4 The Tentative Agenda classification of projects as Proposed Action Items or Proposed Delegated Items is preliminary and subject to change prior to the Commission meeting. Understanding the circumstances for such changes will help the public to participate in the Commission's review process. Project classifications are as follows:

 Action Items are projects that will be presented and discussed at the Commission meeting. Members of the public are invited to give testimony on these projects. Some projects listed as Proposed Action Items on the Tentative Agenda will be moved to the Consent Calendar if no speakers have registered by the deadline (see schedule below). The Commission votes on the Consent Calendar Items but does not hear a presentation or public testimony.

 Delegated Items are projects that the Commission delegates to the Chairman, Executive Committee, or Executive Director. Some projects listed as Proposed Delegated Items may become Action Items if a member of the public registers to speak on that item by the deadline (see schedule below).

June 29, 2011 Deadline for registering to speak at Commission meeting on Proposed Action Items. 12:00 Noon If no member of the public signs up to speak on a Proposed Action Item by this deadline, then the project may be moved to the Consent Calendar and acted on by the Commission without presentation or discussion.

July 5, 2011 Copies of the Executive Director's Recommendations on Final Action Items become available to the public on the Monday prior to the Commission meeting day.

July 6, 2011 Deadline for registering to speak on Final Action Items (listed on NCPC’s website: 12:00 Noon www.ncpc.gov), or for submitting written comments for distribution to the Commission for consideration on July 7. [Please provide 25 copies of your written comments.]

Please note our policy for those speaking on behalf of an organization: Prior to giving testimony at each Commission meeting, please submit to NCPC an official letter from your organization, stating that your testimony is authorized by the organization.

5 SOUTHWEST ECODISTRICT PUBLIC MEETINGS

The Southwest Ecodistrict Task Force and the District of Columbia Office of Planning invite the public to a two-part public meeting series in July for the Southwest Ecodistrict Initiative and the Maryland Avenue Small Area Plan.

At the first meeting on Thursday, July 14, the DC Office of Planning (OP) will present draft recommendations for the Maryland Avenue SW Small Area Plan. The public can comment on land use, urban design, transportation, and public realm recommendations for the future Maryland Avenue SW and adjacent infill development sites. The Maryland Avenue SW Plan study area includes the CSX railway corridor between 4th and 12th Streets, SW, and adjacent property. This will be the third and final public meeting for the Maryland Avenue SW Plan before the plan is released for public comment in September.

On Tuesday, July 26, the second meeting will focus on the Southwest Ecodistrict Initiative, located between Independence and Main Avenues, SW and 4th and 12th Streets, SW. At this fourth Public Scoping Meeting NCPC staff will present revitalization and redevelopment scenarios and draft recommendations targeting sustainability and livability strategies for the overall study area with emphasis on the 10th Street, SW corridor. A subsequent public scoping meeting to review final recommendations for the Southwest Ecodistrict is anticipated in October 2011.

We invite the public to review and comment on the draft recommendations for the Southwest Ecodistrict Initiative and the Maryland Avenue corridor. Public comments will be accepted through Friday, August 12.

NEPA and NHPA Section 106 Scoping NCPC announces on-going scoping for the Southwest Ecodistrict Initiative. NCPC will document and report on environmental and historic and cultural conditions for future use in preparing a National Environmental Policy Act (NEPA) document for evaluating the Southwest Ecodistrict project, for compliance with the National Historic Preservation Act (NHPA) Section 106 review process, and in conformance with NCPC’s Environmental and Historic Preservation Policies and Procedures.

The NEPA document will include assessment of existing conditions, review of current planning activities, and development/evaluation of several scenarios and their potential environmental effect. Section 106 of NHPA requires NCPC to consider the effects of its decisions on historic properties and to ensure that private citizens and local governments have a voice in federal planning and decision-making that affect historic properties. The public may provide information and identify concerns that might be important. All individuals, organizations, and interested federal, state, and local agencies are encouraged to become involved and participate in this planning process.
