ORDER: In the Government order first read above, the Government have accorded administrative sanction for the total approved financial assistance of Rs. 4,56,75,0001- (Rupees Four Crore Fifty Six Lakh and Seventy Five thousand only) including share of the Government of India of Rs.3,94,20,0001- (RupeesThree

Crore Ninety Four Lakh and Twenty Thousand only) and State share of Rs. 62,55,0001- (Rupees Sixty two lakh and fifty five thousand only) for the construction of own buildings to the State Commission, Chennai and District Consumer Disputes Redressal Fora at Chennai (North) and (South), Krishnagiri, Namakkal and Srivilliputhur and also released Government of India's 1st installment of Rs.1,96,79,047/- (Rupees One Crore Ninety Six Lakh Seventy Nine Thousand and Forty Seven only).

In the Government Order second read above, the Government have also accorded sanction for the release of Government of India's 2nd installment of Rs.1,97,40,953 (Rupees one crore ninety seven lakhs forty thousand nine hundred and fifty three only) of the total approved financial assistance of Rs.394.20 lakhs by the Government of India under the scheme "Strengthening Consumer Fora" for the construction of own buildings to the State Commission Chennai and District Consumer Disputes Redressal Fora at Chennai (North) and (South), Kishnagiri, Namakkal and Srivilliputtur.

3. In the letters third read above, the Registrar (i/c), State Consumer Disputes Redressal Commission has furnished the details of total administrative sanction, Government of India's share, State Government's share, Expenditure made upto 31.03.2013 and balance amount now required for 2013-14 as per the Engineer in Chief, Public Works Department Buildings letter as detailed below:-

The Registrar (i/c), State Consumer Disputes Redressal Commission has also furnished the details of funds already released, funds unutilized by the Public Works Department upto 2012-13, and balance funds to be released in 2013-14 as given below: Total Administrative sanction : Rs.4,56,75,000 Releasedin 2011-12 and 2012-13 Rs.3,93,84,000 Less: Unutilized by PWD in 2012-13 Rs. 35,26,000

4. The Registrar (i/c), State Consumer Disputes Redressal Commission has therefore, requested the Government to release an amount of Rs.98,17,0001- (which includes the Government of India's share of Rs.35,62,0001- and State Government's share of Rs.62,55,0001-) at an early date under the head of account 4070-00-800- SB-1609.

5. The Government after careful examination, accord sanction for the release of balance amount of Rs. 98,17,0001- (Rupees Ninety eight lakhs and seventeen thousand only) which includes the Government of India's share of Rs. 35,62,0001- and State Government share of Rs.62,55,0001- from the total approved financial assistance of Rs. 4,56,75,0001- (Rupees four crores fifty six lakh and seventy five thousand only) for the completion of construction of own buildings to the State Consumer Disputes Redressal Commission, Chennai and District Consumer Disputes Redressal Fora at Chennai (North) and (South), Krishnagiri, Namakkaland Srivilliputhur.

6. The amount sanctioned in para 5 above shall be debited into the following Head of account- "4070-00 Capital Outlay on Other Administrative Services - 800 Other Expenditure- Schemes in the Twelfth Five Year Plan - III Centrally Sponsored. - SB Cost of Land for accommodation of Districts Consumer Disputes Redressal Forum Buildings-16 Major works." (ope: 4070 00 800 S8 1609) 7. The expenditure sanctioned in para 5 above is provided underthe Head of Account "4070 00 800 SB 1609" in RE 2013-2014. The Registrar, State Consumer Disputes Redressal Commission is authorizedto incur the expenditure.

8. The Chief Engineer, Public Works Department (Buildings) is authorized to draw and disburse the amount sanctioned in para 5 above.

9. This order issues with the concurrence of Finance Department vide its U.O.No 16314/14/CF&CP, dated 20.3.2014.
