REASON FOR CONFIDENTIAL INFORMATION

This report deals with personal matters about identifiable individuals who are being considered for appointment to the Leaside Memorial Community Gardens Arena Board.

SUMMARY

The Forest Hill, Leaside and North Toronto Arena Nominating Panel must select candidates for interview for the Leaside Memorial Community Gardens Arena Board. The Nominating Panel will conduct the interviews at its April 16, 2018 meeting and make recommendations to Community Council.

RECOMMENDATIONS

The City Clerk recommends that:

1. The Forest Hill, Leaside and North Toronto Arena Nominating Panel interview 3 of the candidates listed in Confidential Attachment 1 at its next meeting for appointment to the Leaside Memorial Community Gardens Arena Board.

2. The Forest Hill, Leaside and North Toronto Arena Nominating Panel direct that the confidential information contained in Confidential Attachments 1 and 2 remain confidential in its entirety as it relates to personal matters about identifiable individuals being considered for appointment to the Leaside Memorial Community Gardens Arena Board.

DECISION HISTORY

At its meeting held June 16, 2015, North York Community Council appointed seven members to the Leaside Memorial Community Gardens Arena Board. At its meeting held July 7, 8 and 9, 2015, City Council waived the two-term limit to appoint two members to the Board: http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2015.NY7.29.

At its meeting held February 22, 2017, North York Community Council appointed two members to the Leaside Memorial Community Gardens Arena Board. At its meeting held March 9, 2017, City Council waive the two-term limit to appoint the two members to the Board: http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2017.NY20.27.

COMMENTS

Composition of the Leaside Arena Board The Arena Board is composed of:  The Councillor for Ward 26  9 public members  1 representative from Infrastructure to serve for the duration of the loan from Infrastructure Ontario to the City  1 non-voting staff member from the Parks, Forestry and Recreation Division

Board members should meet certain qualifications In addition to the general eligibility requirements set out in the Public Appointments Policy, public members of an Arena Board of Management should collectively possess:  an interest and commitment to volunteering and community development including an understanding of diverse neighbourhoods  a range of skills or experience such as fundraising, financial management, sports facility operation, event planning, amateur and children's sports development in the community, managing in the non-profit sector, law, or marketing  a majority of members residing in the local area  demonstrated knowledge of the programs and activities of the arena  a youthful perspective implemented by having at least one member be a young adult aged 18 to 30

There is one position under consideration The Forest Hill, Leaside and North Toronto Arena Nominating Panel must nominate a candidate to fill one position on the board which is currently vacant due to the resignation of Colleen Atkinson on December 14, 2017.

Term of Office The term of office for public members on the Leaside Arena Board is four years.

Exceptions to the public appointments policy must be approved by City Council While public appointments to Arena Boards of Management are approved by Community Council, any recommended appointments which are exceptions to the Public Appointments Policy must be approved by City Council.

Public release of names of recommended candidates The names of the recommended candidates will be publicly reported once the Forest Hill, Leaside and North Toronto Arena Nominating Panel forwards its recommendations to North York Community Council.
