The names of Members of the Lok Sabha serving on the Joint Committees on which Rajya Sabha is represented have also been included under the respective Committees for information. Change of nominations/elections of Members of Rajya Sabha in various Parliamentary Committees/Statutory Bodies is an ongoing process. As such, some information contained in the publication may undergo change by the time this is brought out. When new nominations/elections of Members to Committees/Statutory Bodies are made or changes in these take place, the same get updated in the Rajya Sabha website. The main purpose of this publication, however, is to serve as a primary source of information on Members representing various Committees and other Bodies on which Rajya Sabha is represented upto a particular period. -

INDIAN LEADERS PROGRAM, FOURTH EDITION ‐ MEMBERS OF PARLIAMENT May 31st to June 5th 2015, Madrid and Barcelona SPAIN‐INDIA COUNCIL FOUNDATION MP Deepender Singh Hooda Deepender Singh Hooda is a third term Member of Parliament for Rohtak in Haryana State constituency, whip of Indian National Congress in Lok Sabha (Lower House of Parliament), National Spokesperson of Indian National Congress. He actively serves as Member of the Parliamentary Standing Committee on Energy; and Member of the Ad hoc Committee on Absenteeism of Members in the Parliament. He also leads INC’s Social Media Communications Team. Deepender was first elected to the thirteenth Lok Sabha (in 2005) as an MP from Rohtak (Haryana) at the young age of 27. His unwavering commitment earned him a victory by a record margin (of about 4 and a half Lakh votes) when he sought re‐election to Lok‐ Sabha for the second term in 2009. He continued his winning streak for the third time in 2014 even when his party faced strong anti‐incumbency. Areas of agriculture, energy, India’s economic growth and employment potentials find Deepender's passionate involvement, both in his constituency and at a broader national level. Hooda is a third‐generation Parliamentarian from a family with a rich political heritage extending over four generations. His father, Bhupinder Singh Hooda, was the Chief Minister of Haryana for two terms from Mar 2005 ‐ Oct 2014. Deepender's grandfather, Ranbir Singh was a noted freedom fighter, an eminent parliamentarian and one of the founding fathers of India (by virtue of him being a member of the Constituent Assembly of India (1946‐1950) which was responsible for drafting the Constitution of India). -

All three countries are developing, pluralistic, multi-cultural, multi-ethnic, multi-lingual and multi-religious nations. The grouping was formalized and named the IBSA Dialogue Forum when the Foreign Ministers of the three countries met in Brasilia on 6th June 2003 and issued the Brasilia Declaration. -

Ministry of Statistics & PISummary Record of Proceedings of Open House Discussion on MPLAD Scheme with Hon’ble Members of Lok Sabha Venue, MP: 07th and 08th January, 2019 at Auditorium, 2nd Floor, New Extension Building, Parliament House Annexe, New Delhi 1. Open house discussion on MPLAD Scheme with Hon’ble Members of Lok Sabha was convened on 7th and 08th January, 2019 at the Auditorium, 2nd Floor, New Extension Building, Parliament House Annexe, New Delhi on the initiative of Shri Vijay Goel, Hon’ble MoS for Statistics and Programme Implementation. Shri Pravin Srivastava, Secretary, M/o Statistics and Programme Implementation and Shri Dinesh Kumar, Deputy Director General (PI) were also present. The list of Members invited for the discussions was divided into two groups. On 7th January, 2019, Members from the States of Bihar, Madhya Pradesh, Uttar Pradesh, Maharashtra, West Bengal and Gujarat were invited while the Members from the remaining States were invited on 08th Jan, 2019. The list of Hon’ble Members who participated in the discussions is attached as Annex-I. 2. Secretary, MOSPI welcomed and apprised the Hon’ble Members that this discussion is first of its kind for Lok Sabha Members of Parliament. He emphasized that the free flow of ideas and suggestions of Hon’ble Members during the discussions help the Ministry richer in making the Scheme better and shall serve as template for the successors. Secretary requested Hon’ble MOS to open the floor for discussion and invite suggestions for improvement. Address by Hon’ble MoS 3. Hon’ble MoS welcomed the Hon’ble Members and underscored that a discussion of this kind for MPLAD Scheme was being held for the first time for Lok Sabha Members. -

SHRI LAXMAN GILUWA: SHRI NISHIKANT DUBEY: SHRI RAVINDRA KUMAR PANDEY: Will the Minister of COMMUNICATIONS be pleased to state: (a) whether the various telecommunication services including mobile and internet facilities are not satisfactory specially in the rural, hilly/remote and tribal areas of the country; (b) if so, the details thereof along with the number of such areas with poor telecom services/connectivity, State/UT-wise including Jharkhand; and (c) the steps taken/being taken by the Government to improve these services? ANSWER THE MINISTER OF STATE (IC) OF THE MINISTRY OF COMMUNICATIONS & MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI MANOJ SINHA) (a) Quality of Service is monitored by Telecom Regulatory Authority of India (TRAI). As per their report released on quarterly basis, the telecom services (including mobile and internet services) are by and large satisfactory. It is also satisfactory in rural, hilly/remote and tribal areas as per Quality of Service (QoS) report released by Telecom Regulatory Authority of India (TRAI) in respect of basic services. (b) The Quality of Services benchmarks for telecommunication services are notified by TRAI under TRAI Act, 1997 at the level of License Service Area (LSA) as a whole. These LSAs cover all States and Union Territories of India. In order to maintain tele-connectivity, performance benchmarks have been prescribed for upkeep of telephone networks and services which includes: (i) For Basic services: At least 75 % of the faults to be repaired by next working day and 100 % of the faults to be repaired within 7 days for rural and hilly areas. -
