1. Mr. Seth Terkpe Former Minister of Finance, , ECAD Consultant Mr. Seth Terkpe is the Executive Director of the PFM Tax Africa Network, Advisor and Senior Consultant at the African Development Institute of the AfDB, Chairman of the PEFA Advisory Committee, a member of the Advisory Committee of the NYU-Gates Foundation and a member of the Steering Committee of Duke University Centre for Policy Impact in Global Health. He previously served as both Minister and Deputy Minister of Finance in the Republic of Ghana. He also worked as a Senior Economist with the International Monetary Fund’s Fiscal Affairs department.

2. Prof. S. Ibi Ajayi Professor of Economics, ,

Prof. S. Ibi Ajayi is a Professor of Economics and Distinguished Service Fellow, Department of Economics, University of Ibadan, Nigeria. He holds the B.A. (Hons), and M.A. degrees in Economics from the University of Western Ontario, London, Ontario, Canada and a Ph.D. degree in Economics from Queen’s University, Kingston, Ontario, Canada. Former Head of Department of Economics and Dean, Faculty of the Social Sciences, University of Ibadan and is a Fellow of the Nigerian Economics Society. He has served as consultants to various international organizations including the AfDB, UNECA, IMF, WORLD BANK, WHO, AERC, He has published several books and articles in reputable national and international journals in Macroeconomics and Monetary Economics.

3. Charles O. Boamah Former Senior Vice President, African Development Bank Group

Mr. Charles Boamah is a globally respected executive with over 35 years of successively challenging leadership experiences in and outside of Africa. Mr. Boamah is the Former Senior Vice president of the African Development Bank Group and had previously served the bank in various capacities as the Vice-President and Chief Financial Officer and Acting First Vice-President and Director of Finance, and Controller and Director of Financial Control Department. A people-centered and results-oriented leader, Boamah led and championed major change initiatives at the Bank, Page 1 of 17 including increased decentralization of the Bank’s activities, resource mobilization drives for the Bank-the Africa Growing Together Fund, a USD 2 billion co-financing facility and USD 3 billion co-financing facility under the Enhanced Private Sector Assistance Facility for Africa. He led the task force for the establishment of Africa 50, an innovative vehicle for accelerated infrastructure delivery in Africa. Before joining the bank, he worked with the PricewaterhouseCoopers (then Coopers & Lybrand) in Accra and Los Angeles, and as a Governor at the Eastern and Southern African Trade and Development Bank and as a Director of the African Export-Import Bank.

4. Prof. Cameron Hepburn, Director of the Smith School University of Oxford, United Kingdom.

Prof. Cameron Hepburn is a Professor of Environmental Economics at the University of Oxford, and Director of the Smith School of Enterprise and the Environment. He also serves as the Director of the Economics of Sustainability Programme, based at the Institute for New Economic Thinking at the Oxford Martin School. Published widely on energy, resources and environmental challenges across disciplines including engineering, biology, philosophy, economics, public policy and law, drawing on degrees in law and engineering (Melbourne University) and masters and doctorate in economics (Oxford as a Rhodes Scholar). Co-founder of three successful businesses and provides advice on energy and environmental policy to government ministers (e.g. China, India, UK and Australia) and international institutions (e.g. OECD, UN).

5. Mr. Mohamed Boussaid Former Minister of Finance, Morocco, ECAD Consultant

Mr. Mohamed Boussaid was born in 1961 in Fes. He holds a degree of engineering and an MBA from the International School of Business. From 1986 to 1992, Boussaid was a consulting engineer in the Banque Commerciale du Maroc. From 1994 to 1995, he was in charge of the portfolio of major enterprises directorate at the Banque Marocaine du Commerce et de l'Industrie. Boussaid also served from 1995 to 1998 as head of the office of the Minister of Public Works; head of the office of the Minister of Agriculture, Infrastructure and Environment; Minister of Public Administration and civil servant; Minister of Tourism and Governor of Agadir Region and Casablanca Region. He also served as the Ministr of Economy and Finance in Morocco, this being the last portfolio he held.

6. Mr. Simon Gill Managing Director, Overseas Development Institute (ODI), UK Kingdom

Mr. Simon Gill is a Managing Director at ODI and has over thirty years’ experience working in international development and public financial management across Africa and Asia. Since joining ODI in 2012, his work has focused on strengthening budget processes in fragile and conflict-affected states working with finance ministries, principally in sub-Saharan Africa. Before joining ODI, Simon spent 19 years working in senior roles at the UK Department for International Development, in public financial management advisory and technical assistance as well as a series of corporate roles, latterly as DFID's Acting Head of Finance after having been Head of Programmes in .

7. Prof. Njuguna Ndung’u Executive Director, AERC / Former Governor, Central Bank,

Prof. Njuguna Ndung’u is the Executive Director of the African Economic Research Consortium (AERC), a Pan African premier capacity building network of researchers, educators, students, universities, policy makers and international resource persons. Currently a Member of the Brookings Africa Growth Initiative (AGI) Distinguished Advisory Group, a Member of the Advisory Committee of the Alliance for Financial Inclusion, AFI, that coordinates financial inclusion policies in Africa, Asia and Latin America, and a Senior Advisor for the UNCDF-based Better Than Cash Alliance. Former Governor of the Central Bank of Kenya- 2007 to 2015. He has been a member of Global Advisory Council (GAC) of the World Economic Forum and a Visiting Fellow of Practice at the Blavatnik School of Government, Oxford University.

8. Prof. Akpan Hogan Ekpo, FNES Professor of Economics and Public Policy Department of Economics University of Uyo,

Prof. Akpan Hogan Ekpo is a Professor of Economics and Public Policy at the University of Uyo (Federal) and immediate past Director General of the West African Institute for Financial and Economic Management. Former Vice-chancellor of the University of Uyo and a Non-Executive Director of the Central Bank of Nigeria. He has lectured in several universities in Africa, USA and Nigeria. His areas of interest include fiscal and monetary policy and development issues relating to Africa. He is well published. He obtained a PhD in Economics from the University of Pittsburgh, Pennsylvania, USA.

9. Prof. Emmanuel K. Akyeampong* Harvard University Center for African Studies

Prof. Emmanuel K. Akyeampong is Ellen Gurney Professor of History and of African and African American Studies, the Oppenheimer Faculty Director of the Harvard University Centre for African Studies. He is affiliated with the Weatherhead Centre for International Affairs as Faculty Associate and Board Member of the W.E.B. Du Bois Institute as an Executive and Steering Committee member. Emmanuel presently sits on numerous Harvard Committees including Standing Committee on African Studies. Instructed at the University of Virginia, Charlottesvile and , Legon in Accra.

10. Dr. Rose Ngugi Executive Director, KIPPRA, Kenya

Dr Rose Ngugi is the Executive Director of the Kenya Institute for Public Policy Research and Analysis (KIPPRA). She is involved in providing technical guidance and capacity building on policy and strategy formulation to the Government of Kenya and other stakeholders, with the overall aim of contributing to the achievement of national development goals. Before then, she was a Senior Advisor in the Office of Executive Director, Africa Group 1, International Monetary Fund, Washington D.C. Dr. Ngugi been a member of Central Bank of Kenya, Monetary Policy Committee and has vast teaching experience in the , School of Economics.

Dr. Ngugi has published widely. Her research interests are in public policy, financial sector, investments, reforms and institutional issues. She holds a PhD from Business School Birmingham University, UK specializing in Financial Markets, Masters and bachelor’s degree in Economics from the University of Nairobi, Kenya.

11. Prof. Robert A. Lue Founding Director of HarvardX, Director of the Derek Bok Teaching and Learning Center at Harvard University, United States of America Prof. Robert A. Lue is a Professor of Molecular and Cellular Biology and the UNESCO Chair on Life Sciences and Social Innovation at Harvard University. As the Richard L. Menschel Faculty Director of the Derek Bok Center for Teaching and Learning, Lue is responsible for fostering innovative teaching in Harvard’s Faculty of Arts and Sciences. He is also the founding faculty director of HarvardX, Harvard’s university-wide online education initiative that includes the edX partnership with MIT. He now leads the new LabXchange initiative, which continues his exploration of innovative online education and new ways to expand its reach and impact globally.

12. Prof. Ademola Oyejide University of Ibadan, and Chairman, Centre for Trade and Development Initiatives, Nigeria.

Prof. Ademola Oyejide is Emeritus Professor of Economics at the University of Ibadan, and Chairman, Centre for Trade and Development Initiatives (CTDi). His public appointments include Chairman, National Economic Intelligence Committee, The Presidency, Abuja; 2009-2012, and Vice-Chairman, National Focal Point on Trade Matters, Federal Ministry of Industry, Trade and Investment, Abuja, 2008. He has researched and published on a range of trade and development issues, including trade policy and trade negotiations, with particular focus on Nigeria’s participation in the WTO, ECOWAS, EU-West African Economic Partnership Agreement (EPA), and AfCFTA; consulted for various institutions including WB, IFPRI, IMF, AfDB, UNECA, ECOWAS, WTO, UNCTAD, UNDP, MAN, NANTS.

13. Prof. Ashiwel S. Undieh, MPharm/PhD Medical Professor, Neuroscience & Pharmacology City University of New York, USA.

Prof. Ashiwel S. Undieh is a Tenured professor of neuroscience and pharmacology in the School of Medicine, teaching and research training of medical and graduate students and runs a research laboratory focusing on fundamental and applied biomedical research. Served as CCNY's Associate Provost for Research (and graduate studies) and exercised overall responsibility for research administration and for the STEM graduate programs. Founding Chair of the Department of Pharmaceutical Sciences at Thomas Jefferson University, Philadelphia. Dr. Undieh's depth and breadth of expertise is being deployed to support faculty mentoring, research training of students and fellows, and institutional advisory and leadership on research enterprise development and sustainability.

14. Dr. Thomas Chataghalala Munthali, PhD Director General, National Planning Commission (NPC)

Dr. Thomas Chataghalala Munthali is the Director General of the National Planning Commission of Malawi responsible for the institution's day to day running and its strategic direction. Former Director of Knowledge and Learning at the African Capacity Building Foundation (ACBF); PhD in Economics from University of Leeds, England. Former Malawi Country Director for Innovations for Poverty Action (IPA) providing support to too. He is the past President of the Economics Association of Malawi. He was also a member of the Advisory Council for Strategic Planning that advised the then African Union Chairman, Prof. Bingu Wa Mutharika.

15. Prof. Thomas Jayne MSU, United States; Special Advisor-President African Development Bank

Prof. Thomas Jayne is a University Foundation Professor of Agricultural, Food, and Resource Economics at Michigan State University, Fellow of the Agricultural and Applied Economics Association and a Distinguished Fellow of the African Association of Agricultural Economists. He works in food marketing and price policies, changes in land use patterns, sustainable intensification, employment, and rural transformation. Adjunct Professor at the Indaba Agricultural Policy Research Institute in Lusaka, Zambia, a board member of the Regional Network of Agricultural Policy Research Institutes in Eastern and Southern Africa and was a founding Co-Director of the Alliance for African Partnership at Michigan State University. Co- Leader of the CGIAR Policies, Institutions and Markets research program on Economy-wide Factors Affecting Agricultural Growth and Rural Transformation.

16. Mr. Godfrey Bahiigwa* Director for Rural Economy and Agriculture, African Union Commission

Mr. Godfrey Bahiigwa is the Director for Rural Economy and Agriculture at the African Union Commission (AUC). Research interests in agricultural policy research and analysis, focusing on agricultural prices, rural taxation, rural poverty, and household food security. Holds a Ph.D. in Agricultural Economics from the University of Missouri-Columbia, USA. He has 13 years of working in research and development for agriculture in Africa. He done consultancy work for several organizations including the World Bank, FAO, UNDP, both in-country and internationally.

17. Mr. Adama Ekberg Coulibaly Lead Economist, Economic Diversification, UNECA

Mr. Adama Ekberg Coulibaly is Chief of the section in charge of intiatives working for UNECA, in the ECA -based office. He is also Lead economist to provide to assistance to several economies on the continent in the areas of formulation and implementation of Industrialization and Economic Diversification Master Plans (PDIDE). Dr. coulibaly has worked as officer in charge the works of Food security and sustainable division, the Regional Integration and Trade Division (RITD), and now the sub regional office of central Africa. As special Adviser to the African Union Commissioner of Agriculture and rural economy Page 5 of 17 transformation and the AU commission for trade and industry, he actively contributed to shaping the strategic directions of several key agriculture and trade agenda of the African Union (AU) including the options to consider going forward to build the AU common markets for African Strategic commodities. An external reviewer for the transformational agenda which shaped the Five I of the African development Bank. Prior to that, over 20 years, he worked to lead consultancy works and market outlook studies worldwide working across Europe, Asia, America and Africa developing data systems, analytical and policy research tools to assess agriculture, food security and trade policy measures and their impacts on several strategic agricultural commodity sectors and the most vulnerable operating therein; to generate baseline and outlook numbers of strategic commodities and food markets for several policy research support and advisory agencies, global knowledge institutions and development partners such as IHS Global Insights Inc, FAO, USDA, Japan International Agricultural Council (JIAC), FAO, among others. He also led the work of assessing the options to establish the African Union Common Market for Agricultural Products (AUCMAP) and a common agricultural policy framework with recommendations for consideration to the African Ministers of Trade in Kigali (2010, 2012).

His insights have continuously helped shape the AU commodities Strategy including the AUCMAP construction process to adopt via carefully crafted step-wise and continent wide free trade area building scenarios and related regional value chain linkages and clusters development and required private sector support arrangements now under consideration. Dr. coulibaly has constantly drawn deep in his accumulated reservoir of wisdom to advise world leaders on direction to take on arising burning interlocking issues of high geostrategic, geo economic and geopolitical value to affect global peace and security and the balance of strategic resources (food, land, water, energy, etc) to shape the stability of these going into the future. He holds degrees in agricultural economics, international trade and business administration including a PhD from the University of Missouri- Columbia (USA) and the Executive Business degree of Hautes Etudes Commerciales de Paris (HEC).

18. Prof. Camilla Toulmin Senior Associate, International Institute for Environment and Dev.'t (IIED) / INET Oxford University, Institute for New Economic Thinking (INET), UK

Prof. Camilla Toulmin is an economist with expertise on dryland Africa. Her work has combined field research, policy analysis and advocacy. Her interests include building alliances with those on the frontline of sustainable development and land rights in Africa. For 12 years, she directed the International Institute for Environment and Development. Her current work focuses on climate change, property rights, global governance and natural resources. Her latest book was published January 2020: Land, Investment and Migration – Thirty-five years of village life in Mali. OUP. Camilla has a BA in Economics from Cambridge University, an MSc in Development Economics (SOAS) and a DPhil in Economics from University of Oxford.

19. Professor Landry Signé* Fellow Africa Growth Initiative (AGI), Global Economy and Development, The Brookings Institution, Washington DC

Professor Landry Signé is a senior fellow in the Global Economy and Development Program and the Africa Growth Initiative at the Brookings Institution. Formally, a David M. Rubenstein Fellow at Brookings. His career and research span the areas of global political economy, global governance and sustainable development, global business and emerging markets, strategic management and leadership, fragility, state capacity and policy implementation, the Fourth Industrial Revolution and Page 6 of 17

Globalization 4.0, and the political economy of Africa and developing countries. Signé earned his Ph.D. from the University of Montreal and postdoctoral studies at Stanford University. He has also completed executive business and leadership programs at the University of Oxford Saïd School of Business and Harvard Kennedy School.

20. Dr. Folarin Gbadebo-Smith Director General of Nigerian Institute of Social and Economic Research, Nigeria

Dr. Folarin Gbadebo-Smith currently serves as the Director General at Nigerian Institute for Social and Economic Research and the Chief Executive Officer of the Centre for Public Policy Alternatives (CPPA). He also has worked for Government as Local Government Chairman in Lagos State and practiced Clinical Health as a prosthodontist/dental oncologist.

21. Dr Yohannes Ayalew, PhD* DDG, Macroeconomic and Financial Policy Studies Sector Policy Studies Institute

Dr Yohannes Ayalew is the Deputy Director General and Head of Macroeconomic and Finical Policy Studies Cluster, at the Policy Studies Institute in Ethiopia. Between June and November 2018, he served as Executive Director of the Ethiopian Economic Policy and Research Institute. Dr. Ayalew also served as the Vice Governor and Chief Economist of the National Bank of Ethiopia, a position he held for about eight-and-half years between December 2009 and May 2018. Dr. Ayalew has 29 years of cumulative experience in the areas of finance, macroeconomic policy and economic growth. Dr. Ayalew is well published and holds a PhD in Economics from the University of Sussex, United Kingdom.

22. Prof. Wisdom Akpalu*, Ghana Institute of Management and Public Administration (GIMPA), Ghana

Prof. Wisdom Akpalu is a Research Fellow at the Ghana Institute of Management and Public Administration (GIMPA), Ghana. He holds a PhD degree in Economics from the Gothenburg University, Sweden. He has worked as Associate Professor of Economics at the State University of New York, Farmingdale, New York. His research interests are Development economics, Modeling microeconomic behavior, empirical econometric analysis, optimal extraction of natural resources, and economics of climate change.

Dr. Elias T. Ayuk Research focuses on poverty analysis, institutional capacity building and the social, economic and policy dimensions of natural resource management. Ayuk has edited/co-edited six books: The Policy Paradox in Africa: Strengthening the Links between Economic Research and Policymaking; Wealth through Integration: Regional Integration and Poverty Reduction Strategies in West Africa; La Microfinance en Afrique centrale: Le Défi des Exclus; Réglementation et Supervision des Institutions de Microfinance en Afrique centrale; Promoting green economy: implications for natural resources development, food security and poverty reduction in Africa; and New Frontiers in Natural Resources Management in Africa. 24. Dr. Aloysius Ordu Former Vice President, African Development Bank Group

Dr. Aloysius Uche Ordu brings over three decades of experience in international development and the private sector. He is currently Managing Partner, Omapu Associates LLC, a boutique advisory services and fund-raising firm. He was previously Vice President at the African Development Bank. In that capacity, he played active roles in the Senior Management team in resource mobilization, decentralization to regional and country offices across the continent, and participation in the Committees of the Board of Executive Directors. Aloysius worked at the World Bank for over 22 years and served in various leadership and managerial capacities, including Director of Operations Policy and Quality; Operations Director for Latin America and the Caribbean Region; Country Manager (Philippines); Manager, Development Effectiveness in the Middle East & North Africa Region; Manager, Young Professionals Program—the World Bank Group’s source of talents; and Task Manager for investment projects in diverse sectors. Aloysius won the ‘Award of Excellence’ from President Jim Wolfensohn and the ‘Good Practice Award’ from the Independent Evaluation Group. Prior to joining the World Bank Group, Aloysius worked at the Midland Bank Group and at The Economist Intelligence Unit, London, UK. Aloysius is currently a Member of the Board of Directors of the Partnership for Transparency Fund, and until recently he was a Board Member, Stellenbosch University Business School (South Africa). Aloysius holds a PhD in Economics (Sussex).

25. Dr. Melissa Leach Director of the Institute of Development and Studies, Sussex University, United Kingdom

Dr. Melissa Leach is the Director of the Institute of Development Studies (IDS). She was also the Co-Founder and Co-Director of the ESRC STEPS (Social, Technological and Environmental Pathways to Sustainability) Centre. she was vice-chair of the Science Committee of Future Earth 2012 – 2017, lead author of the 2016 World Social Science Report 2016 on Challenging Inequalities and the UN Women’s World Survey on the Role of Women in Economic Development 2014. She is a member of the Strategic Coherence of

26. Sheila Jagannathan* Head, Open Learning Campus, World Bank, Washington DC, USA

Sheila Jagannathan is Lead Learning Specialist and Program Manager of the Open Learning Campus (OLC) of the Development Economics Knowledge Management Practice of the World Bank. She serves on the advisory board and planning committees of several professional associations such as e-Learning Africa, the International Conference on e-Learning (ICEL) and the Association of Advancement of Computer Education (AACE).

27. Dr. Holger A. Kray* Practice Manager Agriculture & Food Security, The World Bank

Dr. Holger A. Kray is currently the Practice Manager, Agriculture & Food Security in the World Bank’s Africa Sustainable Development Group. He is also former Head of the Agriculture Policy Unit, Lead Agriculture Economist, Lead Operations Officer and Senior Sector Economist within the same institution. Prior to join the World Bank, he operated as a Rural Policy and Strategy Consultant working with the World Bank, Food and Agriculture Organization of the United Nations (FAO), European Commission (EC) and the Black Sea Economic Cooperation (BSEC)and also served as Senior Consultant for the KPMG Consulting/BearingPoint.

28. Professor Sami Ben Naceur* Deputy Division Chief, African Division, IMF Institute for Capacity Development

Mr. Sami Ben Naceur is currently acting division chief of the IMF’s African Division at the Institute for Capacity Development. Sami was previously the Chief of the IMF’s Internal Economic Training Unit where he managed the training of IMF economists from 2017-2019. From 2015- 2017, Sami was the Deputy Director of the IMF-Middle East Center for Economics and Finance in Kuwait where he managed the training activities of the IMF, World Bank, OECD and WTO in the Arab region. Sami also worked for two years as a Senior Economist in the Middle East and Central Asia Department of the IMF, where he led chapters of the IMF flagship reports the World Economic Outlook (WEO) and the MCD Regional Economic Outlook (REO), and participated in ART IV missions in several countries in the region such as Algeria, Azerbaijan and Saudi Arabia. Sami also worked at the IMF Institute as a Senior Economic where he led research projects and trained government officials on Macroeconomics and Financial issues. Before joining the IMF, Sami was assistant professor and chair of the Management Science Department at the Faculty of Economics and Business (Free University of Tunis) from 1993-2004, Assistant Professor of Finance at IHEC Carthage from 2004-2009, Associate Professor at ESSEC Tunis (2009-2017) and Full Professor at the University of Tunis (2018-). Mr. Abdoul Aziz Wane is the director of the IMF’s Africa Training Institute and AFRITAC South both located in . Abdoul Aziz holds a master’s degree in econometrics and finance from the University of Toulouse, France and a doctorate from the University of Dakar, Senegal. Prior to joining the IMF Abdoul Aziz was a senior lecturer in the University of Dakar. At the IMF he has worked in the African department where he held several mission chief and resident representative positions. He also worked in the Fiscal Affairs department and in the Strategy and Policy Review department.

30. Professor Augustin K. FOSU University of Ghana, Legon, Ghana

Professor Augustin Kwasi FOSU is Professor, ISSER, University of Ghana; Extraordinary Professor, University of Pretoria, South Africa; and CSAE Research Associate, University of Oxford. Previously, he was Deputy Director, UN University-WIDER, Finland; Senior Policy Advisor/Chief Economist, UNECA, Ethiopia; and Director of Research, African Economic Research Consortium (AERC), Kenya. He holds a PhD in economics from North western University, USA. He is the editor- in-chief, Journal of African Trade and a managing editor, Journal of African Economies. In this capacity, Dr. Sherif also guides the Bank’s regional integration agenda, notably the support to the African Continental Free Trade Area, and its engagement in the continent’s fragile situations. Dr. Charles Leyeka Lufumpa currently serves as the Acting Vice President and Chief Economist for Economic Governance and Knowledge and the Director of Statistics at the African Development Bank Group. Before joining the Bank, Dr. Lufumpa worked on agricultural policy and planning issues with Zambia’s Ministry of Agriculture and Water Development in Lusaka, Zambia. He also served as a visiting researcher in the 1980s in the Department of Economics at Iowa State University, USA, on a staff exchange program with the Zambian Government. His key research interests are in the areas of statistics, poverty, infrastructure, agriculture and environmental economic issues in Africa. Before joining AFDB, Dr. Pinto Moreira was the Regional Lead Economist for the Middle East North Africa (MENA) Region at the World Bank Group. In this role, Dr. Pinto Moreira was responsible for leading the policy dialogue with the authorities of Maghreb countries on designing Vision documents and providing policy advice on key economic issues facing these countries. He also led the preparation of the Macro-Poverty Outlook (MPO) for 18 countries and Macro- Financial Review (MFR) for MENA Region and manages the knowledge agenda in the MENA region. As a leader for the Macroeconomic and Fiscal Management (MFM) Global Practice team, Dr. Pinto Moreira was also responsible for delivering solutions and results to client countries. Before joining the IMF and the World Bank at the Heaqaurters in Washington DC, Dr Pinto Moreira was Professor of Economics in France.
