Le président informe les membres que l’interprétation en bulgare n’est pas disponible en raison du manque de cabines d’interprétation dans cette salle de réunion. Le président décide d’aborder la question dans une lettre au Président du Parlement européen.

Le président informe les membres qu’une équipe de tournage filmera l’intervention de Mme Jakab, directrice du CEPCM, le 27 février après-midi (l’équipe filme pour le CEPCM) et que le 27 février après-midi, une équipe de tournage de France 3 Ouest filmera M. Guellec, député européen.

Le président informe les membres que le délai de nomination des deux personnes indépendantes aux postes de représentants du Parlement au conseil d’administration de l’Agence européenne des produits chimiques (AEPC) à Helsinki expire le 26 février à 18 heures. 2. 3.

Background: The TRAN Committee requested to be associated in "enhanced cooperation" on the above file for the following parts of the Commission proposal: - Article 3(b), points (o), (q) and (r) (definitions of "aircraft operator", "attributed aviation emissions", "historical aviation emissions" - Articles 3a, 3b, 3c and 3d (scope, total quantity of allowances, allocation method, allocation and issue of allowances to aircraft operators)

1. On 27 February 2007, the coordinators: - decided to hold, on 28 February 2007 from 11.30 to 12.30 hrs, a special coordinators' meeting for selecting from among the eight applications received within the deadline (15 February 2007) the candidates to be invited to a hearing; - authorised individual coordinators to be represented on that occasion by another Member belonging to the same group.

• five candidates had been proposed by the political groups (Ms FENTEM (by EPP-ED), Mr LANGE (by PES), Mr deROO and Ms SCHÖRLING (by Greens/EFA), Mr BERGMAN (by GUE/NGL)). • two persons had replied to the call for expression of interest published on the Committee website (Mr BURCHER and Ms MARTINI) • three other names had also been suggested but that no formal application has been received.

A table summarising the applications, as well as the candidates' CVs, had been sent to the coordinators by e-mail on 28 February (a.m.).

The coordinators decided that

• in the light of the number of candidates, coordinators would have to decide on a shortlist of candidates to invite to the hearing which, as had already been decided by the coordinators on 30 January, would take place on 10-11 April 2007; • a special meeting of the coordinators (or their designated representatives) to examine the CVs and decide on the short list of candidates would be

5.4 Release of agency reserves

When adopting the budget resolution in December 2006, the European Parliament decided put a small part (10%) of the appropriations of all decentralised agencies to reserve and make the release of reserve conditional on the evaluation of the performance of the agencies in relation to their work programmes1.

PE 384.655v01-00 22/30 PV\654608FR.doc FR The specialised committees, therefore, need to look at the agency work programmes and evaluate, if the work programme and the performance of the agency are satisfactory. They should then communicate their views to the Budget Committee by letter.

The Budget Committee will take the final decision on the release of reserve.

ENVI is responsible for 4 existing agencies with a legal personality in their own right1.

Suggested procedure in the ENVI committee

Given that the task combines both budgetary aspects and the evaluation of more substantive issues, it is suggested that Jutta Haug, ENVI budget draftsman and the standing rapporteur for agencies in COBU, should be appointed to examine the work programmes together with the contact persons for the agencies (subject to their nomination by the coordinators) and/or with interested members. This 'task force' should then make a recommendation to the full committee on the possible release of the reserve. The committee (or the coordinators) should formulate its position on the basis of the recommendation and communicate its views to COBU by letter.

Decision:

The coordinators agreed on the procedure as set about and invited Ms Haug, standing rapporteur on budgetary issues, as well as 'agency contact persons/interested members' to evaluate the agencies' work programmes and to make a recommendation to the full committee by 10-11 April 2007.

On the three new agencies (Chemicals Agency, Gender Institute and Agency on Fundamental Rights), notes the joint declarations agreed between the Parliament, Council and Commission regarding the financing and the financial programming for these agencies in the context of the IIA of 17 May 2006; regarding the existing agencies, decides to restore appropriations in the PDB but place in reserve increases above a reference amount pending a positive evaluation of the performance of the agencies against their final work programmes; notes that these evaluations should be completed in the context of a meeting with the Heads of the agencies in Spring 2007;

6.1 COP3 of POPs (Dakar):

At the coordinators' meeting 30 January 2007 a list indicating planned delegation missions was approved, with the understanding that adaptations could be carried out at a later stage if necessary. The list included COP 3 of the POPs convention in Senegal. One of the criteria for recommending participation of MEPs within an EU delegation is the likely inclusion of a high- level political segment during the conference, with the presence of Ministers and Parliamentarians and not just of specialist civil servants. The secretariat has recently found out that there will be no such segment during the conference mentioned. It should also be mentioned that no MEPs participated in the delegation to COP 2 of the POPs convention last year.

As there will be no high level segment during the conference and as the ENVI Committee only has 34 places for 11 missions altogether, COP 3 of the POPs convention should be taken off the list of possible delegation missions for 2007.

The coordinators took note of this information.

7. Re-establishment of the Health Working Group

The ENVI Health Working Group was established to follow the implementation of the Health Action Programme in 2002. Its current remit stems from autumn 2004 when the Group was re- established and given an additional mandate to discuss any health issues that could not be discussed in the full committee due time constraints and bring, if necessary, issues to the attention of the full committee.

The ENVI Health Working Group is an informal structure within the Environment Committee, open to all interested members. In 2004-2006, the group was co-chaired by Prof. Georgs Andrejevs and Prof. Antonios Trakatellis.

Decision:

The coordinators agreed to re-establish the Health Working Group on the same terms for the second part of the legislature and to confirm the current co-chairmen Mr Trakatellis and Mr Andrejevs.
