The CAB Team Uttlesford Citizens Advice Bureau 2012–13 www.uttlesfordcab.org.uk “Poverty and hardship exist in our area and with extra funds we can reach out and make a real difference.” Uttlesford Citizens Advice Bureau is a charity that works in and around Saffron Walden, Great Dunmow, Thaxted and Stansted Mountfitchet. We provide free, independent, confidential and impartial advice to everyone on their rights and responsibilities. We value diversity, promote equality and challenge discrimination. Our aims are to provide the advice people need for the problems they face, and to improve the policies and practices that affect people’s lives. Looking to the future As a volunteer-based charity, we see the amazing work that can be done by the community. However, legislative changes in the Localism Act around housing, the Welfare Reform Act and cuts in legal aid, will affect local residents. Uttlesford is a wonderful place to live, but if you don’t have much money the absence of a job centre, scarce public transport and the lack of affordable housing is a huge problem. We work hard to help our community deal with the complexities of these changes, as well as tackling the everyday challenges faced by those who use our service. We focus on supporting the most vulnerable members of society, whilst empowering people to help themselves where they can. Uttlesford has a strong sense of community and we are incredibly grateful to our many supporters KATE ROBSON, MANAGER and volunteers. But funding still remains uncertain every year and Uttlesford CAB can only continue to offer its vital service with continued support. “If you don’t have much money the absence of a job centre, scarce public transport and the lack of affordable housing is a huge problem.” “A recent survey showed that 99% of our clients were happy or very happy with the quality of information and advice they received.” Who we help A bailiff calls A woman called in a state of real distress saying that a bailiff was on her doorstep demanding the keys to her car. As she had to have the car in order to get to work, we contacted the people she owed money to and asked them to accept affordable re-payments rather than taking the car away. The creditors agreed and our client was able to remain in employment and pay off her debts. Unemployed and homeless A young man of 19 came to us as he had lost both his job and his home. His employers, who had provided him with accommodation, were closing the business. After checking he hadn’t been unfairly dismissed, we discussed his options in terms of unemployment benefit and his lack of priority housing need. Initially, the young man was reluctant to consider leaving the area and moving Fear of the future back in with his parents. In a short trial of advice sessions we helped many soldiers and their families with long-standing issues including debt, money management, disability issues, retirement planning and redundancy.     Getting to Stansted Airport London’s ‘third airport’ after Heathrow and Gatwick, Stansted is located in the countryside of Essex at Stansted Mountfitchet, some 48kms to the northwest of London. The airport is a somewhat uncomfortable neighbour for the surrounding sleepy Essex villages which maintain traditional ways of life. Stansted’s role as a major hub for a plethora of low-cost airlines has made it the third- busiest airport in the UK, with Ryanair its biggest user serving over 100 international destinations. As many as 13 other budget carriers are served here, including easyJet, Air Berlin, BMIbaby, Germanwings and even AirAsia, with a flight to Kuala Lumpur and Albanian Airlines running to Tirana. In addition, Stansted Airport hosts seasonal charters to holiday destinations across Europe, the Mediterranean and North Africa via Thomas Cook Airlines, Thomson and several other travel companies. Frequent-flyer holidaymakers are almost certain to have used Stansted at least once. Getting there Provided there isn’t a big freeze, getting to Stansted Airport from London is fairly straightforward. By road, connections to northeast London and Cambridge are provided by the M11, which links with the M25 motorway around the capital and thence to the M1 northbound and other motorway links across England. The airport’s own rail station is found beneath the complex, with regular Stansted Express services to London’s Liverpool Street Station, connecting with the Tube system for onward travel. Cross country services operate every hour to Cambridge, Leicester and the Midlands. Express bus services run from Stratford on the Central Tube line and from Victoria Coach Station in central London, taking between 45 and 75 minutes.

It is one of eight deaneries in the Colchester Episcopal Area and one of four in the Archdeaconry of Stansted. Stansted Mountfitchet parish is a large Essex village situated some three miles north of the Hertfordshire market town of Bishop’s Stortford. The village has a mainline railway station and is close to the A120/M11 motorway junction, both of which provide easy access to London and Cambridge. Birchanger parish is a “linear” village built along the line of Birchanger Lane, situated to the south west of Stansted Mountfitchet. The parish lies in a rough triangle of green belt.     Essex Coast Recreational disturbance Avoidance and Mitigation Strategy (RAMS) Draft Supplementary Planning Document Planning and Compulsory Purchase Act 2004 The Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended) STATEMENT OF REPRESENTATIONS The Essex Coast RAMS authorities1 have published the Essex Coast Recreational disturbance Avoidance and Mitigation Strategy Draft Supplementary Planning Document for a six-week period of consultation from 10th January – 5pm on 21st February 2020. The document is now subject to public consultation. Title of Document: Essex Coast Recreational disturbance Avoidance and Mitigation Strategy (Essex Coast RAMS) Draft Supplementary Planning Document (Essex Coast RAMS Draft SPD). Subject Matter: The Essex Coast RAMS Draft SPD has been developed by a partnership made up of the Essex Coast RAMS authorities, Essex County Council and Natural England. The RAMS provides a strategy for mitigating the impact of recreational disturbance on protected Habitat Sites resulting from new residential developments. This mitigation is funded by contributions from all new qualifying residential dwellings built within the ‘zone of influence’ of each habitats site. Further to the above, Bird Aware Essex Coast is an initiative run by the Essex Coast RAMS, which seeks to raise awareness of the birds that feed and breed on the Essex Coast, so that people can enjoy the coast and its wildlife without disturbing the birds. A Supplementary Planning Document (SPD) has been prepared to provide applicants and developers with guidance on how the Essex Coast RAMS affects them and their development. In particular, the SPD would provide information on what mitigation is needed and how this will be funded through the planning system.
