This note presents an update on the options for alternative voting modalities for conducting a Secret Ballot at the 42nd Session of the Conference. At the Informal Meeting of the Independent Chairperson with the Chairpersons and Vice-Chairpersons of the Regional Groups on 18 March 2021, Members identified two possible, viable options to conduct a Secret Ballot while holding the 42nd Conference in virtual modality. Namely, physical in-person voting and an online voting system. A third option of voting by postal correspondence was also presented to the Chairpersons and Vice- chairpersons for their consideration. 2. These options have since been further elaborated in Appendix B of document CL 166/13 Arrangements for the 42nd Session of the Conference, for Council’s consideration at its 166th Session under item 13 of its Agenda. During discussions under item 13, Members not only sought further information on the practicalities of adopting one of the aforementioned options but also introduced a further alternative voting option: a hybrid of in-person and online voting. 3. In aiming to facilitate a more informed decision by Members, this note provides additional information on the previously identified voting options on which Members have already received preliminary information, and introduces the possibility of a hybrid voting option by combining in- person and online voting to create a hybrid option. 4. This Information Note further adds information on the conduct of a roll call vote through the Zoom system. Such a vote will be required at the beginning of the Conference for the endorsement of the special procedures outlined in Appendix A under item 3, Adoption of the Agenda and Arrangements for the Session, following their consideration by the General Committee of the Conference at its first meeting.

Up to two scrutineers per candidate may attend at one station at a time (Note: This could be changed to one scrutineer per polling station due to COVID-19 protective measures) Scrutineers will receive identification badges to wear in the polling place. Political affiliation is not permitted on the badges or elsewhere The candidate or the official agent must appoint them in writing on the Appointment of Scrutineer forms, which are available from your Returning Officer. They must have a properly completed appointment and take a declaration of secrecy to be authorized to remain in the polling place. Scrutineers must present the Appointment of Scrutineer form to the election officer and complete a declaration of secrecy at each polling station they attend On the form, you must designate the polling station(s) or registration station(s) they have been appointed to observe. The Elections Act authorizes scrutineers to remain in the polling place while the vote and the ballot count take place. Scrutineers may observe polling day activities. Election officers are authorized to ask scrutineers to leave if they obstruct the taking of the poll, communicate with an elector who has asked not to be spoken to, disrupt the voting process, or commit any offence against the Elections

A September report by the Brennan Center found that 43 states are using some voting machines that will be at least 10 years old in 2016. Fourteen states are using equipment that is more than 15 years old. The bipartisan Presidential Commission on Election Admin- istration dubbed this an “impending crisis.” To purchase new equipment, jurisdictions require at least two years lead time before a big election. They need enough time to purchase a system, test new equipment and try it out first in a smaller election. No one wants to change equip- ment (or procedures) in a big presidential election, if they can help it. Even in so-called off-years, though, it’s tough to find time between elections to adequately prepare for a new voting system. As Merle King, executive director of the Center for Election Systems at Kennesaw State University, puts it, “Changing a voting system is like changing tires on a bus… without stopping.” So if elec- tion officials need new equipment by 2020, which is true in the majority of jurisdictions in the country, they must start planning now.

    The Norwegian Internet Voting Protocol Kristian Gjøsteen∗ August 9, 2013 Abstract The Norwegian government ran a trial of internet remote voting during the 2011 local government elections, and will run another trial during the 2013 parliamentary elections. A new cryptographic voting protocol will be used, where so-called return codes allow voters to verify that their ballots will be counted as cast. This paper discusses this cryptographic protocol, and in particular the ballot submission phase. The security of the protocol relies on a novel hardness assumption similar to Decision Diffie-Hellman. While DDH is a claim that a random subgroup of a non-cyclic group is indistinguishable from the whole group, our assumption is related to the indistinguishability of certain special subgroups. We discuss this question in some detail. Keywords: electronic voting protocols, Decision Diffie-Hellman. 1 Introduction The Norwegian government ran a trial of internet remote voting during the 2011 local government elections. During the advance voting period, voters in 10 municipalities were allowed to vote from home using their own computers. This form of voting made up a large majority of advance voting. The Norwegian goverment will run a second trial of remote voting during the 2013 parliamentary elections. Internet voting, and electronic voting in general, faces a long list of security challenges. For Norway, the two most significant security problems with internet voting will be compromised voter computers and coercion. Coercion will be dealt with by allowing voters to revote electronically. Revot- ing cancels previously submitted ballots. Also, the voter may vote once on paper, in which case every submitted electronic ballot is canceled, even those submitted after the paper ballot submission.

If not, you will see an error message. • Call the Elections Office—you will have to break the Red Sticker Seal on the front door of the black ballot box. • Release the Scanner and then tilt it up so that the voter can see the underside of the machine. Do not look at or touch the ballot unless the voter asks you to do so. • Ask the voter to carefully remove the ballot from the bottom of the Scanner, using both hands. • If the ballot was not counted, ask the voter to check for any rips or tears on the ballot. If there are none, then the voter may re-scan the ballot. • If the ballot is damaged beyond repair, spoil that ballot and re-issue the voter a new ballot.

Purpose of the Law This Law shall establish the procedure of implementing the right of the citizens of Lithuania to a referendum, the type of referendum and initiation, announcement, organising and conducting thereof. 2. The citizens of the Republic of Lithuania (hereinafter - citizens) or the Seimas of the Republic of Lithuania (hereinafter - Seimas) shall decide the importance of the proposed issue in the life of the State and the People in accordance with the Constitution of the Republic of Lithuania and this Law. Article 2. General Principles of Referendum 1. Taking part in the referendum shall be free and based upon the democratic principles of the right of elections: universal, equal and direct suffrage and secret ballot.
