RE: DOE's NOPR for Energy Conservation Standards for Residential Conventional Ovens Docket Number: EERE-2014-BT-STD-0005, RIN 1904-AD15

Dear Secretary Moniz:

We wrote to you in September regarding the proposed rule on residential oven efficiency, published in the Federal Register on June 10, 2015, to share concerns that the draft rule could have unintended consequences on appliance manufacturers.

In that letter, we encouraged the Department of Energy (DOE) to work with stakeholders to consider a separate set of standards for high-performance ovens that would account for the unique characteristics of these products. Based on input from manufacturers, we know the Department is listening to those concerns and revisiting the testing of ovens and ranges. We applaud the Agency's flexibility and attention to input from industry thus far.

However, we are concerned the DOE is changing course and may now move to recouple efficiency standards for ovens and cooktops back into one single rulemaking. This decision would likely impact high performance products that are developed for and sold to consumers who demand professional grade performance, quality and reliability in their home appliances. This decision would require significant design changes resulting in lessened customer utility and product performance. As a consequence, such new standards would undermine the ability of companies that build high-performance ovens and cooktops to compete in the marketplace.

We respectfully request that you again take into consideration industry comments in crafting this rule and specifically that you work to accommodate the range of product types to avoid unintended consequences for Wisconsin companies and consumers.
