OF&G has recently published a new policy paper, An Organic Systems Approach to the Provision of Public Goods, which is part of a series of policy documents that we are providing. It looks at how we can achieve public benefits for public goods through the adoption of a systematic approach to their delivery. Currently, the political discussion on UK food and farming is largely centred on what return the tax paying public get for pounds invested in farm support. It is clear that the the external costs of food and farming are placing an increasing burden on society and these costs arise from a failure to recognise and value the provision of social, economic and environmental public goods adequately. The paper sets out an integrated definition of public goods, taking into account the need to measure and reward their delivery. We argue for the development of both Government policy and business practice that supports the increase in uptake of organic farming as it represents a coherent land use that ensures multi-functional environmental benefits, and has other benefits besides. We urge Government to recognise the particular ability of organic production to deliver public goods in a simulataneous and systematic way within a highly regulated and verifiable framework. In preserving public goods organic farming systems have to date however had to bear the costs of that, as seen in the premium currently paid by the final consumer of organic food. If the multifaceted public benefits derived from organic farming are acknowledged and consequently organic production rewarded by society as a whole for the value it provides through those public goods, and not left to the consumer to fund, then potentially this would have an additional benefit of potentially making organic food more accessible to all.
