PSA-RSSO XI AWARDS AND RECOGNITIONS

RSSO XI garnered 4 plaques during the 2017 NPW

Amongst the 18 Regional Statistical Services Offices’ (RSSOs) of the Philippine Statistics Authority (PSA), Davao Region amassed four recognitions in the 2016 Field Awards during the 2017 National Planning Workshop (NPW) held on November 23-25, 2016 at Quest Hotel, Clark, Pampanga.

The awards listed were a jumpstart for RSSO XI as this was the first year of new leadership of OIC-Regional Director Ruben D. Abaro, Jr., with his new Division Chiefs, Rosendo M. Aya-ay (SOCD) and OIC-Chief Ana Fe L. Austria (CRASD):

 2nd place on Partnership and Linkages;  3rd place on Statistical Frameworks and Indicators System;  4th place on Financial, Human Resource and Administrative Service; and  4th place on Statistical Planning and Coordination.

Overall, the region placed 6th out of the eighteen (18) Regional Statistical Services Offices of the PSA.

The PSA Awards is an annual recognition to field offices with exemplary performance as solid,

Crops Production Survey (CrPS) The CrPS aims to generate basic production statistics for crops other than palay and corn at the national, regional, and provincial levels. SURVEYS (REGULAR)

Family Income and Expenditure Survey (FIES) The FIES is a nationwide survey of households undertaken every three years. It is the main source of data on family income and expenditure, which include among others, levels of consumption by item of expenditure as well as sources of income in cash and in kind. The results of FIES provide information on the levels of living and disparities in income of Filipino families, as well as their spending patterns. The regional briefing was done on 14 to 19 December. Regional samples totaled to 2,948 households. Labor Force Survey (LFS) The LFS aims to provide a quantitative framework for the preparation of plans and formulation of policies affecting the labor market. Specifically, the survey is designed to provide statistics on levels and trends of employment, unemployment and underemployment for the country, as a whole, and for each of the administrative regions, including provinces and key cities. The following were the num- ber of samples monitored per survey round: 2,948 for Janu- ary, 2,315 for April, 3,050 for July, and 2,331 for October. Task force trainings were conducted as follows: 30 November to 04 December, 17 to 18 March , and 20 to 24 June . Survey on Overseas Filipinos (SOF) The SOF is a nationwide survey conducted as rider every October LFS

Annual Poverty Indicators Survey (APIS) The APIS presents data on the socioeconomic profile of Filipino families, and other information that relates to their living conditions. It is designed to provide inputs to the development of an integrated poverty indicator and monitoring system in the country, hence, useful to policymakers and researchers in analyzing poverty situation, and in planning, assessing, and evaluating various programs designed for the poor through the use of non-income indicators. HOUSEHOLD-BASED SURVEYS (REGULAR)

Palay and Corn Production Survey (PCPS) The PCPS consists of two (2) national quarterly surveys which are conducted simultaneously. These are the Palay Production Survey (PPS) and Corn Production Survey (CPS). This survey aims to generate quarterly estimates and forecasts on palay and corn production, area and yield and other production-related data that serve as inputs for policy making and programs on palay/corn. Data collection is scheduled on the first ten days of the month following the reference quarter. Sample households in the region totaled to 1,303 households.

Farm Prices Survey (FPS) The FPS generates data on prices received by farmers for their produce and prices paid for the pesticides they used in their farms. These price data are used in the periodic valuation of the outputs produced by the agricultural sector. Similarly, these are inputs to the development of price indices to measure the purchasing power of growers of selected agricultural products. This survey is conducted monthly in all provinces of the region. Data collection is scheduled every last ten days of the month.

Quarterly Inland Municipal Fisheries Survey (QIMFS) The QIFS covers inland fishing households. It generates data on volume and value of all species. Data on catch from rivers, lakes, swamps, creeks, dams, reservoirs, and other bodies of water are collected from households where there is one or more member/s engaged in inland fishing. A total sample of 63 households were enumerated in the region.

Annual Survey of Philippine Business and Industry (ASPBI) The ASPBI is an annual activity of the Philippine Statistics Authority (PSA). It aims to provide information on the economic activities of the formal sector in the entire country. The regional briefing was held on April 6-8, 2016. The region had collected 1,566 questionnaires of sample establishments.. PHILIPPINE STATISTICS AUTHORITY- REGIONAL STATISTICAL SERVICES OFFICE XI 11 ESTABLISHMENT-BASED SURVEYS (REGULAR)

Survey of Information and Communication Technology (SICT) SICT is a rider survey to the Annual Survey of Philippine Business and Industry (ASPBI). This is conducted every year (except in 2014). The SICT collects information on the availability, distribution and access/ utilization of information and communication technology (ICT) in business and industry in the country. Besides the core ICT indicators that are regularly being compiled by the PSA, the SICT will also enable the assessment and monitoring of the digital divide in the . Specifically, the SICT aims to measure the following: a.) component of ICT resources and their utilization by establishments, b.) diffusion of ICT into establishments from various sources, c.) e-commerce transactions from data on e-commerce sales/revenue and purchases, d.) cellular mobile phones business transactions, e.) estimate of the number of ICT workers in establishments, and f.) methods of disposal of ICT equipment. The regional briefing was held on 06 to 08 April. A total of 341 samples were monitored in the region.

Survey of Tourism Establishments in the Philippines (STEP) The conduct of 2014 STEP will generate statistics on the availability of supply from tourism industries that will meet the consumption of goods and services of visitors. This will continuously serve as a source of data on tourism supply.

The general objective of the 2014 HIGHLIGHTS OF STEP is to provide data on tourism characteristic establishments in the country. Specifically, the 2014 STEP aims to: a.) provide data on the supply and capacity in terms of facilities and services, b.) gather data on employment by sex and nationality, c.) gather data on revenue generated from tourist, and d.) provide information on indicators for future expansion and/or renovation plans.

Statistical The samples of the region totaled to 319 establishments. During 2016, only follow-up of reports and further verification were done.

PHILIPPINE STATISTICS AUTHORITY- REGIONAL STATISTICAL SERVICES OFFICE XI 12 ESTABLISHMENT-BASED SURVEYS (REGULAR)

Producer Price Survey (PPS) The PPS is conducted monthly by the PSA. It aims to collect monthly producers‘ prices of sample commodities. The PSA generates the monthly Producer Price Index (PPI) for manufacturing to derive from the MISSI the Volume of Production Index (VoPI) and the Volume of Net Sales Index (VoNSI).

Retail Price Survey (RPS) The Retail Price Survey (RPS) intends to collect retail prices and other relevant marketing information at various frequencies at pre- selected major trading centers throughout the country. A total of nine (9) trading centers

SURVEYS (REGULAR)

Commercial Livestock and Poultry Survey (CLPS) The Commercial Livestock and Poultry Survey (CLPS) is a quarterly survey which aims to generate primary data on supply and disposition of animals from commercial farms. The purpose of the survey is to be able to determine/ measure the performance of the livestock and poultry industry. A total of 151 farms/establishments were enumerated in the region during minor rounds while 262 farms/establishments for major rounds.

Survey of Slaughterhouses and Poultry Dressing Plants (SSPDP) This aims to collect data from accredited abattoirs and dressing plants as well as LGU- supervised slaughter facilities. It is being conducted in all provinces nationwide with data obtained from a complete enumeration of accredited slaughterhouses and poultry dressing plants as well as Locally Registered Meat Establishments (LRMEs) which is being undertaken in collaboration with the National Meat Inspection Service (NMIS) and Office of Provincial and City Veterinary. HIGHLIGHTS OF The region has monitored a total of 49 slaughterhouses/dressing plants for each survey round.

Semi-annual Survey of Dairy Enterprises (SSDE) PSA conducts the Semi-annual Survey of Dairy Enterprises in selected provinces where dairying exists. The survey is intended to generate data on inventory of dairy animals by type and breed, milk production of dairy animals by type and disposition.

PHILIPPINE STATISTICS AUTHORITY- REGIONAL STATISTICAL SERVICES OFFICE XI 14 ESTABLISHMENT-BASED SURVEYS (REGULAR)

Quarterly Aquaculture Survey (QAqS) The QAqS generates data on volume and value of aquaculture production by aquafarm type, by culture environment, by species, by quarter at the national, regional and provincial levels. The total sample respondents of the region reached to 484 aquafarms.

Quarterly Municipal Fisheries Survey (QMFS) The QMFS is conducted to monitor the inflow of fish catch at municipal landing centers. Municipal fishing is fishing within municipal waters using fishing vessels of three (3) gross tons or less, or fishing not requiring the use of fishing vessels. The survey also makes use of administrative records available from the Philippine Fisheries Development Authority (PFDA), as well as local government unit (LGU) - managed landing centers to complement the sampling frame of the QMFS. The QMFS generates data on quarterly volume and value of fish unloaded at municipal fish landing centers by species at the national, regional and provincial levels. The regional sample of the region totaled to 49 landing centers or 245 respondents.

Quarterly Commercial Fisheries Survey (QCFS) HIGHLIGHTS OF The QCFS collects information on the volumes and prices of fish brought into commercial (traditional) landing centers. Commercial fishing refers to catching of fish with the use of fishing boat with capacity of more than three (3) gross tons for trade, business or profit beyond subsistence or sports fishing. This survey aims to generate statistics on the quantity of fish unloading and price per kilogram of fish unloaded, disaggregated by species. The QCFS will be distributed to commercial landing centers. These surveys are done quarterly covering the monthly data. A total of 14 landing centers were enumerated in the region. PHILIPPINE STATISTICS AUTHORITY- REGIONAL STATISTICAL SERVICES OFFICE XI 15 ADMIN-BASED (REGULAR)

Foreign Trade Statistics (FTS) The foreign trade data contained in this report relates to commerce between the Philippines and other countries by sea or air whether for private or government use or for commercial purposes, gifts or samples. It also includes animals for the zoo, for breeding and the like.

Domestic trade statistics (DomStat)

DomStat is a compilation of data on commodities carried through the water, air & rail transport systems in the country. Data on the inflow & outflow of commodities in the different regions of the country are used to construct inter regional & inter industry relation tables. These serve as bases in the formulation & implementation of various regional development programs like countryside development & port planning.

HIGHLIGHTS OF Construction Statistics from Approved Building Permits (BP)

Construction statistics from approved building permits relate to administrative-based data on new constructions and additions, alterations and repairs of existing residential and non-residential buildings and other structures proposed to be constructed in all cities and municipalities of the country in a specific period.

Construction statistics are compiled by the Philippine Statistics Authority from the copies of original application forms of approved building permits as well as from the demolition and fencing permits collected every month by PSA field personnel from the Offices of Local Building Officials (LBOs) nationwide.

PHILIPPINE STATISTICS AUTHORITY- REGIONAL STATISTICAL SERVICES OFFICE XI 16 CENSUS-BASED OPERATIONS

2015 Census of Population (POPCEN) The POPCEN 2015, which is a complete enumeration of households in the country, is designed primarily to take an inventory of the population of the entire Philippines. It also collects information about some characteristics of the population such as age, sex, marital status, and highest grade completed. It will be the 14th census of population to be undertaken in the country since the first census in 1903. Moreover, it will be the 3rd population census to be conducted in between two decennial censuses. Previous to POPCEN 2015, mid-decade censuses were carried out in 1995 and 2007. The POPCEN 2015 aims to provide government executives, policy and decision makers, and planners with population data, especially updated population counts of all barangays in the country, on which to base their social and economic development plans, policies, and programs. For 2016, some selected regional staff attended the 1st level training on Machine Processing. On February 2016, the second and 3rd level trainings were then successfully cascaded.

2012 Census of Agriculture and Fisheries (CAF)

On June 7, 2016, SOCD XI facilitated the data evaluation workshop on HIGHLIGHTS OF temporary and permanent crops. The activity aimed to evaluate the results of the 2012 Census of Agriculture and Fisheries (CAF) on the said crops crops prior to its publication. Since the data in CAF are disaggregated by province and city/municipality, the PSA Provincial Offices (POs) were tasked to verify the results. The CAF is a large-scale government undertaking that is geared towards the collection and compilation of basic information on the agriculture and fishery sector. The 2012 CAF was the sixth of a series of decennial census on agriculture and the fifth on fisheries in the country. Statistical Operations

PHILIPPINE STATISTICS AUTHORITY- REGIONAL STATISTICAL SERVICES OFFICE XI 17 SPECIAL PROJECTS

Barangay Agricultural Profiling Survey (BAPS) The Philippine Statistics Authority (PSA) XI has embarked a project on Barangay Agricultural Profiling Survey (BAPS) in partnership with the Department of Agriculture (DA) XI as the funding agency. The project has been designed to collect information on the basic structure of agriculture and fisheries at the barangay level. Its output is aimed to serve as effective inputs to the government in the identification, design and implementation of appropriate development programs, and in identification of target beneficiaries. The Memorandum of Agreement for this endeavor was signed on December 8, 2015 and preparations for the survey instruments kicked off thereafter. A Project Steering Committee (PSC) was created to handle the preparation and implementation of this undertaking. In the month of February, preparatory activities had kicked off. Numerous preparations that were already completed by the committee were as follows: 1.) Initial Conference on BAPS, 2.) Meeting with PSA Caraga for a Sharing of Experience, 3.) Preparation of the Work and Financial Plan, Survey Questionnaire, Manual of Operations, Editing Guidelines, Dummy Output Tables, Publicity Material/Brochure, 4.) Consultation Meetings with Funding Agency on 11 April and 04 May, and 5.) Designing and Presentation of Data Processing System. On May 10, 2016, the Department of Interior and Local Government (DILG) issued a memorandum circular enjoining all Local Government Units (LGUs) in Davao Region to cooperate with and support all undertakings of BAPS. In July 2016, PSA Central Office granted clearance to the conduct of BAPS for Davao Region and consequently downloaded the allocated funds on August 15, 2016. Upon the receipt of funds, the first level training was then conducted on 06 to 07 September, and second level trainings on 14 to 16 September. Enumeration was carried out on 19 September to 18 October. Editing, coding, and encoding were done starting in October.

Livestock and Poultry Information — Early Warning System (LPI-EWS)

LPI-EWS is a collaborative project of various agencies wherein PSA is one of the Lead Implementers, together with the National Meat Inspection Service (NMIS), and DA-Agribusiness and Marketing Assistance Service. The Department of Agriculture-Office of the Secretary (DA-OSEC) is the proponent of this undertaking. The Philippine Statistical Research and Training Institute (PSRTI) acts as the Co-Implementer and Fund Management agency. An organizational meeting was held on 27 January to start up the project operations for 2016. On 29 January, another meeting was organized to discuss and finalize the Work and Financial Plan. For its final outputs, the LPI-EWS Project Team has prepared and presented the 2015 semestral and annual reports of Broiler and Swine Situation Reports to the Private Agribusiness Sector (PABS) and Regional Steering Committee on December 9, 2016 . The 2013-2014 semestral and annual issues and the Statistical Handbook were already endorsed to the National Steering Committee. The regional team also conducted the Regional Meat Inspector Consultative Workshop/Meeting on 20 to 21 September. This orientation motivated the meat inspectors in accomplishing their assigned responsibilities. As of December 2016, NMIS reported that around 50% or 30 out of 61 meat inspectors have religiously complied in the standard procedure on Data Collection on Animal Slaughter as stipulated in AO 5 series of 2016.

Instituting the Regional Statistics Committee XI

The Regional Statistics Committee was established in the regions to provide direction and guidance to regional/local statistical development activities. It was passed through PSA Board Resolution No. 05 dated March 20, 2015 and was carried out in Davao Region through its 1st Regular Quarterly Meeting on March 22, 2016 at the NEDA-RDC XI Center, Km. 7, Bangkal, . The institutionalization was successfully Initiated by the Statistical Operations and Coordination Division of PSA XI, the RSC XI Secretariat. The committee is chaired by the Regional Director of NEDA and Vice-Chaired by the Regional Director of PSA. PSA-RSSO XI prepared and finalized the 2013-2015 GRDP estimates for Region XI as well as the hard indicators supporting the estimates. The regional office was the first to submit the regional preliminary estimates for its assigned sector, which is the Mining and Quarrying. Selected staff participated in the validation of estimates conducted in Ace Hotel, Pasig City in July 2016.

The PSA-RSSO XI also prepared a write-up featuring the highlights of the 2013-2015 GRDP of Davao Region. This write-up was presented in a form of Press Release and was disseminated during press conference and was forwarded to oth- er agencies through e-mails.

The news conference was conducted on July 28, 2016 at the Grand Regal Hotel, Davao City in order to disseminate the final estimates to the public. The BREQS is a scheme where PSA authorizes a partner to receive requests for PSA-issued copies and certifications of civil registry documents from the public and issue the documents to its clientele. The actual processing of the requests is done by the Serbilis Outlet assigned to service the authorized partner (also known as the BREQS User).

Under the scheme, PSA shall be providing the BREQS User the software, form templates, updates and procedures necessary in servicing its clientele. The software will enable the BREQ User to do off-line encoding of the application details.

The civil registry computerization project of the PSA, or the CRS-IT Project, established among others, various Serbilis Outlets nationwide for the convenience of the public when requesting copies and certifications from PSA. With the BREQS scheme, the public can now also avail of many of the services offered in a Serbilis Outlet through the authorized agent. HIGHLIGHTS OF

Civil Registration Month (CRM)

As part of the activity for the celebration of the CRM, the PSA-RSSO XI conducted an information dissemination drive to Home Development Mutual Fund (HDMF) about Civil Registration matters. CRASD OIC-Chief Ana Fe L. Austria together with Mr. Filomeno Alas, Jr and Renante B. Maturan were the resource persons during the event.

They presented and discussed the following topics: Republic Act (RA) 10172, RA 9048, Security Features of CRS Documents and Copy Issuance of Civil Registry Documents. The information presented was well appreciated by the participants who were mostly composed of the staff of the HDMF.

2015 Report on the Economic Performance of Davao Region News Conference

At 10 o’clock in the morning of July 28, 2016, a News Conference on the release of the 2015 Report on the Economic Performance of Davao Region was conducted at the Grand Regal Hotel, Davao City.

On August 18, 2016, the Press Conference of the 2nd Quarter Report of the Philippine Economy was held in SMX Convention Center in SM Lanang Premier, Davao City. It was the first time that a press conference on the country’s economic report was held outside . PSA-RSSO XI helped in the coordination for the successful conduct of such event. It was attended by the National Statistician, Dr. Lisa Grace S. Bersales and NEDA Secretary Ernesto M. Pernia.

Also in attendance were Deputy National Statistician Romeo S. Recide and the Assistant National Statisticians of PSA. The event was attended by various national and local media organizations of the country.

Dissemination Forum of PSDP 2011-2017

The PSA-RSSO XI hosted the conduct of the Regional Dissemination Forum on the Updates of Philippine Statistical Development Program (PSDP)

HIGHLIGHTS OF 2011-2017 and the Sustainable Development Goals (SDGs) on September 15, 2016 at the Grand Regal Hotel, Davao City.

Since its opening in January 2015, the PSA-RSSO XI library continuously served to its clients in 2016. The library contains a wide collection of statistical publications and reference materials on various concerns, both local and international, from the libraries of former Bureau of Agricultural Statistics (BAS), National Statistical Coordination Board (NSCB) and National Statistics Office (NSO). Walk- in clients are free to use the new library from 8:00 a.m. to 5:00 p.m. with no noon break, Mondays to Fridays.
