Nils is full professor of public finance and deputy director at the Swiss Graduate School of –IDHEAP (Institut de hautes études en administration publique, University of , ). He is also chairman of the Swiss Public Sector Financial Reporting Advisory Committee, the Swiss accounting standard setter for the public sector. His research interests include: public sector accounting and financial management, fiscal policy, fiscal federalism and valuation of nonmarket goods. He has written, co-authored or edited several books along with numerous articles in professional journals, including Applied Economics, International Tax & Public Finance, Journal of Risk and Uncertainty, Local Government Studies, International Review of Administrative Sciences, Review of Law and Economics, Environmental and Resource Economics. He is also editor of the Swiss cantons’ fiscal comparison Yearbook. He holds a Ph.D. in economics from the University of Neuchâtel in Switzerland. He has held teaching or visiting positions at the University College London (Department of Economics), at the University of Bath (Department of Economics and International Development, UK), Laval University (Department of Political Science, Canada), the Swiss Federal Institute of Technology in Lausanne, and the Swiss universities of and . He is also advisor or expert on a regular basis to the Swiss central government, to the government of several cantons and municipalities.
