1 INTRODUCTION

1.1 PREAMBLE

1. This report is prepared to present the Semi-Annual Environmental Monitoring Review (SAEMR) for nine candidate roads project of Pakhtunkhwa Highway Authority (PKHA). The Khyber Pakhtunkhwa Government has received loan from Asian Development Bank (ADB) for rehabilitation of 214 KM long road which are severely damaged. PKHA has assigned the task of Feasibility and detailed Engineering design to JV- Creative Engineering Consultants, and Hasan & Behram Consulting Engineers International, Peshawar. The consultants have completed above mentioned tasks efficiently and shortlisted nine roads with collective length of 214 Km. ADB hired ECIL in association with David Lupton and AA Associates as PPTA Consultants.

2. This report is the Environmental Monitoring report (EMR) of all nine roads (214 km) that have been awarded in 2 packages as Package-1 (Lot 1-3) and Package-2 (Lot 1-6).

3. The shortlisted nine roads with cumulative length of 214 Km as follows:

5. Variation Order has not been initiated as yet in any of the nine contracts.

1.2.3 Quality Control and Quality Assurance of works

6. Quality Control Plans (QCP) are being prepared and issued to the field supervisory staff. The manuals are self-explanatory and give methodology and detailed procedure along with forms for maintaining Quality Control and Quality Assurance at site.

7. For proper Quality Control at all sites, field laboratories are being established for routine quality tests.

8. The site visits were conducted by the staff to make themselves familiar with the activates on sites, meetings with contractors, status of quality control for adherence to standards and specifications.

Main issues:

• Late mobilization of the Infrastructures: The Progress remained lagged behind the anticipated work schedule. Removal of trees and relocations of utilities line are posing serious problems in a few location needing strenuous efforts by the Client.

• NOC for Installation of Plants: All the Contractors were directed to apply for an NOC from the CSC’s environmental team as to the adequacy of the installation of all types of permanent plants emitting pollutions. Contractor from Shah Alam Sardaryab road is not responding properly in this regards. They were directed to follow the procedure as outlined in the EMP.

• Removal of the Scarified Asphalt: The disposal of scarified asphalt removal at few site is main issue.

• Provision of Safety Boards at Construction Site: Some sites are not properly equipped with the road safety sign boards.

9. The Government of Khyber Pakhtunkhwa has received loan from ADB to rehabilitate about 214 Km of severely deteriorated and economically viable roads. PKHA assigned the task of Feasibility and Detailed Engineering Design to JV- Creative Engineering Consultants, Peshawar and Hasan & Behram Consulting Engineers International, Peshawar. 12. The designs of roads were reviewed and approved by ADB hired PPTA Consultants i.e. ECIL in association with David Lupton and AA Associates.

13. Mincolsult Sdn. Bhd (Malaysia) and M/S Creative Engineering Consultants () were named as Construction Supervisory Consultant (CSC).

14. The Consultancy Agreement between Construction Supervisory Consultant (CSC) and Project Implementation Unit (PIU) of Communication& Works Department, Government of Khyber Pakhtunkhwa was signed on 20 June, 2018.

9.5.1 Construction& Physical Progress

9.6 DESCRIPTION OF ANY CHANGES TO PROJECT DESIGN

16. A meeting was held on July 22, 2019 under chairmanship of Engr. Hidayatulah Khan, Dy. Team leader Min CEC (JV) to review the progress of the project and to discuss the status of different challenges being faced by the project team. The overall environmental mitigation strategies and safety measures were also part of meeting agenda. The following main issues were discussed

▪ The progress on Umarzai-Harichand Road was observed to be slow and the contractor was director to speed up the progress. It was suggested by Deputy Director to amend the skew design of bridge to minimize the S- curve.

▪ The implementation of Specific Environmental Mitigation Plan (SSEMP) by each contractor as per ADB Policy including pollution tests for noise, dust etc. ▪ The Environmental Specialist showed his concern that the waste disposal point has been exhausted at Maqsood –Kohala Road and instructed contractors to identify new points for disposal of excavated material.

9.7 DESCRIPTION OF ANY CHANGES TO AGREED CONSTRUCTION METHODS

17. During discussion it was identified by Resettlement specialist that in some cases, the Due Diligence Report (DDR) doesn’t coincides with involved site issues, like Haripur-Hattar Road and Jehangira-Misri Banda Road where links to Motorway and GT road are under consideration. He suggested updating the DDR of above mentioned roads with consent of client.

10 ENVIRONMENTAL SAFEGUARD ACTIVITIES

10.1 GENERAL DESCRIPTION OF ENVIRONMENTAL SAFEGUARD ACTIVITIES

18. All the project sites were visited and the contractors were advised to strictly follow and implement the approved Environmental Management Plan. The following instruction were passed and implemented;

10.3 ISSUES TRACKING (BASED ON NON-CONFORMANCE NOTICES)

21. The following issues pertaining to the package (Umarzai-Harichand Road) were discussed:

i. Regarding the shifting of PESCO Electric poles nearby the carriageway, the Chair confirmed that this has been considered by the client as well. ii. The contractor informed about the fear of duplication of work because of the new pipes been deposited on the berms of the road. The Chair advised the field staff not to allow the excavation unless proper NOC is obtained and provided by the concerned authorities. iii. It was reported in the discussion that the proper document regarding Right of Way (ROW) limit was not provided. After consultation with field staff it was identified that in some areas the ROW limit is given as 33 ft while in other areas it is between 20-30ft, the staff explained that retaining wall is being provided where necessary. The Chair assured that the issue related to ROW will be addressed after discussion with the client. iv. The Chairman mentioned the presence of huge rocky stones which were observed in sub base material provided at site during site visit, the same was also noticed by the CEC head office support team. The resident engineer confirmed that the contractor has resolved the issue and the stones were being removed from the site. v. Regarding the construction of bridge the Deputy Director (PIU) has suggested making some amendments to minimize the S-Curve. But it was analyzed that the suggested change may cause the direct exposure

of bridge to the flood. After detailed discussion the chair came to a decision to follow the original bridge design unless client suggests some suggestions in written form. vi. The field staff mentioned the deficiency of stocked crushed material and contractor has been directed to provide good quality material.

22. The following issues pertaining to the package (Shah Alam-Sardaryab Road) were discussed:

23. It was observed that the contractor has not made progress and the Chair has asked him to provide a revised work plan. The contractor explained the delay in work is because of issues regarding Forest Trees, ROW problems, existed built environment, problems regarding the drain construction. The chair directed contractor to present all above mentioned problems in revised work schedule.

24. Responding to the issues, it was clarified that

• Steps will be taken regarding the Concrete Batching Plants as it is situated near educational institute, it will be operated as per directed by environmental specialist. • JMF must be prepared before execution of Asphalt Work by keeping all specification provided by concerns.

25. The following issues pertaining to the package (Eastern and Western Bypass) were discussed:

26. It is being noticed by the Chair that the progress is lagging behind by 20%. On discussing it is being explained by field staff that unavailability of some equipment was reason behind slow progress.

• The issue of deficiency of Paver on Western Bypass was raised as the existing paver was out of order. The contractor confirmed that the work on Western Bypass is almost done; therefore the Paver will be moved to Western Bypass to speed up the progress.

• It was also observed that the Aggregate Base Course provided at site doesn’t meet the required standards. The contractor assured that measures are being adopted to change the same towards coarser side.

• The problem of large size rocky a stone has also been addressed and earlier source has been changed.

• Dumping site are not in accordance with the SSEMP and also not approved by the consultants • The time line was based on 18 months period instead of 24 months which is main reason for delay in progress, the contractor is advised to submit a revised work schedule for 24 months period.

27. The following issues pertaining to the package (Maqsood –Kohala-Sohawa Road Haripur) were discussed:

28. The contractor mentioned an Optical Fiber Cable (OFC) by Defence Authorities as the main reason for slow progress. Another reason is the communication cable which fall in the center of the new road, and shifting is not possible as it requires the excavation work by excavator which can damage the cables. The contractor has also proposed that Defense Authorities can let allow them to shift the OFC which will take at least one and half month.

• The Chair directed the contractor to consider provision of new lines instead of shifting and relocation as the involved payment has already been approved by the Employer. At the end it was decided to consult the client to take appropriate steps for this issue.

• The contractor also identified the high power transmission line crossing the road at RD 0+620 where clearance is only upto 17ft and it is really risky for heavy vehicles which may touch the lines. It was decided that this issue will be taken up by the client itself. • The contractor also pointed out the issue of 61 electric poles falling in the Right of Way. Few of them are very close to the carriageway within the shoulders while other falling in the ROW. The Chair has advised the contractor to provide photos of electric poles and trees causing the delay in progress and traffic obstruction.

• The contractor has also identified the two stretches which are RD 17+700 to 19+000 & RD 19+000to 21+500 which fall under category of Forest Reserved areas and requires proper NOC from concerned authorities. It was further added by the Chair that this issue was already been forwarded to the client.

• The contractor also assured that they have repaired the paver and execution of Aggregate Base Course is carried out using paver.

• The progress on culverts was also shared by contractor, it was reported that 22 out of 113 culverts have been completed. The Chair advised the contractor to speed up the progress on culverts as well.

• The contractor also shared the status of resettlement activities been performed as result of the disturbance caused by the project to 10 shop owners. It was shared by consultant that the access of 10 shops was affected because of the project activity; however the access has been restored to satisfactory level. The Chair further advised the consultant to provide written proof from the owner that their problems have been resolved.

• The contractor was also advised to go through the DDR instructions for carriage locations where width could not be achieved to resettlement issues as mentioned above.

29. The issues pertaining to the package Haripur-Hattar Road

30. The following issues pertaining to the package (Adina-Yar Hussain-Chota Lahore Road) were discussed:

The consultant of this section of road informed the meeting about some social issues being faced because of which the local community living at 3+500 to 4+100 and RD 22+800 to 23+900 are not allowing the raising of embankment, according. The purpose of embankment was to prevent rain from entering the properties of local communities. The project manager further told the meeting that Engr. Gulfam Shahzad (Design Consultant) has already took notice of this issue and paid a visit to site to resolve the issue.

• The contractor also showed his concern about some forest trees and electric poles falling in 13km-17 km which are causing the delay in project. • The contractor requested to allow him to carry out work on aggregate base course on available half width of shoulder which can help in providing asphaltic base course which he is planning to commence soon.

• Regarding changes in design; the Chair explained that the issue of change in design which includes the widening of road in Bazar (km-0 to km 7) from proposed 6.1 m to 7.3 m of shoulder in the rest of 17 km has already being conveyed to client and on arrival of final decision the same will be informed to the contractor and other relevant people and departments accordingly for implementation.

• The construction drawing of bridge at RD 6+935 were provided to the contractor and the intimation letter regarding this will also be shared shortly.

• The contractor informed the meeting about the shifting of Lab equipment purchased for project has been shifted to the site as earlier decided by the management.

• The Asphalt concrete testing machinery could not be moved being owned by C & W. It was already directed to conduct the required tests from C& W Mardan lab and there is no need to procure separate equipment only for Asphalt testing.

• The Chair directed the contractor to purchase required Lab equipment including Asphalt Concreting testing equipment from respective contractor by fulfilling all legal requirements and other things like type, model, specification etc. The chair further asked RE Engr Nawab Khan to submit a report on above mentioned decision.

32. The following issues pertaining to the package (Risalpur-Misri-Jehangira Road) were discussed:

33. The contractor shared the status of work which was planned to achieve 29.28% progress but it was lagging behind by 4.92%. The contractor further shared update on the culverts, out of 143 culverts the work on 28 culverts has already completed while work on other 17 is still in progress. The quality issues are carefully catered and all the required tests like gradation, compaction etc is carried out regularly.

• It was reported that because of involvement of several parties on aggregate base course only one number paver provided by consultant is quite insufficient.

• The field staff reported that the NOC from Army authorities for construction in cantt area of Risalpur has been issued and construction activities have began. The Chair directed the contractor not to violate DDR and to work on available and approved ROW as directed by ADB team. • It was further informed that partial payment has been made to SNGPL authorities to shift their lines while the payment has to be done to PESCO for shifting of LT/HT lines.

• All the environmental and social safeguard issues have been properly addressed. The complaint register and complaint box is kept at site and properly maintained. The issues related to dumping site pointed out by ADB team has been resolved and the dumping sites have been cleared. The field staff is being asked to be extra cautious towards environmental and social issues.

34. The following issues pertaining to the package (Khairabad-Nizampur-Kahi Road) were discussed:

It was stated by the contractor that the issue of clearance of road from km 1.6 to km 4.0 still exists which involves 2.7 km road falling in the railway land while the rest falls in the built up area. The NOC is required before the commencement of construction activities. A water supply connection is also there in km 0 to km 1.6 at Bazar area and its shifting is still in progress. Apart from this the shifting of sitting vendors to edge of road is also under consideration but provision of curb stone at edge they will be bifurcated from project road.

• It was stated by contractor because of raining of road level there are some critical spots which may cause accidents as the carriageway is to be restricted and it was decided that the client will look into this issue.

• The client will also address the issue of shifting of SNGPL line falling in km 4 to km 9 where the construction work has been stopped.

• The contractor was asked to provide details of excavation being done by SNGPL contractor and pipe laid in km 0 to km 10 so that the issue of its removal and relocation at edge on SNGPL cost is taken up with SNGPL authorities by the client.

36. Apart from specific issues pertaining to each lot / package, the following general decisions were made by the Team Leader:

• Progress on all the activities particularly on bridges, culverts and retaining structures should be expedited.

• Client, consultants and contractors field staff should keep close coordination so that, the site issues are addressed in time.

• Work scheduled to be provided promptly by all the contractor for review and approval of the consultants and the approved work plan should be observed activity-wise

• Traffic management at all the sites has to be given top priority so that the commuters do not suffer and the safety standards are not sacrificed. Use of personnel protective equipment (PPE’s) by the labour / staff is to be encouraged. Traffic diversions have to be provided and related gadgets / sign boards are to be displayed properly.

11 RESULTS OF ENVIRONMENTAL MONITORING

11.1 OVERVIEW OF MONITORING CONDUCTED DURING CURRENT PERIOD

11.1.1 Trends

41. Observation

42. The following observations were made during supervision and detail site visits of S-14 Road;

i. Communities were not compensated to their loss of crops, land and other assets. ii. The provision of Personnel Protective Equipments (PPEs) was poor. 43. Recommended Measures

44. The following measures are recommended for above observations:

a. The contractor was asked to submit the report of the details of the loss caused to community because of project activities. b. It was briefed that suitable Personnel Protective Equipments (PPEs) are mandatory for ever worker working at work site. c. Sub contractor may be bound to submit License for construction material quarry site or already licensed / existing licensed quarry may be use for such activities. 45. Out comes:

• Complaint of traffic blockage • Damage to supply pipe reported because of construction work • The communities complaining about dust issues. 52. Recommendation Measures

53. The following measures are recommended for above observations:

• Resolved the issues of traffic blocked due to construction work at RD 9+920

• The issue of water supply pipe damage was solved at RD 9+ 950.

• The issue of damage water supply pipe at RD 4.00 and RD 3+ 300 was resolved.

• upon community request a village JanazGhaa was leveled. • Frequency of water sprinkling was increased on community complaint regarding dust pollution.

54. Out comes:

• The traffic issue resolved • The issue of damaged water pipes resolved • Resolved the Dust Issues at different RDs on road side. 55. S9- Umerzai – Harichand – Shergarh Road (33 km)

56. Observation

57. The following observations were made during supervision and detail site visits of S-14 Road;

❖ Resolve the problem of community by constructing pipe culvert to irrigate their fields. ❖ Dust omission problem. Sprinkling was not carried out due to nonfunctional of the water boozer. ❖ upon community request retaining wall was constructed near to private school. ❖ Old grave was getting affected by the constructing of retaining wall

58. Recommended Measures

59. The following measures are recommended for above observations:

i. It was strictly guided the proper arrangement may be done for water sprinkling at site. ii. It was instructed to keep the disposal sites clear and avoid road blockage 60. Out comes:

• New water bowser was installed and the problem was solved.

• By the change of alignment, the issue was resolved to avoid the risk of old graveyard wall

• Compensation was paid to land owner/ farmer for loss of crop because of work

• Road blockage problem was solved and excavated debris was removed from road. • Community complaint regarding noise issue in built up area. was resolved and all the drivers were advised to avoid using of unnecessary horns in built up areas. • Frequency of water sprinkling was increased on community complaint regarding dust pollution at different Rds. • To address the blockage, issue the machinery was shifted and the issue was resolved.

12 GOOD PRACTICE AND OPPORTUNITY FOR IMPROVEMENT

12.1 Good Practice

61. The following good practices are being adopted in the project;

• Community Involvement: Before undertaking any construction on specific road segment at most of the sites, contractors inform the community about the construction time and places. These practices minimize/avoid community inconvenience due to construction activities at work site.

• Construction Machinery parking: All contractors park the construction machinery on designated parking sites, no machinery is allowed to park near the active construction site. Thus, cause the smooth traffic flow even in the night time.

• Local Labor: Contractors are in practice to maximum hire the local man power, thus providing good employment opportunity to the local community. 12.2 Opportunity for Improvement

62. The following are recommendations to improve the current status of the project as more socio-environmental sustainable;

Community training: It is suggested that contractor should conduct a short training for daily wages labor/workers to improve their experience at active construction site. These trainings may be operational practice of vehicle, some technical learning of construction material mixing, operation of bulldozer and related activities.

Use of PPEs: For safety of workers suitable Personnel Protective Equipments (PPEs) are mandatory at work site, contractor may conduct regular demonstration on the use of PPEs especially for daily wages workers.
