Public Meeting for Zoning By-law Amendments:

Mayor Martin introduced the Township’s Planning Consultants, Amanda Dougherty and Emma Drake from Landmark Associates Limited, to the Public Meeting.

Zoning By-law Amendment – Todd Hill (Part Lot 31, Concession 8, Part 1 of Plan 45R-15816-Methuen Ward, Jack Lake) The Township of Havelock-Belmont-Methuen is in receipt of an application for a Zoning By-law Amendment to amend the zoning of certain lands located in Part Lot 31, Concession 8, Part 1 of Plan 45R-15816 in the Methuen Ward (Hill).

The subject lands are currently zoned “Seasonal Residential (SR) Zone”.

The proposed zoning by-law amendment will change the zone category to “Special District 220-Holding (S.D. 220-H) Zone” in order to permit the development of the lot in the form of a new single detached dwelling inclusive of an attached screened room and decks, together with a new detached garage and septic system; while also converting the existing dwelling into a boathouse and introducing certain site-specific regulations.

Planning Consultant, Emma Drake advised that this Public Meeting was held under Section 34 of the Planning Act. A notice of the public meeting was given by prepaid first-class mail to every owner of land within 120 metres of the area to which the application applies. A notice was also clearly posted on the property to which the application applies. Notice was also provided to the prescribed ministries and agencies and posted on the Township website.

The proposed zoning by-law amendment will change the zone category to “Special District 196 (S.D. 196) Zone” in order to permit the redevelopment of the lot in the form of a single detached vacation dwelling and attached deck, together with a detached garage and a detached bunkie with an attached deck; while also introducing certain site-specific regulations. Planning Consultant, Emma Drake, advised that this Public Meeting was held under Section 34 of the Planning Act. A notice of the public meeting was given by prepaid first-class mail to every owner of land within 120 metres of the area to which the application applies. Comments were received from Peterborough Public Health dated March 25, 2019, which indicated no objections to the proposed zoning by-law amendment. Comments were also received from the Ministry of Transportation, dated April 1, 2019, which also indicated no concerns with the application.

The applicant, Beverley Saunders of EcoVue Consulting Services Inc., was in attendance on behalf of the owner, Brad Badeau.

Minor Variance Applications:

A-06-19, Minor Variance, Thomas and Joyce LeGrow, Part Lot 20, Concession 3, 151 Fire Route 23A – Belmont Ward (Belmont Lake)

PURPOSE and EFFECT:

The purpose of this minor variance application is as follows:

1. To seek relief from Section 4.10 (B) (ii) and (iii) in order to permit the reconstruction and expansion of a single detached vacation dwelling, inclusive of an attached garage, having the following effects:

i. Reducing the minimum required water yard setback from 30 metres (100 feet) as per Section 4.36 to 14.5 metres (47.7 feet), (14.5 metres or 47.7 feet existing);

ii. Reducing the minimum required front yard setback from 21.3 metres (70 feet) as per Section 11.2.1 to 14.5 metres (47.7 feet), (14.5 metres or 47.7 feet existing);

iii. Reducing the minimum rear yard setback from 7.5 metres (20 feet) as per Section 11.2.1 to 2.6 metres (8.6 feet), (2.4 metres or 8 feet existing); and

iv. Increasing the maximum height from 9 metres (30 feet) as per Section 11.2.1 to 9.4 metres (30.8 feet), (7.6 metres or 25 feet existing).

2. To seek relief from Section 4.10 (B) (ii) in order to permit the reconstruction of an attached lakeside deck, having the following effects:

i. Reducing the minimum required water yard setback from 30 metres (100 feet) as per Section 4.36 to 11.3 metres (37.1 feet), (11.3 metres or 37.1 feet existing);

The Clerk advised that notice of the Public Meeting had been given by prepaid first- class mail to every owner of land within 60 metres of the area to which the application applies and a notice was clearly posted on the property. Notice was also provided to the prescribed Ministries and agencies. Comments were received today from the Crowe Valley Conservation Authority regarding this minor variance application, expressing no objection to the application. The comments were circulated to the committee members.

The applicant, Trevor Day of Trevor Day and Associates, was in attendance on behalf of the property owners, Thomas and Joyce LeGrow.

That minor variance application A-06-19 application for the reconstruction of a 222 square metre (2,391 square foot) one and a half storey single-detached vacation dwelling, inclusive of an attached garage, together with a 72 square metre (775 square foot) attached lakeside deck and a 15 square metre (161 square foot) attached rear deck, be approved with the following conditions:

• That the proposed vacation dwelling, attached garage and decks be permitted with the setbacks as noted above and be located as illustrated on the drawing as attached hereto and labelled Schedule ‘A’ in the Planning Report;

• That any requisite approval be received by the applicable approval authorities prior to the building permit being issued;

A-04-19, Minor Variance, Blake and Lorie Reid, Part Lot 14, Concession 8, 276 Kasshabog Lake (water access) – Methuen Ward (Kasshabog Lake)

PURPOSE and EFFECT:

The purpose of this minor variance application is as follows:

1. To seek relief from Section 4.10 (B) (ii) and (iii) in order to permit development of the property in the form of an attached lakeside deck, second-storey addition to the existing vacation dwelling and stairs, having the following effects:

i. Reducing the minimum required north-easterly and north-westerly water yard setbacks from 30 metres (100 feet) as per Section 4.36 to 23.4 metres (77 feet) and 28 metres (92 feet), respectively, for the vacation dwelling (23.4 metres or 77 feet existing); and

ii. Reducing the minimum required north-easterly and north-westerly water yard setbacks from 30 metres (100 feet) as per Section 4.36 to 21.3 metres (70 feet) and 23.7 metres (78 feet), respectively, for the attached lakeside deck (21.3 metres or 70 feet existing).

2. To seek relief from Section 11.2.2.1 in order to permit development of the property in the form of a new detached garage, having the following effects:

i. Increasing the maximum floor area of all accessory buildings from 75% of the total floor area of the main building as per Section 11.2.2.1 to 110% (approximately 16% existing).

George Derrett addressed Council regarding the following issues: • The costs associated with the partial closure of Quebec Street. • Suggested changing the start time of the evening Council meeting to 7:00 p.m.

Alicia Leany addressed Council regarding a recent floor hockey tournament in which junior boys from Havelock participated. The Havelock team went above and beyond in assisting a player on an opposing team with special needs to enjoy the game and have some special moments, such as scoring two goals. Ms. Leany asked if there was a way to have the Havelock team recognized. A written summary of the event was distributed by Ms. Leany.

That the unscheduled delegation from Alicia Leany regarding a recent floor hockey tournament in which junior boys from Havelock participated be received for information; and further

That the Havelock boys floor hockey team be recognized for their act of kindness toward a special-needs player from an opposing team. Carried

Greg Clements addressed Council and expressed concern regarding parking and the speed of traffic along Mile of Memories Road. A concern was also expressed regarding citizens lighting fires during the fire ban last summer. Calls to the fire department were answered by voice-mail as there was no-one to speak with. The CAO explained that calls should be made to 9-1-1 in order that dispatch may reach the volunteer fire department. The Fire Chief or a volunteer firefighter will then respond.
