectangular shape in plan; covering an area of approximately 1.36ha. 2.2.2 The site is currently occupied largely undeveloped vegetated land with the Feniscliffe Bank Home along the eastern boundary. The site is defined by roadways to the north and east, Tower Road and Hillcrest Road respectively. 2.2.3 The primary access routes to the site is from Tower Road to the north. 2.2.4 Photographs obtained from a site walkover are presented in Appendix E.

2.3 Surrounding Land-use 2.3.1 To the NORTH, the subject site is bounded by Tower Road beyond which are residential dwellings with associated infrastructure and gardens. 2.3.2 To the EAST, the subject site is bounded by Hillcrest Road beyond which are residential dwellings with associated infrastructure and gardens. 2.3.3 To the SOUTH, the subject site is bounded by residential properties beyond which is Geddes Street. 2.3.4 To the WEST, the subject site is bounded by undeveloped scrubland.

3. Environmental Setting

3.1 Geology 3.1.1 The regional geological information pertaining to the site was gained from a review of the BGS Digital Geological Map of Great Britain (DiGMapGB-50; available as a Web Map Service) and the 1:50,000 BGS geological mapping series sheet 75. Additional references has been made to a site specific Groundsure Report (Appendix B). 3.1.2 Given the partially developed nature of the site, areas of the site are likely to be underlain by Made Ground deposits imported to level the site and facilitate development; these are likely to comprise material of unknown provenance, quality and composition. 3.1.3 The site is indicated to be underlain by superficial deposits comprising Devensian Glaciofluvial Deposits, comprised of Sand and Gravel. 3.1.4 The site is underlain by Milnrow Sandstone to the centre and west of the site, while the Pennine Lower Coal Measures Formation comprising mudstone, siltstone and sandstone is recorded to the east of the site. 3.1.5 No faults are recorded within influencing distance of the site. 3.1.6 Additional pertinent ground condition information pertaining to the surrounding area (and possibly indicative of deeper ground conditions on site) was available from the BGS GeoIndex service. The following exploratory logs have been identified and summarized below:

 SD6545326609 – a cable percussive borehole advanced in 1973, located roughly 180m west of the site; . Topsoil to 0.40m bgl; . Loose fine brown SAND to 1.50m bgl; . Medium fine SAND and GRAVEL to 3.30m bgl; . Medium SAND and GRAVEL to 4.50m bgl; . Medium SAND to a 10.0m bgl (base not proven). . Water strike was recorded at 3.80m bgl.

3.1.7 The borehole log is reproduced in Appendix D. 3.1.8 The site is in a lower probability radon area, as less than 1% of homes are above the action level. No radon protective measures are therefore considered necessary for new structures at this time.

3.2 Coal Mining, Mineral Extraction and Subsidence 3.2.1 The Groundsure report has identified the subject site is within an area which may be affected by coal mining activity. 3.2.2 A Coal Authority report has therefore been acquired and is presented in Appendix C.

3.2.3 The Coal Authority report has indicated:

 Underground Coal Mining o The property is not within the likely zone of influence at the surface from past underground workings. o The property is not within the likely zone of influence of any present underground workings. o The property is not in an area for which the Coal Authority is determining a license for future workings. o Reserves of coal do exist in the area which may be worked in the future. o No notice of the risk of the land being affected by subsidence has been given under section 46 of the Coal Mining Subsidence Act 1991.

 Mine Entries o There are no known coal mine entries within, or within 20 metres of, the boundary of the property. o Records may be incomplete. Consequently, there may exist in the local area mine entries of which the Coal Authority has no knowledge.

 Coal Mining Geology o The Authority is not aware of any evidence of damage arising due to geological faults or other lines of weakness that have been affected by coal mining.

 Open Cast Coal Mining o The property is not within the boundary of an opencast site from which coal has been removed by opencast methods. o The property does not lie within 200 metres of the boundary of an opencast site from which coal is being removed by opencast methods.

 Coal Mining Subsidence o The Coal Authority has not received a damage notice or claim for the subject property, or any property within 50 metres, since 31st October 1994.

 Mine Gas o There is no record of a mine gas emission requiring action by the Coal Authority within the boundary of the property.

 Hazards Relating to Coal Mining o The property has not been subject to remedial works, by or on behalf of the Authority, under its Emergency Surface Hazard Call Out procedures. 3.2.4 Further searches made on The Coal Authority website have shown that:

 The site is not within an area of recorded past or current surface, shallow coal mine workings or probable shallow coal mine workings  The site does lie within an area that is within a surface coal resource area.  The site lies within a development high risk area.  The site is underlain by coal outcrops and is the location of probable shallow coal mine workings.

3.2.5 Information in the Groundsure Report indicates that there is:

 “Negligible” risk from:  Compressible Ground Stability Hazards;  Ground Dissolution Stability Hazards; and  Shrinking or Swelling Clay Ground Stability Hazards.  “Very Low” risk from:  Collapsible Ground Stability Hazards;  Landslide Ground Stability Hazards; and  Running Sand Ground Stability Hazards. 3.3 Hydrogeology 3.3.1 According to information presented in the Groundsure Report, the underlying superficial Glaciofluvial Deposits are classified as Secondary A Aquifer. 3.3.2 The Bedrock underlying the entire site is also classified as a Secondary A Aquifer. These are described as a permeable layers of supporting water supplies at a local rather than strategic scale, and in some cases forming an important base flow to rivers. These are generally aquifers formerly classified as minor aquifers. 3.3.3 The site has been classified as having a high leaching potential, owing to the presence of variable Made Ground. Information for Made Ground is based on fewer observations than elsewhere and as such a worst case vulnerability scenario is assumed. 3.3.4 There are no potable abstraction licenses within 500m of the subject site and the site is not located within in a groundwater source protection zone. 3.3.5 There are no groundwater abstraction licenses within 500m of the site.

3.4 Hydrology 3.4.1 The nearest surface watercourse/feature to the subject site, as shown on OS mapping is the River located approximately 214m north of the site. 3.4.2 According to the Groundsure Report there are no licensed surface water abstraction records within a 1km search buffer of the site.

3.5 Potential Flood Risks 3.5.1 The nearest surface water feature is the , situated approximately 214m to the north of the subject site, which is vulnerable to Extreme Flooding from Rivers or Sea without Defences and Flooding from Rivers or Sea without Defences. River Darwen has a variable floor risk rating ranging from High (30 year return) to Low (1000 year return). 3.5.2 The site itself is situated in an area considered to be at very low risk of coastal or river flooding. A very low risk rating indicates that the site has a less than 1 in 1000 chance of flooding in any given year. The site does not benefit from any form of flood defences or flood storage. 3.5.3 According to the Groundsure Report the site is considered to be within an area which has potential for groundwater flooring to occur below the surface.

3.6 Landfill and Waste Management Activity 3.6.1 According to the Groundsure Report 1no historical landfill site are located within 1km of the site, St Frances Road Playing Fields located 302m east of the subject site, and is indicated to have received deposited waste including inert waste. The entry was last recorded as being active in December 1967. 3.6.2 There are 3no records of EA licensed waste treatment sites within 1km of the site boundary. The nearest offsite records relates to an unnamed site located approximately 52m south operating as Ground Working and a Refuse Heap. No further information was available regarding this entry.

3.7 Environmental Permits, Incidents and Registers 3.7.1 There are no recorded historic IPPC authorisations recorded within a 500m radius of the site. 3.7.2 There are no Part A(1) and IPPC Authorised Activities within a 500m radius of the subject site. 3.7.3 There are no entries of List 1 or List 2 Dangerous Substance Inventory Sites are recorded within a 500m radius of the site. 3.7.4 There are no Part A(2) and Part B activities recorded within a 500m radius of the subject site. 3.7.5 No entries of category 3 or 4 Radioactive Substances Authorisations are recorded within a 500m radius of the subject site. 3.7.6 There are 19no discharge consents within 500m of the subject site. The nearest entry related to Cherry Tree Works Site Final/Treatment Effluent at Green Lane located 331m south of the site. 3.7.7 There are no recorded prosecutions relating to authorised processes located within 500m of the site. 3.7.8 There are no records of COMAH and NIHHS sites within a 500m radius of the subject site. 3.7.9 There are 6no EA recorded pollution incidents within 500m of the subject site; the nearest offsite record is located 409m south of the site. The incident related to sewage materials and release of crude sewage and resulted in Category 3 (Minor) impact to water.

3.8 Industrial Land Use Information 3.8.1 Current Land Uses data presented in the Groundsure Report indicates that there are no “potentially contaminative industrial sites” on-site. 3.8.2 The Groundsure report indicates 7no sites within a 250m search buffer of the site and these generally relate to commercial or light industrial processes and services including:

 Tobacco Products;  Mechanical Engineers;  Electricity Substations;  Fireplaces and Mantelpieces; and  Vehicle repair, testing and services.

3.8.3 The nearest and most pertinent entry is an active car garage at Turners Auto Bodies Ltd located 120m south east of the site. 3.8.4 There are no petrol or fuel sites within a 500m radius of the site.

3.9 Ecology 3.9.1 With respect to the specific definition of Contaminated Land, the site does not lie within 1000m of one of the following sensitive sites: Site of Specific Scientific Interest (SSSI), National Nature reserve, Marine Nature Reserve, Ramsar Site, Special Area of Conservation, Special Protection Area or World Heritage Site. 3.9.2 The Liverpool, Manchester and West Yorks Green belt is located to the north and west of the subject site.

4. Site History

4.1 Historical Map Review 4.1.1 The following summary of the site’s history is based on a review of historical 1:10,560, 1:10,000, 1:2,500 and 1:1,250 scale Ordnance Survey maps as presented in the Groundsure Report (presented in Appendix B).

The surrounding area to the west has not undergone significant change. The surrounding area remains in a similar configuration to the present day. NOTE: All locations are approximate; measured from the nearest site boundary.

4.2 Summary 4.2.1 With reference to the available historical maps, prior to 1968 the site was undeveloped. From 1968, a social care home was constructed. Currently, the social care home is unoccupied and the remainder of the site undeveloped. 4.2.2 There are a number of historical contaminative land uses in the surrounding area including a saw mill and railway line. 4.2.3 The following potentially historical/active contaminative land uses have been identified on the site itself and the surrounding land and comprise;

 General Made Ground/in-filled ground (i.e. potentially poor quality/contaminated materials);  Saw Mill, within close proximity to the subject site (i.e. solid waste disposed on site),  Local residential / commercial properties (i.e. heating oil storage);

4.2.4 On the basis of the historical information alone, the contamination potential of for the subject site could be considered Low, based on local made ground deposits and local historical/active industry. However, the historical review only provides an indication of the range of potential contamination sources/impacts that may have occurred during the site’s development history and the risk rating does not necessarily mean that such sources don’t exist. In this respect, the reader should refer to the following sections of the report which includes a review of the known ground conditions and a Conceptual Site Model/Preliminary Risk Assessment.

5. Conceptual Site Model

5.1 Introduction 5.1.1 This section summarises the findings of the desk study (including our review and re-appraisal of existing information) in the form of a Geo-Environmental conceptual site model (CSM). 5.1.2 The CSM provides a qualitative evaluation of potentially active “contaminant linkages” at the site; these being plausible scenarios whereby a contamination source is connected to a possible receptor by one or more pathways: i) Potential sources of contamination: these include any actual or potentially contaminating materials and activities, located either on or in the vicinity of the site; ii) Potential pathways for contamination migration: these comprise the routes or mechanisms by which contaminants may migrate from the source to the receptor including environmental migration pathways and human health exposure pathways; and iii) Potential receptors of contamination: these include present and/or future land users, ecological systems, water resources and property.

5.2 Contamination Sources 5.2.1 Made Ground is likely to be present in the south east of the subject site. Made Ground is likely to have been imported to generate appropriate site levels and facilitate development. The imported Made Ground is of unknown provenance, of variable strength and may be heterogeneous in composition. 5.2.2 The site has historically been largely undeveloped with the addition of Feniscliffe Bank Home for the Aged. 5.2.3 Given the development history of the site, and the age of the former buildings, the presence of asbestos within Made Ground deposits cannot be discounted. 5.2.4 Low-level contamination (including potential asbestos, poly-aromatic hydrocarbons (PAH’s), metals etc) may exist within Made Ground and deeper soils and will need to be investigated as part of any future development of the site. The development may be at risk (albeit relatively low) from potential ground gas generation from the Made Ground deposits. 5.2.5 The most significant off-site historical/active sources of potential contamination with the potential to have affected the subject site are: i. Local industry including mills.

5.2.6 Given the historical development on and off site, there is the potential for such sources to have affected the site, and it is possible that cross-boundary migration pathways would have been active at some stage. However vertical migration on the site may have be enabled by the presence of the underlying Glaciofluvial Deposits.

5.2.7 On the basis of the above, it is feasible that contamination could potentially exist within the site footprint and could include substances such as:

 Metals  Inorganic compounds (sulphates, cyanide)  Asbestos  Poly-Aromatic Hydrocarbons  Petroleum hydrocarbons 5.3 Pathways 5.3.1 Potential migration pathways are discussed below.

Airborne Migration Pathways  No development plans are available, however it is assumed that the majority of the site will be covered by buildings / hard-standing; however gardens are likely to be included and as such (without consideration of any mitigation) the particulate inhalation pathway is considered active. Notwithstanding landscaped areas are likely to be grassed and as such dust generation is likely to be minimal.  During development works, sub-surface soils could be exposed and therefore dust has the potential to be generated. Notwithstanding, typical dust suppression techniques would be employed during construction and events such as these would only result in short-period exposures linked to the development programme.  Vapour inhalation pathways are potentially active irrespective of site status.

Aqueous Migration Pathways  Leaching of contaminants in the shallow soils is likely to be negligible in areas of hard- standing (buildings, pavement etc.) where infiltration of rainfall is minimal.  The site is recorded as being directly underlain by a Secondary A Bedrock Aquifer and on this basis the aqueous migration of contamination laterally in deep groundwater could occur.  The bedrock is recorded to be overlain by superficial deposits of Secondary A classification and as such vertical and lateral migration pathways in shallow groundwater may be active.  As such there may be a pathway between shallow/surface derived contamination and deep groundwater.

Direct Contact Exposure Pathways  Under the proposed development scenario, a significant proportion of the site area will be covered in some form of hard-standing (building floor slabs, road pavement, parking etc); however gardens are likely to be included and as such (without consideration of any mitigation) direct contact pathways are considered active.  During the construction phase of the development, soils can become exposed at the surface and hence the direct contact pathways should be considered active for the duration of the development programme.

5.3.2 Ground gas migration follows pressure gradients (i.e. from high to low pressure via the path of least resistance). Given the ground conditions, ground gas migration will be predominantly vertical, migrating from the theoretical source to the surface along the path of least resistance. Ground gas migration pathways are therefore considered active.

5.4 Receptors 5.4.1 With reference to Part 2a of the Environmental Protection Act (1990), the potential receptors to be considered in any contaminated land scenario can be summarised as follows:

Human Health  The residential end-users of the site would typically be considered the main receptor from a human health perspective.  Construction workers/contractors could potentially be exposed to contaminants during the construction process, particularly during the initial groundworks phase. We would however anticipate that the adoption of appropriate health and safety risk assessments and use of suitable personal protective equipment (PPE) will reduce risks to manageable levels.  Adjacent workers/site visitors and pedestrians could also be at risk; though for exposure to occur, active cross-boundary migration pathways would be required.

Eco-systems  There are no sensitive ecological receptors within close proximity to the site.

Property (buildings, etc)  The proposed development will comprise new structures and associated infrastructure; however these should be designed on the basis of a site specific geotechnical investigation which should include an appraisal of relevant risks including the potential for sulphate attack on buried concrete.

Controlled Water  All groundwater is Controlled Water; therefore the groundwater beneath the site requires consideration and protection as a potential receptor of any site-derived contamination.  The Pennine Lower Coal Measure and Milnrow Sandstone are Secondary A Aquifers and is therefore considered the primary Controlled Water receptor.  Surface watercourses are also considered Controlled Water receptors; the River Darwen is situated approximately 214m north west of the subject site.

5.5 Preliminary Risk Assessment The following table presents the plausible contaminant linkages that apply to the site. An indicative qualitative assessment of the likelihood that a risk could be realised is provided in the table, constituting the Preliminary Risk Assessment (PRA) as outlined in CLR 11 (DEFRA & EA, 2004).

* assuming no mitigation or remedial measures are implemented. 5.6 Discussion 5.6.1 A review of the PRA indicates that, in general, the contamination potential for the site (with no specific mitigation measures) is considered to be LOW (locally Low to Moderate). 5.6.2 The risk is largely due to the possible presence of localised impacts to soil and/or groundwater associated with the site and surrounding areas previous land uses.

5.6.3 Near surface contaminants could impact upon construction workers during redevelopment ground works activities, however it is envisaged that appropriate health and safety risk assessment and personal protective equipment would provide appropriate mitigation and thus bring down the risk rating to an acceptable level. 5.6.4 A risk exists from hazardous ground gas until proven otherwise or mitigated through incorporation of appropriate gas protection measures into new buildings. 5.6.5 The environmental risk posed by the site to Controlled Water (groundwater and surface water) would only be significant if substantial, mobile, on-site ground contamination sources are confirmed to exist. 5.6.6 Risks to property including chemical attack will be mitigated by design.

6. Conclusion & Recommendations

6.1 Overview 6.1.1 This Phase 1 Geo-Environmental Desk Study Report presents an assessment of the geo- environmental information pertaining to the site based on readily available desktop/published information. 6.1.2 The objective of this assessment was to collate and review the available geo-environmental information to determine potential ground contamination risks associated with the Site in its current condition and evaluate potential geo-environmental constraints with regards to future development.

6.2 Conclusions 6.2.1 From the review of the available information, the identified historical land use of the site and surrounding area may have generated contamination impacts potentially comprising low level chemical contamination within the Made Ground deposits and potentially significant hotspots or localised deposits of heavy metals and metalloids, inorganic compounds, asbestos, poly- aromatic hydrocarbons, petroleum hydrocarbons and volatile and semi-volatile organic compounds. 6.2.2 The preliminary risk associated with any “active” Contaminant-Pathway-Receptor linkages is in the majority of cases considered to be Low to Moderate. Furthermore a potential risk exists from hazardous ground gas until proven otherwise or is quantified with appropriate recommendations for mitigation measures. 6.2.3 Given the sensitivity of the underlying Secondary Aquifers the environmental risk posed by the site to Controlled Water receptors would be significant if substantial, mobile, on-site ground contamination sources are confirmed to exist. Appropriate soil and groundwater testing and risk assessment should be undertaken during intrusive ground investigation. 6.2.4 The Groundsure report has identified the subject site is within an area which may be affected by coal mining activity. However following the attainment of a Coal Authority report and a review of historical mapping the risk status of the site with respect to coal mining is deemed to be Low. However the presence or absence of unrecorded coal mine workings should be interrogated during a Phase 2 intrusive Investigation. 6.2.5 According to the Coal Authority interactive map viewer, the site is not within an area of recorded past or current surface, shallow coal mine workings or probable shallow coal mine workings. However the site does lie within an area that is within a surface coal resource area, a development high risk area and the site is underlain by coal outcrops and may be the location of shallow unrecorded coal mine workings.

6.3 Project Abnormals 6.3.1 The site has the potential to be impacted with the following abnormal;

6.3.2 Contamination impacts potentially comprising low level chemical contamination within the Made Ground deposits and potentially significant hotspots or localised deposits of heavy metals and metalloids, inorganic compounds, asbestos, poly-aromatic hydrocarbons, petroleum hydrocarbons and volatile and semi-volatile organic compounds. 6.3.3 Possible unrecorded coal mine workings may be present at the subject site, due to the presence of coal seams which subcrop beneath the subject site. The presence of these seams may have been known to the local population and may have been worked historically.

6.4 Recommendations 6.4.1 Prior to any redevelopment of the site, development-specific intrusive ground investigations are recommended to fully characterise the ‘baseline’ geo-environmental status of the site; sufficient to adequately define the risk associated with geotechnical and contamination ground abnormals and allow a detailed Remediation Strategy to be developed if required. 6.4.2 The investigation strategy should include an “environmental” investigation; designed to interrogate the Phase 1 CSM, establish the status of the identified Source-Pathway-Receptor linkages and thereby reduced uncertainties in the PRA. Such investigations will need to be sufficiently detailed to adequately characterise the ground and groundwater (chemical) conditions and the ground gas regime to enable an appropriate level of contamination and gas risk assessment to be undertaken in line with the relevant guidelines and current industry standards. 6.4.3 Future investigations should also include an assessment of the sites geotechnical properties, including investigations to establish the depths to competent bearing strata and to allow for the design of foundations, floor slabs and road pavement. 6.4.4 Investigation should be undertaken in line with BS5930 (2015) and BS10175 (2011) with the aim of determining the ground conditions, allowing sampling of soils for geotechnical and environmental testing. Such investigations will determine the need for mitigation against aggressive ground, establish the suitability of materials for re-use and characterise ‘Waste’ for future disposal. 6.4.5 The findings of the intrusive investigations and subsequent assessments will establish the need (or otherwise) for any mitigation measures necessary for the development to progress including whether land remediation is needed. In such an event, further site investigation maybe appropriate or risk assessment in order to develop a Remediation Strategy may be required. In this respect reference should be made to CLR11 (DEFRA & Environment Agency, 2004) and supporting guidance.

1. Past underground coal mining The property is not within a surface area that could be affected by past underground mining.

However the property is in an area where the Coal Authority believe there is coal at or close to the surface. This coal may have been worked at some time in the past. The potential presence of coal workings at or close to the surface should be considered prior to any site works or future development activity. Your attention is drawn to the Comments on the Coal Authority information section of the report.

2. Present underground coal mining The property is not within a surface area that could be affected by present underground mining.

3. Future underground coal mining The property is not in an area where the Coal Authority has plans to grant a licence to remove coal using underground methods.

The property is not in an area where a licence has been granted to remove or otherwise work coal using underground methods.

The property is not in an area likely to be affected from any planned future underground coal mining.

In view of the mining circumstances a prudent developer would seek appropriate technical advice before any works are undertaken.

Therefore if development proposals are being considered, technical advice relating to both the investigation of coal and former coal mines and their treatment should be obtained before beginning work on site. All proposals should apply good engineering practice developed for mining areas. No development should be undertaken that intersects, disturbs or interferes with any coal or mines of coal without the permission of the Coal Authority. Developers should be aware that the investigation of coal seams/former mines of coal may have the potential to generate and/or displace underground gases and these risks both under and adjacent to the development should be fully considered in developing any proposals. The need for effective measures to prevent gases entering into public properties either during investigation or after development also needs to be assessed and properly addressed. This is necessary due to the public safety implications of any development in these circumstances.
