1. The Sub-Committee considered applications received for a Second Hand Dealer’s Licence, and resolved as follows, viz:-

3. The Sub-Committee considered a Section 34 application received for an Amusement with Prizes Gaming Machine Permit, and resolved as follows, viz:-

TAXI LICENCE - VARIATIONS - APPLICATIONS

4. The Sub-Committee considered applications received for the variation of Taxi Licences, and resolved as follows, viz:-

Applicant: John and Senga Hamilton, 70 Douglas Crescent,

Requested: that their son, James, be added as a joint holder of their Licence

Decided: that John and Senga Hamilton’s son, James, be added as a joint holder of their Taxi Licence.

Applicant: Brendan Clark, 71 Wood Crescent, Motherwell

Requested: that his wife, Janet, be added as a joint holder of his Licence

Decided: that Brendan Clark’s wife, Janet, be added as a joint holder of his Taxi Licence.

It was agreed in terms of Section 50A(4) of the Local Government (Scotland) Act 1973, that the public be excluded from the meeting for the following items on the grounds that the business involved the likely disclosure of exempt information as defined in paragraphs 6, 12 and 14 of Part 1 of Schedule 7A of the Act.

STREET TRADER’S LICENCE - NEW APPLICATIONS

5. The Sub-Committee considered applications received for a Street Trader’s Licence, and resolved as follows, viz:-

6. The Sub-Committee considered applications received for a Taxi Driver’ Licence, and resolved as follows, viz:-

Decided: that consideration be continued to allow the applicant an opportunity to appear before the Sub-Committee to speak in support of his application.

7. The Sub-Committee considered an application for the renewal of a Taxi Driver’s Licence, and resolved as follows, viz:-

Applicant: Edward McAuley, 31 Spalehall Drive,

Decided: that consideration be continued to allow the applicant an opportunity to appear before the Sub-Committee to speak in support of his application.

(3) COMPLAINT

8. The Head of Legal Services advised of a complaint which had been received from Strathclyde Police relative to the behaviour of Robert Terrence Higgins, 81 Shand Street, Wishaw, who currently held a Taxi Driver’s Licence.

Decided:

(1) that consideration be continued to allow the applicant an opportunity to appear before the Sub-Committee to speak in relation to this complaint, and

(2) that the Head of Legal Services be instructed to take appropriate action to suspend Mr. Higgin’s Taxi Driver’s Licence with immediate effect pending the outcome of the hearing.

PRIVATE HIRE CAR AND PRIVATE HIRE CAR DRIVER’S LICENCE - NEW APPLICATION

9. The Sub-Committee considered an application for a Private Hire Car and Private Hire Car Driver’s Licence, and resolved as follows, viz:-

Applicant: Charles Tierney, 33 Cameronian Place, Bellshill

The Convener exercised his discretion to vary the order of business as hereafter minuted. HEARINGS

(1) TAXI DRIVER’S LICENCE - NEW APPLICATION - JOHN CHARLES GIBSON, 13 GLENMORE AVENUE, BELLSHILL

10. With reference to paragraph 2 of the Minute of the meeting of this Sub-Committee held on 26 February 1998, the Head of Legal Services advised that consideration of an application by John Charles Gibson, 13 Glenmore Avenue, Bellshill for a Taxi Driver’s Licence had been continued to allow the applicant an opportunity to appear before the Sub-Committee to speak in support of his application.

The Sub-Committee then heard the applicant and Chief Superintendent Forrest speak in respect of the application.

Thereafter, the applicant and representatives of the Police withdrew from the meeting and the Sub-Committee resumed consideration of the matter.

Decided: that the application by John Charles Gibson for a Taxi Driver’s Licence be granted.

The Police were re-admitted to the meeting.

(2) PRIVATE HIRE CAR DRIVER’S LICENCE - NEW APPLICATIONS

(a) JAMES HAYES, 161 RANNOCH DRIVE, PATHER, WISHAW

11. With reference to paragraph 5 of the Minute of the meeting of this Sub-Committee held on 9 April 1998, the Head of Legal Services advised that consideration of an application by James Hayes, 161 Rannoch Drive, Pather, Wishaw for a Private Hire Car Driver’s Licence had been continued to allow the applicant an opportunity to appear before the Sub-Committee to speak in support of his application.

The Sub-Committee then heard the applicant and Chief Superintendent Forrest speak in respect of the application.

Thereafter, the applicant and representatives of the Police withdrew from the meeting and the Sub-Committee resumed consideration of the matter.
