Regarding Metropoint; Heloise Brown explained that significant improvements to the scheme had been secured. Whilst the re-cladding remained security fencing, signage & lighting had been improved or reduced.

Regarding No.2 The Chine; Paul Hutchinson stated that the removal of the dormer windows was just one way to improve the scheme. Heloise Brown summarised the amendments secured to date. The remaining, key issue, was the corner extension. Members considered the proposal unacceptable whilst it remains.

Ann Bishop - Laggett reiterated her concern regarding the condition of the . Heloise stated that this had been referred to the Parks Dept.

Tony Dey reported on the meeting with Andy Higham and Heloise Brown regarding Salcombe Prep School. Requested elevations were still not available. A site visit had been carried out. Subsequently, Tony Dey agreed, on behalf of CAG, that the proposal should be accepted.

Aled Richards reported on the continuing discussions with University regarding the sale and accompanying documentation. So far MU has offered a development brief as opposed to a (needed) planning brief; discussions continue.

4. ARNOS RESOURCE CENTRE 321a BOWES ROAD N11 To receive for consideration, details from Property Services on the proposed disposal of 321a Bowes Road and draft design guidance / development concept prepared at this stage.

CAG advised that; • Any proposal should be subservient to the grade II listed station. • It must not be a landmark development as this will inevitably be too tall massive and obtrusive. • Three storeys high should be the benchmark (no higher than the opposite terrace). • The building frontage should be set back. • Some reference to the station might be permissible. However, the design should be muted and be discreet and not compete with the listed structure. • Retail might prejudice the viability of the adjoining retail centre.

5. INSTALLATION OF CHILDREN’S PLAYGROUND AT TRENT PARK ATTACHMENT C Details from the Assets, Projects and Business Development Officer (Environment) of the proposed installation of a children's playground at Trent Park

CAG advised that; • Consideration should be given to consolidating the proposed playground into the existing play area. • The loss of any mature trees would be a negative factor. • Whilst not a conservation matter the proximity of the new playground to the café would lead to noise disturbance. • CAG do not object to the proposal.

6. PLANNING APPLICATIONS AND LISTED BUILDING APPLICATIONS FOR DISCUSSION

ATTACHMENT D TP/11/1431 Flat 1, Curie Lodge, 86 Pennington Drive, London N21 1TQ

CAG advised that; • Insufficient engineering justification had been given to justify demolition. • A replacement building would not contain the fine brickwork details of the building it was replacing. • In summary - OBJECTION

LBE/11/0028 , Park Estate, Forty Hill, Enfield EN2 9EU Andrew Newman raised a number of issues namely; • The location of the access including the traffic impact assessment was flawed. • It is unclear whether large vehicles will still use the existing entrance to access Forty Hall and the farm. Such vehicles are the principle cause of gateway damage. • There is no indication as to how cars are to be restricted from using the overflow carpark. • The proposed new entrance is directly opposite the entrance to the Clockhouse Nursery. The nursery entrance is already an area of congestion during the very busy spring and summer season. • Forty Hill is a very traditional country lane with high hedgerows. The new access (and removal of four trees) will alter that characteristic. • With the hedgerows and trees removed (for the entrance) means that the new car park will be visible. • The clash of entrances will necessitate street furniture, double yellow lines and the general paraphernalia of a suburban street.

CAG advised that; • It objects to the proposal as it neither improves nor enhances the conservation area for the reasons noted above. • In order to protect the historic gate pillars consideration should be given to widening the existing opening and re-siting the pillars to accommodate the new width. • In summary - OBJECTION

LBE/11/0024 Land adjoining EEF Church, Cecil Road, Enfield EN2 6TH Wide visual access is important. No guarantee as to when the 8-metre access path will be established (relies on the development of the adjacent site to the church). Old gate at south end with just a chain link fence to link to church fencing; very insecure. The hoarding along one flank of the path is unacceptable; should be a fence. The current arrangement is just about acceptable but the hoarding degrades the visual aspect. The meeting noted that The Enfield Society had offered Enfield £10,000 for trees when the permanent route is constructed.

CAG advised that; • The temporary solution (already constructed) is acceptable providing it is truly temporary. • Development of the adjoining site must incorporate the proposed 8-metre wide access route. • In summary - ACCEPTABLE

TP/11/1610 St Monicas Primary School, Cannon Road, London N14 7HE Irene Stone read out the comments from her group. There are significant structural problems caused, most likely, by trees. However the wall is in keeping (low profile) with the school buildings. The meeting noted that the existing wall affords no security. As a consequence temporary fencing had already been installed behind the wall.

CAG advised that; Replacement of the wall with a fence was acceptable providing; • There was a continuous hedge located behind it for its full length. • The fence design was simplified with a flat top rail. • A substantial minority recommended the existing wall be repaired or replaced. • In summary - ACCEPTABLE

7. CHAIRMAN’S FEEDBACK FROM PLANNING COMMITTEE OF THE 20th DECEMBER 2011 The following planning applications had been before CAG and were considered by the Planning Committee at their meeting. • Go Ape - Detailed application was approved • Capel Manor - Animal stockyard building ditto • Capel Manor - Outline application for the Animal Care building, Arboricultural building and staff cottage Dennis Stacey advised the Planning Committee of CAG’s close involvement with the proposal over the recent past. This included the initial site visit in 2009 to physically check that the overall development zone did not interfere with the setting of the house. Then a further visit in late 2011 to discuss and agree design parameters for the three buildings along with preferred materials. The Chairman of the Planning Committee thanked CAG for their advice and the application was approved.

8. CONSERVATION AREAS, LISTED BUILDING APPLICATIONS AND APPEALS–DETERMINED ATTACHMENT E Noted

9. UPDATE ON ENFORCEMENT CASES The Enforcement Conservation Area Caseload Report was circulated to members, at the meeting, for comment. It was immediately clear that the Report was incomplete. Recent members’ queries to Enforcement had not been included in the Report. Further, the action taken element, in a number of cases, was unclear. (The meeting noted that it had already been agreed that a Report would be issued monthly and in time to accompany CAG’s agenda. Robert Oles would attend on a quarterly basis).

Post meeting note; A further meeting was called by Aled Richards to resolve the continuing CAG/Enforcement issues. The meeting was attended by CAG’s chairman and vice chairman along with Sue Mcdaid and Robert Oles. From that meeting a standard template has been issued, for use by members, when putting queries to Enforcement. Further improvements regarding action commentary was promised.

. 10. OPEN SESSION To enable members of the Conservation Advisory Group to bring up urgent matters not covered elsewhere on the agenda. Ann Bishop - Laggett outlined the concerns of the local residents regarding the proposed hand car wash at The Woodman public house (locally listed).

Irene Stone stated that one application, 17 Wades Hill, had not been downloaded on the website.

Donald Alexander stated that the Council appears to be dealing with the Friends of Trent Park and bypassing the local Conservation Study Group.

Mr. C. Younger expressed concern about delay in putting applications on the web site.

PLANNING AND LISTED BUILDING APPLICATIONS FOR DISCUSSION

TP/11/1586 17, Church Street, London N9 9DY Case Officer: Eloise Kiernan Application: Change of use of ground floor to provide Turkish baths and self containment of first floor 2-bed flat involving a part single, part 2-storey, part 3- storey rear extension, first floor detached building at rear for ancillary use of residential unit and a new shop front.

Site and Surroundings: The building is located on the north side of Church Street in the old heart of Edmonton. It is within the Church Street and Fore Street Conservation Area. To the west it is attached to a listed eighteenth-century house and to the right is neighbours a modern clinic building. It sits forward of its neighbours and fronts directly onto the pavement. The building dates from the 1930s and is mentioned favourably in the Conservation Area Appraisal.

Proposal: The proposals are to install new windows to the front and to completely replace the ground floor of the front elevation (this has already been removed). This will have three entrances rather than the one central one currently there. The buildings to the rear of the site are proposed to be rebuilt.

Impact on the Conservation Area: The former pub is a characterful building that enhances the immediate area’s ‘village’ feel. Its front elevation had green-glazed tiles on the ground floor with its original fenestration and joinery, making it clearly recognisable as a 1930s public house.

To consider: Will the alterations proposed to the front elevation change the character of the building? Do the changes represent a positive change that will enhance its current character and therefore the character of the conservation area?

Garnault, 80 Bulls Cross, Enfield EN1 Case Officer: Jane Tebbutt

Description: The proposal is for a single storey side extension to provide a large family room for the house. (This is a pre-application consultation.)

Site and Surroundings: 80 Bulls Cross is a detached Victorian Villa in its own grounds (roughly 4 acres). It is within the Forty Hill Conservation Area and is Grade II-listed. The building is on the east side of Bulls Cross and is one of a number of larger private houses.

Proposal: Following the withdrawal of an application to build two wings last year a new architect has been appointed by the owners who have designed a large kitchen/family room to the building. The kitchen is currently downstairs and not large enough for the family’s needs. Following the comments from CAG and the Council to the previous application the architect has designed a single extension in a consciously modern style, set back from the frontage and at an angle. It would be attached to the listed house at the conservatory on the south side.

To Consider: Is the extension sympathetic to the design of the historic building? Does it preserve and enhance its character?

TP/11/1679 Tower Point, Sydney Road, Enfield EN2 6SZ Case Officer: Sharon Davidson Description: Conversion and Extension of existing office block to provide a 5-storey block of 73 flats with alterations to the existing car park to provide a 3-storey car park with access from Sydney Road and exit to Essex Road.

Site and Surroundings: The site is located on the east side of Sydney Road. Although the site itself is not in a conservation area it is directly opposite Enfield Town Conservation Area.

Proposal: This latest manifestation of the proposal follows many permutations over the years. This addresses the roof extension, the last design for which the CAG objected to. Although the proposal description has not changed, the precise number of apartments may alter slightly in order to accommodate affordable housing requirements.

To Consider: The effect of the form of the roof extension on the neighbouring conservation area.
