This proposal when combined with the Waterways proposal (WR01CS) is likely to encourage future strip development along the line of the A534. 4. Allowing build here and along the A534 is likely to impact upon strategic room for manoeuvre in terms of A534 realignment and improved access to industrial estate. 5. Access to a site of this size will almost certainly require a new access road to the Llanypwll roundabout. Given the money recently spent on this and the demands for it from large employers on the industrial estate and the fact that it has not proved to be a well thought through solution for the volume of traffic currently using it in any case, this would clearly be a highly retrograde step. There is also the possibility of access via a new roundabout on Holt Road or via Bryn Estyn Lane: neither of these would be remotely acceptable or practical for a development of this size.

In the case of Thornhurst Drive, this can only be accessed from St Mellion Cresent (Fairways estate road) which was built with low traffic volumes and traffic calming in mind. Furthermore, this traffic will access Holt Road via the roundabout with Birkdale Road which will exacerbate the pre-existing issues of queuing both to and from the Greyhound. In the case of Bryn Estyn Lane, this is a narrow country lane and already has severe deficiencies including a number of points where passing cars need to take care, plus increased traffic volume will increase queuing at the Greyhound roundabout 2. When we bought our house on the Fairways in 2001, we were told that a buffer zone of trees was required in order to mask the estate from the A534. This was because it was accepted that there would be no further development outwards. It is also apposite that this proposal was not in the original version of the LDP yet no justification has been provided for the apparent volte face. 3. Loss of green belt land but also represent a significant loss of privacy for all householders on that side of the estate. 4 This proposal would also project beyond the building line represented by Tyn Twll farm and the Fairways estate. Taking this away would mean that the people living in the areas of Caia Park Roundabout, Wrexham would have to drive somewhere to walk their dog or go out for somewhere with the family. This will mean more traffic on our roads and people without a car will become less active. People in Caia Park can’t afford to go to a gym to keep healthy, our countryside is beautiful and free. Just to touch on the traffic south of Llanypwll problems alone, access would require all 3 of a new junction on the Llanypwll roundabout, a massively expanded Bryn Estyn Lane and access to Cefn Road. In respect of Llanypwll roundabout, given roundabout the money recently spent on this and the demands for it from large employers on the industrial estate and the fact that it has not proved to be a well thought through solution for the volume of traffic currently using it in any case, this would clearly be a highly retrograde step. In respect of Bryn Estyn Lane, even if it were to be massively expanded, there would still be the issue of the bottleneck at the end of the current houses where cars cannot pass (would you therefore compulsorily purchase all those houses?) plus the remainder of the road upto the Greyhound roundabout would still be inadequate plus this would create additional queuing problems on that roundabout. In respect of Cefn Road, this is already overly busy and massively traffic calmed. This will also increase queuing problems at the Greyhound roundabout. Neither will remotely be able to cope with the expanded traffic volumes an estate of this stupendous size would create.

989359 WR19CS Wrexham Town Land West of Cefn Road Object Extent of KSS2 Barratt Homes objects to the extent of KSS2 as identified in the plan found at Appendix 5: to the Preferred Strategy document. The extent of KSS2, as presently identified, fails to and South of Llanypwll include all of the land being promoted for development by Barratt Homes. The extent of Barratt Homes’ land promotion is shown on the Parameters Plan enclosed at Appendix A. The additional land, Roundabout, Wrexham a field parcel to the north east of the KSS2 boundary, is available for development, or uses complementary to housing development such pubic open space, and there are no clear, evidenced reasons within the Plan or its evidence base for the exclusion. The Strategic Green Wedge Review does not seek to claim that the KSS2 boundaries have been drawn to protect a specific function of the land that is aligned to the purposes of Green Wedge designations; and no other reasons have been put forward to support the chosen boundaries in the Preferred Strategy. It is essential, for the soundness of the Plan that the reasons for selecting the KSS boundaries are properly evidenced. Propose that the KSS2 boundary is extended to include the full extent of land being promoted by Barratt Homes. KSS2 as a Single Site If allocated in the Plan, it was hoped that the Council would recognise its potential as a stand-alone Key Strategic Site capable of delivering in the region of 500 dwellings. Justification for site to be considered as a standalone allocation - physical extents and well-defined boundaries. Bryn Estyn Road to the south, which dissects the two distinct elements of KSS2 – namely Barratt Homes interests to the north and the multiple ownership promotion to the south – forms a logical strategic site boundary. The early masterplanning process, and discussions with the Council’s highways officers, established that there is no need or desire to link the two elements of KSS2 for vehicular traffic. Bryn Estyn Road is only intended to be used for pedestrian and cycle links. The Barratt Homes site therefore has only one potential primary point of vehicular access, to the north from the Holt Road roundabout, which isolates it from the rest of KSS2. Consequently there is no benefit to the wider highway network, in terms of connectivity, to pursuing KSS2 as a single KSS. The land to the South of Bryn Estyn Road is being promoted by multiple landowners, whereas land to the north is being promoted by a national housebuilder. Co-joining the two elements is a potential constraint to the delivery of KSS2 if there is a desire to masterplan the whole Site, solely on the basis of the number of parties involved. If this is to be achieved land needs to come forward for development immediately and in significant quantities. This is even more important when regard is had to the fact that KSS1 is also constrained by access issues, where there is presently no clear timetable for a resolution. By allowing the Barratt Homes land to be promoted separately from the remainder of KSS2 it can be delivered in a less constrained manner and more quickly than if linked by policy requirements to land south of Bryn Estyn Road. Mixed use requirement Important for Barratt Homes to have clarity on what is expected to be delivered on the land that it is promoting in the northern portion of KSS2, which it is promoting for a market housing led residential development. In addition, non-residential uses are subject to varying levels of demand and need, so the policy must be flexibly worded. Given this lack of clarity, Barratt Homes cannot support Policy SP9 as presently drafted. Comprehensive masterplan Barratt Homes objects to this requirement for a number of reasons. Firstly, if the County Borough is insistent on a masterplan for the entire KSS being drawn up in advance of any planning application, then this requirement must be written into the policy if it is to be enforced. This requirement has no weight in the supporting text to the policy. However, Barratt Homes would in any event object to such a requirement being included within Policy SP9. The reasons for this are, in part, set out above in respect of the desire for Barratt Homes’ land to be allocated in isolation from the remainder of KSS2 as presently drawn. In addition, this is another unnecessary requirement that will only serve to delay housing delivery on the KSS in circumstances where housing must come forward as soon as possible to stand any prospect of needs being met in full over the Plan period. Reference to the requirement for a masterplan to incorporate “all of the elements outlined in the above policy”. Policy is not actually clear on what elements will be required, by using vagaries such as “including but not limited to” where education and community facilities are concerned. Barratt Homes can clearly not support a requirement to commit to a range of development requirements without first having a clear understanding of what this entails and how this would impact upon the viability and deliverability. Uneccessary repetition This is likely to be the case for affordable housing, public open space provision, meeting education needs, providing off-site highway works if required, protecting heritage assets and delivering sustainable drainage solutions. Unless there is likely to be a departure from the standards for residential development set out elsewhere in Plan policies, we feel it is unnecessary for these requirements to be repeated in Policy SP9.

During the purchase of my property in the middle of the KSS, searches (October 2013) did not reveal the proposed development site, why was this not brought to our solicitors attention when information about the site was clearly known by the Council? I would expect any development to be to a high quality of design in a sympathetic/sensitive way with consideration for our privacy and quality of life. This would include but not be restricted to buffering, a green wedge and appropriate access rights. The proposal lacks detail for what will be delivered on the site with ambiguity in the Background Paper and policy SP9 over the number of houses on the site. The Council’s intentions need to be clarified. Policy SP9 requires ‘potential’ for a school, a condition of approval must be that provision for a school is made. Further reference is made in the Strategy and BP3 to the possibility of ‘commercial uses if required’, argue this is unnecessary. The site is accessible by walking and public transport to the town centre, Aldi and Morrisons. Concerned about food miles and the loss of prime agricultural land. The southern edge of the development has not been identified, so cannot comment on the green wedge that has been proposed, Is it intended the northern and southern sections of the site are joined and if so where along the important bridleway will this happen? An ecological survey must cover the whole site and the results incorporated into the proposal before approval. There is a public footpath that runs adjacent our property, increased usage would significantly affect our privacy. The footpath has evidence of flora indicating an ancient woodland, this ecological asset should be preserved and the footpath diverted. There is no detail on how the ecology of the site will be protected. The Council should resist a single application for the site , each phase should be subject to individual applications to enable the council to monitor the developers performance. No mention of health provision, how will the health care provision cope with the influx of 6,000 people? No new planning consents should be given to developers who failed to deliver the previous LDP sites. What research has the Council undertaken to assess the impact of the UK voting to leave the EU? Housing demand may be lower if we leave. What is the future for the radio masts next to our property, how has this been considered? What evidence is there that a development close to the town centre will decrease car usage and increase walking?
