Janaagraha and BBMPs collaborative annual participatory budgeting initiative ‘MyCityMyBudget’ concluded recently. In the last five years of MyCityMyBudget, citizens have repeatedly sought attention towards three essential issues - drivability, footpaths and walkability and health and sanitation. In an attempt to address the top issues raised by citizens, Pedestrian Infrastructure and Public Urination were chosen as the prime focus of this year’s campaign.

Bengaluru continues to grapple with inadequate public toilets and sanitation facilities. There are only four public toilets per one lakh citizens, indicating a crippling paucity, the effect of which is starkly different on men and women. While men enjoy the liberty to relieve themselves in public, women face compromised presence in the public space due to the lack of either hygienic public toilets or the complete lack thereof. The unsanitary condition of existing public toilets compounds the issue and emergence of yellow spots, often blindly attributed only to lack of ‘civic’ sense. Statistics on access to public toilets reveal that public urination is a behavioural problem and a systemic one.

Broken or absent pedestrian infrastructure has compromised pedestrian mobility and safety across the city. Out of 3318 km of streets surveyed during the ‘Janaagraha Street Quality Survey’ in 2015, only 1928 km (i.e. 58 %) have walkable footpaths. With an increasing number of pedestrian deaths, of which the most vulnerable are senior citizens, it was important we address the lack of walkable footpaths.

Janaagraha's vision for robust collaboration with citizens came alive with over 42 civil society organisations, resident welfare associations and other community groups joining hands to lead the campaign. During the input collection drive, there was outstanding on-ground support, making the first leg of the campaign a resounding success. With another successful run with MyCityMyBudget input collection drive, we are slowly inching towards weaving citizen participation into the fabric of local municipal budget-making.

The MyCityMyBudget campaign was centered around two issues of prime focus- ending public urination and fixing broken footpaths. The bigger spotlight however was on collecting citizens inputs to identity yellow spots, unusable and poorly maintained public toilets through #YellowSpotsBeda. The call aimed at identification of areas that need new public toilets, and repair and maintenance of existing ones. beku

Despite COVID and the prevailing restrictions of on-ground interaction with citizens, citizen response was phenomenal and so were the total number of inputs collected. MyCityMyBudget campaign ran for a period of 32 days, and received over 9706 citizen inputs from all 198 wards of Bengaluru for footpath improvement, public urination spots and public toilet related budget inputs.

07 Ensuring Inclusive Participation Inclusivity remained fundamental to the implementation of the campaign. Especially for those whose livelihoods and professions entails long hours on the city streets. Citizen groups and the team at Janaagraha spared no efforts in reaching out to these groups comprising of- traffic policemen and women, pourakarmikas, street vendors, bus conductors etc, as well as other urban poor citizens.

23 Yellow Spot / Public Urination Locations Identified through MyCityMyBudget 2021-22 in Bengaluru

Due to lack of proper maintenance and visible signages of Public Toilet, 25% of yellow spots were less than 300 meters from the nearest Public toilet.

Spatial analysis of 3143 Yellow Spot inputs received through MCMB 2021-22 depicts the pan-Bengaluru issue of public urination, irrespective of ward boundaries.

These yellow spot locations need immediate intervention from BBMP either through construction of new public toilets and/or maintenance of existing one.

24 Unusable or Missing Footpaths Identified through MCMB 2021-22 in Bengaluru

Peripheral/Outer wards of Bengaluru received almost 50% more inputs for new footpaths than the inner wards. Spatial analysis of 4781 footpath related citizen inputs submitted through MCMB 2021-22 depicts the spread of unusable or missing footpaths in Bengaluru.

These locations require immediate intervention from BBMP through repair/maintenance of the existing footpath network or construction of new footpaths.
