Roche News June 2021

Letter from the Editor

We had two people send in great poems after John set the challenge last month as well as new adverts and a new Councillor. As things are slowly getting back to normal, please keep sending in what you have been doing and are planning to do.

DEADLINE for JULY/AUGUST 2021 Edition is 15 JUNE 2021 The Roche News is now online at www.rocheparishcouncil.gov.uk under Latest Roche News (Parish Magazine)

Help reduce food waste Remember to make use of the mobile community larder van that visits the Rock Inn car park every Thursday between 9.30am and 10.00am, distributing surplus food collected from supermarkets. You can never be certain what is going to be available, although that’s part of the fun. There is always something that can be used to make a tasty treat, rather than it going to waste. Each year, the UK wastes 9.5 million tonnes of food from households and the supply chain. We can all do our bit to help reduce this needless waste and lessen our impact on the environment. One way is to come to the community larder. Its free and everyone is welcome. To find out more, please visit www.communitylarder.org.uk

Hello, my name is Peter Guest and following the election, I have the honour of being your County Councillor.

Regardless of how you voted, my commitment to you is that I will work as hard as possible on your behalf to improve the quality of life for all our residents.

I would like to thank and congratulate the other candidates for standing. It was a good clean fight and each of them demonstrated their willingness to serve by putting their name forward in the first place.

Also, a huge thank you to everyone who supported and helped me in my campaign. You know who you are and I couldn’t have done it without you.

This article wouldn’t be complete without paying tribute to John Wood for his excellent and often unsung service to the division. He will be a hard act to follow although I can only promise that I will do my utmost best to represent you to the best of my ability.

There are new and exciting projects in the pipeline and I’m eager to get cracking on them and will keep you regularly updated in this column.

During the campaign, I tried to get out and meet and speak to as many of you as possible. I aim to continue being proactive and approachable. If you see me, please stop me to say hello.

Please feel free to contact me at [email protected]

May I start by thanking all those people who supported me in the recent council Elections.

I am sorry that I did not achieve the result that you had hoped for. I am a very keen supporter of the democratic process and fully understand the way the populace has chosen to vote.

I sincerely wish Peter well and hope that he enjoys his time with .

I chose to also step down from the Parish Council and to enjoy some ‘me time’. I have much to do at home and maybe even get out on my boat something I failed to find time for last year.

There are many great loose ends that Peter must keep an eye on.

 Ensure that the bypass starts in the Autumn no more wrangling and time wasting.  Ensure that the £1 million allocated for the village improvements after the road is constructed is secure.  Follow up on the scheduled traffic calming for Chapel Road is definitely carried out and not conveniently forgotten.  Work with the Parish Council to ensure the money for the school and medical centre is still available from the recent housing permissions.  Follow up on the monies promised for the Whitemoor Community Centre.

After teaching for 25 years at Roche School I chose to go into ‘Politics’. This was brought about by my involvement with the community lead opposition to the Incinerator.

I represented Roche on Council until it was dissolved to become a part of Cornwall Unitary Council, that was for six years.

I represented Roche on Cornwall Council for 12 years.

Despite there being pressing local needs it wasn’t long before I appreciated that to get major improvements one had to think and work strategically.

A simple example. Many people wanted and still do a pedestrian crossing and more traffic calming in the village. A short term fix which would have done nothing to reduce the traffic but only made the air pollution worse and jeopardised the better

Continued from page 5 solution. On sound advice we were told to push for a ‘bye-pass, not an easy option although in the long term the only solution. I was told that if we solved the problem with a crossing etc then we would never get even a hearing for our traffic needs. Bugle with its traffic lights and school crossing is an example. Despite opposition from other Councillors I managed to secure the exploratory funding from Cornwall highways. Unless suddenly at the last minute the Government renegade on its promise it will be built.

Serving the community is a very rewarding experience it can also be very frustrating as the wheels of bureaucracy move so painfully slowly. Helping residents with their individual problems by knowing who and when to approach those in charge was a real eye opener. All too often it appears to them much easier to say no rather than try and find alternative solutions. Delays in service created by the prevention of fraud for your Council Services is a genuine nightmare. A simple example is the ‘Blue Badge’ for motorists. You would be amazed as to how many claims are made for a permit. By knowing the individual I was so often able to ensure that their application was processed in a sensible time frame.

I would have loved to have served at a time when there was ‘money to spend’ rather than having to face and enforce more cuts to services.

Looking back, I had an enjoyable 12 years and I will continue to support the community in every way I can. I will also give more time to my amazing wife Jean who has been such a tower of strength. A mentor, a robust critique although most of all the greatest helping and understanding person imaginable. So no it wasn’t just me but Jean who also did her bit for the community.

I will be writing when pressed for the magazine although I sincerely hope that Councillor Guest uses this space to keep you informed and entertained in a non- political way as I have endeavoured to do.

Many thanks and Best Wishes

John Wood

St Gomonda's Church, Roche

From the Priest-in-charge

Dear Friends

I write this at the time when we are hoping for a greater unlocking as we expect to emerge from the coronavirus pandemic.

We cannot know yet whether we are on target for the final restrictions to be lifted on 21st June … we can but hope.

However, what I have been encouraged by is the way in which most people have coped with, and adjusted to, the changes realistically and positively. If asked what main lesson I have learnt during the last year it has been to be grateful for what I have got, to be prepared to change at short notice and to try not to moan. All of this is easier said than done and I realise that I often fall far short of that despite the fact that I am relatively comfortable. I also appreciate that many people are in dreadful situations which we should be doing all that we can to unlock them from. However, I pray that those of us who are not facing serious hardships may concentrate on what is good and not what we don’t like. Dwelling, so far as we are able, in the contentment that we can find will, I think, help to make us happier and able to face what will be a continuously uncertain future.

Whatever the coming times may hold, I pray that we may all find peace and that we will continue to help each other out in the magnificent ways that we have achieved so far.

With grace, peace and every blessing Revd Canon K Paul Arthur

Roche Past by Adrian Wilson

This was the headline from the 29th June 1894 edition of The St Austell Star newspaper.

Important discovery of Tin at Roche

The little village of Belowda close to Castle An Dinas about four miles north east of St Columb has been in a state of considerable excitement for some weeks at what promises to be a most important discovery of Tin. A young miner using a pick to remove some stones by the roadside opposite his door, discovered traces of Tin. This drew many inhabitants to the spot; a pit was soon sunk, and in a short time the fortunate miner was obliged to borrow all the pails and boxes he could get, to hold the particles of metal he could separate from the refuse. Ten tons of Tin stuff were carted to stamps some distance away, and on being dressed, yielded the surprising return of two tons of Tin, so good as to command the highest price given in the market. The cost necessary to commence mining operations in a proper manner obliged the finder to apply to Messrs Beale and Cock, the owners of some tin mines in the district, to assist him. A shaft was sunk to the depth of nine fathoms, and the lode was found to be even better at that depth, than nearer the surface; and it is estimated that during the past fortnight, six men have brought to the surface sufficient Tin stuff to produce from four to five tons of Tin. The owners of the property are about to erect the machinery necessary to enable them to go deeper. There is every reason to hope the undertaking will be a most prosperous one and a lasting benefit to the district.

Authors note: The “stamps” mentioned referred to machinery to crush Tin ore into small pieces, the “dressing” of the Tin separated the good Tin from unwanted rock. A fathom was 6 feet in depth. The Mr. Cock mentioned was probably Captain David Cock of Roche, a mine engineer and entrepreneur at the time. Belowda Hill Tin Mine was a small mine which worked from 1872 to 1875, reworked in 1880 and again from 1894 to 1896 - which must be the work referred to above. It later worked from 1899 to 1902 as Belovely Mine and in its lifetime produced a total of 53 tons of Black Tin (and a small amount of Wolfram). The engine house and stack still stand on Belowda Beacon.

Roche Past by Adrian Wilson

A report from the St Austell Star newspaper of 9th August 1889 about an accident to a small boy in Roche.

I like the closing comment by the reporter, it could be relevant today!

Serious Accident At Roche

About 8 o’clock on Monday evening a little boy aged about six years old was knocked down and run over by a horse and trap driven by some reckless person returning from Newquay.

The poor little fellow’s leg was broken in two places and he sustained other injuries of a serious nature.

In the interest of the general public it is hoped that Mr Millett, the father of the injured boy, will endeavour to find out the offending person and bring him to justice. It may be remarked that whilst the man driving the horse and trap was fully aware of the accident, he did not even get out of the trap to see if the child was killed or injured.

The question might well be asked by people “Have we any Policemen in the district?”

Authors note: I have checked the census returns and you might be relieved to know that young William Millett, was mentioned in the 1891 and 1901 census returns for Roche, living at Parkwoon, next to Edgcumbe Terrace, Roche, so he seems to have survived the ordeal.

His father, William, senior, from Helland was a general merchant and in 1901 young William, aged 17, was working as a stoker for a stationary engine, probably a clay work pumping engine.

Thanks to the Parish Council I would like to start off by thanking the Parish Council Members for all of their support and assistance. During my time on Roche Parish Council I have worked with and for a really great bunch of dedicated hard working people. I especially admire those who have been willing from the start to put themselves forward and been prepared to face an election and all that it entails. Elections bring out the best and worst in people. When you stand for selection you really are exposing yourself to the community and ridicule should you fail to be elected onto a Parish Council. That is why so few people fail to come forward at the start although are only too willing and expect to be co-opted on once the Parish Council is established by the few established members. It is so easy to criticise especially when you don’t have to be accountable for your criticism. Take the Precept for example. Some people really do want something for nothing and they are the very same people who will complain if services are not provided. I never in all my time had an ‘out of the village’ Parish resident complain despite the fact that they hardly use the village facilities. A farmer’s child why would they use the park when they have acres to play in but their parents pay. So to those who choose to level criticism, come up with your alternative budget and set of proposals and remember that not one member of the Parish Council is in it for personal gain and they all genuinely care about their community. They are trying to do their best for all age groups. I taught in the village for 25 years starting 45 years ago. Yes, I was 27 when I started. I taught some young tearaways of the time although they matured, settled down and those who remained in the village I have enjoyed witnessing their progress through life. Many are stalwart citizens and doing their bit for the community by supporting the various institutions. The Parish Council of its day did moan and they did all they could to provide what they could so the wheels of the community would keep turning. No different from today except that life has moved on and expectations are so very different. The young no longer have the freedoms that their parents and grandparents enjoyed hence I agree with and support the Parish Councils ambition to provide even better facilities for the youth of today. No resentment from the elders just an appreciation that today’s youth deserve better and in time they will appreciate what was done for them. When their time comes, as it will, some will stay and be a part of this great community which I was honoured to be allowed to serve. To the Chair of Roche Parish Council take your time to co-opt on those who you genuinely feel have the communities interests as their only reason for coming forward. To Peter, your new Cornwall Council representative, I say come forward and ask to join both and Roche Parish Councils. It is the only way you will be able to have a true feel for what is going on in your areas. I will end by saying Thank You. You will always have my support., my respect and most of all my admiration for all that you do. Best wishes, John Wood 26

Roche Guiding News

Guides, Brownies and Rainbows are back to meeting face to face and the girls are pleased to see their friends again. Although we kept in touch using Zoom for many months, not all the girls had the facilities to join us on Zoom.

Seven Brownies have been waiting to make their Brownie promise, which they made on the 4th May, and the parents were invited to watch them.

The Rainbows have been busy making binoculars and investigating their environment.

All three sections celebrated the Queens 95th birthday, by having Horse races and other fun activities, and gaining a special badge.

The Guides had one more Zoom meeting with the Cats Protection people. It was a very interactive and informative evening. The Guides enjoyed showing off their own cats and the cats made their appearance at most of the Zoom meetings.
