• The NDCC and the Commission of Human Rights encourage the need for more information exchange between the NDCC and other humanitarian actors to improve on data collection, validation and disaggregated data for purposes of identifying further relief needs of IDPs by sex, age group and beliefs, etc. • The Commission on Human Rights reported that there are no reports of sexual abuse and human trafficking in ECs • Despite the identified concerns, the government through the NDCC and Task Force CAMP served 59,952 families both inside and outside EC with a decrease of 4,514 families as compared with the last report of 64,466 • DSWD deployed the Quick Response and Social Welfare and Development (QR/SWAD) teams to undertake data generation, relief distribution, operation/ management of evacuation centers, community kitchens, supplemental feeding to children, crisis counseling, etc. in coordination with the LGUs, other government agencies, and local and international NGOs A. Php 16,474,159.33 T otal Php 91,183,1 00.56 3 Response/Concerns by Cluster Health, WASH and Nutrition • On disease surveillance in Lanao del Norte, the leading causes of consultation are fever, cough, skin rashes and diarrhea • The leading causes of morbidity in evacuation centers in Region XII were upper respiratory tract infection, fever, diarrhea, headache, viral infection and skin rashes as reported by DOH • There were also suspected measles cases, pneumonia and dehydration in Munai, Lanao del Norte • Other identified needs are the construction of toilet facilities in some ECs and the need for more health workers • To address the above concerns, isolation and referral to identified hospitals were done; augmentation of health workers from members of inter-local health zones; conduct of psychosocial services training to teachers and other identified groups ; and measles immunization/ vaccination and construction of latrines/toilet facilities • Some 1,000 children in Cotabato who are vulnerable to malnourishment were provided with compact food and micro nutrients tablets • Other government partners providing support to the government in this sector are OXFAM, ICRC through PNRC, UNICEF and WHO • Construction of toilets in Tangkal is on going with the DSWD providing the tarpaulin; DOH with toilet bowls; and DPWH labor and other materials. There is already 30% completion on this particular undertaking • Pregnant women and those who are sickly were provided with low salt, high protein, high carbohydrates diet, special diets for post partum. Food and Non Food Items (NFIs) • OXFAM, ICRC, WFP and CFSI are supporting the Government efforts in providing food and NFIs to the IDPs. OXFAM had provided assistance in Datu Piang, Datu Saudi and Mamasapano in Maguindanao • ICRC through PNRC had their relief distribution in Mother Kabuntalan and Datu Odin Sinsuat in Shariff Kabunsuan and Mamasapano, Maguindanao Emergency Shelter • DSWD-10 will soon start the construction of temporary rooms at Poblacion Gymnasium, used old Public Market and the old Municipal Building for the transfer of IDPs staying at Banisilon Elementary School and Madraza School, Tangkal, LDN. Materials are ready for the construction of bunkhouses, 2 units with 34 rooms in Munai and 1 unit with 60 rooms in Tangkal • Construction of bunkhouses by DPWH is still on-going in three (3) municipalities in Lanao del Norte with the following percent accomplishment: Kolambugan – 70% completed Kauswagan – 10% completed Munai – 50% completed • In Tangkal, construction of bunkhouse is still pending with the LGU has yet to identify a suitable site 4 • Additional bunkhouses need to be constructed to temporarily house some 700 families in Poona Piagapo, Pantao Ragat, Matungao and Magsaysay all of Lanao del Norte Security and Protection • OCD RD-10 allowed access to the Order of Friars Minor of Franciscan Friars to assess the situation of IDPs in Munai and Tangkal, Lanao del Norte • The AFP continue to secure highway, business centers, major infrastructures and vital installations in the region Psychosocial Support • Conducted and supervised neighborhood play sessions for 87 children from 6-7 yrs old who are staying in evacuation centers in Munai and Tangkal, Lanao del Norte Education • DepEd released an initial amount of P10 M from the CY 2008 SBP for the repair and rehabilitation of school buildings in Lanao del Norte and the status of accomplishments on the on going reconstruction/repair of burned school buildings in the following schools in Lanao del Norte : Kulambugan CS (35%); Manga ES (15%); Kauswagan CS (20%); Kawit Oriental ES (20%); Napo ES Linamon (15%) Livelihood and Early Recovery • TESDA-10 Task Force Humanitarian Assistance conducted “Massage Therapy” skills training last September 12-18, 2008 and produced 50 graduates from Kolambungan (25) and Munai (25) municipalities • DSWD X Indicative Rehabilitation Plan for Lanao Del Norte targets the rehabilitation of four (4) municipalities: Kolambugan, Kauswagan, Linamon and Maigo with budgetary requirements amounting to P6,199,000.00: Shelter Assistance Project - for 35 families in Kauswagan and Kolambugan whose houses were burned Food for Work/Cash for Work - for 1,000 persons in 4 municipalities Supplemental Feeding - for 350 underweight children served inside and outside evacuation centers Tindahan Natin Program - 10 Tindahan Natin Outlets (TNO) each 4 municipalities • DA’s recovery program will be implemented soon as the areas are declared safe for the IDPs to continue their farming activities: Rice - palay certified seeds @ P 1,200/hectare and fertilizer @ P 2,000/hectare Corn - open pollinated variety of corn seeds @ P 460/hectare and fertilizer @ P 2,000/hectare High Value Commercial Crops (HVCC) - vegetable seeds @ P 2,000 /hectare and fertilizer @ P 2,000/hectare Fisheries - seaweeds planting materials @ 200 kgs/hectare at P 15/kg and fishing gears @ P 3,500/unit 5 Livestock - draft animals @ P 22,000/head of carabao or P 25,000/head of cattle lost • The concerned Regional Field Units of DA were advised to utilize the allocations for the Gintong Masagang Ani Program for rice, corn, HVCC, livestock and fisheries to fund the respective program activities Enhancement of Reporting/Coordination Mechanism • UN Agencies, and I/NGOs, Humanitarian partners/agencies are advised to coordinate all actions with the following OCDRCs Directors who were designated as principal coordinator to eliminate some gaps on the consolidation of information/data on the coordination, relief and rehabilitation efforts by the AFP : OCD Regional Center OCDRC Director Contact No.
