Aras Free Zone is one of the Iranian trade-industrial free zones established from 2005 and is located in the Northwest of Iran at the border point with neighboring Armenia, and the Nakhchivan Autonomous Republic. Jolfa County is located in the northwest of the . The center of this county is Jolfa city. Jolfa being the capital city of the township, located 150 km from Tabriz. Aras River is flowing downward, along the borders between Iran and the Republic of Azarbayjan and Armenia. Jolfa city is the central city of Aras Free Zone.

Jolfa is a tourism destination in Easte-Azerbaijan Province and the Country and it attracts more than 1 million tourists annually to see its historical places and nature. Jolfa population was counted as 8810 people in 2018. Nearly half (45.7%) of the Jolfa city are women. The Aras Free Zone, Jolfa Municipality and other organizations have provided proper services as Health parks, sport gyms, Mother and child promotion center and etc. for the best life.

Describe the Safe Community work so far – (suggested maximum 3 pages) (To the web version):  What are the political visions on safety?

Safe community steering committee was established in 2017 by coordination of Aras Free Zone and they have emphasized the safety promotion importance and necessity in the area. Jolfa safe community vision was introduced as:

“A safe and healthy community for improving quality of life”

Why is the community interested in being a member of the International Safe Community network?

Community safety is one of the priority policies in Aras Free Zone and Jolfa city and all the sectors are responsible to regard safety in their policies. This issue encourage the city managers to be a member of International Safe Community member to have relations with other safe communities in the world and benchmark the good examples from other communities. Being a member of International Safe Community Network, creates value for us as a free zone. Moreover, we will encourage other free zones in Iran to implement the safe community initiatives and be a member of safe community network.

 Are there any unique injury prevention effort/s in the community? If so describe them briefly. (See specifications about Good Examples!) 1) Mother and child welfare center: The center basically was established to promote mothers and child life skills promotion including health, safety, mental health and etc. The center provides a place for mothers and children to learn, practice and play with each other and also promote their social skills which could improve the childhood quality. Moreover, training sessions are hold for mothers and child on safety issued such as home safety, fire safety, electricity safety, personal health and etc.

2) Social Emergency Services: This service is an emergency services in the case of social issues such as suicide, violence against women and child, family problems, child and elderly abuse, preventing divorces and etc, which are free of charge and is available in three ways as mobile social emergency car, telephone consultant and in facility programs. It has a hotline phone number as 123. Furthermore, temporary residency room is provided in case of need for whom who was victim of a violence (Women, child or elderly).

3- Urban & Traffic safety monitoring system: To do evidence based interventions on the urban and traffic safety, we have assessed whole the city considering the safety issues. The method was first, filming whole the city streets and routes, the second, the film was analysed several times for each issue. For example for identifying pedestrian infrastructures defects, the film was analysed for 5 times. The third, all the identified safety issues were tagged on the city map using Geocoding. The map was implemented using GIS layers. The process lead to identifying

6 International Safe Community Certifying Centre 2019-07-14 more than 800 safety points. The identified points were prioritized and action plans were developed by the urban and traffic safety committees. The municipality use the GIS map for monitoring the safety point's correction.

4- Payamiran system development (safety reporting application): A mobile-based application was developed to be used by the public for reporting un-safe situations in their neighbourhood. The application could be used by Android or iOS systems. Also, a website (www.payamiran.ir) is developed to share the reported cases and reporting new ones. The reported cases are managed by safe community secretary and the cases are presented in the related committees.

The steering committee has determined safe community objectives (from 2018-2020) as follows regarding the safe community vision: 1- A 5% reduction in Road Traffic Accidents 2- 15% reduction in occupational accidents incidence 3- Preventing violence incidence progress 4- Public empowerment in safety issues, covering 30% annually

 How is safety prioritized in the community budgets3 since the program started? Safe Community initiatives were defined in the annual budgeting of Aras Free Zone (AFZ). Moreover, after the main program approved in the steering committee, a global budget was estimated by Aras Free Zone organization for initiatives implementation. Also, each of the participating sectors allocate their own resources for safety initiatives.  Are economic incentives4 used in order to increase safety? If so, describe these incentives! No.  Beside your national regulation, are there any local regulations in the community, in order to increase safety introduced as a result of the program? If so, describe these local regulations! Yes. As the AFZ is an industrial zone, some special safety regulations for industrial factories were established. a) Fire safe route was a mandatory safety regulation which provide a safe route for workers and fire fighters to be act safely in the occasion. b) Establishing Fire safety area in big shopping centres; each shopping centre have to provide a safe area called fire safety area used in the fire events.

c) Green area for factories; To prevent ecological harms of industries and also creating a relaxing and pleasant work environment for factories workers, it was a compulsory regulation for all the factories to create and maintain green area in their working zones.

Sport groups are established by NGOs and regularly they have daily exercise program in Health Park and also they hold sport programs for target groups such as disabled people, women and etc. Safe community secretary supports their programs providing sport chair and also gifts for the participants.

Moreover, NGOs were participated in planning and implementing of cultural programs on ecological initiatives such as cleaning the city, green areas and etc.

4. Are there any important organization (such as fire department, police, city planners, or any NGO) not engaged in your Safe Community work? If so, how does the community plan to incorporate their active involvement in the Safe community program?

Fortunately, nearly all of the important organizations and NGOs have a role in safe community initiatives, some small role and some determinant. The community is planning to increase NGOs role in the safe community initiatives planning and implementing and also as an evaluating arm for safe community program through establishing a special workgroup of NGOs and safe community.

We were in close relation with Iranian International Safe Community Support Centre in Tabriz University of Medical Sciences. Moreover, we have used recommendations Road Traffic Injury Research Centre. To review the available evidences on safety, we firstly determined safety indicators. Then we discussed them and selected a list of indicators to be measured and reported by the related organizations. After extracting the data, they were presented and discussed in related committees’ sessions and interventions to affect the indicators trend were

Urban and Traffic safety promotion based on evidences:

To gather and use evidences for traffic safety interventions, we have monitored traffic accidents tends during last 4 years to trace the traffic accidents statistics. Data were extracted using Traffic Police database.

What data sources are in use to assess the risk for injuries and plan for injury prevention in the community?

We have used available databases belonging to the related organizations as:

1- "SIB" database for Health organization. This database includes the data from households' health screening. 2- EMS database; includes all the injury missions data such as traffic accidents, suicide, violence, disease and others using GPS, showing the incidence of the injuries and health problems across the city. 3- Police database; including traffic accidents, violence and suicide, murder and etc. 4- Welfare organization database; including data on social harms such as addiction, childe, women and elderly abuse and etc.

2. Does the community have any injury surveillance system? If yes, please describe the system and the main findings from the injury surveillance!

We does not have an independent injury surveillance system in the city but as mentioned in the past question, related organizations have their own database which we could use the data to monitor the injuries. However, the safe community committee developed a software to collect and analyze injury data which prepares trend of injuries called "Jolfa Health and safety profile".

3. Are household surveys used for collection of information about injuries, risk environments and risk situations? If yes, please describe the system (sample methods survey content etc.) and the main findings from the household surveys!

Yes. Households' survey was conducted from January to March 2019 in Jolfa city. The study sample covered nearly 40% of the population including 1022 households comprising 3487 individuals. Totally 29 people have an injury experience in the last year prior to the study of which 24 cases were related to the road traffic injuries. There was only 1 fatal injury.

4. Who records injury data for the community (examples: hospitals, health centres, dentists, ambulance staff, schools, care of the elderly organizations, local police)?

All relevant organizations such as Police, EMS, Fire station, Forensic medicine, work organization, health organization and welfare organization records related data. The safe community secretary in AFZ, collect and report data in the related committees regularly.

The safe community secretary in AFZ, collect and report data in the related committees regularly.

6. Describe the methods and findings of risk assessment in the community

It was mentioned in Indicator 4 response.

7. Describe to whom the findings of risk assessments are distributed in order to promote safety and prevent injuries in the community

Firstly, the findings were reported in safe community committees' sessions and were discussed. Secondly, they were directly report to the relevant decision making organizations.

Some were reported in Indicator 4 response.

9. Do you find the statistics useful? If not how are you dealing with the problems?

Actually, statistics show us a picture of injuries in our community and also brings us the priorities.

Safe community initiatives evaluation is one of the most important activities which is planned jointly with Tabriz Safe Community Support Centre and will done in three main ways: 1- Monitoring injury data through the time, controlling their changes 2- Conducting household survey to study the population safety knowledge and attitude

Implementation process of the initiatives are controlled by the safe community secretary based on each committee program, using gnat chart.

The outcome of the various projects were monitored by studying the injury indicators trends (as reported in Indicator 4).

Evaluating the impact of programs will need more time and this is discussed in our collaborations by Tabriz Safe Community Support Centre to plan for it.

Firstly, they were reported in the related committees' session to review our programs. Secondly, they were disseminated to the governors in county and also provincial levels.
