1. SITUATION OVERVIEW1

At 1:00 PM today, Typhoon "OMPONG" was located at 85 km West of City, (18.3 °N, 119.8°E), moving West Northwest at 25 kph with maximum sustained winds of 170 kph near the center and gustiness of up to 260 kph.

Forecast Positions from PAG-ASA reports that within:  24 Hour(Tomorrow morning): 695 km West Northwest of Laoag City, Ilocos Norte (OUTSIDE PAR)(20.4°N, 114.4°E)  48 Hour(Monday morning):1,410 km West Northwest of Laoag City, Ilocos Norte (OUTSIDE PAR)(22.6°N, 107.9°E)

Tropical Cyclone Warning Signal #3 was raised in the following provinces: including Babuyan Group of Islands, , , Ilocos Norte, , , , , , and . PAG-ASA noted that a tropical cyclone will affect the locality with winds of greater than 121 kph up to 170 kph may be expected in at least 18 hours.

Tropical Cyclone Warning Signal #2: , , , , , , , , and . PAG-ASA reported that a tropical cyclone will affect the the locality with winds of greater than 61 kph and up to 120 kph may be expected in at least 24 hours.

Tropical Cyclone Signal #1: , , Metro , , , , Lubang Islang, Northern including Polillo Island. PAG-ASA reported that a tropical cyclone will affect the locality with winds of 30-60 kph may be expected in at least 36 hours or intermittent rains may be expected within 36 hours.

2. CARITAS RESPONSE

The satellite emergency operations center stationed in the Diocese of deployed 2 Rapid Assessment Teams (RAT) to different affected municipalities and cities, and to the Provincial Disaster Risk Reduction and Management Office.

The following reports were gathered by the RATs:  That there is no electric power in most part of Isabela (Ilagan, Cauayan, , Santiago, Roxas, , , San Pablo, Sta Maria and Sto Tomas) and are now working on generator  Water supply is available  Telecommunication lines are working  Bridges going to Bintacan was destroyed and not passable to all kinds of vehicles, Sto Tomas to road is unpassable and Alicaocao bridge is also not passable;

 Most of the gasoline stations, grocery stores, local markets and commercial establishments are closed;  Local Government Units have started their clearing operations on falling trees along national highways making national roads accessible;  Magat dam also released water.

The above were just initial information and data from NDRRMC is yet to be available. Two RAT team will be travelling to Cagayan – Tuguerao and Nueva Segovia dioceses as per request by the DSACs. Meantime, a request from the diocese of Benguet was also received but due to its impassability, the other team will be on stand-by.

3. COORDINATION

a. In coordination with the local Dioceses, see updates below: DSAC Remarks Isabela  Alay Kapwa team of the Diocese of Ilagan prepared 142 food packs to be distributed to six (6) barangays  Video appeal for assistance expressed by Fr. Peter Rambac, Parish Priest in Roxas, Isabela link: https://www.facebook.com/WeAreCaritas/videos/234016253936887/  Local Government Unit in Roxas, Isabela also reported: o 90% of vegetable crop damaged o 15% of rice harvested o 600 families are temporarily housed in the evacuation centers o "While Typhoon Lawin is stronger, Typhoon Ompong wind and rain maybe have created more damaged. However, both the government and the church now are more prepared. We have been coordinating very closely with each other to assess the damages and assist the most vulnerable". - Jonathan Jose Calderon  In Bintacan, Ilagan reports: o Houses were partially and some totally damaged which are mostly along barangay roads o Ten (10) hectares of agricultural lowland mostly rice fields and thirty (30) hectares of upland of root crops/rice farms have also been reportedly damaged Tuguegarao  Tuguegarao City aftermath of TY Ompong as documented by Erwin Aguilon: https://www.facebook.com/newstvph/videos/2197652217177309/  Strong winds, moderate rains  LGUs are coordinating w/the barangay local government units for relief operations  Occasional rains and strong winds persist that resulted to falling trees and affected some plantation  Flooding in low-lying areas Benguet  Reported heavy rains  Trees and electric posts fell along the national road  Floods and landslides  Roads going to Benguet is not advisable at this time  No power supply at the moment

b. Report from the Department of Social Welfare and Development Response Cluster accounts a total of 31, 631 families / 126,751 persons were affected in 594 barangays in Regions I, II, III, CAR, and NCR with the following breakdown:

4. MEDIA AND COMMUNICATIONS

The national Caritas issued press statement urging the public of possible storm surge to national and international media as well as updates and other relevant information. This was also released to ReliefWeb. Communications team also coordinated with First Response Radio in Isabela, and with Radyo Veritas for information sharing and updates on the efforts of Caritas Philippines in affected communities by TY Mangkhut.
