Dear Secretary Salazar:

In the wake of the Deepwater Horizon disaster, the Department of the Interior (DOI) announced that the Minerals Management Service (MMS) would be divided into three separate entities. The stated goal of this reorganization was to increase accountability and oversight, improve the safety of offshore drilling, and ensure effective royalty collection.

While I applaud the Department's decision to reform MMS, I am concerned that key details regarding the reorganization remain unclear. According to the May 19, 2010, Secretarial Order, DOI committed to developing a schedule, within 30 days, for implementation of the reorganization. Additionally, DOI stated it would consult with "applicable Congressional committees" to develop the reorganization plan. As you are aware, I opened an investigation on May 14, 2010, requesting, among other things, a detailed description of the Interior Department's plan to reorganize MMS.

As of today, the Committee has not received the implementation schedule, or any other detailed information regarding the reorganization. The Committee on Oversight and Government Reform is the principal oversight committee in the U.S. House of Representatives, with jurisdiction over "any matter." To aid in our investigation of this matter, please provide the following information and records:

1. All memoranda and directives relating to the reorganization of MMS into the Bureau of Ocean Energy Management, Bureau of Safety and Environmental Enforcement, and the Office of Natural Resources Revenue: The Honorable Ken Salazar Page 2 2. A detailed description of the responsibilities of each entity resulting from the reorganization;

3. A timeline for the reorganization of MMS, including:

a. The creation of any new offices; b. The separation of any existing offices; c. The recruitment of additional personnel, including inspectors; d. The filling of key management positions; e. Implementation of new regulations or guidelines governing offshore drilling; and f. Completion of the reorganization;

4. A list, including a detailed description, of the funding sources for each of the three entities created by the reorganization;

5. The number of full-time equivalents that will be employed by each entity, broken down by office, location, and GS level;

6. An organizational chart showing the reporting structure from the district office level to the DOI, for each entity created by the reorganization, including the name and title of the person who will head each entity;

7. The exact address (including room number) of all offices, including regional and district offices, for the three entities created by the reorganization;

8. A list of the individuals within DOI who are managing the creation and implementation of the reorganization plan;

9. A list of all individuals or entities who have been consulted regarding the reorganization;

10. All estimated costs associated with reorganizing MMS, including a description of how DOI plans to support these costs;

11. The number and GS level of inspectors that will be stationed at each field office following the reorganization;

12. All memoranda or directives relating to the recruitment of new inspectors;

13. All memoranda or directives relating to ethical rules that will be implemented during the restructuring, as well as implemented at the three entities following the reorganization;

14. All memoranda or directives related to the creation of firewalls between the three entities created by the reorganization; The Honorable Ken Salazar Page 3 15. All memoranda, letters, and emails since April 20, 2010, received from individuals in the district or regional offices related to the reorganization or development of new offshore regulations; and

16. A detailed description of the responsibilities of each entity created by the reorganization as it relates to reviewing or overseeing oil spill response plans, including information regarding the number and GS level of individuals who will be charged with these tasks. In addition, please contact Committee staff to set up a briefing related to the reorganization no later than Tuesday, July 6, 2010. The DOI staff providing the briefing should have intimate knowledge of DOI's efforts to reorganize MMS.
