Much of our wonderful countryside is still agricultural and, despite many modern farming methods, many of the much-loved rural Gospel stories still have a resonance today. Jesus talks of being the Good Shepherd, and there is the story of how the good shepherd values even one lost sheep, leaving the flock in a place of safety to go and search for the one that is lost, whatever the danger. It’s a story about our Christian understanding that each of us, individually, is precious to God. It reminds us that we are loved, and cared for, and valued. It reminds us that when we stray, and lose our way, we are nevertheless forgiven, loved and redeemed. However, knowing that we are cared for that much, also helps us in the difficult times not to be driven down to worrying solely about our own most basic needs. It helps us to continue to trust God, and to continue to think of and care for others. That’s what we have seen over the last year. Many, many individuals during this pandemic setting aside what might be their understandable concerns for their own health, their own security, in order to continue to serve others, and serve the community. Traditionally in Lent, it’s a time for us to recover that deep sense of being loved, forgiven, and cared for by God, even if we feel more like lost sheep. There is of course the tradition of giving things up in Lent, perhaps to focus more on God’s love and forgiveness. More recently, we may have also tended to make positive efforts in Lent in some direction, to take on some new discipline or commitment. That would seem to be even more important this year. We have all spent nearly a year giving things up; sacrificing freedoms necessarily for the good of the wider community; a year experiencing a severe threat to our individual and collective health and security. But we have also seen how people can cope with that threat, set their own safety aside to help others. Perhaps this Lent we might reflect on the things we have missed, the things we have already had to give up, and reflect on their value – or otherwise – in our lives, but then to look forward. To look forward knowing confidently the love that God lavishes on us all individually – the love in which Jesus the Good Shepherd seeks to rescue every single lost sheep, the love that will win through in the end. To begin to look forward to the things that matter, which we shall be able to do again, and to be clear which are really most important to us. The love for those around us, the love and care for our world, the things we had forgotten were most valued until they were taken away from us, so that we come to Easter with a genuine sense of confidence in God’s love for us, and of hope for the future.

Welcome! Revd Taylor Wilton-Morgan will be joining us in the benefice for a 3-month ministerial placement starting on 7 th March. Taylor is a first-year curate, ordained as a deacon last summer, and will be working with us in the benefice in the coming weeks as part of his curacy training.

Church Services and Church Opening Times Whilst technically it has been permissible to gather for worship in church during this latest lockdown, we have considered it safer and more responsible to suspend collective worship, in lien with the ‘Stay at Home’ policy and continue with our weekly video worship services. The recent publication of the government’s ‘Road Map’ towards the relaxation of the COVID precautions, aims to lift the ‘Stay at Home’ direction with effect from 29th March, subject to continued reductions in COVID infection, hospitalisation, and death rates. In line with this, we aim to resume limited services in church from Easter Sunday, with a communion service in each of our churches on that day. Details of times and further services will follow.

In the meantime, weekly video services will continue, and our churches will also be open for individual private prayer, as follows:

ST SWITHINS CHURCH ASHMANHAUGH

Currently we are still not conducting any public church services in the benefice. However, St Swithin will be open on Saturdays between 10 and 3pm for private prayer. I know a lot of walkers take a route via the church yard so you may like to go in for a sit down and a bit of quiet contemplation even if you don’t normally come to church. Just follow the Covid rules please!

Covid Vaccination Programme – an update

In collaboration with five other practices in our area, we have been operating our Covid vaccination clinics since 15 January. By 16 February we have managed to deliver over 10,000 vaccinations! The Hoveton Village Hall has proven to be an excellent venue to host our clinics and the feedback from patients and carers has been positive. We do get occasional IT problems that slow us down but generally we manage to avoid queues and get people through and away very efficiently. Even a couple of blizzards haven’t stopped us. You may be aware of the Governments prioritisation system where the over 50s have been divided into 9 cohorts. With a few exceptions we have completed cohorts 1-4 and are now vaccinating the over 65s and those defined as clinically vulnerable. Some details follow: Cohorts: Clinically Vulnerable / those with underlying health conditions: 1. Care Homes ∙ chronic respiratory disease, including chronic 2. 80 and over obstructive pulmonary disease (COPD), 3. 75 and over cystic fibrosis and severe asthma 4. 70 and over plus chronic heart disease (and vascular disease) Clinically Extremely ∙ chronic kidney disease Vulnerable / those ∙ chronic liver disease shielding. ∙ chronic neurological disease including epilepsy 5. 65 and over ∙ Down’s syndrome 6. 16 to 64 ∙ severe and profound learning disability clinicallyvulnerable: ∙ diabetes see list opposite  ∙ solid organ, bone marrow and stem cell 7. 60 and over transplant recipients 8. 55 and over people with specific cancers 9. 50 and over ∙ immunosuppression due to disease or treatment ∙ asplenia and splenic dysfunction ∙ morbid obesity ∙ severe mental illness

We are now booking for cohorts 5 and 6. Increasingly we are integrating our operations within the mass vaccination centres. These are currently in and the City’s Castle Quarter. You may have been written to by the NHS offering you options. The choice is yours where you wish to have your vaccine but we do offer free parking! Booking Appointments . We are working our way through our lists and will contact eligible patients as quickly as we can. Please do not call the surgery because it delays our unwell patients from accessing our normal services. We have a separate team booking patients for vaccination. If you do have a particular clinical question regarding your vaccination, you can contact the Surgery through our website. We will soon be calling patients back for their second dose at the 12 week point.

Business as usual. We remain open and we are here to help you, just as we did during the first wave in the spring last year. However, we do rely on the continued cooperation from our staff, patients and carers to keep infection risks to an absolute minimum.

5 INDEPENDENT LIFEBOAT

This time of year is generally our quietest for shouts but it is also our busiest for annual maintenance works. The lifeboat “Lionheart” will be taken off service for one week and sent away for service and any repairs (leaving the smaller Arancia class inshore lifeboat on service). We also carry out the annual mammoth strip down, service and repair of the launch vehicle which is done inhouse. We have been very lucky and are very grateful to NNDC to have received a grant to purchase a hot water pressure washer and fogging machine to help with the current fight again Covid-19. Many thanks to Hugh Crane Cleaning at Acle for their help with this. We would also like to thank Toni and Debbi at the Greyhound Inn, Hickling for their donation following their pre-lockdown fundraising.

Postal Voting in 2021 Elections On Thursday 6 May 2021

Elections will be taking place in with electors voting in the Norfolk County Council elections and the Norfolk Police and Crime Commissioner Election.

Given the ongoing situation with the Covid-19 pandemic NNDC want to give electors as much time as possible to change voting arrangements if voting in a Polling Station during the pandemic is not desired. If you wish to vote by post contact NNDC by email at [email protected] or by phone on 01263 516046 and NNDC will send you a form.

Please note that any application for a postal vote must be completed by hand using ‘wet ink’ and NNDC are unable to accept any digitally signed applications. In order to apply for a postal vote, you must be a registered elector within North Norfolk. If you need to register the easiest way to do so is online at www.gov.uk/register-to-vote but again alternatively you can contact NNDC by phone on 01263 516046 to do so. Completed applications can either be returned by email to postalvotes@north- norfolk.gov.uk or posted to Electoral Services, North Norfolk District Council, Holt Road, , NR27 9EN. Given the anticipated high volume of applications for postal votes NNDC advise you to make your applications as soon as possible.

7 Allotments update

Horning Parish Council has some spare allotments currently, and has extended an invitation to Hoveton Parish Council to use some of Horning’s allotments. This would be subject to contract and has not yet been agreed by Hoveton PC as they are currently monitoring demand within Hoveton. Hoveton Parish Council does not have any allotments of its own.

If any residents of Horning would like allotments please contact the Clerk – our own villagers are the priority!

Precept explanation

At the Finance meeting in November 2020, the Parish Council finance sub-committee reviewed the Parish Council finances, and recommended that the precept request (the money requested from North Norfolk District Council in order to run the Parish Council) would not increase for the financial year 2021 / 2022. This was finalised at the December 2020 Full Council meeting and submitted to North Norfolk District Council. The reason that the Parish Council has not increased the precept is that, whilst costs inevitably rise, it is a time of hardship for many.

Parishioners will receive their annual Council Tax bills in the post, which details the portions allocated to the County Council, the District Council, the Police and Crime Commission, and the Parish Council. These figures are calculated based on the number of properties liable for Council Tax within the village, so the figures can change all the time. Whether you see an increase or a decrease in your ‘parish portion’ of the Council Tax, please rest assured that the Parish Council has NOT increased its request to North Norfolk District Council.
