FINANCIAL YEARS 2016/2017 – 2018/2019

Mr. Speaker, The Hon. Deputy Speaker Resident District Commissioner, Hon. Vice Chairperson Members of the District Executive Committee, Hon. In fulfillment of Local Government requirement under Cap 243, Sub section 13(5) of the Local Government Act, it is with great pleasure that I stand to deliver the State of the District Affairs Address to the District Council for the financial year ending 30th June 2019

It’s our vision as leaders of “To create a prosperous community with all households accessing basic needs of life and increased household income”. This vision is in line with the proposed goal of the third National Development Plan III 2020/21- 2024/25 which aims at increasing household incomes and improving the quality of life. To achieve the above vision, the District will pursue a number of development strategies including: • Maintaining peace and good governance. • Commercialization of agriculture • Reduce the cost of doing business • Harnessing tourism potential • Promote private sector investment • Mindset change to promote focus on development • Increasing local revenue mobilization • Eradicate Extreme Poverty and Hunger 1

• Promotion of social services. • Ensure that, children will be able to complete a full course of primary schooling. • Reduce Child Mortality • Foster infrastructural development at all levels • Enhance provision of quality education at all levels • Ensure environmental sustainability • Promote Gender Equality and Empowerment of women

Mr. Speaker Sir, allow me to bring to your attention some of the key events that have unfolded in the District this Financial Year - 2018/19.

1. On 21stMarch 2019, we were privileged to have hosted His Excellency the President of the Republic of who came to commission the completion of Isimba Hydro Power project in Busaana Sub county. 2. On 20th March 2019, Kayunga District hosted the national celebrations for the Oral Health day. 3. The Minister in Charge of Youth Affairs from Liberia visited and toured YLP Projects in Kayunga District 4. The State Minister for Works launched the construction of Kyerima- Nakaseta- Lukonda road in Kitimbwa SC using the low-cost sealing technology program, the first of its kind in the Central Region of Uganda. 5. On 26th April 2019, Hon Justice Geoffrey Kiryabwire launched the small claims procedure in Kayunga District.

SECTOR PERFORMANCES FOR FINANCIAL YEAR 2016/17 – 2018/19 AND PRIORITIES FOR FY 2019/20.

Mr. Speaker Sir, allow me to bring to your attention issues that have been brought to our charge and handled since FY 2016/ 17 to FY 2018/19;

ADMINISTRATION SECTOR

It’s composed of CAO’s office, Human Resource, Information, Records Management, Procurement Unit and office support services. Mandate This sector focuses on mapping out strategies for effective coordination of implementation of priority programs to reduce duplication of efforts and ultimately fostering efficient service delivery towards the realization of Vision 2040 aspirations.

The following milestones were achieved in the last 3 Financial Years

• Promoted and recruited staff whereby most of the critical vacantpositions were filled.

• Management of the payroll has been streamlined, whereby salaries are now paid timely and promptly. Issues of ghost employees have been eliminated and pensioners are also ably handled. • Completion of the main district administration block has been done and now 80% of the departments have offices under one roof. • In the same vain, construction of the Southern wing is in progress at beam level we hope that when funds are available it will be completed in 2021/22. • The district has also been able to create awareness internally, nationally and internationally about its programs and activities through the various media platforms and this has not only enabled it to popularize its services but also created a good image about the District, thereby attracting more investors and or development partners. • On realizing that we had received many ICT equipment and Management Information systems , the district has operationalized the ICT sector by recruiting ICTpersonnel, hence creating jobs both directly and indirectly. • Monitored public funded programs and projects. • Sworn in newly elected L.C.I & II political leaders • Disposed off public assets

In FY 2019/20, the sector aims to achieve the following: • Phased construction of the southern wing of the district administration block. • Recruitment of staff • Management of the payroll • Continue to promote the district in order to attract more investors to develop the district. • Payment of salaries to technical staff, salaried political leaders and pensioners • Award of contracts • Management of records

COUNCIL, BOARDS AND COMMISSIONS

The major mandate of council is to perform legislative, oversight and representation roles. The current district council is the 5th and consists of 25 members of council.

Its composed of the following sub sectors; District council, Public Accounts Committee, District Service Commission, District Land Board & District Contracts Committee.

The 5th council has registered the following achievements • Carried out oversight visits to public funded projects and programs. • Committee reports were debated and adopted by the council • Paid ex-gratia allowances to Local council I and II chairpersons • Paid monthly allowances to District and sub county councilors. • Inducted sub county political leaders with support from GAPP and MoLG. • Approved a district client charter andInformation and Communication Technology policy. 3

• Recruited staff, offered study leaves, confirmed and disciplined staff. • Handled issues of land • Awarded contracts • Discussed Internal Audit and Auditor General’s reports

In FY 2019/20, the sector will; • Strengthen citizen participation and contribution in promoting rule of law, transparency and accountability in the provision of services to achieve equitable and sustainable development. • Debate committee reports • Induct Sub county councilors. • Recruitment of staff • Discipline, confirm and offer leave to staff • Award contracts • Handle land matters • Discuss internal audit and auditor general’s reports INTERNAL AUDIT SECTOR; This sector is mandated to enhance prevention, detection and elimination of corruption, increase public demand for accountability, improve compliance with accountability rules and regulations and enhance public contract management and performance. In the last 3 financial years, the sector has; • Carried out financial audits, for the 3 financial years that ended, also carried out value for money audit and special audits.

In FY 2019/20, the Sub sector will; • Undertake financial audits

FINANCE AND PLANNING SECTOR

It’s composed of the following sub sectors; Planning unit, statistics, population, financial management, Revenue Management, budget and planning, expenditure Management, accounting and book keeping.

The mandate of this sector is to oversee all financial management including the efficient allocation and accountability of financial resources for equitable development across sections in the District.

Achievements made included; • This sector has undergone some reforms since the transformation of the Performance Budgeting System (PBS) andIFMIS system whereby now the budget, all payments, book keeping, accounting process, reports and all expenditures are monitored and automatically prepared online. • Prepared draft Annual Budget Estimates which were laid before this council • Prepared and submitted Financial statements to the Auditor General. • Mobilized and collected local revenue 4

• Birth registration of all children bellow 5 years with support from UNICEF

What will be done in FY 2019/20 • Preparation of budget estimates for FY 2020/ 2021 • Preparation of Final Accounts for FY 2018/19 • Conduct Local Revenue enhancement exercises • Update the existing Local Revenue database. • Supervise and render technical support to LLGs in revenue mobilization & financial reporting • Preparation of budget conference, performance contract and annual budget for 2019/20 • Registration of births

PRODUCTION AND MARKETING SECTOR The Sector is constituted by the following sub sectors; Crop, Veterinary, Fisheries, Entomology and Agricultural Engineering.

Mandate: To ensure household food security and improved incomes.

Achievements Registered in the last 3 Financial Years;

Mr. Speaker and Honorable Members, agriculture remains the backbone of our economy because it is the sector that is most easily accessible to the majority of the populace in the district. Even the ones without land can borrow or rent from others.

Through Operation Wealth Creation program, we have undertaken pivotal actions in a number of critical areas which I will now point out to you;

• In order to revive our lost glory of Kayunga as both a coffee growing area as well as a food basket for the surrounding townsincluding and Jinja,coffee,mangoes and citrus seedlings,improved maize and bean seeds, pineapple, ginger rhizomes,banana tissue cultures and cassava cuttings have been distributed to farmers in an effort to have them transformed from a peasantry to a commercial status. • Promotion of fish farming as one of the profitable enterprises in the District has been undertaken whereby fish fingeringsand feeds have been provided to fish farmers. Also,farmers have been provided with extension services in the field of fishfarming.This intervention however, still faces challenges of limited access to quality fish seed and feeds. • Promoted hygiene and sanitation at landing sites • We distributed 115 in calf heifers under OWC programand 43 cows by Send a Cow project to youth leaders, veterans and some selected farmergroups. • Vaccinated cattle against FMD in and Galiraya sub counties. • Artificial insemination of cows • Iam happy to report that the Ministry of Agriculture, Animal Industry and Fisheries provided a double cabin motor vehicle, 8 motorcycles, in addition to 2

motorcycles that were procured by the districtweredistributed toextension workers to facilitate their mobility and improve service delivery.

Future prospects -2019/20 The Government’s mission in the agricultural sector is to “to transform subsistence farming into commercial agriculture”. Under the Agriculture Sector strategic Plan (ASSP), Government interventions are guided by four objectives; Increasing agricultural production and productivity; increasing access to critical farm inputs; improving agricultural markets and value addition; and improving service delivery.

How will the District achieve this?

• The District will guarantee food security, by enabling the people to move from subsistence to market-oriented farming for both food and income. • Lobby for funding in water for production to Support Households with small scale rain harvesting and storage technology to stop reliance on rain-fed agriculture alone. • Increase agricultural production and productivity through provision of improved planting seed varieties and animal breeds to farmers. • Provide fish fingerlings, renovation of drying racks for silver fish at Kawongo landing site in a bid to promote value addition to silver fish. • Strengthen extension services provision to farmers. • Support and promote at least 3 public-private partnership in implementation of Local Economic Development (LED) in the areas of Agro-processing/value addition, increasing production and productivity every year.

EDUCATION AND SPORTS SECTOR The sector is composed of the following sub sectors; administration, inspectorate, sports and special needs.

The mandate of this sector is to provide education services at all levels in Kayunga District Local Government.

Achievements Made from FY 2016/17 – FY 2018/19; Mr Speaker and Hon Members of council, among the interventions undertaken under the Primary Education sector in the Financial Years 2016/2017 to date included:

Our academicperformance in PLE has tremendously improved in the last 3 years but I will concentrate on the performance of 2018 whereby out of 7392 learners who sat for PLE exams, 566 passed in Grade I compared to 301 in 2017.

In order to improve on the learning environment, eight -2 classroom blocks with offices have been constructed in the following primary schools; -Lukonda CU, Kawolokota RC, Bujwaya CU in Kayonza Sub county, Nanjwenge CU and Mansa Eden in KitimbwaSC, Musitwa Umea in SC, Namalere CU in Galiraya SC and St. Andrews in Kayunga TC.

Provision of staff accommodation to motivate teachers towardsstaying in hard to liveareas has also been dealt with whereby ,3 staff houses with pit latrines and water tanks have been constructed at Kyetume High School- Kitimbwa SC, Kyengera PS- Busaana SC and Bwalala P/S in Kayonza SC.

Mr. Speaker Sir, on realizing that the government was losing some of its investment projects in schools due to inadequatemaintenance, the district council renovatedclassroom blocks atNamulaba Umea and NakazibaCU, staff houses at NdeebaCU andNakirubi Primary school and also completed a classroom block at Kiziika PS.

Through the department of education, the district procured a double cabin pick up motor vehicle to facilitate regular and effective supervision, inspection and monitoring of schools.

Considering that improvement ofsanitation in schools is key among the priorities on the list of this council’s agenda, we have constructed 28 emptiable pit latrines in the following schools; Kitimbwa Umea, Bulawula PS, Kyetume- Kabaganda, St.MartinNongo, Nakivubo CU in Kitimbwa SC, Ntimba CU, Kiwenda PS Busungire PS, Kasokwe PS & Galiraya PS in Galiraya SC, Nawansama Umea, Lukonda CU&Namatogonya CU in Kayonza SC, Kibuzi PS, Busaana CU, Bisaka Parents, Bumali Umea, Namirembe CU, Busaana RC in Busaana SC, Kyampisi CU, BuwungiroCU,Kiwooza CU &Bukujju Umea in Kayunga SC, Kangulumira Moslem, Bukasa CU &Kasambya Moslem in Kangulumira SC, Namagabi Umea in Kayunga TC and Mugongo CU in Bbaale SC

Trained head teachers and teachers of upper primary in curriculum interpretation, integration and implementation, and matters of policy, which has improved scheming, lesson planning and teaching as evidenced from the improvement in the academic performance among the learners.

Additionally, Senior Women and Men Teachers were trained in management of menstruation and hygiene in schools as a means of mitigating dropouts, particularly the girl child.

Under Secondary Education, the following were done, among others:

• In line with the government policy of establishing at least one government aided secondary School in each Sub county, 3 government aided schools have been created as follows; St. Peters- Kibuzi Secondary School in Busaana SC, Nalinya Irene Ndagire in KayonzaSC. However, the construction of Musitwa Umea Seed Secondary School in Nazigo SC has not taken off due to some procurement challenges. • Payment of capitation grants and salaries of staff for government aided secondary education;

• We also witnessed the handover for the construction ofinfrastructural projects by UEGCL in St. Peters-Kibuzi S.S and Busaana S.S

Tertiary Education The government has constructed modern workshops, computer laboratories, lecture rooms, accommodation facilities and offices for Ahmed Seguya Memorial Technical Institute. It has not only constructed these infrastructures but also equipped them with modern equipments (Implemented by the MoES)

More staff have been posted to this technical Institute.

Payment of capitation grants and salaries of staff of Ahmed Seguya Memorial Technical Institute. Future prospects for FY 2019/ 2020

• Construction of Musitwa Secondary Seed school in Nazigo SC • Construction of a staff house at Nawansama Umea primary school. • Construction of classroom blocks in four primary schools of Katikanyonyi C/U, Nabuganyi R/C, Maligita P/S and Kirindi R/C.

• Construction of emptiable pit latrines in the Primary Schools of Kyengera C/U, Busaale C/U, Kanjuki R/C, Namayuge C/U, Wunga C/U, Kanjuki Umea, Namulanda C/U &Kiwenda C/U.

• Supply of desks to 4- primary schools; Namulanda C/U, Kasokwe R/C, Kimanya C/U and Misanga C/U. • Renovation of 2- primary schools of Namirembe C/U and Nakyesa Bright Future. • Disbursement of capitationgrants to government aided education institutions.

Allow me Mr. Speaker and Hon Councilors to recognize UEGCL for complementing our services through construction of a staff house, classroom blocks and VIP latrines at each of the following schools; Busaana Secondary School Nakatooke P/S and Nakakandwa CU Primary School and then also a science laboratory, main hall and VIP latrine at St. Peters-Kibuzi Secondary School as part of their social cooperateresponsibility to the communities.

HEALTH DEPARTMENT The mandate of this sector is toplan, coordinate and direct health service delivery in the district with emphasis on the minimum health care package.

Achievements made included; As far as Health is concerned Mr. Speaker, the council is totally committed to the improvement of health service delivery in the district. Wehave achieved this by focusing on interventions in priority areas aimed at reducing morbidity and mortality. Emphasis has been laid on the delivery of a minimum healthcare package consisting of the following elements: 8

i. Health Promotion, Disease Prevention and Community Health Initiatives, including epidemic and disaster preparedness and response has been done (In this regard, I wish to commend the Department of health on the way they controlled cholera outbreak in Kayonza Sub county) ii. Maternal and Child Healthcare through provision of antenatal services, immunization of children among others. iii. Prevention, Management and Control of Communicable Diseases. Significant achievements have been registered in malaria control through special interventions including distribution of mosquito nets and improvement in treatment of malaria related cases. iv. The government through National Medical Stores has continued to supply drugs and other medical sundries to all government health facilities. That notwithstanding, the quantity of drugs supplied are inadequate and also the type of drugs supplied are not commensurate to the needs of the health facilities. v. Hepatitis B vaccination in Kangulumira and Nazigo sub counties.

In regard to Health Infrastructure development, Government embarked on the rehabilitation, expansion and the re-equipping of all existing health facilities in the district. It has also embarked on the upgrading of health center IIs to the level of Health Centre IIIs through construction of new structures such as staff houses, maternity, Inpatient wards among others. A number of projects attest to this.

a. Expansion and major rehabilitation of by the Ministry of Health in collaboration with the district is in advance stages. b. Construction of a 4-unit staff house and maternity ward at Lugasa H.C.III by Nsambya Rotary club c. Renovation of Bbaale H.C.IV theatre d. Renovation of Lugasa H.C.III with support from Nsambya Rotary Club. e. Upgrading of Bukamba Health Centre II to Health Centre III is in progress, whereby VIP latrine, placenta pit, staff houses, wards (maternity, male, female & pediatric wards among others. f. Construction of staff houses in Busaana H.C.III and Bukamba H.C IIwith support from UEGCL is in progress. g. Placenta pits were constructed at Kawongo and Lugasa H.C. IIIs. h. Installed fabricated containers for use as drug store at Kangulumira and Galiraya Health centers. i. In order to improve on outreaches, the district received a donation of 8 motorcycles for TB, HMIS services and supervision of medicines management. j. Biometric machines were installed in Health Centre IVs and IIIs to help in the management of duty attendance of staff. k. Construction of a General ward, staff house and VIP latrine at Busaana H.C.III (work in progress) with support from UEGCL l. Construction of General wards at Namusaala and Nakatovu H.C. IIs is in progress with support from UEGCL and MoH respectively. On this note, I would wish to thank the Hon Member of Parliament for Ntenjeru North for having procured land on which to construct a general ward for Nakatovu H.C.III.

Mr. Speaker, I am privileged to inform this August house that, Kayunga hospital laboratory attained International Accreditation by South African National Accrediting Systems (SANAS) with Facility Accreditation No.MO623 with support from MOH/MUWRP/AGHPF

Future Prospects for 2019/2020 • Upgrading of Kakika Health Centre II to Health Centre III • Construction of a pit latrine at Galiraya HCIII • Procurement of assorted medical equipment for health facilities • Construction of an OPD at Kawongo H.C.III as prospect

WORKS AND TECHNICAL SERVICES SECTOR Mr. Speaker, this sector is composed of roads, water, housing and mechanical sub sectors.

ROADS TRANSPORT SUB SECTOR The mandate of this sub sector is to construct, rehabilitate and maintain the district road network in order to increase the stock and quality of strategic infrastructure to accelerate the district’s competitiveness.

Kayunga district has a total road network of 1201.8 kms and I bridge. Of these 4 are national roads, 340 kms are district roads, 64.3are urban roads and 1115.1 are community access roads

Achievements made in the last 3 Financial Years included;

For the last 3 years, the District received UGX 2,595,503,720 as Uganda Road Fund for District, Urban and Community Access Roads;shs 206,000,000 under DDEG and shs 10,000,000 as Local Revenue which was used for maintenance of roads and as you can see, roads in many parts of the district have improved. The District using this funding maintained 341.9 kms of roads under mechanized maintenance using its road equipment and 975.4 under Routine manual maintenance using road gangs. The following roads among others were worked on in the last 3 Financial Years (2016/17 – 2018/19) In 2016/17 the following roads were worked on; Kitye-Lwabyata, Butalabuna-Balisanga, Bubajjwe-Bukujju-Kanjuki, Kanjuki-Busaale- Nongo, Nakyesa-Ntenjeru, Busaana-Namirembe-Bisaka, Waliga-Seeta,Gangama- Bukamba

In FY 2017/18the following roads were worked on Busungire-Namalere-Lukunyu; Kayonza-Kawolokota-Namizo-Nyondo; Nazigo-Kiremezi- Spota-Wabirongo; Kanjuki-Kyanya; Kanjuki-Busaale-Nongo; Bisaka-Wampologoma;, Lugasa-Bugonya; Bubajjwe-Bukujju-Kyanya;Namulanda-Nsotoka-Bunyumya-Kaazi; Kiwangula-Buguvu-Nakatooke;Kayonza-Namatogonya;Galiraya-Nakatuli-Bbaale; Gangama-Bukamba. In Financial Year 2018/19 thefollowing roads were worked on Kisoga-Kikwanya-Nalwewungula; Busaana-Namirembe-Bisaka; Busaana-Namirembe- Bisaka;Kangulumira-Kalagala;Butalabuna-Balisanga;Bubajjwe-Bukujju-Kyanya; Kitimbwa-Namavundu-Nyondo; Kanjuki-Busaale-Nongo; Galiraya-Nakatuli-Bbaale; Kirindi-Kisega-Kiwula;Kabagambe-Budoda;Bugaddu-Bukungulu-Nampanyi-Kasana; Busaana-Buyuki-Sababu-Kasana Via Wampologoma; Bugaddu-Lusenke; Kyayaye- Kayonjo; Wantente-Kyengera-Lusenke via Kibuzi and Bugaddu-Olowo. The Ministry of Works also worked on the following roads;

• Kayonza Sub county: Kirisiru- Kabalangajja – Kyamugongo rd (14km), Nawansama- Tindian rd (1.5km), Nakyesanja IV- Takajunge (1.5km), Nakyesanja IV- Mbale (3.5km);Nsamba close (0.6km), Wankya rd (3.1km), Kavule II rd (1.3km) • Kitimbwa Sub county: Bulawula- Tweyagalire- Nawankonge rd (5.1km)

• Bbaale Sub county:Bbaale- Kyawandi- Kyantala rd (6.5km)

• Galiraya SC:Kawongo- Kitwe- Kalenge rd (5.4km)

• Kayunga Sub county: Namulanda- Kitira zone Rd (3.6 km), Kaazi- Namatogonyard (2.3km), Gangama- Matabard (2.3km), Kanjuki – Busaalaerd (4.6km), Bubajjwe – Nakatovu- Nakazibard (4.5km), Bulyankuyege- Buyobe HC II rd (2.0KM), Kawuku- Buwungirord (5.6km), Bwetyaba- Kafuge- Ntookerd (3.1 km), Katikamu- Namatogonyard (1.8km), Bulyankuyege- Busolo- Kiyagird (3.2km)

Iam also happy to report that, the MoW rolled out low cost sealing andprobase technology on Kyerima- Nakaseta- Lukondaroad in Kitimbwa SC as an alternative and sustainable method of road maintenance. It’s the first of its kind in the Central Region of Uganda.

Uganda National Roads Authority (UNRA) also worked on the following roads 1. Nazigo- Kirindi-KirekuBusaana- Kitimbward (44.5 km) 2. Kyerima- Bulawulard (11km)

What will be done in FY 2019/ 2020 • Routine maintenance of roads • Mechanised maintenance of roads 11

Ministry of Works will also construct a tarmac road in Busaana Town Council using the low-cost sealing technology program.

WATER SUB SECTOR; The mandate of this sub sector is to provide sustainable safe water within easy reach and hygienic sanitation facilities, based on management responsibility and ownership by the users. In a bid to achieve this, the following infrastructural projects have been implemented in the last 3 financial years; Using its fund, • The district has drilled 25 boreholes in the following villages; Kiwuba, Namatala, Wabirongo, Wabunyonyi, Nakakandwa, Kisugu, Sokoso, Wankyayiraki, Gangama,Nakivubo A, Kafumba, Banda, Kiwula, Kyanya, Namirembe, Katikanyoni, Senda, Wabukwa,Kimanya, Natteta, Lusenke, Seeta-Nyiize, Nakitokolo, Kanywero, and Ntimba. However, the district has also been supported by other partners to construct more boreholes. • Protected springs were constructed in Seeta-Nyiize, Kawomya, Kimanya, Nsiima, Lusenke and Nampanyi. • Rehabilitation of non-functional boreholes Jiira, Kasokwe, Gwero-mission, Nawankonge, Nakyesa, Kitatya, Bugobero, Kataigwa, Kambatane, Soona,Kigayaza, Kawomya, Kirindi, Bukujju, Lusenke, Balisanga, Namaliri, Ntimba, Nazigo • Constructed 3 public latrines in the rural growth centers of Kangulumira,Nakyessa andNakirubi. • In order to accelerate access to clean and safe water, thed istrict in conjunction with its development partners has constructed the following 3- piped supply water schemes; 1. Kitimbwa – Kyerima Piped water scheme- funded by the district grant 2. Bbaale Mini piped solar water scheme- constructed under PPP-Later Day Saints of Christ & District. 3. Namusaala mini solar piped water supply scheme – Constructed by MoWE 4. Nakirubi mini solar piped water supply scheme- Constructed by MoWE Mr. Speaker Sir, I would wish to inform this August house, that the Government of Uganda is constructing Bugobero Mega Water Scheme in Busaana Subcounty and when completed its anticipated to supply selected sub counties in the districts of Kayunga, Mukono, Buikwe and Kamuli. Also the Government of Japan is going to construct a mini solar power piped water project at Katikanyonyi and Bukamba in Nazigo Sub county. MECHANICAL SUBSECTOR • Received a district road unit from the Ministry of Works (wheel loader , water browser, roller, 2 tipper trucks and a grader)- komatsu and this has enabled us to maintain our roads.

• Five road operators were trained by the Ministry of works to operate the new road equipment. • Repaired and serviced the road equipment.

HOUSING SUB SECTOR This sub sector is responsible for ensuring for supervision of allbuildings being constructed and maintained in the District.

ENVIRONMENT AND NATURAL RESOURCES Its composed of the following sub sectors; Environment, Forestry, Land Management, physical planning, Surveying and cartography. The mandate of this sector is to coordinate sustainable management and utilization of Natural resources in the District. In a bid to realize this, the following have been achieved, among others:

i. Renovated natural Resources offices ii. Constructed 7 refuse bankers in Busaana Town council, Kayunga Catholic church & Namagabi Umea Secondary School in Kayunga Town Council,Nazigo Town Council Market,Kitimbwa TC and Kangulumira TC geared towards sustainable management of waste. iii. Restoration of degraded wetlands of Musamya wetland system with support from the Ministry of Water & Environment. iv. Managed to open boundaries of Gangama local forest reserve. v. Demarcated 100-meter zone along River Nile in Kangulumira Sub county with support from MoWE. vi. Environmental screening of all development projects undertaken in the district Surveyed and processed land titles for land applicants in the District. vii. Inspected and approved building plans across the District. viii. Acquired a land title for Kayunga main hospital

Despite the fact that we have managed to achieve the above, we have encountered some challenges like; the long dry spell has affected the tree seedling survival rate across the district; Under staffing of the sector whereby out of the approved staff structure of 18 staff, the department has only 6 staff, which has negatively impacted on service delivery; The existing land tenure system in regard to ownership of the fragile ecosystem.

However, if we are to preserve our fragile ecosystem especially the wetlands, It is high time that we remember and appreciate these precious gifts from God by protecting them. If they don’t get the care they need and deserve, they will all disappear.

During the Financial Year 2019/20 the following will be undertaken, among others: • Acquiring a land title for Gangama local forest reserve. • Environmental screening of all investment projects. • Provision of tree seedlings to institutions and communities. 13

• Continue with demarcation of the fragile ecosystem. • Creation of awareness on sustainable utilization & management of natural resources. • Settling land disputes through surveying, demarcation and titling of land. • Process and acquire land titles for local government land, land hosting public facilities and land donated to the local Government in a year

It is high time that residents of Kayunga remember and appreciate the precious gifts of nature from God. If they don’t get the care they need and deserve, they can all disappear. We should remember what Jesus said in Mathew 7:6, “don’t give what is holy to the dogs, nor cast your pearls before swine, lest they trample them under their feet, and turn and tear you in pieces.” When we destroy our God given environment, we will be like those pigs. Its high time as leaders that we interest ourselves in the protection of our natural resources by sensitizing our electorates about the dangers of destroying them.

ENERGY SECTOR: Inthis area, the central government has undertaken the following projects;

i. Construction of Isimba Hydro Power Project in Kayunga District was completed and the project was commissioned on 21st March 2019 by H.E the President of Uganda. ii. Rural Electrification: Through the Rural Electrification program, electricity was extended to villages in Kayunga, Kitimbwa, Kayonza, Bbaale, Galiraya, Busaana and Nazigo sub counties.

COMMUNITY BASED SERVICES SECTOR The mandate of this sector is toensure that the community participates in all development programs. Through its various programs the government has provided financial support to youth, women, older persons and disabled groups. YOUTH LIVELIHOOD PROGRAM The Youth Livelihood Programme (YLP) is a revolving government program geared towards empowering the youth to harness their socioeconomic potential, increase self- employment opportunities and income levels. Since Financial Year 2016/17 to present, about 121 youth groups have been supported with a sum of UGX 907,156,850 and have established both livelihood and skills development income generating projects.

Mr. Speaker, the bad news is that due to the budget cuts, the Ministry of Gender, Labour and Social Development will not finance projects next Financial Year 2019/20 and submitted projects will be funded using the recovered funds. On this note its incumbent upon ourselves to ensure that all funds that have been provided to the District are recovered.

The government has made some revision for the implementation of YLP and UWEP programs , whereby the minimum number of beneficiaries has been reduced from 10 to 5 members; catchment area for the group is village or parish ; management of enterprise where applicable can be decentralized into individual or mini groups, group accounts will have 3 signatories of chairperson, secretary and treasurer of the group, funds for approved projects will be disbursed directly from the Ministry to the individual group bank account.

Just like any other district in Uganda, Kayunga is experiencing a challenge of the unwillingness of the beneficiaries to make repayments especially groups of 2014-15 to 2015-16 and also diversion of funds, some youth chairperson disappearing with funds and cannot be traced, political leaders especially youth leaders who received funds have hesitated from making repayments and also parents using their children to receive YLP funds.

SOCIAL PROTECTION GRANT/ SAGE Mr. Speaker and Hon. Members of Council, Kayunga District is also benefiting from this program, whereby eligible older persons are given a monthly pay of shs25,000. Since the inception of the program shs 723,850,000 has so far been provided to 837 older persons.

Iam happy to report that some changes have been made in the program, whereby all older persons above 80 years are eligible for benefiting from this program. On this note, more 2340 older persons have been enrolled into the program.

UGANDA WOMEN EMPOWERMENT PROGRAM (UWEP) UWEP is also a revolving government program offering free interest loans to women groups. The District has so far received shs 529,553,118 to 122 projects and 1860 women in 3 years.

DISABILITY GRANT: The government has also provided financial support to disability groups to establish Income Generating activities, medical and education support to PWDs.

PARISH COMMUNITY ASSOCIATION The district received shs 503,000,000 to support community groups in the sub counties of Busaana in the pilot parishes of Kasana, Lusenke, Kiwangula, Namusala, Namirembe, Namukuma ; Kayunga Sub county in the pilot parishes of Nsotoka, Buyobe, Bukoloto, Nakaseta, Bukujju, Kiteredde, Busale and Kayunga Town Council in the pilot parishes of Kayunga Central, Bukoloto ward and Namagabi.

In FY 2019/20, the sector will: i. Provide funds to older persons, PWD, youth and women groups under the various programs.

ii. Carry out community training services for youth, women, PWDs, elderly persons iii. Registration of Community Based Organizations (CBO’s) iv. Take appropriate action on cases under labour, probation and children’s welfare v. Undertake training of community leaders for each Sub county on participation in development programs specifically water, roads, school management committees and farmer groups once a year. vi. Conduct support supervision of at least 50% of the Functional Audit Literacy (FAL) classes, YLP, UWEP & DDEG beneficiaries in each quarter. vii. Mentor Local Governments in gender mainstreaming viii. Take appropriate action on all cases of human rights abuse

TRADE AND COMMERCE The Department is responsible for ensuring that there is expansion and diversification of trade, cooperatives environmentally sustainable industrialization, appropriate technology, conservation and preservation of other tradable national products. Achievements Registered • Construction of a fruit processing plant in Busaale Village in Kayunga Sub- County. • Registration of 12 groups as Cooperative Savings and Credit Societies and Produce and Marketing Cooperative Societies. • Expansion of Wild waters Lodge tourism facility at Kalagala Falls in Kangulumira Sub-County. Sector Plans - FY 2019/2020

• Complete operationalization of the Department. • Introduction of new technology for pineapple drying i.e. Using water heater driers as compared to solar technology which is dependent of the sun only. • UNBS Certification of 2 groups • Registration of more groups as Cooperative Societies.

Finally, all this would not happen if Kayunga District was not peaceful. I salute the District Security team under the chairpersonship of the Resident District Commissioner and the vigilance of the population of Kayunga for the peace that is prevailing in every corner of the district. Everything else depends on this.
