Delegate R. Steven Landes Chairman, House of Delegates Education Committee Delegate Steve Landes represents the 25th District in the Virginia House of Delegates. He is chairman of the House Education Committee, vice chairman of the House Appropriations Committee, and a member of the Rules and Privileges and Elections committees.

Delegate Landes believes every child in Virginia, regardless of his or her zip code, deserves access to a high-quality education. As chairman of the Education Committee, he supports reforms to improve and reduce Virginia’s Standard of Learning (SOL) tests and give schools more flexibility in the accreditation process. He introduced House Bill 1336, which requires colleges to develop a standardized system for granting credits to incoming students who have successfully completed AP courses. Landes supports public charter schools and, for the first time ever, both the House and Senate passed a Virginia Constitutional Amendment to establish innovative public charter schools as an option for families who want a better choice. In order to become law, the amendment must pass the General Assembly again next year and then be approved by the voters.

Landes also serves as a House Budget Conferee and is a member of the Governor’s Advisory Council on Revenue Estimates, the Major Employment and Investment Projects Approval Commission, the Education Commission of the States, and the Joint Legislative Audit and Review Commission.

Dr. Teresa A. Sullivan President, University of Virginia Teresa A. Sullivan is the 8th president of the University of Virginia (UVa). Since taking office in 2010, she has led UVa through a period of significant progress. In fall 2012, she launched a planning effort to provide a road map for the University’s future, which produced a new strategic plan for the University, the Cornerstone Plan. President Sullivan developed a new financial model for the University to ensure stability and transparency, launched a substantial program in Organizational Excellence, and created a program to expand the full-time faculty in multidisciplinary clusters. In 2013, she led the University to completion of its $3 billion capital campaign, and announced plans to raise financial support for three strategic priorities: retaining and recruiting top faculty, restoring the University’s Jeffersonian Grounds, and providing needy students with scholarships. Working with her team, President Sullivan has prepared UVa to tackle the serious challenges in higher education related to cost-containment, affordability, student-debt reduction, faculty compensation, and the emergence of online education. UVa now has ongoing efforts, at both the unit and pan-University levels, to reduce costs, improve processes, and enhance efficiency, while protecting the quality of the academic enterprise. Sullivan chairs the Council of Presidents for the Association of Governing Boards of Universities and Colleges and co-chairs the National Research Council’s Committee on Improving Higher Education’s Responsiveness to Regional STEM Workforce Needs.

Governor James B. Hunt, Jr. Chairman, The Hunt Institute Foundation Board Governor of North Carolina (1977-1985, 1993-2001) Recognized nationally as a leader in education, Governor Jim Hunt led his state through 20 years of dramatic economic change. Serving a historic four terms as governor, he has been at the forefront of education reform in North Carolina and in the nation. As governor, Hunt focused on early childhood development and improving the quality of teaching in America. His Smart Start program received the prestigious Innovations in American Government Award from the Ford Foundation and the John F. Kennedy School of Government at Harvard University. Under his leadership, North Carolina public schools improved test scores more than any other state in the 1990s, according to the Rand Corporation. During the last 20 years, he has devoted much of his time to excellence in teaching in the United States. A strong supporter of high standards in public schools, Gov. Hunt put into place in North Carolina one of the nation’s most rigorous approaches to measuring student performance, requiring mastery for promotion and graduation, and providing assistance to turnaround failing schools.

Congressman Robert C. Scott The 3rd District of Virginia United States House of Representatives Congressman Robert C. “Bobby” Scott is currently serving his 12th term in Congress. Prior to serving in the House, he served in the Virginia House of Delegates and Senate. During his tenure in the Virginia General Assembly, Scott successfully sponsored laws critical to Virginians in education, employment, health care, social services, economic development, crime prevention and consumer protection. He currently serves as the Ranking Member on the Committee on Education and the Workforce.

James W. Dyke, Jr. Former Virginia Secretary of Education Senior Advisor, McGuireWoods Consulting Chairman, Blueprint Virginia Subcommittee on K-12 Education James W. Dyke, Jr. previously served as Virginia’s Secretary of Education under former Gov. L. Douglas Wilder, and as domestic policy advisor to former Vice President Walter Mondale. He is a partner in the law firm of McGuireWoods LLP and an active leader in the business community. Dyke has served on various commissions and committees, including the State Council of Higher Education in Virginia.

Cheryl Oldham Vice President, Education Policy, U.S. Chamber of Commerce Vice President, Education and Workforce, U.S. Chamber Foundation Cheryl A. Oldham has more than 20 years of experience in public policy development, project management, and government relations. Oldham’s previous experience includes serving eight years in President George W. Bush’s administration as acting assistant secretary for postsecondary education, while also serving as chief of staff to the undersecretary of education. As chief of staff, Oldham was the senior adviser on policy and strategy and oversaw the coordination of the programs and policies for which the office was responsible.

Jonathan R. Alger President, James Madison University Jonathan R. Alger is the 6th president of James Madison University (JMU). As the university’s chief executive officer, President Alger ensures the development and provision of high-quality academic and student life programs, provides strategic institutional leadership and planning, and ensures sound fiscal management. President Alger is a nationally recognized scholar and speaker on higher education policy and law.

Wanda Barker Director, Educational Technology Cooperative Southern Regional Education Board Wanda Barker is director of the Southern Region Education Board (SREB) Educational Technology Cooperative. She brings to this position more than 19 years of experience working on issues of education policy and practice, particularly in the public education sector. Prior to SREB, Barker served as executive director of eLearning and Learning Technology Systems at the North Carolina Community College System.

W. Steven Barnett, Ph.D. Board of Governors Professor and Director of the National Institute for Early Education Research | Rutgers University W. Steven Barnett is a Rutgers University Board of Governors Professor and director of the National Institute for Early Education Research. His research includes studies of the economics of early childcare and education, including costs and benefits, the long-term effects of preschool programs on children’s learning and development, and the distribution of educational opportunities.

Delegate Richard P. Bell Virginia’s 20th District Delegate Richard P. “Dickie” Bell is chairman of the Virginia House Education Elementary and Secondary Education Subcommittee. Bell, who has served in the House of Delegates since 2010, is a retired high school special education teacher.

Delegate Rob Bell Virginia’s 58th District Prior to his position in the Virginia House of Delegates, Rob Bell served as a state prosecutor for five years, where he prosecuted more than 2,400 cases to bring criminals to justice and to protect crime victims. Bell is an advocate for educational excellence, safer and better schools, and giving parents choices.

Joy Blosser Principal, Spotswood Elementary School Joy Blosser is in her third year as principal at Spotswood Elementary School in Harrisonburg, Va. Previously, Blosser worked as an assistant principal and a language arts supervisor in Harrisonburg City Schools, an instructional coach in Waynesboro Public Schools, and a teacher in Honolulu, .

Colin Brown Principal, McKinley Elementary School Before Colin Brown became principal at McKinley Elementary School in Arlington, Va., he was assistant principal at Tuckahoe Elementary School and -Lee High School. While at Washington-Lee, Brown participated in the creation of the Freshman Connection, an innovative high school transition program for ninth-grade students to help improve achievement and communication.

Billy K. Cannaday, Jr., Ed.D. President, Virginia Board of Education Dean, School of Continuing and Professional Studies, University of Virginia A veteran educator for more than 30 years, Dr. Cannaday is a former superintendent of Hampton City Schools and Chesterfield County Public Schools as well as state superintendent of public instruction. As dean, Cannaday works across academic units to identify and leverage existing resources to reach off- campus students and expand distance-learning opportunities.

Joshua P. Cole, Ph.D. Principal, Ecoff Elementary School Dr. Cole began his career teaching in Perth, Australia, Detroit Public Schools, and Chesterfield County, Va., where he achieved impressive results using a variety of strategies that included reciprocal teaching strategies, technology and small group instruction. His experience include roles as history consultant, cultural competency facilitator, and professional development presenter. Cole is a former recipient of the Milken Family Foundation National Educator Award for Excellence in Education.

Majority Leader Kirk Cox Virginia’s 66th District Majority Leader Cox serves as chair of the Appropriations Committee’s Higher Education Subcommittee, a budget conferee, and a member of the Elementary and Secondary Education Appropriations Subcommittee. A retired 30-year veteran high school government teacher, Leader Cox has chaired a K-12 Education Reform Summit that brought together legislative, business, education, and community leaders to formulate improvements in the elementary and secondary education process.

Barry DuVal President and CEO, Virginia Chamber of Commerce Barry DuVal has served as president and CEO of the Virginia Chamber of Commerce since 2010. Under his leadership, the Chamber has become Virginia’s largest business advocacy group with more than 23,500 members, and spearheaded the state’s first comprehensive initiative, Blueprint Virginia, to provide business leadership, direction, and long-term economic development planning. DuVal has served in many leadership roles, including mayor of Newport News and secretary of commerce and trade for the Commonwealth.

Pamela Fox, Ph.D. President, Mary Baldwin College Pamela Fox has served as president and professor of music at Mary Baldwin College (MBC) since 2003. Under her direction, MBC developed Mary Baldwin 2020, a strategic plan that envisions a host of programs that carry forth MBC’s historic legacy and values in alignment with emerging opportunities and markets. MBC has committed to inclusive community, upholding the cherished traditions as a leading woman’s college, cultivating innovation and academic excellence, enhancing civic engagement and global citizenship, and building campus and facilities for the future.

Delegate Tag Greason Virginia’s 32nd District Delegate Tag Greason serves as chair of the Virginia House Education Reform Subcommittee. He has championed a multitude of bills that shift the Commonwealth’s focus of standardized testing from rote memorization to critical thinking and problem solving. He has also worked hard to ensure that career and technical education (CTE) programs are aligned with the national requirements for certification, allowing students to move directly from graduation into the workforce.

Aimee Rogstad Guidera President and CEO, Data Quality Campaign Aimee Rogstad Guidera leads the Data Quality Campaign, a national, nonprofit organization leading the effort to empower educators, students, parents, and policymakers with the information they need to make the best decisions to improve student outcomes. She believes that data have the power to transform education to ensure every child in this country is prepared for success in college and careers.

Anne Holton Virginia Secretary of Education Following decades of serving Virginia’s families and children, Anne Holton continues that legacy as the Virginia Secretary of Education. Secretary Holton is also the former First Lady of the Commonwealth and wife of U.S. Senator and former Governor . As First Lady, Holton spearheaded a major reform of Virginia’s foster care system to connect more children with permanent families, and served as program director for Great Expectations, a program of the Virginia Foundation for Community College Education that helps youth in the foster-care system gain access to higher education.

Scott R. Kizner, Ph.D. Superintendent, Harrisonburg City Public Schools Dr. Kizner has more than 13 years of experience as a school superintendent. Prior to his term in Harrisonburg, he was a superintendent in Martinsville City Public Schools and Public Schools. Kizner has served on the Governor’s School Readiness Task Force, the Virginia Early Childhood Advisory Council, and currently the State Special Education Advisory Committee.

Paul D. Koonce CEO, Energy Infrastructure President, Dominion Virginia Power Paul D. Koonce has more than 30 years’ experience in the energy marketplace. He serves on the board of directors of the Virginia Early Childhood Foundation, and the board of trustees of Collegiate School, Virginia Union University, and the Regional Leadership Council for Smart Beginnings.

Delegate Jim LeMunyon Virginia’s 67th District Elected to the Virginia House of Delegates in 2009, Delegate Jim LeMunyon serves on the General Laws, Education, and Transportation committees and is the Deputy Whip for the Republican majority. He chairs the General Laws Subcommittee on Procurement and the Freedom of Information Act, and sits on the Standards of Learning Innovation Committee.

Tod R. Massa Policy Research & Data Warehousing Director, State Council of Higher Education for Virginia Tod R. Massa oversees the development of Virginia’s postsecondary education data system and the biennial projections of enrollment and demand. He is also one of the architects and leaders of the Virginia Longitudinal Data System. His duties includes directing the collection, maintenance, and analysis of research data from all Virginia colleges and universities related to enrollment, graduation, faculty salaries, and financial aid.

Delegate James P. Massie, III Virginia’s 72nd District Delegate James P. “Jimmie” Massie is chair of the House Education Higher Education Subcommittee and the House Appropriations Elementary and Secondary Education Subcommittee. An entrepreneur and successful small businessman, Massie also serves on the Appropriations, Education, and Rules committees, and the Joint Legislative and Audit Review Commission.

Pamela Moran, Ed.D. Superintendent, Albemarle County Public Schools During Dr. Moran’s tenure as superintendent, Albemarle County Public Schools has become one of the top performing school divisions in the state with an on-time graduation rate of 93 percent. She is committed to providing broad-based and innovative learning opportunities for students, believing that excellence in multiple disciplines provides students with the skills essential to becoming successful as citizens, in the workforce, and in postsecondary education. She is a member of the Governor’s Commission on Higher Education.

Patrick K. Murphy, Ed.D. Superintendent, Arlington Public Schools Dr. Murphy has served as superintendent of Arlington Public Schools since 2009. Before then, he spent 19 years in Fairfax County Public Schools in a variety of instructional leadership positions. The Virginia Association of School Superintendents selected Murphy as its 2015 Virginia Superintendent of the Year, and he was a finalist for the 2015 National Superintendent of the Year by the American Association of School Administrators.

Marcus J. Newsome, Ed.D. Superintendent, Chesterfield County Public Schools Dr. Newsome has been superintendent of Chesterfield County Public Schools for 10 years, where he has implemented creative and innovative initiatives to promote student success. Under his direction, the school district continues to maintain an exemplary reputation and remains a first choice for families seeking a quality education for their children. Previously, Newsome was the superintendent of Newport News Public Schools.

Senator Mark Obenshain Virginia’s 26th Senate District Senator Mark Obenshain co-chairs the Committee for Courts of Justice, and serves on the Committees of Commerce and Labor, Privileges and Elections, Agriculture, Conservation, and Natural Resources, and Rules. He has practiced law for 26 years and serves as the president of the Richard D. Obenshain Foundation.

Robert C. Pianta, Ph.D. Dean, Curry School of Education University of Virginia Dr. Pianta’s research and policy interests focus on teacher-student interactions and relationships, and on the improvement of teachers’ contributions to students’ learning and development. He is the creator of an observational assessment of teacher-student interactions, Classroom Assessment Scoring System™ or CLASS. Pianta also holds positions as the Novartis Professor of Education, founding director of the Curry School’s Center for Advanced Study of Teaching and Learning, professor of psychology at the College of Arts & Sciences, and director of the National Center for Research in Early Childhood Education.

Jennifer Piver-Renna, Ph.D. Senior Executive Director for Research Virginia Department of Education As senior executive director for research, Dr. Piver-Renna’s responsibilities include strengthening relationships with a diverse group of research partners and translating research findings into actionable information for policymakers, educators, parents, and students. She also promotes a work environment in which ongoing evaluation and improvement become routine, and serves as the liaison for key research centers and activities.

Delegate Brenda Pogge Virginia’s 96th District Delegate Brenda Pogge is the vice chair of the House Education Committee. She also serves on the House Finance Committee and the House Health, Welfare and Institutions Committee. Pogge is a former chair and current member of the Virginia Disability Commission, and a member of the Indian Commemorative Commission and the Commission on Civics Education.

John C. Purnell, Jr. Chairman, Voices for Virginia’s Children John C. Purnell, Jr. is the board chair of Voices for Virginia’s Children, a nonpartisan policy research and advocacy organization that champions policies and practices that improve the lives of children. Purnell retired as the executive director of the FRIENDS Association for Children after 40 years of leadership in 2011. He currently serves on the boards of ChildFund International and the North Richmond Partnership for Families.

Michael Rao, Ph.D. President, Virginia Commonwealth University President Rao is the 5th president of Virginia Commonwealth University (VCU) and the VCU Health System, where he leads a national research university with a leading academic medical center that is the largest employer in the Richmond area and the sixth largest in Virginia. Rao has worked in higher education administration for more than 20 years, beginning as president of Mission College, chancellor of State University-Northern, and president of Central University before joining VCU.

Nina Rees President and CEO, National Alliance for Public Charter Schools As president and CEO of the National Alliance for Public Charter Schools, Nina Rees is responsible for setting the strategic vision of the organization, fundraising and working with her senior team to foster a climate in which charter schools can grow and have a positive impact on the academic achievement of all students. Before her current position, Rees was the senior vice president for strategic initiatives for Knowledge Universe, the nation’s largest provider of early education.

Delegate Roxann L. Robinson Virginia’s 27th District As a member of the House Education Committee, Delegate Roxann L. Robinson is committed to ensuring that Chesterfield County’s public schools remain among the best in the Commonwealth. Robinson is an optometrist and small business owner. She serves on the Standards of Learning Innovation Committee, the General Laws, and Health, Welfare, and Institutions.

Barbara Smith Project Director, Texas Virtual School Network Education Service Center As project director for the Texas Virtual School Network, Barbara Smith is responsible for providing a catalog of online high school courses for Texas public school districts and open enrollment charter schools. The network, created by the Texas Legislature in 2007, ensures that the quality courses offered meet the state curriculum and standards. Previously, Smith worked as coordinator of instructional technology in North Texas and director of the Dallas Independent School District.

Steven R. Staples, Ed.D. Virginia Superintendent of Public Instruction Dr. Staples is Virginia’s 24th superintendent of public instruction in the Virginia Department of Education. He began his career in public education as a teacher, principal, and a superintendent in and Virginia. He was also a faculty member at the College of William and Mary.

Jesse Turner, Ed.D. Principal, Monticello High School Dr. Turner’s mission is to provide each student with an opportunity to compete in a global society with confidence. Before his current position, Turner was a history teacher, a coordinator of an alternative program, an elementary and secondary assistant principal, and a district-level hearing officer.
