Todd Nuccio State Court Administrator Kimberly Baxter Executive Director of Special Projects Dear Friends: Since 2005, the Iowa Accountability Program (IAP) has been involved in many initiatives behind the scenes to help the Iowa Judicial Branch achieve its mission of ensuring equal access to justice for all. IAP values our relationships with the community as the key to our work at the forefront of the state’s court innovation efforts. One of our key initiatives, the Greater Iowa African American Resource Guide, enhances relationships between the African American community, the Courts and other system professionals. We are excited to present the 2019 Greater Iowa African American Resource Guide, the only statewide African American Resource Guide in Iowa! This annual resource continues to be a sought after resource for thousands, from community members and leaders to U.S. Congress members! Over the past fourteen years, the Greater Iowa African American Resource Guide has grown to recognize the countless unique goods and services that Iowa’s African American population has to offer. This edition alone showcases nearly 600 amazing African American businesses, organizations, elected officials, consultants, physicians, services, places of worship and more throughout Iowa! This has resulted in greater connections between African American community members and others across the state. Each year, we receive positive feedback on our efforts and look forward to making an even greater impact this year.     Tri-State Area Birding Guide 2016-2017 Birds For All Seasons Spring April and May are some of the best times to see songbird mi- gration. Stopping at a boat landing and taking time to scan the treetops can reward a visitor with many species of Warblers. Fol- lowing the Great River Road on both sides of the river, you will discover one of the many walking trails or decks with spotting scopes to help you view wildlife, but it is always best to bring your own binoculars. Summer In the oodplain forest great Blue Herons, Great Egrets and Double-Crested Cormorants nest in rookeries. Look for groups of American White Pelicans feeding in formation or soaring over the refuge. The Sora Rail, the laughter of the marsh, is the most common marsh bird. Seldom seen, but often heard, in the early morning or late evening. Eleven species of frogs and toads sing, chirp, and croak from April to August. Listen for them in the eve- nings at the marsh. Fall Fall colors are the backdrop Spring for thousands of waterfowl migrating back to their win- tering grounds. Migrating Tundra Swans grace the ref- uge of the Upper Mississippi y way through freeze-up. During peak fall migration in Summer late October, watch for hun- dreds of thousands of Can- vasbacks, Common Mergan- sers, Goldeneyes, Mallards, Shovelers, Blue-Winged Teal, and Coots. Winter Tracks in snow remind you Fall that winter is alive with ac- tivity. A track made by otter sliding on the ice or a deer path across the ice are often discovered on a winter out- ing.

ANDERSON analyzes the letters written between Civil War soldiers and their farm wives on the home front. In those letters, absent husbands provided advice, but the wives became managers and diplomats who negotiated relationships with kin and neighbors to provision and shelter their families and to preserve their farms. J. L. Anderson is assistant professor of history and assistant director of the Center for Public History at the University of West Georgia. DAVID BRODNAX SR. provides the first detailed description of the role of Iowa’s African American regiment, the 60th United States Colored Infantry, in the American Civil War and in the struggle for black suffrage after the war. David Brodnax Sr. is associate professor of history at Trinity Christian College in Palos Heights, Illinois. TIMOTHY B. SMITH describes David B. Henderson’s role in securing legislation to preserve Civil War battlefields during the golden age of battlefield preservation in the 1890s. Timothy B. Smith, a veteran of the National Park Service, now teaches at the University of Tennessee at Martin. Front Cover Milton Howard (seated, left) was born in Muscatine County in 1845, kidnapped along with his family in 1852, and sold into slavery in the South. After escaping from his Alabama master during the Civil War, he made his way north and later fought for three years in the 60th U.S. Colored Infantry. At times, their heritage and beliefs would place them on a collision course with fellow citizens with different but equally deeply felt beliefs. The conflicts played out against the backdrop of national events occurring less than a hundred years after the city’s founding and just a few years after the Andresen was built. The changes that followed and the shift in how Davenporters lived in their city forever altered the course of the neighborhood, the building, and the citizens who peopled both. Built by German immigrant H. H. Andresen in 1900, the Flats dominates its corner at Western Avenue and West 3rd Street in downtown Davenport. The city is located at one of the points where the Mississippi River’s flow is diverted from its north/south orientation to run west.
