1. CONFIRMATION OF THE MINUTES OF THE LAST STA BOARD MEETING HELD ON 20.5.2013 The Board confirmed the minutes of the aforesaid meeting which were circulated vide No.10(108)/AS/STA/TPT/2013/68 dated 27.5.2013 to all the Members and the following resolutions were made by STA Board:-

2. Resolution No.11/2013 Agenda No.11/2013

POLICY FOR TAKING ACTION AGAINST TRANSPORT VEHICLES INVOLVED IN REPEATED OFFENCES

Agenda item was considered and the STA Board accorded approval for action against the transport vehicles involved in repeated offences, as follows:- i) Vehicle plying without valid permit – If a transport vehicle is found to be plying without valid permit, the vehicle should be challaned and impounded by the enforcement agencies for 15 days. Thereafter, the vehicle may be released only when the owner of the vehicle gets the permit renewed from the STA. In case the vehicle owner fails to get the permit renewed the vehicle shall remain impounded indefinitely. The Courts and STAT should be requested not to order release of such vehicles until

1 the vehicle owner gets his/her permit renewed from STA. This would ensure that a vehicle is not plying without permit repeatedly.

* In case the fitness of the vehicle expires during the currency of the impounding period of 15 days the vehicle owner may be given opportunity of getting his fitness renewed by release of vehicle for a specified period. ii) Plying without valid certificate of fitness – If a transport vehicle is found to be plying without valid certificate of fitness, vehicle should be challaned and impounded by the enforcement agencies for 15 days. Further, the enforcement agencies on request of owner, may release the vehicle for 15 days so that the owner is able to get the fitness of the vehicle renewed. In case, the owner fails to produce the certificate of fitness within 15 days, the enforcement agencies shall report such matter to Transport Department for cancellation of registration of such vehicles. iii) Plying of vehicle by a driver not having a valid driving licence – If a transport vehicle is found to be plying by a driver without valid driving licence, vehicle should be challaned and impounded by the enforcement agencies. The enforcement agencies shall report such matter to STA for cancellation of permit and registration of such vehicles. On receipt of such information, STA shall initiate action for cancellation of permit. Thereafter, the registering authority shall also initiate action for cancellation of registration of the vehicle. In this regard, a prior public notice shall be published in the newspapers. iv) Fatal accident – The fatal policy was considered and approved. In case of all transport vehicles involved in two fatal accidents, the policy of the Department as earlier will remain applicable.

Further, the driving licence and badge of the driver involved in fatal accident shall be cancelled.

v) (a) Violations of directions of Hon‟ble Supreme Court – Delhi Traffic Police is already taking action by challaning / impounding of the vehicle and subsequently also suspending the permit of the offending vehicle for suitable duration. Delhi Traffic Police

2 shall be sending cases to Transport Department where the same offence is committed by a particular driver of a vehicle for three times in a calendar year, for cancellation of driving licence and badge of the driver. If the offence is committed by the another driver of the particular vehicle for three times in a calendar year, driver‟s licence and badge shall be cancelled, the permit and the registration of the vehicle shall also be cancelled in the event of the above mentioned six offences in a calendar year.

(b) Violations of directions of Hon‟ble Supreme Court by the transport vehicle drivers In the above said cases, a data bank of the offences of the transport vehicle drivers shall also be maintained to take suitable action against violations by a driver having driven different vehicles. . Delhi Traffic Police shall be sending such cases where the offence is committed by a particular driver, for three times in a calendar year for cancellation of driving licence and badge of the driver. vi) In case of offences committed by the driver such as drunken driving, violating any condition of permit relating to the route on which or the area in which or the purpose for which the vehicle may be used, strict action of cancellation or suspension of driving licence of the driver of the vehicles involved shall be taken by the licensing authority. Delhi Traffic Police shall continue to refer such cases to STA. If the above mentioned offences are committed second time by the driver his licence and badge shall be cancelled.

The permit and the registration of the vehicle shall also be cancelled in the event of six offences {as mentioned in (v) and (vi)} in a calendar year.

1.8 Mechanism for sharing of information regarding repeated offences

Delhi Traffic Police has now started e-challaning of vehicles. Hence, cases of repeated offences shall easily be detected and prosecution system of the Delhi Traffic Police shall be strengthened. Suitable software should be devised by the Delhi Traffic Police for detection of multiple offences committed by particular vehicle and particular driverand on-line access should be given to the Transport Department so that prompt action can be taken for cancellation of permit/registration/driving license.

1.9 Action on subsequent offences under section 182, 192 and 192A under the Act has to be taken by the Delhi Traffic Police and Enforcement Branch. Letter has already been issued to Delhi Traffic Police.

3. Resolution no.12/2013 Agenda no.12/2013 RENEWAL OF PERMIT EXPIRED BEYOND 1 YEAR The Addl. Commissioner of Police, Traffic (Member) stated that so far manual challans were being generated by each Traffic Circle and therefore collating information for a vehicle would take long time. Now that e-challan process has been started by Traffic Police, the information may be readily available in future cases. Therefore, it was decided by the Board that the applicants for renewal of permits beyond a period of one year shall submit an undertaking that they could not get their permits renewed within specified period due to valid reasons. The cases shall be decided by an officer not below the rank of Dy. Secretary. Action may be taken against the vehicle even at a later stage, as per the repeated offence policy, if information regarding repeated offences is received from the Enforcement Agencies.

4. Resolution No.13/2013 Agenda No.13/2013

SEPARATE PERMIT CONDITIONS OF LMV COMMERCIAL PASSENGERS VEHICLES

The representative of Transport Operator & Labour Welfare Association (Regd.) requested for change of title of the stage carriage permit conditions. He stated that his earlier request for change of driver‟s qualifications for mini buses in consonance with the MV Act 1988, has already been approved by the Transport Department and incorporated in the permit conditions. The Board decided that the title of stage carriage permit conditions i.e. “Permit Conditions for Stage Carriage Buses (DTC, Cluster and Private Buses including Feeder / RTV / Mini / Midi Buses” is unambiguous and needs no change.

5. Resolution No.14/2013 Agenda No.14/2013

EXTENSION OF ROUTES FOR PERMIT OF MAXI CABS The Members of STA Board in the last meeting desired to conduct a survey of the routes and submit report of routes No.9101, 9109, 9110, 9112 and 9113. Accordingly, the survey report was placed before the Board. The Board approved the Agenda.

6. Resolution No.15/2013 Agenda No.15/2013 PHASING OUT OF RTVs RTVs have been involved in frequent road accidents due to overturning and competition with other vehicles on roads. In the interest of safety of passengers, STA Board decided to phase out these four wheeled vehicles completely by 31st March 2014. This shall be applicable to RTVs plying under stage carriage, contract carriage, school buses and maxi cabs permits. A public notice in this regard shall be issued in newspapers.

7. Resolution No.16 & 17/2013 Agenda No.16 & 17/2013

ROUTES RATIONALIZATION OPERATION OF GRAMIN SEWA VEHICLES

A Route Rationalization Committee consisting of representatives of DMRC, DTC, DIMITS had submitted a report on requests of operators of mini stage carriage buses. The route variations were considered by the Committee in terms of provisions of Section 80(3) of the MV Act and a report was submitted. The Board decided that operators be given an option to operate these routes suggested by the Committee.

The STA Board, however, observed that the report was influenced by the operators- DMRC, DTC, Cluster buses. The last mile, connectivity and larger public interest has not been taken into account. The Board decided that the routes of Gramin Sewa vehicles should be kept beyond outer ring road. The routes of mini buses should be kept beyond inner ring road. All the routes should be re-designed with proper allocation of number of vehicles on each route. The routes will be put up for open advertisement to

5 give equal opportunity to all the interested operators. A study may be commissioned to a professional agency to give a five year plan of operation of multi modes of Transport.

8. Resolution No.18/2013 Agenda No.18/2013

PROHIBITION OF ENTRY OF SLEEPER COACHES FROM NEIGHBOURING STATES

Operation of these buses is un-safe and hazardous since these buses do not conform to provisions of the CMV Rules 1989. Notification to prohibit their entry into the NCT of Delhi under section 115 of the MV Act 1988 will be issued. Board has approved the agenda.

9. Resolution No.19/2013 Agenda No.19/2013

TRANSFER OF PERMIT NO.SC/LPV/HQ/00176/2006 ON VEHICLE NO.DL1VA-2291 (STAGE CARRIAGE) IN FAVOUR OF SUCCESSOR

The Board rejected the agenda.

10. Resolution No.20/2013 Agenda No.20/2013

ADVERTISEMENT INSIDE LOW FLOOR DTC BUSES

The Board considered the application of DTC for displaying of advertisements of government departments inside their buses. The permission was granted subject to the following conditions:

i. Visibility inside the vehicle should be in compliance with the notified permit conditions and provisions of the MV Act. ii. The panels should be suitably affixed to ensure safety of the passengers. iii. DTC shall abide by the conditions on contents of advertisements as prescribed in the MCD outdoor advertising policy. The meeting ended with a vote of thanks to the Chair.

MINUTES OF MEETING OF ROUTE RATIONALIZATION HELD IN THE CHAMBER OF ACOT/SECRETARY, STA ON 03-07-2013 and 04-07-2013

1. List of the participants is placed at Annexure „A‟ and „B‟ respectively.

2. Operators of mini stage carriage buses had been requesting for variation in their routes for one of the following reasons:-

i. Routes are parallel to Gramin Sewa Routes ii. Due to some obstructions by the authorities the existing routes needs to be changed. iii. Since the size of bus has increased, in some cases the buses cannot move through narrow lanes situated in the existing routes. iv. In case of one route some area falls in the state of UP. v. There is only single bus on the route making it un-economical. vi. Other reasons. A Committee consisting officers of Transport Department, DTC, DMRC and DIMTS was constituted for considering requests of the operators. It was decided that any change in the route shall be considered keeping in view the provisions of Section 80 (3) of the Motor Vehicles Act 1988. Further in case of a single operator in a particular route, a similar route shall be considered to be granted to the operator. The recommendations of the Committee are as under:-

(i) Route No.F-107-A

One operator Shri Gajender Kumar (out of six) of route No.F-107-A – Kankar Khera Village to Madhuban Chowk (via – Rohini Sector 27, Shahbad Dairy, Rohini Sec 16, Ambedkar Bhawan, Sardan Colony, Vidhya Vihar Marg, Sector 9, Madhuban Chowk), has requested to change his route to Madhuban Chowk to Shahbad Dairy which is route No.F- 913-A (via- Sector 9, Ambedkar Hospital, Sector 11, Sector 16, Engineering College). This is a single bus on the route. Reason for the proposed change has not been furnished. There are already 15 buses on F-913-A, the route requested by the operator.

Recommendation

The request of the operator is rejected as the existing route is good one and the other operators have not asked for any change. The operator has also not mentioned any reason for the requested change.

(ii) Route No.F-114-A

Operators of Route No.F-114-A – Bahkhatabarpur to Nirankari Colony, have requested for extension of route upto GTB Nagar/ ISBT. Route length will be increased 10 kms to 15 kms. Recommendation

The Committee rejects the request of the operators as the requested change shall cause congestion in ISBT.

(iii) Route No.F-119-A

Single operator of Route No.F-119-A – Rohini East Metro Station to Rohini Sector 23 (via – Rohini East Metro Station, Rohini Sec 7-8 X-ing, , Rohini Sector 23, Sector 24) has requested to extend/ change of route from Rohini East Metro Station to Shahbad Dairy (via – Rohini Sector 7-8 Xing, Rithala Metro Station, Rohini Sec 11-16-17, Shahbad Dairy). The existing route is 10 Kms length while the requested route is of 12 kms legnth. Other operator. Reason is Gramin Sewa vehicles on this route.

Recommendation

The requested route is entirely different route. The claim of the operator that there are Gramin Sewa vehicles on the route is false. Hence, the request of the operator is rejected.

(iv) Route No.F-121-A

20 operators (out of total 31) of Route No.F-121-A – Singhu Border to Auchandi Border, have requested for change of route either from (i) Singhu Border to Azadpur (ii) Narela, Borgarh, Alipur, GTK By pass, Jahangir Puri Metro Station, Azadpur) or (ii) Singhu Border to Peera Garhi (via - Narela, Bawana, Kanjhawala, Gheva, , Nangloi, Peeragarhi) or (iii) Singh Border to Najafgarh (Route No.707- via – Narela, Bawana, Khanjhawala, Ghevra, Hirankudna, Dichao, Najafgarh). Reason is Gramin Sewa vehicles on this route. The other operators of the route have requested change as under:

Shri Narender Kumar Sharma, Shri Subhash Chand Gupta and Shri Vishnu Dutt Sharma have requested to change their route from Singhu Border to Narela, Bawana, Ind. Area, Shahabad Dairy, Rohini Sector 11, 15, 16, 19, Madhuban Chowk; or

Singhu Border to Alipur, By pass, Badli, Power House, Madhuban Chowk, ; or

Singhu Border to Narela Bhorgarh, Alipur, Naglipuna, Liwaspur bypass Azadpur.

The remaining 11 operators do not want this route change.

Recommendation

After lot of deliberation, following route (Singhu Border to Najafgarh) is suggested for the 20 operators –

“Singhu Border, Bawana, Auchandi Border, Qutab Garh, Ladpur, Nijampur, Shavada JJ Colony, Ghevera, Ghevera Xing, Hiran Kudana, Dichaon Village, Najafgarh”

Further, request of other operators cannot be acceded to as it will adversely affect the operation of DTC buses (route no.131) on the stretch. However, the above revised route may also be offered to these operators if they request for the same.

(v) Route No.F-124-A

Shri Jitender is the single operator of Route No.F-124-A – Nangloi to Auchandi Border (via- Mundka, Ghewra Xing, Ghewra Village, Kanjhawal, Jointi, Qutab Garh,AuchandiBorder and has requested to change of route either from Bawana to Peeragarhi (Route No.972) or Peeragarhi to Palam.

Recommendation

Request of the operator is not justified as DTC route No.972 is already under operation on this stretch. However, the suggested route no.F-121-A (Singhu Border to Najafgarh) in para (iv) may be offered to the operator (being the single operator).

(vi) Route No.F-125-A

Operators of route No.F-125-A – Sultan Puri to Pitam Pura Metro Station have requested to extend route from Sultanpuri to Madhuban Chowk with (via – Sultanpuri, Jalebi Chowk, Mangol Puri S Block, Mongolpuri Y Block, Avantika, Vishram Chowk, Rajeev Gandhi Cancer Hospital, Rohini West Metro Sttion, Rohini East Metro Station, Madhuban Chowk) to Sultanpuri to Jahangirpuri Metro Station (via – Sultanpuri, Jalebi Chowk, Mongolpuri S Block, Mongolpuri m Sultanpuri to Jahangirpuri Metro Station). Reason given is that the Gramin Sewa route No.GS-69 (Sultanpuri to Rohini East Metro Station) is 90% parallel.

Recommendation

The request of the operators is rejected as the requested route will adversely affect the operation of DTC buses on route No.982 and 254. Further, the contention of the operators that their existing route is 90 % parallel to Gramin Sewa route GS-69 is also not correct.

(vii) Route No.F-208-A

Operators of Route No.F-208-A – Balakram Hospital to Sabha pur Village (via Karalwal Nagar, Khajoori, Nanaksar, Wazirabad), have requested for extension of route upto ISBT. Route length will be increased by 3 kms. more.

Recommendation

Request of the operators to extend his route to ISBT cannot be acceded to. However, the following changed route (Sabhapur to Vishwavidalaya Metro Station) may be offered to the operators with following via:

“Sabhapur Village, Karawal Nagar, Khajoori, Nanaksar, Wazirbad Bridge, Balakram Hospital, Timarpur, Mall Road, Vishwavidalaya Metro Station”

(viii) Route No.F-209

Operators of route No.F-209 – Shahdara to Indra Puri Loni (via - Rathi Mill Balbir Ngr, Jyoti Colony, Johri Pur Xing, Jawahar Ngr, Shanti Ngr), have requested to give one of the following route, as most of the route falls in the State of UP. UP Police frequently challans their buses. Hence, they have genuine problem and have requested to change the route one of the following routes:-

i. Loni Road Authority to Durgapuri with via – Shahdara, Bihari Colony, Laxmi Nagar, Mother Dairy. ii. Loni Road Authority via Vihar, Maujpur, Seelampur, Bihari Colony, Hadawar Hospital, Kadkaddoom Court, Vishwar Nagar Depot; iii. Loni Road Authority to Gagan Cinema, Guru Tej Bahadur Hospital, General Hospital, Suraj Mal Vihar, Kadkaddooma, Vishwas Nagar Depot. iv. Loni Road Authority, Gagan Cinema, Guru Tej Bahdar Hospital, Dilshad Garden, Seemapuri Border to Anand Vihar Bus Stand Gajipur Mod. v. Loni Road Authority Durgapuri, Shahdara, Metro Bihari Colony, Hadwar Hospita to Mayur Vihar.

vi. Loni Road Authority to Mother Dairy with via – Durgapuri, Balbir Nagar, Shahdar, Bihari Colony, Arjun Nagar, Radha Puri, Preet Vihar, Laxmi Ngar Or

Durgapuri, Balbir Nagar, Shahdara, Bihari Colony, Kadkaddooma Court, General Hospital, Guru Teg Bahadur Hospital, Gagan Cinema, Roni Road Xing.

Reasons given are – Most part of the route falls in Ghaziabad, more DTC buses.

Recommendation

Since by mistake the part of the route granted falls in the jurisdiction of , a change in the route is required so that the operator does not have to go beyond Delhi border. The Committee recommends that route no.F-209 may be given from Loni Border to Dilshad Garden Metro Station with the following via:-

“Loni Border, Loni Authority, Nand Nagari, Gagan Cinema, GTB Hospital, General Hospital, Dilshad Garden Metro Station.”

(ix) Route No.F-210-A

7 Operators of route No.F-210-A – Shahdara to Khajoori (via- Seelampur, Babarpur, Yamuna Vihar, Bhajanpura) have requested to extend routes in the following manner:-

i. Khajuri, Yamuna Vihar, Maujpur, Zafrabad, Seelampur, Shahdara, Dilshad Garden, UP Border, Surya Nagar, Ramprastha, Anand Vihar, ISBT terminal; or ii. Khajuri, Yamuna Vihar, Gole Chakkar, Nand Nagari, Gagan, New Seemapuri, UP Border, Surya Nagar, Ramprastha, Anand Vihar, ISBT terminal; or iii. Khajuri, Yamuna Vihar, Maujpur, Gurgapuri Chowk, Nand Nagari, GTB Hospital, Seemapuri, UP Border, Surya Nagar, Anand Vihar, ISBT Terminal.

Reason given is that there are more Gramin Sewa vehicles on the route.

Recommendation

Request of the operators for the above three routes was rejected due to congestion in ISBT Anand Vihar. However, after a lot of deliberation, F-210-A has been suggested to be

11 given route from Dilshad Garden to Khajoori (which is similar to the requested route at iii above, with following via:-

“Khajoori, Yamuna Vihar, Mauj Pur, Durgapuri Chowk, Nand Nagari, GTB Hospital, Seemapuri, Apsara Border, Dilshad Garden Metro Station.”

(x) Route No.F-221-A

Operators of Route No.F-221-A – Harsh Vihar to Shastri Park, have requested for extension of route upto ISBT Kashmere Gate. Route length will be increased by 7 kms. more.

Recommendation

This route is already very good route connected to Shastri Park Metro Station. It is not advisable to bring the buses upto ISBT as there is already lot of congestion.

(xi) Route No.F-238-A

Operators of Route No.F-238-A – Loni No.2 Indira Puri to , have requested for extension of route Upto Mori Gate. Route length will be increased by 8 kms. more.

Recommendation

This route is already serving the Seelampur Metro Station and is around 13 kms length. Requested change is not recommended as it would create congestion in Mori Gate.

(xii) Route No.F-241-A

Operators of Route No.F-241-A – Nand Nagari to Shastri Park, have requested for extension of route upto G.T.K. By-Pass with Via – Nand Nagari, Gokal Puri, Bhajanpura, Khajoori, Nanaksar, Wazirabad, Gopalpur, Burari, Mukandpur, Bhalaswa and GTK By- Pass. Route length will be increased from 15 to 19 kms.

Recommendation

The requested change is not recommended as it will adversely affect the operation of DTC buses on route No.254 and 165.

(xiv) Route No.F-245-A

Operators of Route No.F-245-A – Sabhapur to Khajoori, have requested for extension of route upto Anand Vihar ISBT. Route length will be increased from 10 kms. to 22 kms.

Recommendation

The request of the operators cannot be accepted as there is lot of congestion in Anand Vihar ISBT. However a revised route from Sabhapur to Shastri Park Metro Station can be offered to the operators, with following via:

“Sabhapur, Maujpur, Gokulpuri, Bhajanpura, Khajoori, Pusta, Shastri Park”

(xv) Route No.F-249-A

Operators of Route No.F-249-A – Indirapuri Loni to Jheel, have requested for of route upto Jama Masjid. Route length will be increased from 12 kms. to 20 kms.

Recommendation

The requested change is not recommended as it is not advisable to bring these buses within the city. However, revised route from Akshardham Temple to Indirapuri may be offered to the operators with following via:

“Indirapuri Loni, Jawahar Nagar, Gol Chakkar, Durgapuri, Mauj Pur, Seelampur, Dharampura, Gandhi Nagar, Luxmi Nagar TT Post, Akshardham Temple”

(xvi) Route No.F-255-A

Shri Gajender Kumar of route No.F-255-A – Shastri Park Metro Station to New Seemapuri, (via- Tahir Pur, Sunder Nagri, Nand Nagri, Nathu Colony, Durga Puri, Babarpur, Mauj Pur) have requested to change of route to New Seemapuri to Fountain Chowk via – Dilshad Garden, Shahdara, Seelampur, Shastri Park, ISBT, GPO, Fountain Chowk. Reason given is that there are more Gramin Sewa vehicles on the route.

Recommendation

The request of the operator for extending his route to Fountain Chowk cannot be accepted. However, the operator may be offered a similar route bearing No.F-221-A (from Harsh Vihar to Shastri Park Metro Station) having the following via:

“Harsh Vihar, Sundar Nagari, Nand Nagari, Durga Puri Chowk, Jagatpuri, Babarpur, Seelampur, Shastri Park Metro Station”

(xvii) Route No.F-259-A

Operators of Route No.F-259-A – Shahdara to Mother Dairy, have requested for extension of route upto Seema Puri. Route length will be increased from 10 kms. to 15 kms.

Recommendation

The Committee recommended the extension of route upto Seemapuri. The revised route shall be from Seemapuri to Mother Dairy with following via:

“Seemapuri, Shahdara, Bihari Colony, Azad Nagar, Krishna Nagar, Ram Nagar, Chander Nagar, Shiv Puri, Khureji Khas, Radhu Palace, Shakarpur Chowk, Luxmi Nagar, Ganesh Nagar, Pandav Nagar, Mother Dairy”

(xviii) Route No.F-303-A

Operators of Route No.F-303-A – Mayur Vihar Phase III to Laxmi Nagar, have requested for extension of route upto Shastri Park. Route length will be increased from 12 to 19 kms.

Recommendation

The request for route extension is not recommended as the route is already connected to Luxmi Nagar Metro Station and Mayur Vihar Metro Station. Requested change shall adversely result operation of Metro Feeder Buses run by DMRC.

(xix) Route No.F-401

Operators of Route No.F-401 – Central School Mool Chand to Ambedkar Nagar Terminal, have requested for extension of route either upto Hamdard Nagar or R.K. Puram. Route length will be increased from 8 kms. to 11 kms. (Hamadard Nagar) and from 8 kms to 19 kms. (R.K. Puram).

Recommendation

After lot of deliberation, the Committee decided to recommend revised route from Central School Mool Chand to Devli Village with following via:-

“Central School Mool Chand, Siri Fort Road, Sheikh Sarai, AN Trml., Khanpur, Devli Village.”

(xx) Route No. F-404

Operators of Route No.F-404 – Central School Mool Chand to Ambedkar Nagar Sector V, have requested for extension of route either upto Hamdard Nagar or R.K. Puram. Route length will be increased from 8 kms. to 11 kms. (Hamadard Nagar) and from 8 kms to 19 kms. (R.K. Puram).

Recommendation

Committee recommends that being a similar route this route No.F-404 may also be merged with revised route No.F-401 (Central School Mool Chand to Devli Village) with following via:-

“Central School Mool Chand, Siri Fort Road, Sheikh Sarai, AN Trml., Khanpur, Devli Village.” (xxi) Route No.F-403-A, F-410-A, F-411-A, F-412

Operators of route No.F-403-A (Jaitpur to Kalkaji), F-410-A (Tuglakabad Rly Stn. to SNP Depot), F-411-A (Badarpur to AN Terminal) and F-412 (Badarpur Border to Nehru Place Terminal), have requested to change of route/ via i.e. from Badarpur to Malai Mandir. Via will be – Badarpur, Lal Kua, ESI Hospital, Kalkaji Mandir, Nehru Place, Masjid Moth, Hauz Khas Metro, Munirka, Malai Mandir.

Recommendation

The Committee after a lot of deliberation suggests one revised route to be named as F- 403-A (Jaitpur to Nehru Place) for existing route nos. F-403-A, F-410-A, F-411-A, F-412-A, with following via:

“Jaitpur, Badarpur, Lal Quan, ESI Hospital, Tehkhand, Kalkaji Depot, Gobindpuri, Nehru Place”

(xxii) Route No. F-414-A

Operators of Route No.F-414-A – Madanpur Khadar J.J. Colony to Gobind Puri, have requested for extension of route upto Malai Mandir. Route length will be increased from 11 kms. to 21 kms.

Recommendation

The requested extension cannot be considered as it will adversely affect the operation of DTC buses on route No.764. However, a revised route from Madanpur Khadar to ESI Hospital with the following via may be offered to the operators:

“Madanpur Khadar, Kalindi Kunj, Sarita Vihar, Okhla Tank, Modi Flyover, Nehru Place, Govindpuri, Chamanlal Chowk, ESI Hospital” (xxiii) Route No.F-701

Operators of Route No.F-701 – Dhaula Kuna to Rajokari Village, have requested for extension of route upto Kapashera Border. Route length will be increased from 10 kms to 14 kms.

Recommendation

This is already a very good route and the demand of the operators is illogical. Requested change in the route shall adversely affect the operation of DTC buses of route No.729.

(xxiv) Route No.F-702

Operators of route No.F-702 – Dhaula Kunar to Uttam Nagar (via- R R Lines, Signal Officeflats, Kirbi Place, Lajwanti Garden, Desu Colony, A1 Jan) have requested to extend one of the following routes:

i. Uttam Nagar to with via – Janakpuri, DESU Colony, Sagarpur, Junk Mkt, Gulab House, Mayapuri Chowk, Narayana PVR, Loha Mandi, Pandav Ngar; or ii. Uttam Nagar to Safdarjung Terminal with via – A-1 Janakpuri, DESU Colony, Lajwanti Garden, RR Line, Dhaula Kuan, Moti Bagh, Hyat, Safdarjung Hospital, INA Mkt.

Reason given is that the said route is small in length and un-economical.

Recommendation

This is already a very good route and 29 operators are plying on this route since last 10 years. The requested routes shall adversely affect the operation of DTC buses on route no.753, 711 and 724.

(xxv) Route No.F-707

Operators of route No.F-707 (Palam to Peera Garhi) have requested for extension of route from Peera Garhi to Manglapuri which is 1 km away from Palam.

Recommendation

Request of the operators cannot be acceded to as there is lot of congestion in Mangla Puri.

(xxvi) Route No.F-708-A

Operators of Route No.F-708-A – Palam Village to Najafgarh, have requested for change of via.

Recommendation

The Committee recommends the following via for revised route no.F-708-A (Palam Village to Jharoda)

“Palam Village, Harijan Basti, Bagdola Village, SPG Complex, Dwarka Sector 22/23, Radha Saomi Satsang Bhawan, Amrahi, Gola Dairy, Najafgarh, Anaj Mandi, CRP Camp, Jharoda Village”

(xxvii) Route No.F-709-A

Operators of Route No.F-709-A – Palam to Najafgarh, have requested for extension of route upto Mahipal Pur Village. Route length will be increased from 15 kms. to 27 kms.

Recommendation

The request of the operators cannot be accepted as the requested change shall adversely affect operation of DTC buses on route No.715. However the route is recommended to be extended upto Jharoda with following via:

“Palam village, Dwarka Sec 1, 2, 3, Madhu Vihar, NS Institute, Kakrola village, Nagli Sakrawati, Najafgarh, Anaj Mandi, Jharoda” (xxviii) Route No.F-713-A

Operators of route No.F-713-A (Palam to Amrahi Village) have requested for extension of route from Palam to Najafgarh Village, via – Dwarka Sector 2, 5, 6 (X-ing), Sector 9, 10, 19, Amrahi Village, Gola Dairy, Shyam Vihar, Deen Pur, Najafgarh.

Recommendation

The request of the operator to change one point from Amrahi Village to Najafgarh is accepted. The revised route no.F-713-A from Palam to Najafgarh shall have the following via:

“Palam Village, Dwarka Sector 2 & 6 Xing, Sector 9, 10, 19, Amrahi Village, Gola Dairy, Gola Village, Shyam Vihar, Deen Pur, Najafgarh”

(xxix) Route No.F-806

All operators of Route No.F-806 – Mayapuri Chowk Naryana Village to Najafgarh (via- M P Chowk, Zink Mkt, H N Depot, Tilak Ngr, Distt Centre, Uttam Nagar, Nawada), have requested to extend the existing route in one of the following:-

i) Najafgarh to DTC Colony Shadipur Metro Station – (via – Nawada, Uttam Nagar, Tilak Nagar, Nunk Mrket, Hari Nagar Ghantaghar, Gulab House, Mayapuri Chowk, P.V.R, Loha Mundi, Shadipur Metro Station); or ii) Najafgarh to East Patel Nagar – (via-Nawada, Uttam Nagar, Tilak Nagar, Junk Market, Hari Nagar Ghantaghar, Gulab House, Payal, Loha Mundi, Bentex) Reason given is that route is un-economical.

Recommendation

This is already a very good route and 24 operators are plying on this route since last 10 years. The requested routes shall adversely affect the operation of DTC buses on route no.753.

(xxx) Route No.F-806-A

Operators of Route No.F-806-A – Najafgarh to Uttam Nagar, have requested for extension of route upto . Route length will be increased from 10 kms. to 25 kms.

Recommendation

It is not advisable to extend the route within the city. However, considering the changed dynamics, revised route from Uttam Nagar to Ch. Braham Prakash Charak Hospital may be offered to the operators with the following via:

“Uttam Nagar, Nagli Sakrawati, Kakrola Village, Nawada, Najafgarh, Mitraon, Surehra Mor, Khera Dawar, Ch. Braham Prakash Charak Hospital”

(xxxi) Route No.F-807-A

Operators of Route No.F-807-A – Palam Village to Shyam Vihar, have requested for extension of route upto Mayapuri Chowk. Route length will be increased from 12 kms. to 20 kms.

Recommendation

It is not recommended to extend route upto within city. However revised route from Palam Village to Jhatikra Village may be offered to the operators with following via:

“Palam Village, Dwarka Gate, Dwarka Sector 2/6 Xing, Sector 9/10 Xing, Amrahi Village, Shyam Vihar, Deen Pur, Jhatikra Mor, Jhatikra village”

(xxxii) Route No.F-808

Operators of Route No.F-808 – Naraina Village to Kakrola JJ Colony, have requested for extension of route upto Shadipur Metro Station.

Recommendation

Committee doesn‟t recommend the requested change as it will affect the operation of DTC buses of route No.753.

(xxxiii) Route No.F-809

All operators of Route No.F-809 – Dhansa Border to Najafgarh (via- Mitron Vill, Rawta Xing, Bakar Garh Xing, Dhansa Village) have requested to extend the existing route from Dhansa Border to Dwarka More Metro Station as there are lot of Gramin Sewa vehicles parallel to their routes. The requested route shall act as feeder route to the Metro. Gram Vikas Committee, Village Esapur has also requested for the above said change.

Recommendation

This is already a very good route and 11 operators are plying on this route since last 10 years. The requested routes shall adversely affect the operation of DTC buses on route no.835.

(xxxiv) Route No.F-813-A

Operators of Route No.F-813-A – Najafgarh to Nanakheri, have requested for extension either upto Tilak Nagar or Nangloi. Route length will be increased from 10 kms. to 20 kms. (Tilak Nagar) and from 10 kms. to 25 kms. (Nangloi).

Recommendation

The request of the operators cannot be acceded to as there is already a lot of congestion in Tilak Nagar and Nangloi and the requested change shall also affect the operation of DTC and cluster bus routes no.539, 978, 923, 708 etc.

(xxxv) Route No.F-814

All operators of Route No.F-814- Najafgarh to Kapashera Border (via- Roshan Pura, Chhawla Vill, Bijwasan), have requested for extension of route upto Nangloi as there are lot of gramin sewa vehicles and due this reason operators are facing difficulties.

Recommendation

Request of the operators cannot be acceded to as extension of route to Nangloi shall adversely affect the operations of DTC buses. However, route from Najafgarh to Bakkarwala JJ Colony with following via may be offered to the operators:-

“Kapashera, Kapashera Village, Bijwasan, Bijwasan Rly X-ing, Bamroli, Chhawala Camp, Chhawala Village, Jhatikara Mor, Deenpur, Roshanpura, Najafgarh, Dichaon Depot, Bakrola, Bakkarwala JJ Colony”

(xxxvi) Route No.F-817-A

Operators of route No.F-817-A – Saranpur to Najafgarh (via- Ghuman Hera Xing, Mitrao, Surera Xing, Jaffarpur, Hosp.Samasapur Khalsa, Malikpu) have requested to extend the existing route from Najafgarh to Dwarka Mod as there are lot of Gramin Sewa Vehicles.

Recommendation

The request of the operators cannot be acceded to as the requested route shall adversely affect the operation of DTC buses on route No.827 and 835 and there shall be lot of congestion at Dwarka Mor.

(xxxvii) Route No.F-830-A

Shri Chote Khan is only the single operator of Route No.F-830-A – Rohini West Metro Station to Rohini Sector 18 (via- Rohini Sect-9(Jai,Welcome, Goodwill,Saraswati, New, Modren,Rishi Ganga,I, Trivin), has requested for change of route No.F-832-A from Badli Railway Station to Syyed nangloi as this route is non-economical.

Recommendation

Being a single bus operator, as requested by the operator route no.F-830-A shall be changed to F-832-A (Badli Rly Station to Nangloi Syyad) which is a similar route to the original route and is having the following via:

“Badli Rly. Stn., Suraj Park, Sector 18, 19, Mount Abu School, Sector 13, 9, ML Parwana Road, Madhuban Chowk, Pitampura, Saraswati Vihar, Peera Garhi, Udhyog Nagar, Jwala Puri, GH 13 Paschim Vihar, Nangloi Syyad” (xxxviii) Route No.F-832-A

Operators of Route No.F-832-A – Badli Rly.Stn. to Syyed Nangloi, have requested for extension of route upto Nangloi or Karampura. Route length will be increased from 14 kms. to 15 kms. (Nangloi) and from 14 kms. to 20 kms. (Karampura).

Recommendation

The request of the operators is rejected as requested change of route shall adversely affect the operation of DTC buses on route no.254.

(xxxix) Route No.F-834-A

Operators of route No.F-834-A ( to Bijwasan Rly.Station) have requested for extension of route from Pochanpur to Disstt. Centre via – Dwarka Sector 22/23, National Highway Authority of India, Sect 6, 7 (X-ing), Telephone Exchange, Sector 1 Dwarka Gate, Palam, Manglapuri, Mahabir Enclave, Dabri Mor, Pankha Road, Uttam Nagar, Distt. Centre.

Recommendation

The request of the operators is not accepted as it will adversely affect the operation of DTC buses route no.761, Rl-77 etc.

(xl) Route No.F-836-A

All the operators of Route No.816-A – Nangloi to Uttam Nagar East Metro Station (via - Nilothi Crossing, Ranhola, Holi Public School, Vikash Nagar, Shiv Vihar, Vikas Puri), have stated that the route is very un-economical and the existing route is 11 kms. long and they have requested for extension of route i.e. Tikri Border to Uttam Nagar (via - Ghevra Mod, Mundka, Nangloi, Nilthi Crossing, Ranhola, Holi Public School, Vikas Nagar, Shiv Vihar, Vikaspuri).

This is extension of route by about 7 kms.

Recommendation

There are already 16 vehicles plying on this route and this route is connected to the Uttam Nagar Metro Station. Committees sees no justification for the change of route as requested by the operators.

(xl1) Route No.F-837-A

Operators of Route No.F-837-A – Uttam Nagar to Bakkarwala, have requested for extension upto Nangloi, Route length will be increased from 12 kms. to 18 kms.

Recommendation

The request of the operators is rejected as the route is already connected to Uttam Nagar Metro Station and requested change shall adversely affect the operation of DTC buses of route No.978, 923, 539, 708, 701 etc.

(xlii) Route No.F-843-A

Operators of Route No.F-843-A – Madhu Vihar to Uttam Nagar (via- Mahavir Enclave,40 Road, Dda Bindapur, Chanakya, Place, C-1, Janakpuri,, Tilak P), have requested to extend route one of the following:

i. Madhu Vihar to Madhuban Chowk with via – Madhu Vihar, Dabri Mod, CI Janakpuri, Uttam Nagar, District Centre, Peeragarhi, Madhuban Chowk; or ii. Madhu Vihar to Karam Pura with via – Dabri Mod, Sagar pur, Lajwanti Garden, Mayapuri Chowk, Kirti Nagar and Karampura; or iii. Madhu Vihar to Najagarh with via – Dabri Mod, Uttam Nagar, Kakrola Mod, Nangali Sakrawati, Najafgarh.

Reason given is that the route is congested due to weekly market and bad condition of road.

Recommendation

The decision on the request shall be taken after conducting a survey on the route to verify that the route is congested.

(xlii). Route No.F-847-A

Operators of route No.F-847-A - Nilothi to Tilak Nagar (via- Nilothi Village, Market, Udai Vihar, Chander Vihar, Syed Gaon, Meera Bag) have requested to extend the existing route from Tilak Nagar to Raja Garden two stops ahead i.e. (Subhash Nagar and Rajouri Garden) from Tilak Nagar, as there are lot of Gramin Sewa Vehicles.

Recommendation

There are already 16 buses plying on the route and this route is already well connected to the Tilak Nagar Metro Station. It is not advisable to extend the route within city as it will adversely affect the operation of DTC and cluster buses.

(xliv) Route No.F-851-A

Operators of route No.F-851-A – Tikri Border to Dwarka Metro Station (via- Pvc Market, Jharodha Kalan, Hari Das Enclave, Crp Camp, Anaj Mandi, Najafgarh) have requested to extend route upto Uttam Nagar Metro Station or via change i.e. nangloi, Najafgarh to Dwarka Metro Station.

Recommendation

Extension of route upto Uttam Nagar shall result in big congestion. It will also adversely affect the operation of DTC and cluster buses on route no.923, 978, 708, 539 and 701. This route is already connected with Dwarka Metro Station.

(xlv) Route No.F-858-A

Operators of route No.F-858-A – Malikpur to Dwarka Metro Station (via- Samaspur Khalsa Village/, Ujjwa Village,Jaffarpur, Kalan(Rao Tula Ram Hospit), have requested to extend the destination point of the existing route from Dwarka to Dwark Mod (half km away) as there are lot of Gramin Sewa Vehicles on the route.

Recommendation

The request of the operators for half km extension of his destination point from Dwarka to Dwarka Mor can be acceded to.

(xlvi) Route No.F-908

All three operators of Route No.F-908 – Bakkarwala to Peeragarhi, (via- Bakkerwala Xing, Ranhola, Kamruddin Ngr, Xing Nangloi) have requested for extension of route upto Madhuban Chowk as the route is un-economical.

Recommendation

The Committee rejects the request of the operators as the requested change shall result in adversely affecting the operation of DTC buses on route no.254, 883 and 761 etc.

(xlvii) Route No.F-911-A

Some operators of Route No.F-911-A – Mubarakpur to Peera Garhi Chowk (via- Jwala Puri, Nangloi, Nithari), have requested for extension of route upto Burari Chowk or Karampura Terminal as there are lot of Gramin Sewa vehicles. Presently the route length is 12-13 kms and if the route is extended either upto Burari Chowk or Karampura Terminal, the route length will be 15-18 kms.

Via upto Burari Chowk – Nangloi, Peeragarhi, Police Line, Madhuban Chowk, By pass, Burari Chowk.

Via upto Karampura Terminal – Nangloi, Peeragarhi, Madipur, Punjabi Bagh, Karampura Terminal.

Recommendation

The route is already connected to 3 Metro Stations and it is not advisable to extend the route within the city. Requested change shall also adversely affect the operation of DTC routes like 254, 929 etc. However, changed route from Peera Garhi to Khanjhawala Chowk having the following via may be offered to the operators:

“Peera Garhi, Udhyog Nagar, Nangloi, Nangloi Rly. Stn., Prem Nagar, Mubarakpur, Madanpur Dabas, Karala Xing, Khanjhawla Chowk, DC Office”

(xlviii) Route No.F-913-A

Operators of Route No.F-913-A – Madhuban Chowk to Shahbad Dairy (via- Sector-9, Ambedkar Hospital, Sector-11, Sector-16, Engineering College, Shahbad), have requested for extension of route upto Peera Garhi Chowk with via – Shahbad Dairy, Rohin Seci 17, 16, 11, Rithala Metro STtion, Rohini Sec 7, 8 Xing, Madhuban Chowk, Police Line, Peera Garhi Chowk and route length will be increased from 10kms to 13 kms

Recommendation

There are 15 operators on the route and the route is well connected to Madhuban Chowk Metro Station. The requested change shall adversely affect the operation of DTC and cluster buses on route no.254, 879. However, changed route from Madhuban Chowk to Sector 27 Rohini with following via is recommended:

“Madhuban Chowk, Rohini Sector 9, Sector 11, Sector 16, Eng. College, Shahabad Dairy, Sector 28, Sector 27 Rohini”

“REVISED POLICY FOR TAKING ACTION AGAINST TRANSPORT VEHICLES INVOLVED IN REPEATED OFFENCES

(i) Vehicle plying without valid permit – If a transport vehicle is found to be plying without valid permit, the vehicle should be challaned and impounded by the enforcement agencies for 15 days. Thereafter, the vehicle may be released only when the owner of the vehicle gets the permit renewed from the STA. In case the vehicle owner fails to get the permit renewed the vehicle shall remain impounded indefinitely. The Courts and STAT should be requested not to order release of such vehicles until the vehicle owner gets his/her permit renewed from STA. This would ensure that a vehicle is not plying without permit repeatedly. * In case the fitness of the vehicle expires during the currency of the impounding period of 15 days the vehicle owner may be given opportunity of getting his fitness renewed by release of vehicle for a specified period. (ii) Plying without valid certificate of fitness – If a transport vehicle is found to be plying without valid certificate of fitness, vehicle should be challaned and impounded by the enforcement agencies for 15 days. Further, the enforcement agencies on request of owner, may release the vehicle for 15 days so that the owner is able to get the fitness of the vehicle renewed. In case, the owner fails to produce the certificate of fitness within 15 days, the enforcement agencies shall report such matter to Transport Department for cancellation of registration of such vehicles. (iii) Plying of vehicle by a driver not having a valid driving licence – If a transport vehicle is found to be plying by a driver without valid driving licence, vehicle should be challaned and impounded by the enforcement agencies. The enforcement agencies shall report such matter to STA for cancellation of permit and registration of such vehicles. On receipt of such information, STA shall initiate action for cancellation of permit. Thereafter,

26 the registering authority shall also initiate action for cancellation of registration of the vehicle. In this regard, a prior public notice shall be published in the newspapers. (iv) Fatal accident – The fatal policy was considered and approved. In case of all transport vehicles involved in two fatal accidents, the policy of the Department as earlier will remain applicable. Further, the driving licence and badge of the driver involved in fatal accident shall be cancelled. (v) (a) Violations of directions of Hon‟ble Supreme Court – Delhi Traffic Police is already taking action by challaning / impounding of the vehicle and subsequently also suspending the permit of the offending vehicle for suitable duration. Delhi Traffic Police shall be sending cases to Transport Department where the same offence is committed by a particular driver of a vehicle for three times in a calendar year, for cancellation of driving licence and badge of the driver. If the offence is committed by the another driver of the particular vehicle for three times in a calendar year, driver‟s licence and badge shall be cancelled, the permit and the registration of the vehicle shall also be cancelled in the event of the above mentioned FOUR offences in a calendar year. (b) Violations of directions of Hon‟ble Supreme Court by the transport vehicle drivers In the above said cases, a data bank of the offences of the transport vehicle drivers shall also be maintained to take suitable action against violations by a driver having driven different vehicles. . Delhi Traffic Police shall be sending such cases where the offence is committed by a particular driver, for three times in a calendar year for cancellation of driving licence and badge of the driver. (vi) In case of offences committed by the driver such as drunken driving, violating any condition of permit relating to the route on which or the area in which or the purpose for which the vehicle may be used, strict action of cancellation or suspension of driving licence of the driver of the

27 vehicles involved shall be taken by the licensing authority. Delhi Traffic Police shall continue to refer such cases to STA. If the above mentioned offences are committed second time by the driver his licence and badge shall be cancelled. The permit and the registration of the vehicle shall also be cancelled in the event of TWO offences in a calendar year. 1.8 Mechanism for sharing of information regarding repeated offences Delhi Traffic Police has now started e-challaning of vehicles. Hence, cases of repeated offences shall easily be detected and prosecution system of the Delhi Traffic Police shall be strengthened. Suitable software should be devised by the Delhi Traffic Police for detection of multiple offences committed by particular vehicle and particular driver and on-line access should be given to the Transport Department so that prompt action can be taken for cancellation of permit/registration/driving license. 1.9 Action on subsequent offences under section 182, 192 and 192A under the Act has to be taken by the Delhi Traffic Police and Enforcement Branch. Letter has already been issued to Delhi Traffic Police."
