Professions and Occupations -- As introduced, creates exemptions to licensure and certification requirements, as applicable, for certain health professionals who are participating in federal Innovative Readiness Training programs. Child Custody and Support -- As introduced, requires a court ordering grandparent visitation to include at least two visits per month with the grandparent; provided, that the court may order less frequent visitation if agreed to by the grandparent. Amends TCA Title 36, Chapter 6, Part 3.

Senate Bill No. 55 by Senator Massey. Professions and Occupations -- As introduced, creates the professional art therapist advisory committee of the board of examiners in psychology to regulate the practice of art therapy. Amends TCA Title 4, Chapter 29, Part 2 and Title 63.

Senate Bill No. 56 by Senator Roberts. Naming and Designating -- As introduced, designates the Robert Spicer Memorial Buck Dance Championship as the official buck dancing competition of the State of Tennessee. Amends TCA Title 4, Chapter 1, Part 3.

Public Employees -- As introduced, prohibits public employers from discriminating against applicants for employment and employees with pregnancy-related conditions by not providing the applicants and employees with reasonable accommodations. Senate Bill No. 58 by Senator Gilmore. Education -- As introduced, creates the "Tennessee Outdoor Education and Recreation Grant Program." Amends TCA Title 4; Title 11; Title 49 and Title 70.

Senate Bill No. 59 by Senator Gilmore. Criminal Procedure -- As introduced, allows a court to sentence a person to an individually assessed sentence based on community rehabilitation with a focus on parent-child unity and support, if the person has been convicted of a nonviolent offense and is the primary caretaker of a dependent child. Amends TCA Title 40 and Title 41.

Senate Bill No. 60 by Senator Gilmore. Taxes, Exemption and Credits -- As introduced, eliminates the sales tax on feminine hygiene products. Amends TCA Title 67, Chapter 6.

Senate Bill No. 61 by Senator Gilmore. Environmental Preservation -- As introduced, establishes plastic-free initiative program; creates the plastic pollution advisory council to administer the program. Amends TCA Title 4 and Title 68, Chapter 211, Part 8.

Senate Bill No. 62 by Senator Robinson. Education, Dept. of -- As introduced, requires the department to develop rules, to be adopted by the state board of education, that include procedures for providing instruction to students incarcerated in juvenile detention centers for a minimum of four hours each instructional day. Amends TCA Title 37 and Title 49.

Senate Bill No. 63 by Senator Robinson. Education, Curriculum -- As introduced, expands career and technical education programs to middle school grades; requires the board of career and technical education to plan facilities for comprehensive career and technical training for middle school students. Amends TCA Title 49.

Senate Bill No. 64 by Senator Robinson. Teachers, Principals and School Personnel -- As introduced, requires each local board of education to adopt a policy requiring all K-12 teachers, principals, and assistant principals employed by the LEA to participate in adverse childhood experiences (ACEs) training on an annual basis. Amends TCA Title 49.

Senate Bill No. 65 by Senator Robinson. Driver Licenses -- As introduced, authorizes Shelby County to establish an independent center for driver license reinstatement. Amends TCA Title 4; Title 5; Title 6; Title 7 and Title 55, Chapter 50.

Senate Bill No. 66 by Senator Gilmore. General Assembly, Directed Studies -- As introduced, creates a task force to study and review the management and operation of state mental health facilities. Amends TCA Title 4 and Title 33.

Senate Bill No. 67 by Senator Gilmore. Fire Prevention and Investigation -- As introduced, prohibits certain flame retardants in juvenile products and upholstered furniture. Amends TCA Title 47, Chapter 18 and Title 68.

Senate Bill No. 68 by Senator Johnson. Naming and Designating -- As introduced, names visitor center at Carter House Historic Site in honor of the late Herbert L. Harper.

Senate Bill No. 69 by Senator Robinson. Sentencing -- As introduced, reduces the sentence a person who commits first degree murder as a minor is required to serve before becoming release eligible from 51 years to 25 years; applies to offenses committed on or after July 1, 2019. Amends TCA Title 37; Title 39; Title 40 and Title 41.

Senate Bill No. 70 by Senator Robinson. Education, State Board of -- As introduced, increases, from one to three, the minimum number of board members who must be employed, at the time of the appointment, as a K-12 public school teacher, beginning with appointments made on or after January 1, 2020. Amends TCA Title 49, Chapter 1.

Senate Bill No. 71 by Senator Watson. Election Laws -- As introduced, requires the officer of elections to designate the entrances to a building in which an election is to take place that are for the use of voters, and to measure off 100 feet from those entrances for purposes of restricting certain campaign-related activities. Amends TCA Section 2-7-111.

Senate Bill No. 72 by Senator Swann. Municipal Government -- As introduced, requires municipalities to contract with a bank for the deposit of municipal funds; requires periodic evaluation of such contracts. Amends TCA Title 6.

Senate Bill No. 73 by Senator White. Comptroller, State -- As introduced, deletes reference to the Public Service Commission, which was dissolved in 1996, and replaces it with a reference to the Commission's successor, the Office of State Assessed Properties. Amends TCA Section 67-5-1606.

Senate Bill No. 74 by Senator Gilmore. Election Laws -- As introduced, defines "social security number" as the last four digits of a person's nine-digit social security number for purposes of elections, including voter registration and maintenance of voting records. Amends TCA Title 2.

Senate Bill No. 75 by Senator Robinson. State Inmates -- As introduced, requires custodians of women prisoners to provide feminine hygiene products, moisturizing soap that is not lye-based, toothbrushes and toothpaste, and any other healthcare product a custodian deems appropriate to women prisoners at no charge and in an appropriate quantity. Amends TCA Title 41.

Senate Bill No. 76 by Senator Haile. Public Records -- As introduced, authorizes the transfer of wills and marriage licenses from the clerk's office to other suitable facilities. Amends TCA Title 10, Chapter 7; Title 18, Chapter 1; Section 18-6-109 and Section 32-2-102.

Senate Bill No. 77 by Senator Kurita. State Inmates -- As introduced, changes the definition of a "detainee day" for purposes of compensating a county for holding a state prisoner from the date the prisoner is sentenced to the department of correction to the date the prisoner is convicted by the trial court; and allows commissioner to retroactively compensate a county back to the initial date of incarceration if the trial judge grants the prisoner credit for time served and time spent in jail pending appeal. Amends TCA Title 41, Chapter 8.

Senate Bill No. 78 by Senator Kurita. Motor Vehicles, Titling and Registration -- As introduced, urges the department of revenue to study the enforcement of disabled parking violations; requires department to report its findings and recommendations on or before February 1, 2020, to the transportation and safety committee of the senate and transportation committee of the house of representatives. Amends TCA Title 55, Chapter 21, Part 1.

Senate Bill No. 79 by Senator Kurita. Telecommunications -- As introduced, authorizes a municipal electric plant to provide Internet and certain other services outside its service area. Amends TCA Title 4; Title 7 and Title 65.

Senate Bill No. 80 by Senator Kurita. Criminal Offenses -- As introduced, expands the offense of indecent exposure in a penal institution to include actions committed against staff members in addition to guards; defines staff member as any person employed by a penal institution or who performs ongoing services in a penal institution, including, but not limited to, clergy, educators, and medical professionals. Amends TCA Section 39- 13-511.

Senate Bill No. 81 by Senator Kurita. County Officers -- As introduced, adds to the list of duties of a county mayor to review all accounts held by the county with financial institutions. Amends TCA Title 5 and Title 45.

Senate Bill No. 82 by Senator Kurita. Taxes, Sales -- As introduced, requires certain out-of-state sellers to collect and remit state and local sales tax to the department of revenue; allocates portion of local sales tax from such sales to the county or city or town in which the purchaser resides. Amends TCA Title 67, Chapter 4, Part 32 and Title 67, Chapter 6.

Senate Bill No. 83 by Senator Kurita. Criminal Offenses -- As introduced, expands burglary to include entering a construction site with intent to commit a felony, theft, or assault or entering a construction site and committing a felony, theft, or assault; classifies the offense as a Class D felony. Amends TCA Title 39, Chapter 14, Part 4.

Senate Bill No. 84 by Senator Johnson. Insurance Companies, Agents, Brokers, Policies -- As introduced, makes various changes to the “Tennessee Life and Health Insurance Guaranty Association Act,” which include excluding from coverage certain persons receiving payments through structured settlements, establishing procedures during delinquency proceedings, setting the amount of assessments for long-term care insurance written by impaired or insolvent member insurers, and other changes. Amends TCA Section 56-12-202; Section 56-12-203; Section 56-12-204; Section 56-12-205; Section 56-12-207; Section 56-12-208 and Section 56-12-218.

Senate Bill No. 85 by Senator Robinson. Driver Licenses -- As introduced, removes authorization to suspend, restrict, or revoke driver licenses for nonpayment of fines, court costs, and litigation taxes for driving offenses, upon proof of inability to pay. Amends TCA Title 36, Chapter 5, Part 7; Title 40, Chapter 24 and Title 55, Chapter 50.

Senate Bill No. 86 by Senator Akbari. Campaigns and Campaign Finance -- As introduced, authorizes the use of campaign funds for the child care expenditures of a candidate that are incurred by the candidate as a direct result of the candidate's participation in campaign-related events and activities. Amends TCA Title 2, Chapter 10 and Title 3.

Senate Bill No. 87 by Senator Akbari. Election Laws -- As introduced, extends the time by which a candidate may withdraw, from seven days after the qualifying deadline to 60 days before the election. Amends TCA Title 2, Chapter 5.

Senate Bill No. 88 by Senator Akbari. Expunction -- As introduced, decreases from five to three years the amount of time from the completion of a person's sentence that must have elapsed before the person may apply for expunction of records. Amends TCA Title 40, Chapter 32, Part 1.

Senate Bill No. 89 by Senator Akbari. Human Services, Dept. of -- As introduced, allows a once-yearly bonus subsidy payment to participating child care agencies with a three- quality rating that accept the department's child care assistance subsidy payment. Amends TCA Title 71.

Senate Bill No. 90 by Senator Akbari. Election Laws -- As introduced, authorizes the use of a driver license from another state to establish a person's identity for the purposes of being issued a photo identification license by the department of safety for the purposes of voting. Amends TCA Title 2 and Title 55, Chapter 50.

Senate Bill No. 91 by Senator Haile. Opioids -- As introduced, requires commissioner of health to report to the speakers and the health committees the impact of recent legislation reducing the abuse of opioids in this state. Senate Bill No. 92 by Senator Haile. State Government -- As introduced, requires policy for lease payments for space occupied by state agencies to be established by the commissioner of finance and administration, instead of the commissioner of general services, and approved by the state building commission.
