Per Capita Income Guidelines for Operational Purposes

The per capita (GNI) guidelines covering the Civil Works Public Disclosure Authorized Preference, IDA Eligibility, IBRD Terms and the initiation of IBRD graduation process are updated every year, based on the annual rate of change of the SDR-deflator [see President’s Memorandum to the Executive Directors dated September 27, 1983 (SecM83- 924)]. The updated operational guidelines to be applied during FY21 are as follows:

Per capita GNI data (Attachment 1) for borrowing member countries for 2019 have been prepared in accordance with the procedures described in SecM2000-625.

With the 2019 per capita GNI estimates, the following countries will change classification in the FY20 Operational Guidelines (Attachment 3).

For a number of countries, the per capita GNI can only be estimated as a range. These estimated ranges, while useful to place the countries in specific operational categories, are shown as “NA” (not available) in Attachment 1.

Attachment 2 shows growth rates of per capita (GDP) in constant prices for 2019.

We will use the updated guidelines and per capita GNI estimates for all operations for which invitations to negotiate are sent out from July 1, 2020 to June 30, 2021.
