Mayor Nina Wallace chaired the meeting.

Councillors present: Doug Metson, Pauline Brassard, Twyla Wilson, Annette Wood- Wheeldon, Dianne Peplinski, and Jason deLeeuw.

Business Arising from the Minutes

AECOM Sue Renaud is to write a letter regarding concerns Council has in regards to the financial aspects of the project.

COU3-13-09-03-Peplinski-Metson-That the council of the Town of Englehart authorizes the Clerk to sign the Scope Change for the Englehart Water/Sewer upgrades with AECOM. “Carried”

Correspondence

1. Englehart Nordic Ski Club Inc. Council directed staff to wait until more information is found out about insurance. A letter to Wayne will be sent informing that we will get back to them once we hear back from the insurance company.

6. Englehart & District Hospital Inc. A swim pass will be donated to the 9th Annual Hospital “Fun Raiser” for Health and Dinner Auction.

Committee Reports

Airport

Councillor Metson reported that Earlton is in the process of applying for a $600,000 grant to FEDNOR. He also stated that our share will be $2,925.60/year for these new services.

Museum

Councillor Brassard reported that the eaves trough are installed. She also noted that there will be an October High Tea with a Christmas theme. The Museum will be open for the Unveiling of Christmas, and they are looking for trinkets of any sort for the “Touch & Take” table. Items for the Silent Auction are also appreciated.

Recreation

COU3-13-09-05-Metson-Peplinski-That the Council of the Town of Englehart appoints Jason deLeeuw to the Recreation Committee and Economic Development Committee for the remaining term of this Council. “Carried”

Emergency Management

Sue noted that Jackie was in Sudbury and completed the BEM course. She will also be taking part in the CEMC course.

Economic Development

Councillor Wood-Wheeldon reported that the highway signs should be up by October 2013. She also noted that there has been success with the 701 property regarding the land for the protection of the engine. The Economic Development Committee would also like the FICE report and the Strategic Plan to be put onto the website.

New Business

COU3-13-09-06-Peplinski-Metson-WHEREAS the communities of the Town of Englehart, Township of Evanturel, Township of Chamberlain and the Municipality of have come together in partnership under the Heritage Fund Corporation and FedNor for the project known as the “Regional Strategic Plan for the Englehart and Area”; AND WHEREAS McSweeney & Associates are the consultants for the project and have developed the Englehart & Area Economic Development Strategic Plan containing five main strategic themes with various actions identified under those themes; AND WHEREAS this project a continuation of the partnership’s efforts to build a strong regional community; NOW THEREFORE the Council of the Corporation of the Town of Englehart hereby resolves to adopt the Englehart & Area Economic Development Strategic Plan as presented; AND FURTHER THAT the Council hereby resolves to direct the Clerk-Treasurer to continue working with the partner municipalities on an implementation plan/strategy. “Carried” Library

Council decided that the lighting project in the arena needs to have precedence at this point in time. They also directed the clerk to find out if one of the other municipalities can apply to Ontario Trillium for the funding of a new roof on the Library.

Lion’s Club

Councillor Metson reported that the Lion’s Club will be paying to replace all the playground equipment in one of Englehart’s local parks.

As promised in the 2013 Budget, the Ontario government is now making available a new $100 million municipal infrastructure fund. Starting in the 2013/14 fiscal year, the Small, Rural and Northern Municipal Infrastructure Fund is designed to help small, rural and northern municipalities address roads, bridges and other critical infrastructure.

Starting October 1, 2013, through this new fund, municipalities can apply for $71 million in capital improvement funding. The initial phase of a two-part selection process includes completing an Expression of Interest (EOI) by November 1, 2013.

Please note: unsuccessful Municipal Infrastructure Investment Initiative (MIII) proposals can be re-submitted for funding consideration. Also, successful MIII applicants can re- apply by submitting a new proposal. In both cases, applicants are subject to the new program’s eligibility criteria.

Additional information includes a Program Manual and an EOI.

The new infrastructure fund includes two other components, also available as of today:

. $25 million to fund 20 proposals for critical projects previously submitted under MIII. This is in addition to the 89 MIII projects announced over the summer. The 21 communities have been notified. More information is available at Ontario.ca/municipalinfrastructure; and

. $4 million in capacity funding for municipalities with populations under 5,000. Please refer to Ontario.ca/municipalinfrastructure to see if your municipality is included in this group. My staff will follow up with eligible municipalities to provide more details.

Tel que promis dans le budget 2013, le gouvernement de l’Ontario met désormais à la disposition des municipalités un nouveau fonds d’infrastructure de 100 millions de dollars. Disponible à partir de l’exercice 2013-2014, le Fonds d'infrastructure pour les petites municipalités rurales et du Nord est conçu pour aider ces municipalités à s’occuper de leurs routes, ponts et autres infrastructures essentielles.

À compter du 1er octobre 2013, au moyen de ce nouveau fonds, les municipalités pourront demander un financement de 71 millions de dollars pour l’amélioration de leurs immobilisations. La phase initiale de ce processus de sélection en deux parties comprend la finalisation d’une déclaration d’intérêt d’ici le 1er novembre 2013.

Veuillez noter que les propositions refusées dans le cadre de l’Initiative d’investissement dans l’infrastructure municipale (IIIM) peuvent être présentées de nouveau en vue d’un éventuel financement. De même, les demandeurs dont les demandes ont été retenues peuvent présenter de nouvelles propositions. Dans les deux cas, les demandeurs sont assujettis aux nouveaux critères d’admissibilité du programme.

Vingt-cinq millions de dollars pour financer 20 propositions de projets essentiels présentées précédemment dans le cadre de l’IIM, et ce, en plus des 89 projets de l’IIM qui avaient été annoncés au cours de l’été. . Quatre millions de dollars de financement de la capacité aux municipalités dont les populations sont inférieures à 5 000 habitants. Mes employés effectueront un suivi auprès des municipalités admissibles afin de leur donner plus de renseignements.
