POSITION PURPOSE

To enable Oranga Tamariki to develop and maintain strong Treaty-based partnerships that allow for and Māori to transform outcomes for their tamariki and whanau.

To achieve this, this role will:

• lead the strategic direction and development of tools and approaches for the organisation to partner effectively with iwi and Māori on areas that align with their vision and aspirations; • lead a team to provide governance and oversight over the development and implementation of Strategic Partnerships agreements with Iwi and Maori organsiations; • drive change at a system level that puts the voices of whānau, hapū and iwi at the centre; • work with whānau, hapū and iwi to co-design new approaches decision-making, and to delegate accountabilities and power.

This team provides a crucial foundation to meet obligations under the Oranga Tamariki Act (Section 7AA) and work towards the Oranga Tamariki end goal that ‘tamariki Māori are thriving under the protection of whānau, hapū and iwi'.

This position is a strategic role, reporting directly to the Tamariki Advocate, Deputy Chief Executive Voices of Children.

delivery of the work programme and establish business as usual functions. - Lead the development of a national strategy, in partnership with iwi and Māori organisations, for effective engagement with whānau, hapū, and iwi. - Lead the development of a long-term approach to Strategic Partnering, alongside the Treaty Response Unit. - Lead the work programme within the context of a defined programme plan and governance arrangements ensuring coordination between Oranga Tamariki and stakeholders. - Develop a clear narrative to support staff and stakeholders to understand the work programme. - Work with other Senior Responsible Officers and change leaders to ensure that implementation of the work programme is effectively co-ordinated with the wider organisational change programme and advances the organisation’s strategic priorities.

Stakeholder Management - Initiate, build and maintain a range of relationships and networks, both within and outside Oranga Tamariki to influence, persuade and to understand others’ perspective to enrich advice. - Represent the Tamariki Advocate, DCE Voices of Children at national level and inter-agency to advance the services for tamariki.

Risk Management - Identify any programme and organisational risks and take action to minimise their impact. - Effectively manage risks and escalate risks and propose appropriate mitigation where necessary.

QUALIFICATIONS & EXPERIENCE

Qualifications - A relevant post graduate tertiary qualification - A clean, current driver’s licence is essential.

Experience - Proven successful experience in working collaboratively with whānau, hāpu, iwi and Māori organisations and relevant internal and external stakeholders. - Experience in working in a Te Ao Māori context - A deep understanding of the machinery of government, including the provision of high quality policy advice - Service and practice quality, budget and resource management experience.

- Experience in leading and implementing service change particularly in the context of a transformational change programme - Experience in leading high performing teams. - Experience in leading successful large scale programmes of work - An understanding of the non-government sector (NGO) and the public sector context within which OT works. - Established community knowledge and networks. - Proven successful experience in working with communities and other key stakeholders in the sector. - Proven successful experience in facilitating and negotiating culturally relevant decision making to resource outcomes for the Transition Service.
