MINUTES OF REGULAR MEETING OF TOWN COUNCIL

HELD AT THE COUNCIL CHAMBERS ON

WEDNESDAY 25 TH JANUARY 2012 AT 7.00PM

1. APOLOGIES FOR ABSENCE

Apologies were received from Cllr Hanson.

2. AN OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE TOWN COUNCIL

Alexa from the Post was in attendance to observe the meeting.

Graham Thomas from Universal Energy along with Dominic and Tracey Beasty who he was representing in a planning application for a wind turbine to ERYC for Beechwood House on Holme Road, Market Weighton. MWTC had objected to this application at the last meeting due to the size of it for domestic use and had asked that it go to Committee. Mr Thomas explained that the turbine was a reasonable size and was smaller than local pylons and other turbines in the area and that it should be passed as the impact on visibility was minimal and the nearest neighbour was 200 metres across the road and they would be unable to see it in any event. Councillors were also informed that the A1079 ran nearby and therefore noise would not be an issue either and that this particular turbine was a very quiet model. The turbine was to provide electricity for sheds as well as the house. MWTC were asked to change their decision on this planning application in order that the matter goes through quicker. Councillor Hemmerman stated that the Council were unable to change a decision made within a six month period unless there was a new significant development. Councillors had made their decision on the fact that the picture put with the application showed the turbine to be twice the size of the house and thought it too large for domestic use. Councillor Rudd suggested that Mr Thomas and Mr and Mrs Beasty attend ERYC Committee meeting to put forward their views (to check the date the matter will be dealt with – next meeting is 7 th February at 2pm and were held every three weeks). Councillor Rudd said he would put the points from MWTC regarding the picture of the turbine but pointed out that all should be well as the officers had been minded to recommend approval. Mr Thomas thanked Councillors for listening to him and giving advice. Mr Thomas and Mr and Mrs Beasty then left the meeting.

3. DECLARATIONS OF A PERSONAL AND PREJUDICIAL INTEREST – Members to declare any interest in items on the Agenda and the nature of those interest.

Cllr Rudd signed the book and declared a personal and prejudicial interest in all matters relating to planning as a member of East Riding Council Planning Committee. Cllr Smith declared a personal interest in a planning matter and Councillor Chicken declared a personal interest in a Planning application from the Griffin being his place of work.

Councillor Hemmerman asked for his Register of Members Interest Form so that it could be updated.

It was proposed by Cllr King and seconded by Cllr Smith that the previous Minutes be signed as a true and correct with one error amended on folio 6284. AGREED.

5. ONGOING MATTERS AND PROGRESS REPORTS – Town Clerk

Folio 6285 – An inspection had been done on the site of the proposed bus stop.

A thank you had been received from Pocklington Lions regarding contribution sent for Santa at switch on event and they have been booked for the next switch on event so they can plan their diary for the year. The Methodist Church had proved a popular venue.

Folio 6290 - Further to question by Cllr Stellings – Interviews had now been held and an Assistant handyman had been appointed and was due to start on the 28 th January 2012.

Folio 6290 - Work had begun on the toilets 16 th January 2012 and seemed to be progressing well although during the recent gales part of the fencing, put up to protect the site, had blown onto a car. Residents and visitors have asked to use toilets in the area and the system appeared to be working well. No complaints had been received. Cllr Rudd informed Councillors that the Traffic Order for the toilet refurbishment had been in the Pocklington Post and was dated 26 th January 2012.

The security work on the Town Hall has now been completed and appears to be working as it should. Cllr Stellings had offered a portable TV from Vixen studios but Gordon from GTek has loaned us one in the meantime.

Folio 6286 – The contractor for the Landscaping at St Helens Well had been contacted and work was due to commence soon. The slight delay was due to ERYC checks and checking of the Lease.

Folio 6290 - Cllr Rudd also reported that with regard to the sub station on Spring Road he had been in touch with Mr Harland from ERYC and ERYC did in fact own the land and this matter was now going ahead. The school were pleased to sub station was being removed.

6. TO CONSIDER AND AGREE PROPOSALS FOR CHANGES TO THE CULVERT

Councillor Hemmerman informed Councillors that at the Multi Agency Flood Liaison Meeting held on the 18 th January 2012 representatives from ERYC had stated they had funding for non major work on Londesborough Road and that they wanted formal agreement from MWTC to shift the funding to more urgent flood prevention work near the Red Lion and The Green. Councillor King asked that the safety of children when the land was opened up at The Green should be paramount and be flagged up with ERYC at the design stage. Many people come to feed the ducks in the area and this could be a significant risk. The Clerk was asked to send an e mail to Andrew McLachlan to mention this risk. Councillor Rudd also mentioned the unused culvert that had been found during investigations of a manhole cover at the rear of the Fish and Chip Shop and further investigations were being made as to where it goes. All Councillors agreed unanimously to accept the proposed funding changes in order to prevent flooding in the town.

It was AGREED to recommend to full Council that:

• the quote from GTek Systems be accepted for the provision of a security system to the front of the Town Hall along with a door alarm system for the inner door of the Town Hall.

Events 18 th January 2011

It was AGREED to recommend to full Council that:

• The free pitch to stallholders should continue as a gesture of goodwill in order to try and revitalise the Friday market. • MWTC go ahead with a beacon on the grassed area outside the Town Hall to commemorate the Queens Diamond Jubilee on the 4 th June 2012 providing a suitable beacon can be located and obtained. • The Clerk investigates the cost of a memorial plaque to put on the site of the beacon if the above is approved. • The Civic Service is held on the 29 th April 2012 and a buffet lunch be provided.

The above recommendations were accepted by Full Council. The Clerk was asked to write to the Voice of Hope Group for giving up their usual Sunday booking to enable to hall to be booked.

As the press were present a note of the balances on the accounts was not read out by request from Councillors. The financial reports were accepted.

11. REQUESTS FOR DONATIONS

A donation towards converting to digital projection at the Pocklington Arts Centre was requested. After discussion as to whether MWTC were prepared to donate outside Market Weighton and the fact that many local residents visit the Arts Centre, and Market Weighton has no cinema, and this benefits residents as it does with contributions to Pocklington Lions for Santa, it was proposed by Councillor Rudd and seconded by Councillor Cartwright that a nominal amount of £50 be donated. A show of hands showed 6 in support and 5 against and 1 abstention. AGREED

A donation was requested from the Market Weighton Children Centre, Market Weighton Infants School and Mount Pleasant Junior School (in partnership with the Bishop Burton Agricultural College) for the creation of a sensory garden. It was proposed by Councillor King and seconded by Councillor Townshend that a nominal sum of £50 be sent to support the making this garden. AGREED by all. A consultation evening is to be held on the 26 th January and Councillor Hemmerman will try to attend.

12. FORTHCOMING EVENTS DIARY AND REPORTS FROM LAST MEETING

The events diary was passed to all. Any items intended for inclusion should be sent to the Town Clerk. When an invite is received through the post it will automatically be included and only marked ‘not attending’ where appropriate. It was agreed that in future the events diary would read previous months events attended, ie Dec current months attendances ie Jan and future events to allow for dates past the following month.

15. TO DISCUSS ANY RELEVANT COMMITTEE AND COMMUNITY ISSUES

Cllr Chicken - stated that whilst in the Town Hall earlier the electrical connection had gone off whilst GTEC were doing the Security System – on checking this should have been inspected in 2008. The Clerk was asked contact an electrician to get this checked.

Cllr Rudd – A resident had asked about the trees in the land opposite the Town Hall as they thought they were too high and the wrong type. Discussion around ownership of the land – whilst ERYC do look after it so do MWTC – the land is common ground.

Cllr Peaks – Asked who the new Assistant Handyman was. The Clerk informed the Council it was a a local gentleman called James Frederick Smith. Cllr Peaks also asked about Red Cross First Aid Course availability. The Clerk said she would look into this.

Cllr Townshend – Asked if Councillors could be contacted in any other way than by e mail especially for emergency and special meetings or that there be a system of responding. The Clerk mentioned that it had been agreed before that Councillors should e mail to say they were attending and if they did not reply telephone people. The Clerk was asked to put a reminder on the bottom of the summons to a meeting to remind Councillors to respond.

Town Clerk – Stated that she was attending a CILCA session on Saturday as part of the course. The Clerk also asked if some of the typing up could be done at work due to the fact that she only had a small net book at home which was not adequate to do large quantities of typing. Councillors agreed that this was acceptable as the Clerk was doing the course for the Council. Councillors asked when the course was likely to complete and the Clerk said work was due to be submitted by the summer.

Cllr Hemmerman – Had received a call from a resident about the tennis courts and Lovells Builders and resident had seen some plans for the moving of the Health Centre. Cllr Hemmerman said MWTC could not really comment until plans were submitted to them. Another resident had concerns about part of the beck as she was riparian owner and was being asked to be responsible. Councillor Hemmerman was to pass this to ERYC.

16. DATE OF NEXT REGULAR MEETING OF MARKET WEIGHTON TOWN COUNCIL

The next Meeting of Market Weighton Town Council will be held on Wednesday 22 nd February 2012 at 7.00pm in the Council Chamber.

There being no further business to discuss, the Town Mayor thanked Members for their attendance and declared the Meeting closed at 9.05pm.
