Alwar The third Military School of the state will be set in Alwar. The other two Military Schools are operational in and Jhunjhunu. Bamanwas Rathore Barrage will be constructed in the Bamanwas region under the Easter Rajasthan Canal Project. This will not only benefit Bamanwas Tehsil but also the adjoining areas. Its storage capacity will be 143.09 M.C.M. Suratgarh (Sri Ganga The 8th Unit of Suratgarh Super Critical Thermal Power Plant Nagar) was successfully synchronised. The capacity of the Unit is 660 MW. Churu The second Solar Energy Plant started producing electricity in Ghadsisar village of Sardar Sahar Tehsil of Churu on 3 June 2021 under the Component-A of KUSUM scheme. The capacity of the plant is 2 MW, The plant had been constructed on 4 hectares of land with a cost of about 7 Crore. Jaipur To provide better health facilities to the people a 22 storey IPD tower will be constructed in SMS Medical College with a cost of 300 crore. The constructed will be started from August. Udaipur A new Species of bird has been spotted in the Gamda-ki-Nal in the Phulwari-ki-Nal Wildlife Sanctuary of Udaipur. This has added a new dimension to the rich biodiversity of Rajasthan. Kotputli (Jaipur) The first Solar Energy Plant of the Country under the Kusum Scheme Component-A started producing electricity in Bhaloji Village of Kotputli Tehsil in Jaipur district on 1 April 2021. The capacity of the plant is 1 MW. The project in Kotputali has a 25-year contract between the RRECL and farmland owner Devkaran Yadav. The contract was signed on September 2, 2020 and the project has been developed at an investment of nearly Rs 3.7 crore.

Six New Colleges- Six Naturopathy and Ayurveda Colleges will be set-up in six districts of the State.

Government Ayurveda, Yoga and Naturopathy Integrated Colleges will be set-up at Kota, Sikar, Bikaner, Bharatpur and Jaipur.

Govt. Yoga and Naturopathy College will be set-up at Udaipur.

KUSUM (Kisan Urja Surksha evam Utthan Mahabhiyan) Scheme The Cabinet Committee on Economic Affairs had approved PM-KUSUM scheme in its meeting held on 19-2-2019. The Scheme consists of three components. The Component-A includes installation of Decentralised Ground Mounted Grid Connected Renewable Power Plants. Component-B included installation of standalone Solar Powered Agriculture Pumps and Component-C includes solarisation of Grid-connected Agriculture Pumps.

FLAGSHIP SCHEMES OF RAJASTHAN

In any democracy the people elects their representatives by the process of election and give them mandate to run the administration in order to provide the objective of welfare states.

The elected governments in order to fulfill their promises made to the people during the time elections formulate different types of schemes/policies for the welfare of the people in general and of the vulnerable sections in particular. Similarly the Government of Rajasthan has also implemented certain policies for the purpose of the welfare of the people of the state. Out of the total schemes a few of the schemes are given priority over the other ones, which are treated as Flagship Schemes (Schemes with high priority).

On 15th May 2020 the Government of the State declared 19 Schemes of 9 different Ministries or departments as Flagship schemes. The importance of categorising some selected into Flagship schemes is firstly these follow an integrated approach in solving the problems of the people, secondly priority is given to efforts in the solving the problems and thirdly since a large chunk is diverted towards these schemes so the schemes are not effected due to the paucity or dearth of funds.

Since the Flagship schemes are prioritised schemes so in this Part-1 of the yearly issue (of two parts), the Flagship schemes are discussed in detail other schemes specially of the Latest year will be discussed in next part. These schemes are very important since mostly questions on current affairs are asked from these schemes. Also these schemes are very important from the point of view of RAS mains examination where questions can be asked about the policies of the government specially about the vulnerable sections of the state.

SHUDH KE LIYE YUDH (PURE FOR SURE)

 This scheme was commenced in the State from 26 October 2020 in order to make pure food commodity available to all the consumers of the state.  District Collector will be the Nodal Officer of the Scheme.  A reward of ₹ 51,000 has been announced under the scheme to those who give correct information about adulteration under the campaign. The name of the person giving information will be kept confidential.

NIROGI RAJASTHAN ABIHYAN

 Scheme of Department of Medical, Health and Family Welfare.  This scheme was inaugurated on 17th December 2019 at the First anniversary of the present Ashok Gehlot Government.  The prime objective is this scheme is to spread awareness about health among the people of state so that everybody remains health without falling sick in order to fulfill the dream of Healthy Rajasthan.  ‘Run for Nirogi Rajasthan’ was organised on the this occasion on 17th December 2019. It has also been decided from 17th December 2020 that this day of December will be celebrated as Nirogi Rajasthan Diwas.  Under this scheme Health Volunteers (Swasthya Mitra) are selected for every Gram Panchayat and Ward.  A Nirogi Rajasthan Prabandhan Kosh (Management Fund) of ₹ 100 crore has been declared in the State Budget 2020-21. Every district will be provided with ₹ 1 Crore from this fund for the management and publicity of this Abhiyan via different methods.

MUKHYA-MANTRI NISHULK DAVA YOJANA

 Scheme of Department of Medical, Health and Family Welfare.  This scheme was inaugurated on 2nd October 2011.  Rajasthan Medical Services Corporation Limited (RMSCL) was incorporated on 4th May 2011 as a Public Limited Company under the Companies Act 1956.

 RSMCL has been established as centralised agency for procuring generic medicines, surgical and sutures & medical equipments for Medical Health and Family Welfare Department, Medical Education Department and other departments.  At present the scheme consists of 713 essential drugs, 77 sutures and 181 surgical items (As per Economic Review of Rajasthan 2020-21)  This is the largest free medicine scheme of the World.  Union government added it in its National Health Mission.

MUKHYA-MANTRI NISHULK JANCH YOJANA

 Scheme of Department of Medical, Health and Family Welfare.  This scheme was inaugurated in 2013 in three phases. First phase was inaugurated on 7 April (World Health Day) 2013 in Medical College Hospitals, District/Sub Divisional/ Satellite Hospitals. Second phase was inaugurated on 1st July (Doctor’s Day) in Community Health Centres. Third phase was inaugurated on 15th August in Primary Health Centres and Dispensaries.  As per the Budget speech 2021-22 of Rajasthan the no. of tests has been increased from 15 to 61 in Primary Health Centres(PHC), from 37 to 95 in Community Health Centres (CHC) , from 56 to 109 in Sub-District Hospitals, and from 56 to 133 in District Hospitals.

AYUSHMAN BHARAT-MAHTAMA GANDHI RAJASTHAN SWASTHYA BIMA YOJANA

 Scheme of Department of Medical, Health and Family Welfare.  This scheme was inaugurated on 1st September 2019.  This scheme is created by merging the erstwhile Bhamashah Swasthya Bima Yojana of the State and Ayushman Bharat Scheme of Central Government in order to include more no. of eligible families into a single scheme and to provide them with quality health services.  The main objective of this scheme is to cashless healthcare services to poor families (under NFSA – 2013 and selected families of SECC - 2011).  1 crore 10 lakh families will be benefitted with this scheme.  Second phase- this phase (new version) of this scheme was launched on 30 January 2021.  The no. of packages in this for various diseases in the scheme has been increased from 1401 to 1576.  The scheme will provide insurance cover of up-to ₹ 5,00,000/ (of which upto ₹ 50,000/ would be available for treatment of general illness and upto ₹ 4,50,000 for serious illness).  The beneficiaries of this scheme will be families under the SECC (Socio Economic Caste Census) 2011, Eligible families under the National Food Security Act, Members of the Ayushman Bharat (PMJAY) Scheme.

MAHATMA GANDHI GOVERNMENT ENGLISH MEDIUM SCHOOLS (MGGES)

 Scheme of Department of School Education Ministry of Education.  This scheme during the 150th birth anniversary year of father of the nation Mahatma Gandha.  The state is divided into 301 educational blocks.  In 134 blocks Swami Vivekananda Model schools are already in operation which are based on the CBSE pattern.  Mahatma Gandhi schools will be provided in the remaining 167 blocks of the state. These schools will be based on RBSE pattern.  These schools will be for class 1-12.  In the first phase of the scheme 1-1 schools each were opened in each district of Rajasthan.  The first school which was opened under this scheme was Government Girls Senior Secondary School Mansarovar.

₹ 1 PER KG WHEAT

 Under this scheme wheat at ₹ 1 per kg is provided to Antydaya Ann Yojana beneficiaries and BPL and state BPL families under the National Food Security Act- 2013. The difference is that under the NFSA-2013 the rate of wheat is ₹ 2 per kg but under this scheme the rate is ₹ 1 per kg of wheat.  This scheme has benefitted 94 Lakh families of the state.

SILICOSIS POLICY (POLICY ON PNEUMOCONIOSIS)

 Scheme of Ministry of Social Justice and Empowerment.  Pneumoconiosis is applied to the ‘Group of Lung diseases which result from inhalation of dust particles in varies occupation’. Most of the dust related diseases are incurable, cause permanent disability and are totally preventable by available control measures and technology. These diseases mostly affects workers engaged in Mines and Building and Other Construction works.  Silicosis is a type of Pneumoconiosis  Pneumoconiosis is a type of occupational lung disease. It usually takes years to develop.  The mission of this policy will be prevention and control of pneumoconiosis as an occupational disease with the ultimate aim of elimination and provide relief and rehabilitation to affected workers.  This policy was launched on 3rd October 2019  This policy will be applicable no only to the workers directly affected but also to habitants residing in the neighbourhood of the mines and industries and the family members of the workers who are likely to be exposed to dust.  Under this scheme a person suffering will be treated at par with the differently abled person. This provision will provide all the benefits of Permanent Disability Act 1995 to the person.  Under the scheme the benefits provided to the affected person and its family members are:- ₹ 3,00,000/ one time rehabilitation assistance, ₹ 2,00,000/ to nominee on the death of the registered person, disability pension to person or pension to widow and ₹ 10,000/ funeral assistance.  A pension of ₹ 1,500/ per month has been provided under the Mukhyamantri Vishesh Yogyajan Samman Pension Yojana from 16-12-2019.

MUKHYA-MANTRI KANYADAN YOJANA

 Scheme of the Ministry of Social Justice and Empowerment.  The erstwhile scheme of Sahayog and Uphar Yojana was renamed as Mukhyamantri Kanyadan Yojana on 12-10-2020.  The Sahayog and Uphar Yojana was itself the result of the two earlier running similar but independent schemes which were amalgamated in 2017 and named as Sahayog and Uphar Yojana  The first one was the grant scheme for the marriage of the daughters of the widows of economically weaker section started in 1997-98 and similar scheme for the daughters of BPL families of Schedule Castes known as Sahayog Yojana started in 2005.  This scheme is applicable only to the bonafide residents of the state.  This will be applicable any two girl child above the age of 18 yrs.  The beneficiaries of this scheme are- girls of all categories of BPL families, antyodaya families, daughters of economic weaker section widows, girls of palanhar beneficiaries and specially abled persons and for the marriage of woman sports persons. This assistance is provided at the time of marriage.  The scheme divides the beneficiaries into two categories and the assistance into 3 categories as per the education of the girl to be married.  In case of BPL families of Schedule Caste/ Schedule Tribes/ Minorities is ₹ 31,000/ (extra support of ₹ 10,000 if the girl is 10th pass and ₹ 20,000 if the girl is graduate).  For all other categories of beneficiaries ₹ 21,000/ (extra support of ₹ 10,000 if the girl is 10th pass and ₹ 20,000 if the girl is graduate).  50% under this scheme will be provided before the marriage and the remaining 50% will be provided after the marriage of the beneficiary.

MUKHYA-MANTRI OLD AGE SAMMAN PENSION YOJANA

 Scheme of the Ministry of Social Justice and Empowerment.  The beneficiaries in this scheme are divided into two categories viz. first females who are above 55 years and less than 75 years & males who are above 58 years and less than 75 years. Second males and females above the age of 75 years.  The criteria for the beneficiary is that the annual income of the beneficiary or husband/wife should not be less than ₹ 48,000/.  The beneficiaries who are less than 75 years of age will get pension of ₹ 750/ per month and the beneficiaries who are above than 75 years will get a pension of ₹ 1,000/ per month.  The complete amount of the pension will be borne by the state government.

MUKHYA-MANTRI EKAL NARI SAMMAN PENSION YOJANA

 Scheme of the Ministry of Social Justice and Empowerment.  The beneficiary of this scheme is single woman (widow or divorcee) who is the bonafide resident of the state and also residing in the state, the other condition to avail the benefit is that the annual income of the female from all sources should be less than ₹ 48,000/ annually.  Some categories females viz. BPL, HIV infected, antayodaya, astha card holder, saharia/kathodi/khairwa females have been provided income related relaxation.  The females are divided into different categories as per their age viz. first females 18 years and above but less than 55 years of age will get a pension of ₹ 500/ per month, second females of 55 years and above but less than 60 years will get pension of ₹ 750/ per month, third females of 60 years and above but less than 75 years will get pension of ₹ 1,000/ per month, fourth females of 75 years and above will get pension of ₹ 1,500/ per month.

MUKHYA-MANTRI VISHESH YOGYAJAN SAMMAN PENSION YOJANA

 The beneficiaries of this scheme are first who have disability level of more than 40% due to any one or more reason. Second adult dwarf person with height less than 3 feet 6 inch certified by competent medical officer. Third person suffering from

 The beneficiaries are divided into different age categories viz. females with less than 55 years and males with less than 58 years of age will get a monthly pension of ₹ 750/ per month. All females of 55 years and above but less than 75 years and males of 58 years and above but less than 75 years of age will get pension of ₹ 1,000/ per month. All females and males of 75 years and above age will get pension of ₹ 1,250/ per month.  A special category of people that is leprosy recovered specially abled person of any age will get a pension of ₹ 1,500/ per month under the scheme.

 The complete amount of the pension will borne by the state government.

PALANHAR YOJANA

 Scheme of Ministry of Social Justice and Empowerment.  This scheme was started in 2004-05.  A palanhar is a person other than the biological mother or father of the child who has voluntarily taken the responsibility to look after the upbringing of the child.  To avail the benefit the annual income of the palanhar family should not be more than ₹ 1,20,000/. That is this scheme provide financial assistance to that palanhar whose family is income less.  To avail the benefit the child should not be above the age of 18 years  The beneficiaries of the scheme are the vulnerable children of the state who either have become orphan or whose mother/ father or both are not in a condition to look after their child due to one of the other reasons, viz. children of person suffering life imprisonment, child of widow/divorcee, children of silicosis, leprosy patients, disabled parents.

 Two categories of financial assistance is provided in this scheme viz. first for child from 0-6 years of age (who mandatorily goes to aganwadi) and 6-18 years (who mandatorily goes to school).  One time annually ₹ 2,000/ for dresses, shoes and winter wears etc. (not provided in case of widow and Nata palanhar).  An amendment has been made in the policy with effect from 3-7-2019, as per this amendment an adult who takes the responsibility of his/her minor brother or sister will be treated as the Palanhar of the his/her brother or sister.

RAJASTHAN AGRO-PROCESSION, AGRI BUSINESS AND AGRI EXPORTS PROGRAMME POLICY 2019

 Scheme of Department of Agriculture.  This scheme came into effect 12 December 2019 (vide a Notification of the Government of the same date) and shall remain in force till 31st March 2024 (till the policy remains in force) and shall be reviewed in the year 2021.  Though the policy was released by Chief Ministry Ashok Gehlot on 17 December 2019 during a Farmers meet in Jaipur.  A Farmers welfare Fund of ₹ 1,000/ Crore was launched on the same occasion. He also launched Krishi Gyan Dhara Programme to link farmers with the latest farming technologies. These initiatives as per the government will help the state in the direction of ‘Ease of Doing Farming’.  This scheme will provide capital assistance, subsidy, incentives and interest subvention for agro-processing and infrastructure units.  Capital subsidy is being provided at 50% of project cost subject to a maximum of ₹ 1 Crore for Farmers and their organisation and 25% subject to a maximum of ₹ 50 Lakhs for all other eligible entrepreneurs.  An interest subsidy of 5% is provided for agro processing and agro infrastructural projects in normal cases and 6% for units with 100% ownership of SC/ST or Women Entrepreneur or Young Entrepreneurs with age below 35 years. The same 6% interest subsidy is applicable to units set in TSP and backward areas.

MUKHYA-MANTRI LAGHU UDHYOG PROTSAHAN YOJANA

 Scheme of Department of Micro, Small and Medium Enterprises (MSME).  This scheme was launched on 19 December 2019 in Jaipur.  This scheme is applicable for individual applicants and institutional (self-help groups/ societies/ partnership firms/ LLP firms/ Companies).  No collateral is required for loan upto ₹ 10 Lakhs as per RBI guidelines.  Under this scheme different categories of interest subsidies are provided viz. 8% interest subsidy on loans upto ₹ 25 Lakhs, 6% interest subsidy on loans upto ₹ 5 Crore, 5% interest subsidy on loans upto ₹ 10 Crore.

THE RAJASTHAN MICRO,SMALL & MEDIUM ENTERPRISES (FACILITATION OF ESTABLISHMENT & OPERATION) ACT

 Scheme of Department of Micro, Small and Medium Enterprises (MSME).  The objective is to promote livelihoods, inclusive economic growth and entrepreneurship in the State by giving exemption to MSMEs from approval under any Rajasthan Law and inspections for establishment and operation of enterprise.  New micro, small or medium enterprise, whose date of commencement of commercial operation is proposed on or after the date of promulgation of the Act i.e. March 04, 2019.(This scheme was promulgated by an ordinance by the state government on 4th March 2019).  The exemption from inspections under all state laws is provided for 3 years.  A RAJUDYOG MITRA portal has been started for this scheme.

RAJASTHAN INVESTMENT PROMOTION SCHEME 2019

 Scheme of Department of Industries.  This scheme was launched on 19 December 2019 in Jaipur.  The scheme came into force on 17-12-2019 and shall remain in force upto 31st March 2026. This was done via a notification of Government of Rajasthan.  The implementation of this scheme has been made online from 1-3-2021.

 This scheme provides different types of incentives to investors to generate employment and promote rapid, rapid sustainable and balanced growth in the state of Rajasthan.  The different types of incentives provided by the scheme are employment generation subsidy, exemption on electricity duty, exemption from land tax, exemption from stamp duty, subsidy on state tax and others, these exemptions are generally given for seven years.

JAN SOOCHNA PORTAL

 Portal of Department of Information Technology and Communication.  This portal was launched on 13 September 2019  This portal has been developed as per Section 4 (2) of Right To Information Act- 2005 which talks about the proactive disclosure of that much information to the people that they do not require to resort to the act in order to get information from the government. Rajasthan is the first state to implement this section of the RTI act  On the day of the launch of the portal 23 scheme and services related information of 13 departments were made available in the portal.  At present 427 information related to 175 schemes of 70 departments is available on the portal to the people.  More information related to more schemes and more and more departments is regularly updated on the portal.

RAJASTHAN JAN AADHAR YOJANA

 Scheme of Department of Planning.  This scheme was launched on 18 December 2019.  The objectives of the scheme are first to create the Data-Base of the Demographic and Socio-Economic information related to the citizens of the state, second to provide benefits of the Direct Benefit Transfer Schemes, third to promote Women’ Empowerment and Financial Inclusion.  All families of the state are eligible for registration and get Jan Aadhaar Card.  Each family will provided with 10 digit Family Identity Number containing Jan Aadhaar Card.

 The punch line of this scheme is ‘One Number One Card One Identity (एक सं奍या

एक का셍ड एक ऩहचान).

 In Normal cases the card will be issued in the name of a female member (designated as the head of the family) of the family who is above the age of 18 years. In case there is no female above the age of 18 years a family the card can be issued in the name of a male member above the age of 21 years. If in case there is neither a female above the age of 18 years in the family and nor a male above the age of 21 years in a family than in that case the Head of the family can be any member of maximum age.  This card is applicable as the Proof of Identity and Proof of address document for the family and its members as per orders of the Government of (UIDAI) through its circular on 9th May 2020.  For effective implementation for the scheme an Independent Rajasthan Jan-Aadhaar Authority under the Chairmanship of the Chief Secretary with its Head Quarters has been established by the State Government.

PADMA AWARDS

Padma Awards - one of the highest civilian Awards of the country, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. WATER STEWARD OF THE YEAR AWARD- Ajitabh Sharma Principal Secretary (Mines, Petroleum and IT Department) was awarded ‘Water Steward of the Year’ for his remarkable work and contribution in the field of Water Conservation.
