Minutes of the Parish Council meeting held in Cabus Village Hall on Monday 20 th January 2014 at 7:30pm

Record of members present: Parish Cllrs M Houghton (Chair), D Pye, R Briggs. In attendance: Borough Cllr R Brooks, PC Simon Jones, P Whitaker (Lengthsman), Parish Clerk L Banton

Three members of the public attended.

1355. APOLOGIES FOR ABSENCE Cllrs J Humphries, M Cammack, County Cllr S Perkins

1356. MINUTES OF LAST MEETINGS It was resolved that the minutes of the Parish Council Meeting (18th November 2013), having been circulated previously, be approved and signed by the Chairman as a correct record.

1357. DECLARATIONS OF INTEREST Councillor Houghton declared an interest in item 10 (Scorton Planning Application).

1358. PUBLIC DISCUSSION The meeting was adjourned to allow for a period of public discussion .

Police Report PC Simon Jones reported on the crime figures for December which, although remaining low, were higher than usual and included: damage to a parked car; two thefts of diesel, dumping of paint thinner. There were no major patterns of antisocial behaviour and police were monitoring rural trends, including thefts of diesel, across the parishes. It was noted that the police were not responsible for setting speed limits and enquiries or concerns should be directed to the Highways Department at Lancaster County Council.

PC Jones left the meeting.

Lancashire County Council A written report was received from County Cllr Perkins which was circulated with the agenda for members. The contents were noted as following: Information concerning the Rise (Dementia Care) motion and vote; the recommendation of task and finish group to reopen Household Waste Recycling Centre.

Wyre Borough Council Borough Cllr Brooks reported on the following: Cabus Ward was being subsumed by the Greater Garstang Ward when the 2015 Borough Council elections will select only three councillors; Fylde and meeting to discuss alternative site for travellers as Kepple Lane license ends in May 2014; Local Plan – increase of about 500 houses on present proposal in Wyre Area; Council Tax – no increases this year; wind turbine applications in and St Michaels had been noted by local MP (Ben Wallace) who had written to Borough Councillors about increase in turbines in the area; recent High Court judgement on Halite/Cantaxx application in .

Items raised by members of the public • Location of Royal Mail postbox - currently outside Thorpeys on A6. Crossing the road is dangerous, could enquiries be made as to how this can be moved to the opposite side of the road. • Appreciation of the work undertaken by the parish lengsthman • Cars parked on verge/footpath outside Forton Motors causing obstruction to pedestrians • Road surface of Gubberford Lane towards Scorton – report provided with photos to evidence inadequate road surface with request that support be given to raise the profile of the issue with the Highways Department with a view to them providing a suitable footway along the verge in addition to repairing the road. • Scorton Planning Application for 28 pitch caravan site and accommodation unit – access via Gubberford Lane may prove an issue for the parish

The meeting was reconvened .

1359. REPORTS FROM REPRESENTATIVES AND OFFICERS Chairman Cllr Houghton reported on the following: one dog fouling complaint had been received and had been directed to the Dog Warden (Wyre Borough Council); 30mph speed signs had now been cited on Gubberford Lane; invitation to Civic Service at Blackburn Cathedral (22/2/14) had been received and accepted.

Lengthsman Mr Whitaker reported on his activities around the Parish and drew attention to the following: flytipping at Woodfold Lane and Fowler Hill Lane; blocked drain on A6; roof of bus shelter on A6 blown off (clerk had notified Highways and fault had been redirected to Wyre Borough Council); hedges bordering A6 at Fowler Hill Lane getting quite tall (notification to LCC to be made again by Clerk).

It was resolved that the above should be authorised for payment.

FINANCIAL STATEMENT AS AT 20 TH DECEMBER 2013 It was resolved to approve the financial statement.

1361. CHRISTMAS 2013 REVIEW It was noted that the lights for the tree were being stored by the Clerk and alternative arrangements would be explored to prevent a repeat of the problems that had been experienced this year.

1362. CHAIRMAN’S CHAIN It was resolved to update the Chairman’s Chain by purchasing and engraving the required number of additional links

1363. CABUS PARISH COUNCIL WEBSITE It was resolved to explore the options and costs associated with preparing a website for Cabus Parish Council.

1364. PLANNING APPLICATION Application Number: 13/00875/FULMAJ Proposal: Change of use of land to create a new touring caravan site with 28 pitches Location: Land adjacent to Leagreen Farm, Long Lane Scorton

No discussion took place as any issues arising had been raised during the public participation section (above).

1365. LALC SPRING CONFERENCE (5 th April 2014) No delegate was identified, a reminder invitation would be circulated to Councillors prior to the registration deadline.

1366. AGENDA ITEMS FOR NEXT MEETING Improvements to Parish Notice Board (window); Website; Dispensation

1367. NEXT MEETING The date for the next meeting was confirmed as Monday 17 th March 2014.
