FOOTBALL OPERATIONS MANAGER'S REPORT I 2012 was a year of change for the BDAFL, with divisionalised football being implemented for the first time. Premier Division, Division 1 and Division 2 allowe~ clubs to field teams in a competition where they could be competitive. . .

Each division had 6 teams as well as 5 Under 18 teams, who finished off the season. Newcastle City embraced divisionalisation, by entering a team in each division, which is a model that other clubs will look at in 2013. !

We also welcomed the Maitland Saints into the BDAFL for the first time, and look forward to seeing their future growth as both a senior and junior club. , I The most pleasing thing about divisionalised football in 2012, was to see all 10 clubs represented in the finals series. i

Having 3 divisions and an Under 18's competition meant that t~e game day structure of our I finals series had to adopt a new approach. Number 1 Sportsgrbund and Bateau Bay Sporting I 1 Facility were able to host 4 games a day during the finals, and having Premier Division play under lights was an exciting concept. To see a tense last quart6r between Terrigal-Avoca and Cardiff, in the Premier Division Grand Final, under the lights at Number 1 Sportsground, was a fantastic experience for players, umpires and spectators.

The Board this year worked really hard on the image of our co~petition, to make it attractive for families to come and watch, as well as for sponsors to be associated with us. We will continually work with our clubs to ensure that our match day e~vironments have a positive effect on all players, umpires, officials and spectators. ! ·

Media wise, we had some excellent traction through local radiJ and the newspapers. Our new website also gave the Black Diamond AFL a fresh new look online, and we hope to generate more traffic through our website, as more and more people fin~ it easier to navigate around. I A special congratulations must go to our premiership teams a~d major individual award winners:

A massive thank you has to go to Scott Harrington, Anthony Monk, Ph ill Knight, Duane Roy, Michael Way, Phil Lewis and Terry O'Kane, for the dedication j 1 they have each shown, in providing a better football experience to our Region.

Thank you also to our countless number of club volunteers" a~ without you, our competition simply does not happen. ·

Thank you as well to our umpires, who will always be such an !important part of our game. We will continue to work on the recruitment and retention of umpires, to cater for the intended growth in teams. I

2013 promises to again be a big season, with extra teams anticipated, and a closer alignment with our junior clubs, to ensure that we have sustainable pathways for all participants, from Auskick through to Senior Football. I am excited to be involveql.

UMPIRE COACH'S REPORT

The BDAFL landscape underwent a major change at the start of the year when the competition was redesigned into a divisional structure. The aim of the modification was to try and even out the competition as it was felt the difference in standard between the stronger clubs and the others was not good for the game. The resulting BDAFL left six teams in the Premier Division, six in First Division, six in Second Division and at the start of the season six in Under 18s.

These changes had an effect on the number of umpires required each week. The aim was once again for the NCCUA to provide panels of umpires to cover games at least in the Premier Division and Under 18s. ·

As has happened in previous seasons, the turnover of umpires leaving the group was again · high. Five field umpires, ten boundary umpires and four goal umpires with BDAFL Cup experience were not umpiring in 2012 for various reasons. In fact there have been eighteen boundary umpires who umpired at Cup level during either 2010 and/or 2011 that were not with the group in 2012.

To compensate for these numbers, three field umpires and nine boundary umpires made debuts at Premier Division level in 2012 and there was one returning goal umpire. Of the nine boundary umpires, eight were aged between 13 and 17 which hopefully will augur well for the future.

During the season, twelve field, eleven boundary and nine goal umpires were involved in BDAFL Premier Division games. There have been a number of junior umpires participating in the Newcastle and Central Coast areas that have been identified as potential BDAFL senior umpires and it is hoped that the development of these umpires will take place over the next twelve months. Ideally the more quality umpires that can be produced, the more competition there will be for spots each week and this will result in standards being raised across the board.

Wet weather again had some affect on the competition with games postponed and training at Marks Point being disrupted. However, with amenities such as the Bateau Bay Sports Facility and Dick Burwell Oval at Nelson Bay, the BDAFL was able to rearrange a number of games away from grounds that have poor drainage.

Hopefully the BDAFL can work with the various entities that control grounds such as Bill Elliott Oval, Adelaide Street and Hylton Moore Oval to improve the conditions that these ground present when rain falls. I am sure the clubs themselves are frustrated at the need to reorganize training and games during the season, especially when home games are rescheduled away from venues where clubs can benefit financially from canteen sales.

The Northern Region Umpire Development Squad this year had 8 members - Joshua Duffy­ Sykes, Lachlan Head, Jake Bateman, Amos Austin, Brent Crow, Joseph O'Brien, Lachlan Taylor and Jay Barry. Joshua Duffy-Sykes, Lachlan Head, Jake Bateman debuted in the BDAFL Under 18 competition during the season with Joshua umpiring so well he was appointed to some Premier Division games.

Lachlan Taylor performed very well as a Premier Division boundary umpire during the year and Jay Barry umpired strongly in the BDAFL Under 18 competition. Amos, Brent and Joseph have shown enormous potential at junior level and hopefully all eight umpires can be fast tracked over the upcoming seasons into prominent BDAFL roles.

Thank you to Carl Fletcher and Graham Glassford from the AFL NSW/ACT for their continued leadership of Northern Region Umpire Development Squad programme and umpiring in the Newcastle/Central Coast region in general.

Just where is umpiring headed in the future. Feedback from clubs has been that they feel that a number of umpires are not fit enough for the BDAFL and some umpires themselves have complained about the training requirements because they believe that umpiring is a "hobby" and they should not have to commit to training as required by the BDAFL. These two thoughts appear to be at the opposite end of the spectrum. The bottom line is that if umpires expect to be paid the type of money that umpiring has to offer, they need to be fit and skilled to be able to handle a two hour game each weekend.

Some umpires are happy to train once a week and rely on this exercise to do a game on the weekend. The effort required to maintain a high level of umpiring skill needs to be more than this. For umpiring to get better in this region and go to the next level, the commitment of some umpires needs to improve both in fitness and skill.

It was no coincidence that come end of season games, appointments to the Grand Finals were based firstly on performance during the home and away season and also on training attendance and effort during the year. Umpires cannot expect to attend training ad hoc and then be appointed to the big games over umpires who have sh0wn commitment throughout the year. No matter how good an umpire is, dedication to their craft at training must be taken into consideration when appointing umpires to the pinnacle games of the season.

Further to the development of umpiring in the region and ways to improve all aspects, the BDAFL through the AFL NSW/ACT has commissioned a full review of umpiring. Former BDAFL President Chris Arnold was asked to speak to all stakeholders to sort through the perceived problems from all sides of the fence.

The NCCUA gave Chris a formal submission on how it believe$ umpiring should be structured moving forward and met with him both as a committee and with interested umpires to discuss its view and the feedback from other parties. The plan is for Chris to report back to the AFL NSW/ACT and the BDAFL and decisions will then be made on:what is the best structure for umpiring.

Areas covered in the NCCUA submission included -

• Competition administration and organisational structure •Match day • Appointments • Umpire Remuneration ·Coaching • Retain/Recruit •Mentors •Training •Pathway

The review must be considered as a positive for the group anq any changes that come from it hopefully will only improve the standings of umpiring in the BDAFL competition. It is a perfect opportunity for all parties including umpires, clubs and others to come up with ways of improving the standard. I hope all groups take the opportunity to put forward their ideas, not remain silent and then complain loudly in the future about their perceived problems with umpiring.

As coach of the team, I was fortunate enough to have a number of people behind me who gave tremendous support. Assisting me on the Umpires Appointment Committee during the 2012 season was Roger Crowhurst. Thank you to Roger for hi.s vast experience and knowledge that not only helped me in my role but as a mentor'to younger umpires. The evergreen John Sullivan as always provided feedback each week on umpiring performances which was greatly appreciated. Roy Reichert continued his role as AFLGSJ Newcastle Umpires Manager/Coach and successfully developed a numbbr of new umpires with some moving into the senior BDAFL competition.

On the Central Coast, Carl Fletcher and Darrel Luck with the ~ssistance of young umpires Lachlan Head and Joshua Duffy-Sykes ran weekly training sessions and helped mentor the junior umpires in this area. i To the BDAFL Football Operations Manager, President and Board, thank you for your work during the year. Th~ BDAFL made the decision to reposition the competition's structure and the general feedback is that the senior level was the most eve'n in years. It is difficult to understand why the Under 18 competition numbers fell away during 2012. I am sure the

BDAFL will be concentrating on ways to get more kids involved in our great game that can provide the springboard for future senior players in the future.

In conclusion I would like to thank Darrel Luck and the NCCUA committee for their work during the year. For the NC CUA to prosper, the group needs some new blood to become involved in the running of the Association. It is unfair on the same people to be expected tci continue to run the Association year after year without help. I encourage some of the younger members to become involved in helping the NCCUA develop.

REPRESENTATIVE FOOTBALL

BDAFL participated in the AFL NSW/ACT Representative program in 2012 with a match against Riverina FNL at Blacktown International Sportsground. : ' The selectors, Scott Harrington (Chairman), Courtney Knight (Coach) and Chris Bishop ! I (Assistant Coach) selected a training squad of 45 players at the! beginning of May with 5 training sessions scheduled at Tulkaba Park and Bateau Bay.

I Unfortunately the commitment from players was not as expected and the Board opted to invoke the By-Law regarding Representative Football which indluded the ability to suspend those players who make themselves unavailable. In the end, the Board opted to issue those players with a warning as opposed to a suspension. The league makes a significant investment in Representative Football; and as such are entitled, to have the best players available for selection.

Prior to the final week of training the squad was reduced to 24 players, with the final 22 named after the final training session.

' All players and officials received a polo shirt and fleecy top and travelled to and from Blacktown on the same day by Bus (Port Stephens Coaches). i A function was held after the game where Chris Bishop was presented with a trophy as the BDAFL's Best Player.

The Black Diamond AFL Representative Team participated in the 2012 Representative Carnival on June 9 at Blacktown International Sports Park playing Riverina AFL on the No 1 Oval.

i Black Diamond AFL President Scott Harrington was Chairman of Selectors, with Courtney Knight Senior Coach, Chris Bishop Team Captain and Assistant Coach, Luke Rawnsley and Corey Shackleton Vice Captains, Phill Knight Team Manager and Mitchell Knight Team Runner.

After a detailed assessment of the regions talent and most suitable game style, a squad based around ball winning ability, speed, foot and hand skill ar11d aerobic fitness was compiled. An initial 42 playing squad was selected which represented a balance of youth, experience and club representation with the vision of:

1. Producing a highly competitive performance against the Riverina 2. Developing a program to lead into preparations for th~ 2013 NSW Country Championships Unfortunately the training schedule was poorly supported by sbme clubs which resulted in poor numbers at most training sessions. This meant that the SGhedule was somewhat inefficient in achieving its goals completely, however the experience proved beneficial and enjoyable for the players and officials who did support the prowam.

The match itself was high paced from the outset. In each quarter Riverina gained an early ascendance, which Black Diamond was able to claw back he9ding into each change. Riverina went into the main break 31 points in front. A spirited and entertaining third quarter showcased the desired Black Diamond brand which resulted ih an increase in hard ball wins and possession which converted to winning the quarter by 18 1points. With more run in their legs, Riverina were able to maintain their intensity outscoring Black Diamond in the last quarter by seven goals, and running out 57 point victors. I

An after match function was held at BISP No 1 Oval for all Leagues who participated in the day. Captain Chris Bishop was named best player for Black Diamond. He was ably supported by Bryce Singleton, Anthony Stewart, Sam O'Brien and Pete Van Dam.

ISAAC HEENEY

Isaac Heeney began 2012 playing Under 18 football for Cardiff; however by the end of it he was meeting the Prime Minister.

It was quite a year for the 16 year old which included:

Selection in the Academy; Selection in AFL NSW/ACT Rams Under 16's team to play in National Championships; Best on Ground in each of the Rams three matches and not only received the award as NSAW/ACT's Best player of the Carnival but also was adjudged as the winner of the Mclean Medal as the Best of Fairest player in Division Two of the National Carnival; Named in the AFL-AIS program Received Jim Stynes Scholarship Met Prime Minister Julia Gillard in Canberra as part of winning the Scholarship 1 Won BDAFL Most Outstanding Young Footballer of the year; - Played in the Black Diamond Cup Grand Final for Cardi1 The Jim Stynes Scholarship is awarded to 11 junior AFL playe~s Australia-wide. The I Scholarship is A federal government-financed program aimed kt helping disadvantaged I footballers reach the AFL.

Stynes died in March after a long and public battle with cancer and was renowned for his acts of philanthropy.

The No.11 Melbourne Demaris jersey was made famous by St nes and upon his passing, Stynes' wife, Sam, along with a panel of judges from the AFL ~nd the Reach Foundation, chose to offer 11 scholarships I .

The Scholarship is worth up to $20,000 over two years and helps ease the financial burden of football travel and education expenses.

SEASON LAUNCH

In 2012, the BDAFL held it's season launch at Rocksalt Restaurant on Newcastle Marina.

AFL NSW/ACT General Manager and Premiership winning cabtain, Tom Harley was the guestspeake~ l Approximately 40 people attended the function with represent tives from Newcastle City Council, Media, AFL NSW/ACT, GSJ Newcastle & Central Co~st and BDAFL Board members in attendance. Unfortunately the representation from the BDAW. L clubs was not as high as anticipated with a number of clubs not represented.

1 Whilst it was a good night the lack of support from the clubs will mean a review into the value of such event being held in the future.

FINALS

The 2012 BDAFL competitions all used a final four final system with finals played over three weeks. The Semi Finals were played on the first weekend at Newcastle No 1 Sportsground (2°d semi final) and Bateau Bay Sports Facility (1st semi final). The Preliminary and Grand Finals were both played at Newcastle No 1 Sportsground.

Newcastle No.1 Sports Ground has been the home of the Black Diamond AFL in each of its thirteen years.

With the introduction of as Second Division competition there were four matches played on each day with the Premier Division matches played as twilight fixtures.

As per previous seasons, the canteen, alcohol sales and gate were offered to clubs who wished to tender. This is a chance for all clubs to operate these functions which can raise much needed funds. The Entrance Bateau Bay Junior Football Club very kindly agreed to run the canteen for the first semi final. Newcastle City Juniors ran the canteen at the Newcastle finals with Newcastle City Seniors operating the bar. Newcastle City manned the gates for the 2nd Semi Final with Lake Macquarie manning the gates for both the Preliminary Final and Grand Final. The Board of the BDAFL are thankful to all of the clubs involved for their assistance during the finals series.

Admission charges for the final series remained the same at the Newcastle finals. Adults $10, aged pensioners $5, Children under 15 free and Cars $3. Football Records were included in the admission price at the Newcastle finals but were sold for $2. Due to an issue with charging an a_dmission fee at Bateau bay Sports Facility the 1st Semi Final was free admission.

Overall the finals were a success, although the behaviour of a number of club officials and members at both the Preliminary and Grand Finals was unacceptable and resulted in a number of Code of Conduct Breaches being recorded and subsequent disciplinary action taken.

PRESENTATION NIGHT

This year the Night was once again held at Mingara Recreation Club.

The venue fits in well with our requirements and easily accommodates the 200 people who attended.

Tickets were struck at $48.40 which included a three course meal plus wine on the tables. Canapes and drinks were also provided upon arrival.

Clubs were provided with eight tickets per team as part of their affiliation fee.

The MC was Star FM 104.5 personality, Sarah Maree Cameron and her performance very much contributed to a successful night.

The night included a visual presentation of all award winners, including a count of the Elliott Davey Medal.

Congratulations to the Terrigal Avoca Football Club on winning the Club Championship for 2012. Their club, along with second placed Warners Bay and third placed Killarney Vale, received a cheque at the League's Presentation Night.

CLUB ADMINISTRATION AWARD

The Club Administration Award is designed to reward clubs at the end of the season with a financial incentive for the clubs that meet most of their administration requirements. It negates the need for clubs to be fined on a weekly, fortnightly or monthly basis where they fail to complete their required tasks. Many other organisations simply just issue fines to clubs which has a negative impact on the people trying to do the right thing.

Each club commenced the year with 200 points, with points deducted where clubs failed to meet the requirements or points added for doing things early or providing the league with certain information to help the system and provide a smooth process.

This year's winners were Singleton, with Newcastle City in second place and Lake Macquarie third.
