Teaching courses on humanitarian affairs, health diplomacy, diplomatic negotiation and international relations.

2019-2020 Dean, Leadership and Management School, Foreign Service Institute, Department of State

Leading a staff of 54 direct hire staff and numerous contractors to deliver leadership and crisis management training for all Department of State personnel in the U.S. and around the world, from basic leadership skills to the ambassadorial seminar to 140 tailored crisis management exercises each year for embassies around the world. Engaged in full curriculum redesign of the Department of State’s mandatory leadership course offerings and modernization of the State Department’s seminar for all .

2018-2019 Senior State Department Fellow, Institute for the Study of Diplomacy at Georgetown’s Walsh School of Foreign Service

Taught graduate courses in diplomatic statecraft and humanitarian affairs; designed and taught two graduate seminars, including course plan, syllabus readings, writing and in-class simulation assignments, and grading of all student products; advised graduate and undergraduate students on academic and career issues; and served as thesis advisors for graduate and undergraduate students. Student evaluations of instructor: 4.74 out of 5.00.

2016-2018 Deputy Assistant Secretary of State for Population, Refugees and Migration Department of State

Led U.S. policy formulation and program management on the global refugee crisis with a focus on U.S. programs in the Middle East and Asia and refugee resettlement, overseeing a $2.0 billion budget. Led U.S. humanitarian efforts for Syrian refugees and in response to the Rohingya refugee crisis, testifying before the Senate Foreign Relations Committee and the House Foreign Affairs Committee. Led interagency work to dramatically improve cyber-security.

2013-2016 Deputy Chief of Mission U.S. Embassy Brussels, Belgium

As the senior career U.S. in Belgium, supervised a staff of 290 from nine federal agencies. Served as Chargé d’Affaires during two Presidential visits. Lessons learned from my leadership during the 2016 terror attacks used to train American in crisis management. Helped spearhead successful effort to win Belgian procurement of over $6.1 billion in U.S. aircraft. Led engagement for the 70th anniversary of the Battle of the Bulge.

2010-2013 Ambassador U.S. Embassy Lusaka, Zambia

Oversaw a staff of 250 and managed $450 million in annual assistance. Helped ensure free democratic elections, led groundbreaking HIV and maternal health programs, hosted the first visit by a Secretary of State in 35 years as part of a successful 36-nation U.S.-Africa conference, launched a new chapter in U.S.- Zambia military to military relations, founded an American Chamber of Commerce and more than doubled U.S. exports to Zambia, including helping close an $85 million deal for an American company cited by the Secretary of State as a prime example of U.S. advocacy for American businesses. Oversaw construction and inauguration of a new U.S. embassy complex.

2009-2010 Senior Coordinator for Refugees and IDPs U.S. Embassy Baghdad, Iraq

Led $200 million U.S. humanitarian efforts in Iraq and implemented programs to rapidly increase protection and resettlement of Iraqi translators and others who were at risk due to their work for the U.S. armed forces and other USG agencies.
