El-Bakkali won in 8 minutes, 8.90 seconds on a wet track at the Olympic Stadium in Tokyo. He fi n- ished well clear of Lamecha Girma of Ethiopia, who took the silver. Benjamin Kigen claimed a bronze for Kenya after Ethiopia’s Getnet Wale, who was third heading to the fi nal straight, fell. Wale struggled back to his feet and clung on for fourth. The 25-year-old el-Bakkali was fourth at the last Olympics in Rio de Ja- neiro and on the podium at the last two world championships, but this was his fi rst major title. Kenya had won nine straight Olym- pic golds in the 3,000 steeplechase since 1980. Kenya’s Conseslus Kipruto, the leading star of the steeplechase, didn’t defend his Olympic title in Tokyo after failing to make the Kenyan team at the national trials. Sifan Hassan of the Netherlands started her bid to win three medals at the Tokyo Games by earning gold in the 5,000 meters. Hassan pulled away with about 250 meters to go and cruised to the win in a time of 14 min- utes, 36.79 sec- onds. -

Defence Minister Rajnath Singh and his Uzbekistan counterpart Major General Bakhodir Nizamovich Kurbanov presided over the Curtain Raiser of the military drill. The exercise, which will focus on counter-terrorism, will continue till November 13. During the exercise, an Indian Army contingent will train along with Uzbekistan Army. India and Uzbekistan have signed three Memoranda of Understanding in the fields of Military Medicine and Military Education. PM attends 16th India - ASEAN Summit in Bangkok Prime Minister Shri Narendra Modi attended the 16th ASEAN-India Summit in Bangkok, Thailand. In his opening remarks, Prime Minister expressed happiness in being part of the 16th India - ASEAN Summit. He thanked Thailand for the warm hospitality and extended best wishes to Vietnam for taking over as Chairman of next year’s Summit. AYUSH Minister Inaugurates National Research Institute of Unani Medicine for Skin Disorders Union Minister of State for AYUSH Shri Shripad Yesso Naik inaugurated National Research Institute of Unani Medicine for Skin Disorders (NRIUMSD) upgraded from Central Research Institute of Unani Medicine (CRIUM) at Hyderabad. Shri Naik lauded the success of the CRIUM in the treatment of vitiligo and other chronic and stubborn diseases and said that it’s perhaps the only medical institution in the world which has treated more than 1.5 lakh patients of Vitiligo alone. Shri G. Kishan Reddy called the researchers to find safe and viable solutions to prevalent health challenges, such as vector-borne diseases, non- communicable diseases, cancer and tuberculosis. -

May 4th news: National: Maharashtra introduces digitally signed land records Maharashtra became the first state to provide digitally-signed land record receipts (also known as 7/12 receipts), which Chief Minister Devendra Fadnavis claimed would check irregularities and bring in transparency. The 7/12 receipt is the most important document which establishes the ownership of the land and is primarily used by farmers while applying for loans. It is also used by the government during crop surveys and to extend various facilities. Supreme Court refuses to stay its order on SC/ST Act The Supreme Court on 3rd May rejected the Centre's demand for a stay on its verdict on the SC/ST Act and said it favoured "100 percent" the protection of the rights of these communities and punishing those guilty of atrocities against them. The top court also strongly disagreed with the Centre's contention that its 20 March verdict had led to loss of lives in the violence that had broken out later in several states. The Centre told the top court that its 20 March verdict, laying guidelines putting certain safeguards on the immediate arrest of a person for offences, countermanded the law enacted by the legislature and should thus be stayed and the case referred to a larger bench. However, a bench of Justices Adarsh Goel and U U Lalit refused to stay the verdict and said various aspects and earlier judgments of the top court were considered before arriving at this conclusion. The top court said under the Scheduled Castes and Tribes (Prevention of Atrocities) Act, 1989, theoretically a person cannot get anticipatory bail, but soon after his arrest, he can get regular bail even in offences where the punishment is just six months. -

PRESS RELEASE 25 countries to compete at Singapore Badminton Open 2019 as registration closed Badminton Powerhouses Indonesia, Korea and Denmark latest to announce entry [Singapore, 27 February 2019] – The 2019 edition of the Singapore Badminton Open is set to be action packed with all the World Number 1 shuttlers confirming their participation for the tournament in April. The final day of registration saw the likes of Marcus Fernaldi Gideon and Kevin Sanjaya Sukamuljo amongst the latest entries that will be in contention at the Singapore Indoor Stadium from 9-14 April. Part of the HSBC BWF World Tour Series, the Singapore leg boasts a star-studded line-up that would undoubtedly send waves of excitement through the badminton scene. Gideon and Sukamuljo completes the list of World Ranked #1 shuttlers that will compete at the Singapore Open. TALES COC THE NEWSLETTER OF BWF TECHNICAL OFFICIALS APRIL 2018 EDITION NO. 19 TIMES ARE A-CHANGIN’ By Torsten Berg Chair - BWF Referee Assessment Panel In 1963, we sang with Bob Dylan that “... you better start swimmin’, or you’ll sink like a stone, for the times they are a-changin’...” – and that’s still true today! The BWF Council has put forward rather radical proposals for changes to the Laws of Badminton which would change the scoring system, some of the service laws, and the law covering coaching in intervals, to the Annual General Meeting on 19 May, 2018. We, the technical officials, better start swimming to keep up with these changes, should they be approved, as they will considerably change the sport and how we do our job. We shall soon thereafter be ready with consequential amendments to the ITTO and possibly other BWF Statutes also, and we shall be ready to put the changes into practice on court. The purpose of the proposals seems to be to speed up the sport, shorten the length of matches, and improve the presentation, in particular, at the highest levels. Remember, a Law proposal, even coming from the BWF Council, is not in force until it is approved by the membership at the AGM. Remember too, that often these types of decisions may contain a date of implementation, so that the necessary consequential technical changes can be actioned. Several experienced TOs have lately asked if the proposed changes are already in force. The answer is no – only the AGM can change the Laws.
