    DOH 821-102-15 Week of October 26, 2020 Behavioral Health Impact Situation Report This situation report presents the potential behavioral health impacts of the COVID-19 pandemic for Washington to inform planning efforts. The intended audience for this report includes response planners and any organization that is responding to or helping to mitigate the behavioral health impacts of the COVID-19 pandemic. Purpose This report summarizes data analyses conducted by the COVID-19 Behavioral Health Group’s Impact & Capacity Assessment Task Force. These analyses assess the likely current and future impacts of the COVID-19 pandemic on mental health and potential for substance use issues among Washingtonians. Key Takeaways • For this reporting period (CDC Week 42: week of October 17), 4 of 5 syndromic indicators (psychological distress, suicidal ideation, suicide attempts, and all drug- related) fell below 2019 levels. This is despite youth groups continuing to warrant concern for nearly every indicator. • Social media data indicates higher positive sentiment and lower anxiety through Halloween and leading into election season. • Overall, Census data indicates anxiety and depression closely match known behavioral health trends during disasters. However, there is also a fairly significant increase in depression and anxiety for those who identify as African American or Multiracial (Non- Hispanic; 40% and 37% reporting depression symptoms, respectively). Impact Assessment This section summarizes data analyses that show the likely current and future impacts of the COVID-19 pandemic on mental health and potential for substance use issues among Washingtonians.     COVID-19 Update October 26, 2020 As of October 25, 2020, at 8:30 PM, the total of laboratory-confirmed and probable COVID-19 cases reported among Connecticut residents is 68099, including 65421 laboratory-confirmed and 2678 probable cases. Two hundred seventy patients are currently hospitalized with laboratory-confirmed COVID-19. There have been 4589 COVID-19-associated deaths. In Connecticut during the early months of this pandemic, it became increasingly clear that it would be necessary to track probable COVID-19 cases and deaths, in addition to laboratory-confirmed (RT-PCR) cases and deaths. This was needed to better measure the burden and impact of this disease in our communities and is now part of the national surveillance case definition for COVID-19. Prior to June 1, probable and confirmed cases were reported together.     Update to Close Contact Definition October 23, 2020 To: Local Health Departments On 10/21/20 CDC modified the definition of a close contact regarding the length of time associated with exposure and the time interval to assess the potential exposure that can result in transmission. Data are limited, making it difficult to precisely define “close contact;” however, 15 cumulative minutes of exposure at a distance of 6 feet or less can be used as an operational definition for contact investigation. The definition now includes a total of 15 minutes or more of close contact (within 6 feet) exposure to an infected person during a 24-hour period. Please note that the period of exposure is cumulative (i.e., the total amount when it is added together). This exposure must occur when the infected person is considered to be infectious which begins 2 days prior to symptom onset, or specimen collection for asymptomatic cases, and extends for most people for 10 days after onset of symptoms and 1 day after fever has resolved. Some individuals with more severe illness or who are immunocompromised may be infectious for up to 20 days. In summary, the new definition requires 15 minutes or more of close contact (within 6 feet) of exposure to an infected person during a 24-hour period in which the infected person is infectious. It is also important to note that classification of an individual as a close contact is based on many factors and should be assessed on a case-by-case basis. Factors to consider when defining close contact include proximity (closer distance likely increases exposure risk), the duration of exposure (longer exposure time likely increases exposure risk), whether the infected individual has symptoms (the period around onset of symptoms is associated with the highest levels of viral shedding), if the infected person was likely to generate respiratory aerosols (e.g., was coughing, singing, shouting), and other environmental factors (crowding, adequacy of ventilation, whether exposure was indoors or outdoors).

Located in Sevier County, Tennessee, Dollywood is right next door to Smoky Mountain National Park and is one of the most visited attractions in the state of Tennessee. Dollywood has grown an industry of tourism around Sevier County, specifically on the Pigeon Forge strip, that has made a huge impact on the community. While there are differing opinions on what tourism does to a community, the economy that it builds in this particular area allows the community to sustain itself. Dolly Parton, the namesake and figure head of the park, has often said of herself, “It takes a lot of money to look this cheap” (N.p.). Similarly, some say that the tourism on the strip looks cheap, but it takes substantial funding to support a community sustained by tourism. While Dollywood’s opening season was in 1986, the park has a history dating back to 1961. Dollywood as we know it now has taken many different names through the years, beginning in 1961 as Rebel Railroad. Rebel Railroad, owned and operated by the Robins Brothers opened for its first season in 1961(“Historic Attractions”). The park focused on local heritage with a coal fired steam train and saloon, but didn’t have many other attractions at this stage in its development. It had a successful opening season and continued with its success until 1970. The park was bought by then owner of the NFL’s Cleveland Browns, Art Modell, in 1970.
